CAALL membership includes F/P/T Deputy Ministers who are responsible for labour legislation and representatives from some provincial Workers’ Compensation Boards (WCB) where the WCB is responsible for OHS legislation. During this event, the participants were asked to provide feedback on the draft strategic plan, ‘Moving Forward with Work Safe Alberta.’ which was prepared by the Provincial Strategic Working Group on Workplace Safety. This is a research project in which 1200 families participate to determine whether delivering health, family support and recreation services in a coordinated way can lead to better outcomes for low-income families. Amount: $938.03 Location: Edmonton, Alberta Date: November 3, 2005 Function/Purpose: Workplace Investments – Innovation and Continuous Improvement: Launch of the Road Safety at Work (RSAW) Advisory Committee. The committee consists of government representatives and industry leaders from select industrial sectors. The RSAW advisory committee supports Work Safe Alberta and Alberta’s Traffic Safety Plan by identifying opportunities to reduce the number of workers injured from work related transportation incidents. The purpose of this event was to introduce Human Resources and Employment staff members to senior officials of the British Columbia Ministry of Employment and Income Assistance. Providing an opportunity to discuss the Labour Market Partnership Agreement and Alberta’s implementation, other provinces and their priorities, how to co-manage with the federal government, developments in Alberta, and labour market issues such as skill shortages. Extra quantities and extra work were required due to unforeseen site conditions. Reason for Increase: This contract involves crushing and stockpile of gravel at the Rimbey Pit (S.W. 77-44-1-W5), Pan Am Pit (N.W. 2-43-8-5) and the Faraway Stockpile Site (N.E. & S.E. 12-43-7-5). An increased amount of crushing was required. Contract Amount: $474,860.00 % Increase: 57% Amount of Increase: $271,475.39 Date Approved: January 11, 2006 Contract No: 7151/05 Contractor: Top Notch Construction Ltd. Reason for Increase: This contract involves emergency repairs on the Carseland-Bow River Headworks Systems on the main canal. An extension the contract scope was required. Reason for Increase: The Construction Management contract is being increased in order to address the installation of equipment for the space, as well as some additional scope items, such as weatherproof outdoor work area, and task ventilation. As this work is related to the original building construction, it is to be managed by the original construction manager.

Reason for Increase: Additional 4 Uninterrupted Power Supply (UPS) units and 8 Power Distributions Units (PDUs) are required to replace the existing primary Exide 3400 Uninterrupted Power Supply (UPS), which failed February 13, 2006 and is unserviceable. Made as a rule by the Alberta Securities Commission on December 8, 2004 pursuant to sections 223 and 224 of the Securities Act.

PART 1 AMENDMENTS 1.1 National Instrument 31-101 National Registration System is amended by this

Instrument. 1.2 Paragraph (a) of the definition of “principal regulator” is repealed and the

following is substituted:

“for a firm filer, the securities regulatory authority or regulator of the jurisdiction in which the firm filer’s head office is located;”

1.3 Section 2.3 is repealed and the following is substituted: “If a firm filer changes its head office to another jurisdiction, the firm filer must immediately notify its principal regulator of such change by submitting a completed Form 31-101F2.”

1.4 Item 3 of Form 31-101F1 is repealed and the following is substituted:

“3. Reasons for Designation of Principal Regulator State here the location of firm filer’s head office.”

1.5 Form 31-101F2 is amended:

(a) Item 1 of the General Instructions is repealed and replaced by the following:

“1. The Form must be submitted by a firm filer to notify its principal regulator if a firm filer changes its head office to another jurisdiction.” (b) Item 2 is amended by striking out “the factors considered by the firm filer to

determine the jurisdiction with which the firm filer has the most significant connection” and substituting “the head office”.

PART 2 EFFECTIVE DATE 2.1 This Instrument is effective August 1, 2006.
