POTENTATE “2017” MARK A. SIMARD
Dear Nobles, Ladies, And Friends,
Lady Linda and I would like to Thank the Cheshire Shrine Club and their ladies for their generous hospitality at the Potentate and Ladies night held at Papagallos Restaurant in Keene. The event was well attended and everyone had a wonderful time. Lady Linda and I were accompanied by Divan Members Chief Rabban Lloyd Doughty, Assistant Rabban John Puckhaber, and Oriental Guide John Freeman with Lady Amy. The food was excellent! Thank You George St. Laurent and all the members of the Cheshire Shrine Club. I Highly rec-ommend that every Noble take in the events that our clubs and Units host. We all need to really get out and sup-port each other. Attending these events is a great way to meet other Nobles and make new friends. Thank You to Chief Rabban Lloyd Doughty, Lady Donna, and crew (Brett Tiede, Kenny & Dixie Thor-oughgood, John & Amy Freeman,
Ginny Frawley, Dan Defosses and family, I’m sure I missed someone) for all their hard work putting together the Murder Mystery dinner theater. There were over 125 people in attendance. Our Chefs provided a great meal and the Majestic Theater group put on a great show. If you missed it this year I really encourage you to attend next year’s event. It was a lot of fun every-one had a great time. Your next opportunity to enjoy good fellowship and make new friends is at the Halloween Party on the 28th, host-ed by our very own Oriental Guide John Freeman and Lady Amy. Our very own King of the Grill (Bob Ash-ford) is providing the meal. There is going to be a prize for the best cos-tume. I look forward to seeing every-one. The Tri-Visitation is on November 3rd & 4th at the Red Jacket in North Con-way. Bektash is the hosting temple this year. With support from Anah and Kora. For those of you who are not familiar with Visitations. These events are for Nobles from the Northeast to get together and share ideas and fel-lowship. You get to meet Shriners from all over the Northeast and discuss what works at their Temples as far as fund raisers and membership. And meet new friends. Ladies and Gentlemen the “Fez”Tival of Trees is fast approaching. This event has become our biggest and most im-portant fund raiser. Bektash can use all the help we can get. Many hands make light work, so if you can donate any

time at all we would Love to have you!! Please contact Chairman John Puckhaber or one of the other volun-teer coordinators to sign up. The “Fez”Tival is one of the most re-warding events I have ever volun-teered for. If you have never experi-enced it I highly encourage you to. Myself, Lloyd Doughty, John Free-man, and Bushie Hill recently at-tended a Unity meeting with The Most Worshipful Grand Master John E. Lobdell, Deputy Grand Master Kenneth A. Clay Jr., as well as the heads of every Masonic body in the state of NH. It was brought to our attention at this meeting the cost the Rainbow Girls and DeMolay boys and their families incur while they are going through their respective lines. I was astounded to learn that it can cost up to Ten Thousand Dollars ($10,000.00) That is a lot of money. We also learned at this meeting there is a need for Suits and Gowns for these young men and ladies. If you would like to donate a Suit or a Gown please drop them off at the Temple and we will make sure they get to the right place. George Bald-win could also use some Dad advi-sors. I know in this day and age free time is at a premium, however if you can spare the time, George would love the help. You can contact George at [email protected]. These young folks are the future of our Fraternity lets help them the best we can.
Finally, I encourage all Nobles to request a copy of next year’s budget before the December Stated meeting. The Divan has been asked for sever-al years to have the budget available to the Nobility prior to the Decem-ber Stated meeting as to provide the Nobility with ample time to review the budget. I’m pleased to let you know that Chief Rabban Lloyd Doughty and Assistant Rabban John Puckhaber have put a lot of time and effort into accomplishing this task. For the 1st time that I can recall the budget is available for all to review for a month before the Stated Meet-ing. I applaud the efforts of these Gentleman in making this happen!!! Well, Fall is upon us and the leaves are changing. Fall in New Hamp-shire is beautiful. This is my favor-ite time of the year. Warm days and cool nights the crackle of a wood fire. And for those of you who en-joy Winter activities I having a feel-ing you won’t have too wait long. Fraternally, Mark A. Simard

Again, my monthly weather report. What can I say different than what we all know and agree on. What a fabulous 2017 Fall we have had so
far. I am so happy the events that have been made available to the Nobility have been supported with good turnouts. Your Potentate really appreciates your appearance and efforts to help Bektash. The big event coming up this month is our “Fez’tival of Trees. It will run from Saturday Nov. 18, 2017 through Sunday November 26, 2017. Doors will open on Saturday & Sunday, November 18 & 19, 2017 at 10:00 AM and close at 8 PM. No-vember 20, 2017 we will be open from 10:00 AM until 4:00 PM. November 21 & 22, 2017 we open at 10:00 AM and close at 7 PM. We will be closed the entire day on November 23, 2017, Thanksgiving Day. Friday the 24th and Saturday the 25th we open at 10:00 AM and close at 8:00 PM. The final day is Sunday, November 26 and we will open at 10:00 AM and close at 4:00 PM. At that time, we will start the raffle drawing for the trees, wreaths, and silent auction items. We ask our members to come down and support our yearly number one fund raiser. Santa will be here and is making a list. Please be on the list by attending and supporting your Temple.

Your at-tendance and voting at this meeting will help shape Bektash Shriners for the year 2018. We cannot hear your wishes and desires if you don’t join us in plan-ning next year and beyond. Fez-tival of Trees Volunteers Needed
The Fez-tival of Trees has been held at Bektash since 2001 and has grown each year. It is held during Thanksgiving week for eight days and is our largest fundraiser. Planning and execu-tion for the Fez-tival is a year long undertaking. We have 100 decorated Christmas trees plus mini trees and wreaths that are won by raffles. The Fez-tival has many facets to which you can contribute depending on your interests. Your input and help are essential for our success. It is impossible for one person to organize an event this size so the Fez-tival is divided into subcommittees. Some of our sub-committees are led by Shrine Ladies. We also have non-members volunteer, most of who have some connection to Ma-sonry. Last year we had one hundred thirty two Nobles, Ladies and friends of Bektash volunteer. Some of our subcommittees include: Café Marketing Silent Auction Decorating Trees & Wreaths Set Up & Tear Down Fez-tival Program Design & Printing Santa - Volunteers & Scheduling Security Ticket Sales Volunteers - Recruiting & Scheduling Awards

Bektash Mariners Shrine Yacht Club The Bektash Mariners Shrine Yacht Club (BMSYC) met for their fall meeting on October 22nd. Attending Nobles and their Ladies gathered at the Bektash Temple in Concord. • The meeting was called to order by acting Commodore Noble Ray Desrochers PIC. • The Invocation was given by Vice Commodore Noble WM John Benham, followed by the Pledge of Allegiance led by Noble Richard (Ted) Dooley PP. • The Secretary’s report was read and accepted. • The Treasurer’s report was read and accepted. • Guest Speaker Noble Doug Hipsley (as pictured above) IASYC District Commodore and Lady Pamela from Northern California were introduced and receive a warm wel-comed Past Commodore Ray Desrochers PIC discussed the direction and purpose of BMSYC. • Lady Barbara Dooley spoke of the up-coming “Fez”-tival of Trees and the importance of all members taking part in the eight day fund raising event. Barbara asked for donations to the silent auction, a decorated tree, a wreath, a mini tree, a financial donation, food for the Candy Cane Café, and as always, we can use more volunteers. • Noble Doug Hipsley spoke of his activities within the Tri Shrine Yacht Clubs in CA and the Pacific Inter-Club Yacht Association (PICYA) of San Francisco Bay of which he is a member. • A five minute break was called to have the members discuss possible locations for BMSYC to hold their meetings/outings during the 2018 summer season. A few of the suggestions are as follows: The Isle of Shoals, Monhegan Island and The oldest Masonic Hall in NH located in Portsmouth, NH. • Noble Ray Desrochers PIC spoke on the growth in membership, the enthusiasm of the members as a result of the communication with the Masonic family, and the need for all Nobles to become more involved with their local Masonic Lodge. The secretary will notify all members of BMSYC of the up-coming meeting for the purpose of the election of officers for the new year.
• The meeting was adjourned, and everyone enjoyed a delicious meal prepared by the members.

Nobles; I am putting the Ambassador Program on HOLD until I get further infor-mation from Imperial on the new direction they are taking with member-ship.
The six Nobles who have signed on will still be involved with the pro-gram and hopefully we can start moving forward soon.

Wow! As I sit down to write this article, we look out the window and realize that I will be spending most of the day doing yard cleanup. The leaves and pine cones are falling at an alarming rate, so the autumn season beacons us. At the Cheshire Shrine Club things are slow right now. The Potentate and Ladies Night went well and we trust that the attendees enjoyed themselves. We had one small issue, a number of the members who stated that they would attend failed to come to the meal and we had to pay for the number who said they would come. This is causing us to reconsider how we will handle the Annual Meeting as we cannot af-ford to lose money again. The date will remain the same, January 28, 2018, we are considering all options such as the Elks Club or Italian Club. We need people to step up and let us know how you feel about this. BEKTASH DRUM & BUGLE CORPS We held our annual Pot Luck Dinner on October 9th thank you to all who brought food to share. Special thanks to Dixie and Kenny for providing the leftovers from the Mystery Dinner. I think everyone had a great time, I know I did.
We voted to keep the same slate of officers and they all agreed. A collection was taken and the funds matched to donate to the Lottery Tree for a total of $380.00. A certificate of appreciation was presented by Ill. Rick Perry to Freeman Fuel for pull-ing the trailer to all the parades including Ottawa, this year.

IASYC WANTS YOU The Associa on of Shrine Yacht Clubs (IASYC) was organized in 1971 by repre-senta ves from MAASYC represen ng a number of Shrine Yacht Clubs whose members were affiliated with the boa ng fraternity. It is a fraternal, self- sup-por ng Shrine Associa on dedicated to the furtherance of the aims of Shrinedom. It has grown from its’ infancy on the East Coast to all fi y States and many foreign countries. Its’ expansion con nues with no end in sight. Shriners of North America, is an Interna onal fraternity based on fun, fellowship, and the Masonic principles of brotherly love, truth and relief. Shriners Hospitals for Children is a network of hospitals dedicated to providing one-of-a-kind specialty pediatric care, innova ve research and understanding teaching programs. In April 1973 the Board of Directors of the Interna onal Council officially recog-nized the Interna onal Associa on of Shrine Yacht Clubs “IASYC”. The IASYC body represents among its affiliated Shrine Temple Yacht Clubs the ambassadors of good will among the boa ng fraternity. Bektash Mariners Shrine Yacht Club was founded in March 2012, and Joined the IASYC in May that same year. BMSYC is an inner body providing good fellowship among members of Bektash Shrine who share an interest in boats, boa ng and kindred pleasures-such as skiing, fishing and cruising. Since its incep on the club has lived up to its Masonic principals and has grown in membership each year. During 2015, all summer mee ngs have been well a ended and held at water-front loca ons. Boat cruises have taken place as well. Article 1 — General Provisions 101.3 This amendment clarifies that all amounts payable to Shriners Internation-al will be stated and payable in U.S. dol-lars. 101.4 The most recent edition of Rob-ert’s Rules of Order Newly Revised will govern parliamentary pro-cedure.
Article 2 — Registered Agent, Regis-tered Office and Principal Office 2.1 and 2.2 Updates the registered agent and principal office.
Article 4 — Sessions 204.4 Updates the language of “air mail,” and increases the advance notifi-cation period for a special session to 10 days for Representatives. Article 6 — Officers 206.5 Aligns the Imperial Treasurer’s reporting period with that of the corpora-tion. Going forward, the fiscal year of Shriners International is from Aug. 1 to July 31.
Article 9 — Shrine Associations 209.1 Transfers the responsibility for reviewing, reporting and approving membership changes in Temple Associ-ations to the Dispensations and Charters Committee.
Article 22 — Temple Charter and Location 322.5 Review and approval of temple relocation resolutions will be the respon-sibility of the Dispensation and Charters Committee. Proposals to move the loca-tion of a temple must be signed by 100 members of the temple or 10 percent of the temple membership, whichever is the lower number.
Imperial Legislation July 2017 Here is a summary of amendments and resolutions passed.
Article 23 — Temple Membership 323.5 All temples will now use paper bal-lots and majority vote for candidate mem-bership election. Additionally, the voting procedure for International Shrine Clubs will be the Alternative Balloting proce-dure, which will be conducted at the Shrine Club, not at the temple. Article 29 — Dispensation and Charter for New Temple 329.4 Petitions for dispensation for tem-ples would become void unless specifical-ly extended by appropriate action of Shriners International, 90 days prior to the third Imperial Session following the issu-ance, or after the third unsuccessful filing. Article 30 — Discipline by Temple 330.4 All complaints filed under Article 30 of the bylaws of Shriners International must contain an acknowledgement that a complaint filed in bad faith or for frivo-lous reasons is a violation of Shrine law and that the complaint is not filed for these reasons. An attempt to resolve the com-plaint through mediation before Article 30 proceedings begin is mandatory. The Po-tentate must provide the complaining No-ble with a complete copy of Article 30. 330.5 Allows a temple grievance commit-tee to take disciplinary action against a Noble, if he has filed a complaint in bad faith or for a frivolous reason.

Article 32 — Initiation Fee; Dues; Hospital Levy; Assessments 332.1 A fez can be provided to a new noble as part of the initiation fee. Article 34 — Temple Business Affairs and Fiscal Regulations Updates language so that it aligns with current insurance industry terminology and clarifies and expands the required additional insureds and required cover-age. Article 35 — Prohibited Practices Temples may obtain from Shriners In-ternational the names of Nobles living in their jurisdiction who are not mem-bers of the temple. Article 36 — Temple Units An Imperial Potentate can grant dispen-sation allowing participation by non-Nobles in a parade at the annual Session of Shriners International during his term in office. Article 102 — Brazil Hikmat Shriners is granted exclusive jurisdiction in the Brazilian states of Bahia and Minas Gerais. Requests for Association Membership Alhambra and Yaarab Shriners are now members of the South Atlantic Shrine Association. Al Menah Shriners is now a member of the Dixie Shrine Associa-tion. Requests for Withdrawals from Asso-ciation Membership Yaarab Shriners is no longer a member of the Dixie Shrine Association. Al Bahr Shriners is no longer a member of the Western Shrine Association. Egypt, Jerusalem and Wahabi Shriners are no longer members of the Southeastern Shrine Association.
Requests to Change Temple Locations The requests of Scimitar, Salaam, Ziyara and Bahia Shriners to change their temple locations were all approved. Petitions for Proposed New Temples Petitions for dispensation to open new temples in Santa Cruz, Bolivia, and Sao Paulo, S.P., Brazil were granted. Highlights of Shriners Hospitals for Children Amendments Passed: Article 1 — General Provisions 501.4 The most recent edition of Robert’s Rules of Order Newly Revised will govern parliamentary procedure. Article 5 — Principal Place of Business and Place of Meeting 5.2 States the principal place of the busi-ness office and the address of the regis-tered agent. Article 7 — Officers 507.4 The Shriners Hospitals for Children Secretary will make the minutes of all meetings available to all Colorado Corpo-ration members through a secure site on Shriners Village. Additional Resolutions Passed: The “Oversight Committee” is continued for an additional year and the Imperial Treasurer is added as an ex-officio member of this committee.

1. Prior to either a Stated Mee ng or a Ceremonial, please get your pe ons in early so that there is enough me to process them.

3. A current copy of the applicant’s Masonic Blue Lodge card must be a ached to the pe on when it is submi ed.
4. All line items on the pe on must be complete and accurately filled out. If no informa on is listed either draw a line or write N/A.
5. Be sure to list the candidate’s hat or Fez size.
6. The Bektash Office will not accept faxed or emailed pe ons.

BEKTASH BINGO COMMITTEE
To the people that help us work bingo.
The Bingo Committee thanks you all for the hard work you have been doing. Some nights, we have ran short of help and people have been doing double and triple jobs. We just want to let you know that it is noticed and appreciated. We have had a few peo-ple out because of sickness and or injury we hope all are doing better.
This being said we can always use help. If you have some free time on a Thursday night come on down and join us. You don't have to be here every week or stay until Bingo closes. The Bin-go doors hall open at 4 pm and we are usually done by 9 to 9:15 ! There are various tasks we need help with: we have people that help on the floor calling back bingo cards, some call the Bingo games, others sell pull tabs or bingo games. We also have peo-ple working in the "back room" on the computer counting the money and setting up the games to be paid out. We can use help in any of these places. Don't worry if you do not think you can do it because we can train you!

The money to provide these needed services at 22 hospitals comes from many sources: community donations; fundraising events; investment income; and support from the Shriners Inter-national. Any child under 18 with a condition that can be treated at one of the Shriners Hospital for Children is eligible for care, regardless of the families’ ability to pay.
All care and services are delivered in a family-centered environment.
A few conditions that can be treated are; Orthopaedic problems, Club-foot, Hip Disorders, Limb Deficiencies & Deformities, Scoliosis, Cleft
Lip & Palate, Spinal Cord injuries and Burn injuries.
