Dear Citizens of Indiana,
It is our privilege to share with you this biennial report. The following pages not only give an overview of the accomplishments of the Indiana Arts Commission (IAC), but also reflect the impact of the arts on the citizens of our state and the communities in which they live and work.
We are proud to share details of partnerships old and new, that have enabled us to strengthen meaningful arts and cultural services across Indiana. These
partnerships have assisted us in expanding professional development and capacity building opportunities for artists and other Hoosiers working in our creative industries. More than 160,000 Hoosiers are employed in Indiana’s creative economy.
These accomplishments would not have been possible without the support of statewide and national partners, the leadership of Governor Eric Holcomb, and continued encouragement and investment from the Indiana General Assembly.
The Indiana Arts Commission staff and Commissioners are committed to the vision of the arts everywhere, every day, for everyone in Indiana. We hope these
pages confirm our deep pride in playing a role in Indiana’s cultural industry. We hope you enjoy reading about the work of our partners and grantees and their impact on the lives of Hoosiers of all ages.

About the Indiana Arts CommissionThe Indiana Arts Commission consists of 15 gubernatorial appointments who establish the agency's policies and goals, plan its direction for the future, and approve all grant awards and programs. The commissioners serve up to eight years, without compensation. They are selected to represent various areas of the state and diverse arts, business and community backgrounds.
Our mission is to positively impact the cultural, economic and educational climate of Indiana by providing responsible leadership for and public stewardship of artistic resources for all of our state’s citizens and communities. And our vision is the arts everywhere, every day, for everyone in Indiana.

Planning and Research
2017–2021 Strategic PlanningAfter an intensive, year-long process the Indiana Arts Commission in March 2017 gave final approval to the 2017–2021 five-year strategic plan. This document is an important planning foundation for our vision of the arts everywhere, every day, for everyone in Indiana.
The plan’s theory of change is:
• When the arts engage their communities, they create authentic and relevant work; and
• When communities value creative work as relevant to their everyday lives, they engage in the arts; and
• When communities engage in the arts, the arts thrive; and
• When the arts thrive in a community, the community thrives; and
• When communities thrive, so does the state.
Creative Vitality SuiteBuilding on the momentum of the Indiana Arts Commission’s 2016 Creative Economy Report the Indiana Arts Commission has subscribed to the Creative Vitality Suite. This tool provides data on creative sector activity which can be customized from the regional level all the way down to the zip code level. The Creative Vitality Suite makes it easy for organizations working within the creative economy space in Indiana to access data, explore data, and most important, use creative economy data for planning and to demonstrate their impact now, and in the future.
Indiana Arts and Culture Nonprofits: Overview and ChallengesIn 2018, the Indiana Arts Commission partnered with the Indiana University’s School of Public and Environmental Affairs on a report to provide information about the nonprofit sector in Indiana: its composition and structure, its contributions to Indiana, the challenges it faces, and how these features vary across Indiana communities. The goal of this collaborative research effort is to help community leaders develop effective and collaborative solutions to community needs and to inform public policy decisions.
A number of key findings stand out from the analysis of Indiana arts and culture nonprofits:
1. A diverse nonprofit sector is engaging in a wide variety of programs and activities.
2. There’s an increased demand for services, but expenses are outpacing revenues.
3. Indiana arts and culture nonprofits are relying heavily on volunteers.
4. More resources are in place for paid staff rather than board members or volunteers.
5. Some key organizational components are in place, but not across the board.
6. Financial and marketing activities present the most challenges.
Partnering Arts, Communities, and Education (PACE)Partnering Arts, Communities, and Education (PACE) is an arts education research initiative started by the Indiana Arts Commission in 2015. The PACE program provides funding to one partnership per region of the state to provide rigorous, year-long artist residencies to elementary-age students. Each partnership consists of a high-needs elementary school and a local arts nonprofit organization. Together, the school and the arts organization develop a curriculum that combines language arts learning with learning in an artistic discipline. Once a partnership is established, the Indiana Arts Commission implements custom assessment tools to measure student growth in key areas. Our hope is that this data will show an undeniable positive impact of regular exposure to the arts on student achievement. With the PACE program model, the students get amazing arts experiences, the arts organization and school find a new community partner, and our state gets research supporting future arts education efforts.

“Comparisons of findings from the 2015-2016 PACE program and the 2016-2017 program provide an emerging and intriguing portrait of how the PACE program is providing consistent growth and advancement of students’ knowledge and skills in the arts. Based on these conclusions, continuation of the program, further development of it, and maintaining ongoing support for it, holds undeniable potential for enhancing the development of a comprehensively educated population in Indiana that is highly literate in the arts.”

Programs
Arts in the Parks & Historic SitesGrant recipients use arts-related projects to encourage public engagement with art at state parks and historic sites. This program is a partnership with the Department of Natural Resources and the Indiana State Museum and Historic Sites.
Arts Organization III SupportThe Arts Organization Support III grant recipients provide arts experiences for Indiana citizens on a statewide or multi-regional basis, with special attention to rural underserved communities.
Arts Organization Support I and IIThe Arts Organization Support I and II grant recipients provide art experiences for Indiana citizens on a local basis with special attention to rural underserved communities.
Arts Project SupportArts Project Support grant recipients are community organizations of all types which provide a variety of arts experiences for Indiana citizens, such as one-time events, productions, exhibitions, educational seminars, or a series of related arts activities.
Individual Advancement ProgramThe Individual Advancement Program grant recipients use this grant for eligible projects that enhance their career development in a way that directly benefits their community as well.
Regional Arts PartnersRegional Arts Partners work alongside the Indiana Arts Commission to promote and expand participation in the arts in Indiana and help award national and state allocated funds. The partners provide broad local access to arts services and funding opportunities and provide services that include, but are not limited to, grantsmaking and information and referral.

Statewide Designated Cultural DistrictsIndiana’s Statewide Designated Cultural District program recognizes mixed-use areas in communities where high concentrations of cultural assets serve as the anchor. Active cultural districts make Indiana stronger through arts and culture in addition to supporting community life and economic vitality.

Cultural Trust Fund and Arts Trust License PlateThe Cultural Trust Fund is a proactive means of ensuring future financial support to Hoosier communities to enhance cultural resources for the benefit of their citizens. Interest from the endowed trust is used to augment, not replace, appropriations from the Indiana General Assembly to the Indiana Arts Commission. Citizens make contributions to the endowment by purchasing an Arts Trust License Plate.

Capacity Building Workshops and Consultancies
Community Canvas Workshop on Public ArtWhether you’re an artist, arts organization, or community/neighborhood representative, this fast-paced workshop on public art was for you. Participants left equipped with a broad-stroke introduction and baseline learning in public art, including planning, the selection process, community-based practices and local policy tools.
From the Ground Up Workshop on Creative PlacemakingThis high-energy day and a half-long workshop introduced the practice of creative placemaking as a viable strategy for small and/or rural Indiana communities and neighborhoods. Led by artists and creative placemaking professionals from Indiana and the Midwest, sessions focused on practical ways to get started, and how to make a meaningful impact.
On-Ramp Creative Career AcceleratorOn-Ramp is an accelerator built for artists who are looking to rev up their business thinking, whether they are starting something new, looking to deepen their business understanding or at a professional crossroads. On-Ramp gives participants new connections, a plan, and coaching.
ConsultanciesAs stated in its strategic plan, the Indiana Arts Commission believes that cultural vibrancy attracts and drives economic activity in the state and so the Indiana Arts Commission is committed to supporting a deeper understanding and integration of the arts by and in communities.
Experienced creative consultants come alongside selected communities to help move the process forward. The journey is documented and lessons learned are shared with peer communities around the state.

Indiana Arts Homecoming2017 marked the Indiana Arts Commission’s launch of an ambitious and collaborative annual convening of Indiana’s statewide arts community: artists, arts organizations, arts educators and arts supporters. Driven by a statewide volunteer steering committee, the focus area of 2017 was “Community Engagement: Ideas, Stories and Change That Matters”.
Homecoming featured the inaugural InstaGrant. The program highlighted, recognized and shared the great community engagement work happening throughout the state and provided an award of $2,500 to the selected project. The 2017 InstaGrant finalists (pictured above) were:

• Conner Prairie with Asante Children’s Theatre, Fishers
• Rural Arts Alliance, Batesville Support by the Central Indiana Community Foundation allowed the Indiana Arts Commission to offer scholarships which included conference registration, travel, and accommodations ensuring access for a more diverse community of arts practitioners. Herron School of Art and Design graciously hosted an event reception where participants could network and reflect on the world class art in the Herron Galleries.

Partnerships
ArtsMidwest Touring Fund and WorldFestArtsMidwest is one of six regional arts organizations in the country serving audiences, cultural program presenters, and artists in nine Midwest and Upper Midwest states. The Indiana Arts Commission annually partners with ArtsMidwest for projects that promote creativity, nurture cultural leadership, and engage people in meaningful arts experiences, bringing vitality to communities and enriching people’s lives.

Another prominent impact the partnership with ArtsMidwest has on Indiana is through WorldFest. This touring program brings international ensembles to rural communities and showcases world-class talent. The international ensembles performing in Indiana learn first-hand about our signature Hoosier hospitality, creating meaningful and treasured bonds with the people of our state. In 2017, ArtsMidwest concluded a partnership with the community of Plymouth, Indiana, and in mid-2017 began a project with Corydon, Indiana.
Poetry Out LoudThe Poetry Out Loud program is a partnership with the National Endowment for the Arts, the Poetry Foundation, and the Indiana State Library. The goal of this poetry recitation program is to help high school students master public speaking skills, build self-confidence, learn about their literary heritage, and have the opportunity to compete for college scholarship funding.
Indiana Poet Laureate By state legislation the Indiana Arts Commission manages and supports the Indiana Poet Laureate program. This program brings the power of the written and spoken word to Hoosiers of all ages, with emphasis on educational opportunities in Indiana schools. The State Poet Laureate represents Indiana and the art of poetry through public speaking, workshops, and poetry readings all across the state. Our current Poet Laureate, Adrian Matejka (Bloomington) is currently hosting poetry workshops at the Central Library of Indianapolis as a way to open up poetry writing to the larger community (pictured on the next page).

our previous Poets Laureate while also bringing some new community initiatives to the position. Right now, more than ever, we need poetry to remind us of the beauty that still surrounds us despite all of the seemingly unending anger and strife.”

Monroe County
Traditional Arts IndianaTraditional Arts Indiana (TAI), is a partnership between the Indiana Arts Commission and Indiana University. TAI documents, promotes, and presents Indiana’s traditional arts and artisans, with emphasis on those practicing art forms passed down through generations. This research and presentation process makes significant impact in Indiana’s rural communities. Each year, the Indiana Arts Commission and TAI present Traditional Arts Master awards at the Indiana State Fair. TAI’s overarching goal is to share cultural heritage with young Hoosier generations through the arts and community development at the local, state, and national level.
The TAI Apprenticeship Program supports the continuation of cultural practices in Indiana communities by funding up to six apprenticeship pairs each year, enabling apprentices to learn essential knowledge and skills in traditional art forms from master artists.

“Camper art projects are shared with parents, family, and friends at the close of camp. These cherished mementos of their Indiana Dunes State Park experience are saved and displayed long after camp has ended. For many, this memorable introduction to Indiana Dunes State Park is the first step in a lasting and personal relationship with the State Park. Memorable experiences like these inspire return visits with family members in tow, creating a next generation of park visitors and stewards.”
