• To address the issue of how good design can be achieved within a national agenda, focusing on economic prosperity and devolution of power to local communities

• Reflection on CABE• Seen as London centric - 45% London schemes• Too big to be focused (120 staff). Too small to

fulfil brief at local level

• As statutory weight grew so did responsibility to comply with formal procedures

• Did not fully achieve support of industry as a whole (developers)

• Never able to demonstrate the value of good design in quantitative or financial terms

GOOD DESIGN AND THE PLANNING SYSTEM

1. Amend NPPF to include Design Review Process as mechanism by which environmental, social and economic issues are reconciled so that presumption in favour of SD delivers quality.

2. DCLG recognise and confer weight upon Design Review within planning decision plan making and appeals processes.

3. DCLG commission review of design capacity in LAS.

GOOD DESIGN AND THE PLANNING SYSTEM

4. DCC and CABE model retained. DCC maintain National and London Panel.

5. All other projects regardless of size considered by appropriate Regional Panel ?. DCC to offer accreditation.

6. DCLG support funding of DR charging of planning of pre application fees.

Recommendations

• To create a National Design Agenda.• Recognise Design Council CABE as key advisor

– Design Review and Design Support.• DCC to enter into dialogue with HEFCE,

development and construction industry to identify research into value of good design.

TO DEVELOP FUTURE PRACTICE

• DCC to become Centre of Excellence and retain Advisory Group and jointly commission research.

• DCLG and BIS engage with DCC to consider key research housing climate change etc.

• DCLG – take up issues/difficulties public sector procurement.

• DCC – work with HCA Design Review Systems social housing and co-ordinate with RIBA, RICS, RTPI
