3 “Member Spotlight”Sharan Hams-LaDuca Chapter 3 Awards & Recognition Chair

I have lived in three corners of this great Country. I grew up and started col-lege in New Jersey where I spent my summers surfing, clamming, and crab-bing along the Jersey coast. As a young adult, I was restless and full of the spirit of adventure and participated in several exciting sports. I left college after 2 years and moved to St. Petersburg, Fl. There I drag raced my 1972 Ni-tro infused Chevy Nova SS 350 on an eighth mile track ran high 5’s on a cool night and low 6’s most of the time. I named the Nova my Wreck Creation and although I never won the day’s first place I often placed third and occasional-ly second in my pro class. I frequently sailed the Gulf of Mexico on a 54’ wide TriMaran. And climbed the basalt cliffs over the St. Croix River without ropes. I hunted gators in the swamps of Florida with a machete in one hand and a rifle in the other. And I speed raced at the local roller rink.

I’ve heard it said that everything that happens in your life leads you to where you are now. All the dangerous and crazy things I did when I was young led me to be very content to settle down with my husband, Joe.

Well, the first job I had in a real estate related field was as a Planning Technician for the City of St. Petersburg. This was at the time the City was writing the elements of their Comp Plan. It was a very fun experience for me. The work was very inter-esting and the department was a group of young and very fun people. I worked on the traffic, potable water, and sewer elements of the plan, but mostly on the land use plan for which I did the large majority of the field work to map and log the existing land use. This was in the day when the data I would turn was converted to punch cards and then materialized in reams of green and white 11 x 17 printouts.

The next job that contributed to my current career was as a property manager of multiple apartment properties. I found this very interesting as it required many skills that I already had a propensity for such as accounting and law.

Next on the road to right of way was my first job relating to real property apprais-al. I worked for an MAI who ran a residential shop of 5 appraisers. This was in the days of Realtron and microfiche and huge books of aerial photos and plat maps. I managed the office, did research for the appraisals, completed the URAR forms, and found the field very interesting. I then went to work for Donald Trask, MAI, SR/WA who was at that time, active at the national level of the IRWA. I started out as his office manager and computer technician and ended up well on my way to acquiring my appraisal license when I met my husband, Joe LaDuca and decided to begin a family. I worked for Don through my pregnancy and then postponed

my interest in appraising to be Mom to my son, Zancor. It was at this time I started my Help! With Computers business wherein I built and fixed computers and installed and taught software.

In 1998, we moved to Oregon, where I continued my computer business and did a lot of charity work at Shepard’s Door a branch of the Portland Rescue Mission for women and children where I used my computer skills to tutor the women at the mission. I also developed a curriculum and taught the Microsoft Windows OS to senior citizens with no computer experi-ence at various venues including the Hillsboro Library.

In 2006, I decided it was time to pick up my pursuit of an appraiser license and went to work for Roger Hanna and Marvin McEldowney, SR/WA at Hanna, McEldowney and Associates as an office administrator/appraiser assistant. Since the firm is a turn-key business that provides appraisal, acquisition and relocation services, it was a natural progression to relocation studies, relocation assistance, and then getting my real estate license to also participate in providing acquisition services. Working closely with Roger and Marvin, over these past 7 years, has given me a priceless well rounded education for this profession. Marvin McEldowney, SR/WA and past president of our local Beaver State Chapter recommended me for IRWA membership in 2007 and I’ve been a member ever since. In 2008 I became a Candidate for SR/WA designation and am slowly but surely working toward that goal. Now that more IRWA classes and seminars are being accepted by the Oregon

WETLAND PERMITTINGWATCH WHERE YOU STEP

Thanks to Justin Moffett for sharing his knowledge on wetlands at our last meeting. He came with a well prepared talk about different types of wetlands, the hoops of mitigation and permitting, and access to lots of governmental resources. He managed to share this information, as well as answer a barrage of questions from our lunch guests. The questions were great, and thanks to those who made it a lively discussion, and thanks very much to Justin for skillfully fielding questions from our very curious group.

ACLB and Oregon Real Estate Agency for credit toward continuing education, my goal of attaining the SR/WA designation should be less of a strain. Recently I am enjoying being active in our local chapter and am currently serving as the Awards and Recogni-tion Committee Chair.

As for my life when I’m not working at right of way related tasks, I enjoy rock hounding and beach combing along the Oregon coast. My favorite beaches are in or south of Yachats. I have several rock tumblers of different sizes and have tumbled hundreds of pounds of jasper, agate, opals, petrified wood, and fossils. I also enjoy growing flowers and vegetables and am currently growing various dahlias, lavender, lilies, jasmine, passion flower, nasturtium, clematis, astilbe, begonias, hostas, heucheras, but my favorite by far is lavender! And of the edible variety I am growing celery, scallions, tomatoes, peppers, eggplant, raspberries, blueberries, cucumbers, peas, beans, chives, oregano, sage, thyme, lemon grass, parsley, basil, and fennel. Of course, I love to cook and thank goodness my husband and son love to eat and there’s nothing like cooking with fresh herbs from the garden to

make culinary delights such as lavender or basil or raspberry chili ice cream!

But my favorite thing to do if I’m not doing any of the above is to join my friends to play euro style board games. I have a large cabinet full of them, over 100 different games rang-ing in types from card games to strategy games to war games.

I am also a BIG Sister to a 17 year old girl who I meet with 4 times a month. We play tennis, games, talk, hike, and go to the beach. I’ve introduced her to rock hounding and I think she might be hooked once she sees the results of her tumbled rocks.

My large family with which I am close all live in New Jersey. My oldest son, Xander, lives in Florida. He visits at least once each year in January and sometimes during the summer as well. Every other year I visit New Jersey and Florida. Thank goodness for Facebook – to help keep me up to date on my nieces and nephews growing pains.

I also have a cat, Rainbow who is quite a small cat but is mighty in personality. She fre-quently talks to the birds and every morning begs to take a shower with me! She is 12 years old but still extremely fast and ever more peculiar. The other day, she brought home a baby chipmunk, carrying it by the scruff of the neck as if she was its mother!

FACILITATOR: Fred Walasavage works for the Bonneville Power Administration in Portland, Oregon and has over 20 years of experience working in the environmental field. He currently serves as the Program Manager for Environmental Land Actions within Bonneville. His responsibil-ities include conducting all levels of environmental site assessments, conducting compliance audits, negotiating environmental issues on real estate transactions, preparing National Environmental Policy Act (NEPA) documentation, conducting biological assessments, acquiring permits and general project management. He is the Chair of the IRWA International Environmental Committee, past IRWA Chapter 3 President, and is a certified professional auditor by the Board of Environmental, Health & Safety Auditor Certification. Fred has a MS Degree from California State University, Chico and a BS Degree from Unity College, Unity Maine.

She has a diverse knowledge of the right of way industry having performed as a Records/Database Manager, Litigation/Title Coordinator, Acquisition/Relocation Agent, Relocation Supervisor, Quality Assurance Supervisor, Project Manager on government projects in Oklahoma and providing corporate project oversight on projects in Virginia, South Carolina, and Pennsylvania. Tamara attended the University of Oklahoma and holds the SR/WA designation and the R/W-URAC and R/W-RAC certifications from the International Right of Way Associa-tion (IRWA). She was a contributing author to the 2012 Edition of The Principles of Right of Way and she is an approved instructor for IRWA courses and leadership sessions, as well as trained in facilitating Everything DiSC. She is the Region 2 representative to the International Professional Development Committee, a member of the IRWA Leadership Institute Team, and is past Chairperson and current member at large of the International Relocation As-sistance Committee. She has served in all positions of IRWA Chapter 33 and is its current PDC Chair. She was named the Chapter Professional of the Year in 2004 and 2010, as well as the IRWA Region 2 Professional of the Year in 2010. Tamara was also selected as the 2010 recipient of the Frank C. Balfour Professional of the Year Award at IRWA’s 57th Annual Education Conference held in Atlanta, GA.

Right of Way Acquisition Specialist Universal Field Services, Inc. Location: Northwest / Puget Sound Region

The ideal candidate will have public agency acquisition and relocation assistance experience with knowledge and understanding of the Federal Uniform Relocation Assistance and Real Property Acquisitions Policies Act (URA). Must be able to work within a team environment to accomplish organizational goals, be an effective communicator, and have strong time management skills with the ability to establish priorities and meet project deadlines. Technical experience should include: Research and review of title work; Understanding of Appraisal techniques & guidelines; Ability to read and interpret right of way plans and legal descriptions; Preparation of acquisition and relocation documents; Negotiations of various real property rights (fee simple, easements, etc.); Facilitate relocation assistance in accordance with the URA; Participate in project team and client meetings; Prepare clear and concise documentation of communications, negotiations and relocation services.

Requirements: Must have excellent computer skills (minimum MS word / excel) Completion of Appraisal, Negotiation, Real Estate Law, Engineering and related course

work. Minimum six (6) years of experience as a Right of Way Acquisition Specialist Senior Right-of-Way Agent (SR/WA) designation through the International Right of Way

SpecialConference Bid – Portland 2018

We lost – how much simpler can I say it than that. But it wasn’t by much, just 16 votes kept us from coming away with having the annual IRWA Conference in Port-land in 2018.

What isn’t so simple to explain is what a positive experience it was and how we need to move forward and try it again. This year at the conference in West Virginia, we were competing with two other cities, Edmonton, Alberta, a Canadian entry, and Virginia Beach, Virginia. At the exhibit hall, our promotional booth was sandwiched in between the other two competing cities and they worked just as hard convincing IRWA members as our team of Chapter 3 and some of the Region 7 volunteers did. Volunteers from our chapter included Jim Lingeman, SR/WA, Regina Thompson, SR/WA, Lori Hathaway, Matt Gossett, Kari Lowe, Leigh Enger, and myself, Leslie Finnigan, SR/WA. The competition was strong, but friendly.

Our booth had a load of promotional materials for Portland, a power point from the Hilton Hotel showing off the facil-ity and we had raffle prizes for those dropping off their cards. But we were competing with Virginia’s fresh cooked crab cakes, orange smoothies, and an assortment of fun toy give-aways. Edmonton brought a court jester doing juggling acts continuously along with other fun tokens of their city.

We also trouped around to each of the Region meetings on Sunday afternoon after the opening ceremonies. We had two teams from Chapter 3 and tapped Fred Walasavage to help and Dave Whitlock from the Montana chapter. We had a lot of fun playing Portland Trivia with each of the Regions and gained a lot of support.

The vote at the Board of Directors meeting on Wednesday afternoon was disappointing. Jim Lingeman and I did our pitch job in front of the Directors and had a great video presentation from Travel Portland. We thought we had the best venue for the conference especially after experiencing the heat and humidity of Charleston and the fact that they had to house everyone in four different hotels and then the walk to the conference center was still two blocks from the main hotel. The flights into Charleston were difficult, too, which made Portland seem all the better. Virginia Beach had the disadvan-tage in that they were going to have similar problems with not having the facility and the hotel in one location and the expense for the hotels was high. During the Board of Directors meeting, they came in third, but there was not a clear majority so a second, then third vote had to be cast. The third vote dropped Virginia Beach out and it was just between Edmonton and Portland. Last year at the Seattle Conference, Edmonton lost the bid to Anchorage, so this was their second attempt, and like An-chorage, who made two attempts before they were successful, Edmonton won this time. It was so close, but this could have been a definite deciding factor for those that voted.

We had lots of feedback from those attending that they want to have a conference in Portland again and I think we should give it another shot in Hartford next June. It will take the Board’s approval but I have already spoken to the Hilton folks and they are behind us again as well as Travel Portland. We will have to resubmit our bid package but there won’t be a problem with the city being accepted. In March of 2014, we will know if anyone is going to bid against us.

A conference is a lot of work, but I think it would be a tremendous benefit to our Chapter. For many members it may be the only oppor-tunity to attend one of our annual Conferences. The cost of travel to attend a conference outside our area may be prohibitive otherwise. The IRWA conference offers great educational experiences in our field and leadership training as well as an opportunity to meet others in the organization and establish connections in the industry.

Officer Reports• President-Elect: Matt Gossett – budgets are due in June of this year. Matt will be following up on what

was decided at the planning session and contact various members.• Treasurer Report: Report was sent for February and March via email. Reconciliation is current. Classes

are doing well. A motion was made to approve the treasurers report and seconded, board approved. • Vice President: Regina Thompson, SR/WA• Secretary’s Report/Minutes: March 8, 2013 Minutes: a motion was made to approve and seconded,

board approved.

Old BusinessSymposium/Forum report: Leslie reported it was a big success. There was an average of about 90 attend-ees per day at symposium. We held the symposium and forum at this hotel because that is where we will have the 2018 conference if we win the bid. If we hold another symposium, we can do it cheaper else-where, if that is what is decided. Chapter 3 held this in conjunction with Chapter 64, which is a struggling chapter. We are trying to help them build their chapter. A motion was made to give some of the proceeds from the symposium to Chapter 64, the motion was seconded and board approved. Leslie is to attend next Chapter 64 board meeting. She will take a Chapter check and present it to them at that time.

New Business• Membership: Dan Benson welcomed and introduced Vera Anderson as the new membership chair.

New Members: Janice Lorentz ( Lake Oswego) from Universal Field Services,Inc.; James Lawrence (Portland, OR) from Northwest Natural Gas; Damon E. Gray (Portland, OR) from ODOT; Owen E. Bartels (Portland, OR) from Integra Realty Resources Portland; James L. Kinch (Eugene, OR) from Bonneville Power Administration. A motion was made to approve, and seconded, unanimous approval.

• 2018 International Conference: 2018 bid committee handed out a current synopsis of where we are on the conference bid and reviewed with the group. Chapter 3 has already budgeted $2500 for the costs associated with the bid. However, current projected expenses are closer to $4000. 2018 bid committee asked if we could use $1500 from the symposium to bring the balance up to the needed $4000. A motion was made and seconded; unanimous approval. It was asked that all chapter mem-bers attending the conference this year help with the bid activities.

• Via email from Jim Lingeman on June 4, 2013: The registration of our chapter domain name, irwa-chapter3.com is expiring at the end of June. I believe the last renewal was for 4 years at $51.80. The following are our options (duration-fee): 2 years: $25.90; 3 years: $38.85; 4 years: $51.80; 5 years: $64.75; 6 years: $77.70; 7 years: $90.65; 8 years: $103.60; 9 years: $116.55. This item was not approved in the budget. We will need to have a board approval for this expenditure. We only have the Hosting fee approved. We need a motion for the duration and approval for expenditure. A motion was made to approve 9 years: $116.55; and seconded; unanimous approval.

Committee Chair Reports

• Education: Regina handed out a report showing classes held and money earned. We are getting more par-ticipation and making more money. Shannon reiterated that the online course registrations are free money to the chapter. We’ve received over $5,000 this year. Lori reported that our education program continues to grow and we continue to be in the black this year. We are offering C421 this month and C219 next month.

• Awards: Sharan Hams-La Duca said she will announce professional and employer of the year at luncheon today.

• Meeting Coordination: Regina reported that Diane McLaughlin is continuing to look for alternate meeting locations.

• PDC: Linda indicated she and John Deyo have been meeting and John is ready to take on the responsibilities of PDC Chair. Linda reported how many new SR/WA’s and how many upcoming and has plaques to hand out at the luncheon today. John reported that he spoke to many folks at the symposium. John asked if there are Chapter 3 business cards. This was discussed at the planning session as well. Matt noted that another thing discussed at the planning session was for PDC to have a workshop at one of the chapter luncheons. John and Matt will look into having a PDC workshop at the luncheon or one evening.

• Environmental: John has scheduled Justin Moffett, an environmental protection specialist, to speak at the June 14th luncheon.

• Historian: Leslie has been publishing historic Chapter pictures and other items in the newsletter. The re-sponse is positive.

• Public Works: Rod reported that National American Public Works is May 16. Some local agencies will be out providing information to public.
