Maybe the ones they left have become easily annoyed! And has anyone given a thought to ghosts? The house is very big and very old and covered in very gray shingles, the kind you see on haunted houses everywhere. For decades, no one has lived there. The windows are boarded up. A fence topped by barbed wire surrounds it there in the woods, woods that are uninhabited — except for the coyotes and bobcats, except for the mountain lions and the rattlesnakes, and their prey. And the house does have company. Scattered among the trees are the dark collapsing remains of wooden sheds. Bathtubs rust in the open air. What was once a boat is now a shapeless moldering pile. A mobile home, its best days long gone, slumps forlornly, melting slowly into the ground. What might one encounter on a nocturnal visit? Fortunately — or not — The Hawthorns isn’t open at night. Nor is it open during the day. This 79-acre triangular expanse of light woodlands and open grassy ridges with panoramic views and many native species belongs to the Mid- peninsula Regional Open Space District, a public agency, and it isn’t yet ready for public access. Rangers from the district and from the pri- vate Woodside Patrol keep an eye on the place. The patrols and the fence became necessary, said district Project Manager Regina Coony, with the vandalism that began within weeks of the property’s coming into the possession of the Midpeninsula district in November 2011. The original owners, James and Ida Allen, lived in San Francisco and used the property as a summer escape. They planted hawthorns along Alpine Road, since uprooted, and “several hundred olive trees, seven acres of vineyards, ten acres of apples and eight of prune trees,” and raised thoroughbred horses and Poland China hogs, according to the 2003 book “Life on the San Andreas Fault: A History of Portola Valley,” by Nancy Lund and Pamela Gullard. The Woods family bought it in 1916. Over time, they added a garage and corrals and enclosed the house’s sleeping porches. “They did such a good job of it that you don’t see it at first blush,” Ms. Coony said. and horses retired from the San Francisco Police Department, according to the historical account. Owls have since taken up residence in the barn, Real Property Manager Michael Williams said. When the cottonwood trees are in bloom the falling of the white blossoms “is almost like snow-ing,” he added. In 1952, Fred Woods III and his wife Harriet Woods, both now deceased, built a smaller single-family home out of sight of the main house. It may serve as a ranger station, officials said. The couple donated the estate to the Midpeninsula district so as to have it preserved “as public open space in perpetuity,” a staff report says. “It is the largest gift from a private prop-erty owner ever received by the district, valued at $13 million, including an approximately $1.9 mil-lion endowment to be used towards stewardship of the donated property.” Had it been developed, the property could have accom-modated 22 large private homes, the report says. The family and the estate became news following the 1976 conviction and imprisonment of son Fred Woods IV, who, with two partners in crime from Atherton, pleaded guilty to the kidnapping of 26 Chowchilla schoolchildren and their bus driver. The kidnappers secreted their captives in a quarry in Livermore, but they all escaped on their own without injury. Mr. Woods IV no longer has a con-nection with the property, district officials said.

Pausing to reflect The district has The Hawthorns in a “freeze” while assessing the buildings, Ms. Coony told the Almanac during an hour-long tour recently. “We immediately got working on sealing the structures,” she said. A full hazardous material assessment was done. The bees are with a Portola Valley beekeeper. “We’ve been pulling out hives,” one of them with a honeycomb about 3 feet long, she said. “That’s what we’ve been working on for several months, getting out all those bees, kind of an extraordinary effort.”

All of the structures are old, and some may have historic value. There are claims that the carriage house is the work of famed architect Julia Mor-gan. The homestead house, which served as the residence during construction of the main house, may be the oldest structure in town, Ms. Coony said. The barn is elegant and exceptional in its own way. Lacking a foundation, it sits directly on the ground. “The interesting thing about this build-ing is that it doesn’t have a lean to it,” Mr. Wil-liams noted. “I can’t wait to get the crew started on all

the research,” Ms. Coony said. A staff report lists a budget of $226,000, includ-ing $35,000 to stabilize the structures, $45,000 for first-year fire safety measures, $5,000 for an environmental assessment, and $125,000 to assess the historic elements. The dis-trict intends to connect the property to nearby open spaces and parks, including the Windy Hill Open Space

Preserve, and to preserve its natural, cultural and environmental aspects. The town’s Sweet Springs, Valley Oak and Alpine Road trails border the property, all of which con-nect to the Coal Mine Ridge trail system. Workers have made cosmetic changes. When the district acquired the property, more than 60 vehicles were in repose there, and the place was overgrown, Mr. Williams said. With the brush now cut way back, the fire danger is much less, and homes for the vehicles were found in South Carolina and San Luis Obispo, he said. Maintaining structures, however, is not the district’s metier, so a long-term plan depends on having a partner step forward to help. A model, Ms. Coony said, would be Folger Stable at Wun-derlich Park in Woodside. The San Mateo County Parks Department owns the property, and has as a partner the nonprofit Friends of Huddart and Wunderlich Parks, which provides financial and volunteer support. “If no partner comes forward, then the mini-mum we’ll do is some kind of short-term moth-balling,” Ms. Coony said. The Menlo Charity Horse Show has received a Heritage Competition award from the U.S. Equestrian Federation, the governing body for all eques-trian competition in the United States. The Menlo show is one of only 12 horse shows in the United States to receive the honor. “Since there are approximately 2,600 sanctioned horse shows held annually in this country, this award is really special and some-thing to be proud of,” says show spokesperson Nan Chapman. To receive the designation, an event had to be in continuous operation for a minimum of 25 consecutive years, have signifi-cant involvement and support from the community, contrib-ute to the promotion of eques-trian sports, and be “widely recognized as being a Regional, National, or International level of competition.” Betsy Glikbarg, horse show founder and co-chair, says: “We are really honored to receive this designation, but if I can boast for just a minute, we and the community have really earned it. In its 42 years, the show has raised millions of dollars for Vista Center for the Blind and Visually Impaired and other nonprofit agencies. Because so many of its competitors have gone on to national competi-tions, as well as The Olympics, the show is widely recognized at all levels of competition.”

Ry Kelley produces new show Longtime Peninsula developer Ryland Kelley is presenting “The All Star Autumn Revue,” first of a series spotlighting local musicians and actors, from 5 to 7 p.m. Sunday, Nov. 11, at the Club Fox theater, 2223 Broad-way in Redwood City. The co-producer is Mike Jacobi. The show features 16 per-formers, including singer Julia Belanoff, 17, whose first album is “Winner in Your Heart”; actor and singer Darrell Batchelder; and guitarist, composer and singer Rick Vandivier. Tickets are $25 at the door. Mr. Kelley, a 50-year resident of Ladera, recently moved to Woodside.

Singer/songwriter fundraiser Future Youth Records will hold at singer/songwriter fund-raiser on Saturday, Nov. 10, at Cafe Zoe, 1929 Menalto Avenue in Menlo Park. Proceeds will go directly to helping kids ages 12 to 17 write and record their original music. The two-part event will include live performances, silent and live auctions, and appear-ances by special musical guests.

Sunday, Nov. 18, at St. Mark’s Episcopal Church, 600 Colorado Ave. in Palo Alto. Opera tenor Christopher Ben-gochea will sing and lead an audience sing-along that will include guests from the Menlo Park Chorus, directed by April McNeely. Concertmaster Julian Brown will perform a violin solo. Maestro Michael Gibson will conduct the two performances. The symphony will perform works by Brahms, Ravel, and others. Mr. Bengochea will sing selections by Tosti, Verdi and Faure, in addition to popular Ital-ian tunes such as “O Sole Mio.” Tickets are $20 general, and $15 for seniors/student; children 12 and under free with adult. The O’Connor Tract Co-Operative Water Company has levels of

manganese above the secondary drinking water standard.

Although this is not an emergency, as our customers, you have a right to

know what you should do, what happened, and what we are doing to correct

this situation. Our water system is in violation of a secondary drinking water

standard.

We routinely monitor for the presence of drinking water contaminants.

Water sample results for quarterly monitoring for the last year have

manganese levels averaging 74 ppb in well #1 and 148 ppb in well

#2 (ppb=parts per billion). This is above the secondary drinking water

standard, or secondary maximum contaminant level of 50 ppb. Manganese

concentrations above the standard may have an effect on taste and tend to

leave black deposits in some plumbing systems.

What should I do?

What happened? What is being done?

O’Connor Water has been above the secondary standard for manganese

for years, and this has been described to members in the annual Report

on Water Quality Measurements. Recent state regulations have imposed

stricter requirements for complying with the secondary standard for

manganese. The state ordered the company to start quarterly monitoring

last February, and this monitoring was completed in September. The state

has issued the company a citation for noncompliance, requiring that we

notify members that the water does not meet the secondary standard.

The company has contracted with an engineering company to study best

available technologies for either manganese removal or sequestration

(adding a chemical so that the manganese does not precipitate from the

water). A preliminary report is due by the end of the year. The company

will be contacting members to decide whether they wish to remove or

sequester the manganese, or request a waiver from the secondary

standard.

Please share this information with all the other people who drink this water,

especially those who may not have received this public notice directly (for

example, people in apartments, nursing homes, schools, and businesses).

You can do this by posting this public notice in a public place or distributing

copies by hand or mail.

Filoli names new executive director Cynthia D’Agosta, former executive director of the Com-mittee for Green Foothills, is

A Bay Area native, Ms. D’Agosta grew up in San Jose. She holds a master’s degree in landscape architecture from Harvard’s Graduate School of Design and a bachelor of science

degree in sci-ence and fine arts from UC-Santa Cruz. Although her official duties begin Dec. 1, Ms. D’Agosta will be on hand to greet visi-tors at Filoli’s annual nine-day fundraiser, Holiday Traditions, which starts Nov. 23.

NOTICE IS HEREBY GIVEN that the District Board of West Bay Sanitary District will conduct a Public Hearing on Wednesday evening, December 19, 2012 at 7:00 p.m. in the District’s Administration Office located at 500 Laurel Street, Menlo Park, CA 94025.

The purpose of the Public Hearing will be to consider a proposed increase in the existing residential and commercial customer rates, effective January 1, 2013 for the collection of waste/recyclable materials in the West Bay Sanitary District for calendar year of 2013. The need for this increase was discussed by the District Board at the October 10, 2012 Board meeting.

WHAT ARE THE PROPOSED MAXIMUM RATES:

Approximately sixty percent (60%) of residential service containers are a 32 gallon size. The new rates for 2012 for a 32 gallon container would increase from $34.00 per month to $37.60 per month, equating to a $3.60 per month increase. The District’s proposed rates would remain amongst the mid-range of all the South Bayside Waste Management Authority agencies.

The following table shows the current rates and proposed rates to be effective beginning January 1, 2013.
