WCARES Membership Participation Requirements

• The following participation requirements have been set for WCARES membership – These are for general WCARES membership only and not for ARES membership:• Each member must check in to a minimum of two nets per

quarter

• Each member must participate in one WCARES event or one sanctioned non-WCARES event yearly (the Monthly Meeting and Tuesday Chew & Chat do not count toward requirement.)

• WCARES events• WCARES Workshop• A supported bike ride or walk• Field Day• WCARES antenna crew (tower raising, tower disassembly)• Other WCARES training events that will be scheduled and

identified

• NWS Severe Weather Awareness Day

• NWS spotter classes

• FEMA ICS online Classes (not just 100, 200, 700, 800)

• Members can request that events be considered for inclusion

• Known events will be marked with an asterisk on the WCARES.org calendar.

• Compliance will be verified quarterly and yearly

WCARES ARES Training Requirements

• WCARES and our served agency WCEMA require members to complete the following FEMA courses to participate in events at any level above observer: IC-100, IC-200, IC700, and IC-800.

• The National ARRL Task Book requires only two of these courses each at Levels 1 and 2.

• The Task Book as developed by the ARRL is an Adobe fillable PDF document. It was designed when manual signing was the norm, but in today’s world where digital signing is more the norm, there is an issue. Adobe forms can only be signed once before they are locked.

• That is why the Task Book has been split into three independent level books.

• These three books are provided for you to fill in your training progress on our WCARES.org site under the Join Us tab.

• They are all three contained within a portfolio file which you should download to your computer.

• When you open the portfolio you will see the three level files for you to work with.

• All WCARES members submitting for the basic Level 1 training need to fully complete the Level 1 book PLUS start the Level 2 book and include your completion of the two FEMA courses.

• Once you have filled in your information, save each file you have worked on with your call included in the name of the saved file such as: ARRL Task Book Level 1 WB4RHQ.pdf.

• For your submittal, include books 1 and 2 that you have filled in, a pdf copy of your license, and pdf copies of the certificates for each of the courses you have completed. A pdf copy of your course transcript from FEMA can be used instead of copies of the certificates if you wish.

• When I get your submittal and have verified that all required material is there, I will digitally sign your Level 1 file and return it to you for your files. A separate Dropbox folder will be set up in our shared file system for each member which will include their progress files.

• As you submit the following levels, you will not need to resubmit any licenses of certificates previously sent in with a lower level.

• For Levels 2 and 3 there are items that require the reviewer to verify you can perform certain tasks – send ICS forms, program radios, construct coax cables and fittings. These will be addressed individually for each person. Some may need to demonstrate the skill in person. The ICS forms and WinLink tasks are as simple as sending the reviewer a message using the forms.
