Targets and main outcomes

REFERENCES RDCB meetings of AirLED
In the last two years 7 RDCB meetings have been held.
Representatives of public authorities (n.11), universities (n.2), agencies and associations (n.4), research
centre (n.2), private businesses and services (n.9) have been attended.
Average participants for each meeting: 15/20 persons.

REFERENCES Target topics and method of analysis
Working groups at the regional level, for comparison with the local actors to sharing a cognitive framework
on the national/regional airport system and to set targets to promote the planning and local economic
development, with specific reference at airport catchment areas.
RDCB meetings
Three main analysis methods have been carried out in overall seven meetings:
1. TRANSPORT ANALYSIS 1st and 2nd meetings
2. STATUS QUO ANALYSIS 3rd meeting
3. FOCUS ON TOPICS 4th, 5th, 6th and 7th meetings
Concerning Emilia-Romagna Region that means to operate for improving a "system" which is able to
integrate the manufacturing, services and infrastructures into this area.
Three topics have mainly been analysed towards three latest meetings:
1. AIR PASSENGERS: TOURISTIC AND BUSINESS BEHAVIOUR
2. AIR CARGO AND FREIGHT MANAGING AT REGIONAL/NATIONAL/EUROPEAN LEVEL
3. RELATIONSHIP BETWEEN REGIONAL AIRPORT SYSTEM AND REGIONAL BUSINESS AREA

TRANSPORT ANALYSIS National and Regional airport system
1st RDCB Meeting, 11st June 2013 : "Italian airport system: issues, regulation and role of planning"
2nd RDCB Meeting, 18th June 2013: “The Airport System: liberalization and the role of the market "
AIMS
Better knowledge about the national airport infrastructural
system, main dynamics that lead the airport system, and also
the airlines market system; sharing the framework about socio-
economic impact of airports on territories; planning vs. market:
economic interests and a balanced spatial planning.
MAIN ACTIVITIES AND DISCUSSION
Reports on the airport planning to supporting the surrounding
development, the evolution of the air transport sector, and the
territorial agreement for development of Bologna Airport, and its
relationship with the district area as well.
RESULTS
Better knowledge and sharing information on:
-Features and development of the national airport system and
air passenger traffic, focusing on ER regional airport system
and Bologna Apt;
- Analysis of the main dynamics that govern the airport system
and air transport, socio-economic impact of airports on the
territory.

STATUS QUO ANALYSIS Regional airport system and focusing on Bologna airport
3rd RDCB Meeting, 23rd September 2013:
“The Regional Airport System: focus on the role of the Bologna International Airport "
AIMS
Sharing of the collected data regarding the Emilia-
Romagna airport system and the Bologna Airport, with
some first comparisons with the European context.
MAIN ACTIVITIES AND DISCUSSION
Presentation of Status Quo Analysis of regional airport
system, focusing on Bologna Airport Report, and also
an overview on European and national air passengers
trend and its compare with the Bologna Airport situation.
RESULTS
As showing the Status Quo Analysis, it has allowed to
share the contents and data set mainly with the Bologna
Airport Management Company (SAB) and then others
stakeholders and public Authorities, in order to define
the final version of Status Quo;
That comparison has allowed to set and processing
next actions.

FOCUS ON TOPICS Air-transportable freights and business system
4th RDCB Meeting, 24th February 2014: the point of view of airport management company
5th RDCB Meeting, 31st March 2014: the point of view of logistic operators
AIMS
Analysis on air-transportable freights and better understanding
what are the relationship with the regional economic development,
by Airport Cargo management company and logistic operators
points of views, in order to evaluating the opportunity to operate as
such "system“, and set up actions by public bodies.
MAIN ACTIVITIES AND DISCUSSION
Presentation and debate on how the air-Cargo/air-transportable
system works by Bologna Apt and by several logistic operators,
some of which working in Interporto of Bologna: market features,
operators and players, air traffic trend, airport cargo area
development, and the logistic process for shipping and delivery.
RESULTS
During the meeting it was highlighted the importance and necessity
to operate like a "system“ that is increasingly able to integrate and
enhance the manufacturing field, services and infrastructures. The
economic development of the region and the freight supply chains
depends on several factors, but for some years, with the
emergence of ever more far away markets, air transport of goods
has assumed an increasing role.

FOCUS ON TOPICS Focus Group on air-transportable freights
6th RDCB Meeting, 8th July 2014: “Air-transportable freights and business system: focus group”
AIMS
By 4° and 5° meetings it is emerged the needed to better
understand the type of freights managed and how the supply
logistic chain works. The mainly aim was to collect opinions on air
freight transport, the potentiality of regional airport system.
MAIN ACTIVITIES AND DISCUSSION
An analysis and discussion on regional freight transport trend has
been explained. It is emerged that there are very different enterprises
among logistic operators, and anyone has a common vision about this
system. Therefore, it is needed to collecting data on the process,
flows and destination of freights that are shipped via air or truck.
RESULTS
Need to harmonize the relationship between the logistic system
enterprises, in order to launch new air cargo routes/connections, and
also monitoring the freight flows by road in order to better understand
how many freight might be dispatched via air-cargo from the regional
airport system.

7 7th RDCB Meeting ,13rd October 2014: “Intelligence Technologies, airports and development of the territory”
AIMS
To delve deeper into the knowledge of new technologies, that have
become more and more sophisticated and widespread within the
airports, changing both the “experience” and the practical way the
passengers tackle a flight, and also to better understand how both the
airport and regional social-economic systems can gain mutual profit
by these new technologies, exploiting the opportunities and the
potentialities they can offer.
MAIN ACTIVITIES AND DISCUSSION
New technologies already available in Bologna Airport and also the
ones under experimentation have been told, as well as several
solutions and trends emerged at international level: the fundamental
role IT is playing on airport procedures (check-in, security check,
etc…), aiming at optimizing time and resources needed, and in
improving the “passenger experience”.
RESULTS
The chance of relationships between airport and Local Authorities
(and between different Local Authorities) are emerged about this topic
that could give the opportunity to improve the information to
passengers, not only about the airport services but towards the
regional territory as well (fairs, events, features, weather, transport
timetables…).

Topics and issues raised and the interest by attendees, have required to foresee one
more meeting, in order to sharing, among every attendees, the main results and
outcomes carried out so far in early meetings and of the AirLED project, and also
laying down and set up new basis for future and possible relationships.

STEPS FOR ENDORSEMENT Roadmap
Objectives to be pursued after the project end:
- To monitor and extend our knowledge about the regional airport system;
- To delve deeper into the relationships between the regional airport system and the
territory;
- To create permanent exchange of views between different stakeholders related to
the air freight transport;
- To monitor the accessibility to the regional airport system;
- To create a link between airport, territory, new and intelligent technologies;
- To gain profit from IRPDP, RCDB meetings and other project results by taking them
into account in the next Regional Integrated Transport Plan.

STEPS FOR ENDORSEMENT Knowledge of the regional system
Tasks and activities:
- Periodical data collection and check on the information concerning:
- passenger traffic
- freight traffic
- infrastructures
- accessibility
- other important topics and new factors related to the airport system
(e.g. national rules, market trends, etc.)
- Analysis of the above-mentioned data to be added in the Annual Report on Mobility
in Emilia-Romagna, which is the official publication made by the Region to present the
complete situation about mobility, infrastructures, policies, actions and results within its
ambits.
- Implementation of the EU Trans-tools model regarding the European air traffic.

STEPS FOR ENDORSEMENT Freight - Permanent exchange of views between different stakeholders
Permanent Regional Table on Freight Transport
It’s the official table where to talk about freight transport in Emilia-Romagna: the focus
have mainly been the road transport so far, because of the number of the operators
working in this sector and because most goods in our region (and generally in Italy) are
transported by road.
Tasks and activities:
- All the stakeholders identified during the RDCB meetings will be invited in the
Permanent Regional Table on Freight Transport, promoted by Emilia-Romagna
Region
- Involvement of other public bodies and institutions dealing with freight transport (e.g.
local Agencies of the National Customs Authority) in the Permanent Regional Table on
Freight Transport.

STEPS FOR ENDORSEMENT Accessibility to the regional airport system
Regional Traffic Model
Based on socio-economic data (such as population, workers, students, etc.)
infrastructural data (e.g. characteristics of both road and rail network elements)
mobility data (such as road flows, number of train passengers, etc.)
the Regional Traffic Model can simulate the passengers distribution between different
modes of transport and also the road traffic conditions in the regional network, providing
information such as traffic flows, average speed, HV percentage, etc.
Tasks and activities:
- Periodically monitoring of the public and private accessibility conditions
- Inclusion/specification of the airport nodes in the Regional Traffic Model developed by
Emilia-Romagna Region

STEPS FOR ENDORSEMENT New and intelligent technologies
Tasks and activities:
- Promotion of the use of Intelligence Technologies in the whole regional airport system
- Creation of a «transversal» group working about connections between airport system
and social-economic regional system to create new services.
- To encourage the creation of collaborations between airports and Agencies which deal
with tourism, manufacturing enterprises, marketing, business, etc.
- to promote a wider and more strategic use of the Intelligence Technologies
- to create profit for both the airports and the territory

- Tourism: new web-page on the regional tourist topics
