Baluns are a no-no. In fact, he showed his magicbox where he has wired in matching positions for the various bands using the G5RV type antennas. Extended versions were also graphically shown. Pat does antenna modeling for a fee. Nec2Go by Nova Plus Software is a product he handles. A free demo version is available. Secretary’s Report: Membership roster shows 71 paid members for 2016. The Club website was updated for March including the March BAARCer and the Club Google calendar updated and linked to the website. Other activities included updating Gmail contact list and member photos. Motion to accept: John WØWY, Second Al WØRC, Passed. Treasurer’s Report: Treasurer ’s report submitted showing all month’s account transactions and balances to date. The Hamfest financial report was given, and was one of the best and most profitable in years. Motion to accept: John WØWY, Second Al WØRC, Passed. Membership Meeting Program: President Steve NØCRM reviewed recent and future Club programs and events. Future Club programs include: KH6OO DXpedition to T32DX– June 30 and ARRL Dakota Division Visit – July 28.SKYWARN training class on April 28. Upcoming Events: SKYWARN training class on April 28, 6PM, Land Services Bldg, Brainerd; Brainerd Jaycees Run for the Lakes Marathon: April 30, 2016; BAARC Spring Banquet featuring Ralph Fedor, KØIR: May 26, 2016, and the BAARC Tailgate Hamfest: August 27, 2016. Digital & Emergency Communications: Al WØRC and John WØWY gave updates on the SKYWARN test / VHF Net and the April SKYWARN training classes. New Business: The second meeting of the new Club Website Committee was held Saturday, April 2, at 10:30 AM at the Brainerd Fire Station Training Room. Good progress is being made towards a new Club website. The lead technical team is Mitch ADØHJ, Michael KEØAFZ, and Dave Anderson. Contact was made with the airport manager for the Breezy Point Airport 7 Fly-in on May 7, 10 AM - 3 PM. John WØWY, event Chairman, needs 6-7 operators. Motion: Purchase a WIRES X HRI-200 for the Club from TJ KØTEG for $100. Motion to accept: John WØWY, Second Al WØRC, Passed. Motion: Donate an unsold ($50) Club rotor to CAP-Crow Wing Composite Squadron. Motion to accept: Steve NØCRM, Second Al WØRC, Passed. Motion: Sell existing Club remote station Kenwood TS-480 transceiver and replace with Icom 756 Pro (net cost $250). Motion to accept: Ron KØGOP, Second Al WØRC, Passed. Motion: Purchase a $50 UHF Duplexer for the Crosby Club repeater. Motion to accept: Steve NØCRM, Second Al WØRC, Passed. Motion: Purchase a CH-100 HUB for Club Repeater linking ($299). Motion to accept: Steve NØCRM, Second Al WØRC, Passed. The board meeting was adjourned at 5:11 PM.

Thursday-April 21, 2016 - 7:00 PM - BAARC Membership Meeting Minutes Brainerd Fire Station The President opened the Club membership business meeting at 7:00 PM with 37 members and guests present. Besides the aforementioned Board items, Rick NØSEH, VE coordinator gave a report on a very successful, and very busy day of VE license testing at the Brainerd Hamfest. 28 Testers including many Club class members completed exams with 21 passing, including 13 Technician, 5 General, and 3 Extra classes. An interesting and informative program on G5RV Antenna Design was given by Pat WØOPW. --Respectfully submitted by Ron KØGOP, Secretary

2016 Hamfest was a Great Success Many eyeball contacts were made and personal relationships were renewed. Thank You to all the BAARC club members that helped with setup on Friday and take down on Saturday. We also want to thank the kitchen crew: Dave KØISZ; Karen (YL of WØYA); Michele (YL of NØMR); Judy (YL of KDØERE); Marilyn & Katie (YL and granddaughter of KØLFV) did a great job at the donut table; and our cashier Doug KDØERE. Shirley KØDCW managed the kitchen crew. Jim WØJDS sold front door tickets, Tim KDØYLO, and Bob K6RCO sold tickets and tables at the back door. Dave KCØTGT was our announcer; Lyle KØLFV and family members, and Jim WØYA worked the club Hamfest table. Thank you to all workers for a job well done. We also had two sessions of VE testing. More information on the VE testing results and workers will be found in another article. Thank you to all VE Testing workers. Many Raffle tickets were sold by Fritz WØKO and Chris KDØLFA. Al WØRC and Lyle KØLFV were our co-chairs for this event. ARRL Asks FCC to Restore Balance of Modes on 80 and 75 Meters—from ARRL In comments filed on March 23 on its Petition for Rule Making (RM 11759) seeking changes to 80 and 75 meters, the ARRL has told the FCC that its primary objective is to "rebalance" the bands by correcting a 10-year-old FCC error. "ARRL's proposal is not fairly viewed as a proposal to take anything away from anyone," the League's comments assured. "It is more properly viewed as the effectuation of a fair, equitable, and efficient 'band plan' looking forward for the foreseeable future that balances everyone's needs, and which remedies a plainly unfair plan, imprudently created in the 2006 Report and Order in WT Docket 04-140."

Prompting the League's assurances were comments filed on the ARRL's Petition by a number of Amateur Extra class licensees, who felt that refarming 3600 to 3650 kHz for data modes could prove to be a disincentive to General licensees to upgrade. Others commenters saw it as an unfair spectrum grab. The ARRL noted that prior to 2006, the band was evenly divided between RTTY/data and phone/image subbands, with the RTTY/data subband extending from 3500 to 3750 kHz, and the phone/image subband extending from 3750 to 4000 kHz. The 2006 FCC Report and Order "substantially altered" what the League called "this even division of emission types."

Bruce KØOE, from Duluth, was the lucky winner of one of the raffle prizes—the tuner. Charles W5CCL from Crosby-Ironton was the other by winning the wire antenna. He helped Doug at cashiering food sales. Not pictured but winning the handheld from the entry ticket drawing was Rick WUØS of Little Falls. He along with Terry KIØFW of Crosslake were also busy assisting with the VE sessions. Terry won a $50-gift certificate. Thanks to the expert work by our emcee/announcer Dave KCØTGT, all prizes were awarded in a timely fashion. The BAARC again thanks all the attendees, and we hope to make the next hamfest even more fun.

examinees were served: A few paid for a second version of the test. The sessions resulted in a gain of 13 Technicians, 5 Generals, and 3 Extras—with some new hams awaiting call signs. In fact, the Hamfest event

was so popular that unexpectedly the examining team had to run a second session because of seating limitations at the Armory. Our thanks to Rick and the team, and congratulations to the successful test takers. The VE team is pictured in this BAARCer on p. 4.
