Where does BBP work in Lao PDRNam Ha NPA: 2,224 km2

Biodiversity resources: mixed primary and secondary deciduous and evergreen forests; mammals, birds, large NTFP selection; diverse ethnic groups and important watershed function

Main results and achievements in the bamboo value chainValue added: New bamboo production established –from making small household items

and selling bamboo shoots to professional furniture and handicraft production2. Socio-Economic impact: steadily increasing, stable income through Bamboo production

Sustainable Resource Harvesting at Buffer zone Benefit sharing

The income earned from BB should be divided are:

• 70% will be paid to the members• 20% will be paid to cover administration costs of

the group• 5% will be paid to village’s fund• 5% will be paid to social fund of the group

ARTICLE 6: SUSTAINABLE HARVESTING AND ENVIROMENT PROTECTIONThe objectives of this article is oriented to protection environmental and sustainable resource harvesting in the buffer zone of NamHa NPA

• Permission and quota must be approved it before harvesting of bamboo poles

• Forbid to cut young bamboo pole age below one year for selling

• Forbid to cut bamboo other then the areas of permission and zoning

• Forbid to harvesting bamboo shoot higher then 50 cm for selling

• Forbid to harvesting bamboo shoot over 1/3 of the clump • Allow to harvesting the bamboo pole which age over 2-3

years and do not allow to cut for the whole clump

Main challenges during the bamboo value chain development• Development of community ownership for project activities is not easy• Some villagers were hesitant to work together as group:

• 2 villages cooperated immediately as group, • 1 village changed later from individual work to group after seeing successes of the other 2

villages, and • 1 village works rather individually until today

• Important to conduct a sound baseline survey before the project starts with any activities to later measure progress and improvements as a result of the interventions

• Market access for example to Vientiane not easy due to lack of infrastructure and transport opportunities

Conclusion• This project has developed very good bamboo value chain approach

for Laos and ASEAN members state

• Value chain approach new for Lao PDR but so far very positive:

✔ Villagers have learned and are applying new skills for bamboo furniture and handicraft production

✔ Villagers have learned business skills and group organization

✔ Villagers are involved in sustainable forest management in buffer zone of Nam Ha NPA – positive impact on biodiversity

✔ Villagers see increased and stable income after a fairly short time

Next Steps and Recommendationsb. Recommendations:✔ The Lao government, NGOs, private sector and

other units concerned to working together to replicate the BBP value chain approach in other national protect areas in Laos

✔ Proposal for DoF to develop policy incentives that will motivate investors to engage in biodiversity-based productions in buffer zone areas in national Protected areas

✔ To continue support by ICBF project and scaling up the success approach to other districts in LNT

a. Next steps:✔ AFC to collaborate with Petroleum Trading Lao

Public Company in promoting the biodiversity-based value chain development in other villages in Namha

Remarked: this project will be promotes one plus four policy: the villagers is responsible labor and company will be responsible such as: capital investment, technical and capacity building, marketing and machineries for processing bamboo
