THE BATTLE AGAINST CYBERCRIMECybercriminals are invisible enemies who jeopardize our nation’s security in increasingly
sophisticated and pervasive ways. Since 2006, the United States has experienced a 1,121%
increase in cybersecurity incidents such as financial fraud and government database breaches,
according to the Government Accountability Office.
Despite this alarming trend, law enforcement agencies lack the necessary resources to develop,
test, and train in the latest cybercrime fighting tactics. A 2015 survey of information technology
security experts in federal, state and local government cited “a lack of skilled personnel” as a
central issue to achieving a consistent cybersecurity posture.
With progressively sophisticated cyberattacks and e-crime on the rise, a unified effort is needed to
protect our critical infrastructure, economy and citizens.
A PROACTIVE RESPONSEThe California Cyber Training Complex (CCTC) is a robust, multi-agency effort to protect California
through enhanced cybercrime forensics and state-wide tactical response training.
The CCTC is located centrally within California at Camp San Luis Obispo, home to the second
largest fiber hub in the U.S., allowing for high bandwidth communication and collaboration on
data intensive problems. Multiple law enforcement agencies already train at Camp San Luis
Obispo, which serves as a base for the National Guard’s Cyber Protection Team. Located minutes
from Camp San Luis Obispo, Cal Poly is a recognized leader in cybersecurity education, with cyber
labs, faculty and multiple industry partnerships – crucial to workforce development and research.
The mission of this unique program is to prepare law enforcement agencies and our nation’s future
cyber workforce ahead of a federal mandate. In doing so, the CCTC will set a national tone for a
new era in cybersecurity and cyber protection.

CALIFORNIA CYBER TRAINING COMPLEX (CCTC) FEATURES:
CYBER CRIME FIELD TRAINING COMPLEX
A field training facility to provide hands-on learning experiences and simulate active crime scenes used to develop, test, and train on cybercrime prosecution tactics and techniques.
CENTRAL COAST FORENSICS LAB
A state-of-the-art facility where cyber forensics experts can collaborate and share best practices and tools for investigating cybercrime and processing digital evidence.
CYBER ACADEMIC TRAINING CENTER
The Academic Center will house the Project Management Office and provide an immersive lecture hall and state-of-the-art classrooms for hands-on cybersecurity related training. The Center will house subject matter experts in cyber forensics, law, civil liberties and privacy, as well as data and network management equipment for the CCTC.
CYBER TEST RANGE AND EXPERIMENTAL LABORATORY
A 100,000 square foot facility to develop next-generation cyber forensics techniques and tactics, and simulate adversarial cyber activities during training exercises. This facility provides the CCTC with the capability to house the Cyber Protection Team (CPT) and a large research, educational, experimentation, and tool development area for cyber-related solutions, techniques and tactics in law enforcement.
