TAKE NOTICE that the Town Board will hold a public hearing November 15, 2016 at 6:30 PM at the Town Hall, 16385 Church Street, Clarendon. Purpose of said hearing is to consider proposed Local Law No. 3 of 2016, entitled ‘A Local Law Amending Local Law No. 3 of the Year 2007”. The Clarendon Lions Club always welcomes new members. The Li-ons motto ‘We Serve” certainly describes our club as we have been serving the Clarendon Community Since 1998. We meet the 2nd and 4th Wednesday of every month

(September through May) at the Disciples United Method-ist Church on NYS Route 237 between Clarendon and Holley. We have a pot luck supper at 6:30 PM followed by a regular business meeting at 7:00 pm. Our fundraising events start in May and run through the end of August. The funds raised at these events will be given back to the community through donations to local charities and emer-gency situations. If you are interested in joining our team or would like more information about our club and the Lions Inter-national Organization in general, please contact our mem-bership chairperson Lion Tom Persia at (585) 489-9074. CLARENDON TOWN BOARD—Meeting Highlights October 2016

HIGHWAY/WATER DEPARTMENT REPORT Superintendent Larry Swanger reported that Chugg Road has been sealed and shoulders put on Chugg and Munger Roads. The third roadside mowing is complete. A culvert on Church Street has been cleaned; it was damming up between houses between Church Street and Route 31A; drain was cleaned with a snake with help from the Village of Holley. The drain is working very well now. Superintendent Swanger reported that the State Department of Labor was at the high-way garage for a follow-up inspection; all items are corrected. The one hour training on Workplace Violence is needed yet. Two water services were installed for two new built houses. Restoration of Water District No. 9 extension is done. The Town of Kendall helped with hydro seeding last Friday and our highway crew finished patching driveways today. The third quarter water bills are done. Usage of water from Monroe County Water Authority this month has dropped from prior 4 to 5 million to 3 million gal-lons; Superintendent attributed that to a fixed water leak. A trash barrel has been put at the park. Supervisor Moy requested the portable toilets be re-moved from the park and cemetery before Halloween.

SUPERVISOR REPORT Supervisor Richard Moy reported sending a letter to the NYS DOT asking for them to review Fourth Section Road resident, Mrs. Amatrano’s, request to extend the 35 mph speed zone east on the highway to include her house; to help alleviate the excessive noise. Supervisor Moy read aloud a letter submitted by Ron and Diane Whalin, informing of their need for public water and several neighbors also. Supervisor informed of the employee packets containing information that the town is legally required to give regarding health care man-dates. New York State Department of Labor did inspections at the Highway Garage and the Town Hall. At the Town Hall there were 3 infractions and all were fixed and re-inspected. The State is also enforcing its Workplace Violence Prevention law; the Town has completed a lot of paperwork and an hour training course must be scheduled and attended by everyone. Superintendent Swanger reported that the crash bar on the back exit door at the garage cost $1000; installed per New York State inspectors. Supervisor completed a financial risk assessment on the Comptroller Website; Monroe County has some financial risk; no towns in Orleans County do. Rural Development is coming next week to inspect the water dis-tricts connected with RDA funding. Supervisor commended the Highway Crew for the excellent job done on constructing Water District No. 9 extension. Supervisor Moy reported at-tending an energy program conference in Saratoga Springs. Next week a representative from the Department of State will come to the Town Hall to assist in our efforts to get natural gas. There are two companies out this way; Rochester Gas & Electric (ends at county line on 31A) and NYSIG from Holley. Someone is working for information on Solar for Clarendon also. On Thursday, Supervisor Moy will attend a round-table

discussion with State representatives along with Ridgeway Supervisor Brian Napoli and Kathy Case, Murray Coun-cilperson.

CORRESPONDENCE Orleans County sent notice of the quarterly self-insurance meeting. Supervisor meets with RDA the same day and may not attend the meeting. Association of Towns has sent notice of its 2017 training school and annual meet-ing. Town of Sweden has sent legal notice of a subdivision application on LaDue Road. Notice of funding for museums for American Grant Program has been received by the U.S. Senate. The Orleans County Board of Elections sent infor-mation regarding November election; voting hours are 6am to 9pm on November 8, 2016. Clarendon has received $9040.85 from the County Treasurer for second quarter sales tax revenue and $1333.33 in revenue for the Traffic Diver-sion Program April – June.

OLD BUSINESS The Town Board introduced proposed Local Law No. 3 of 2016, A Local Law Amending Local Law No. 3 of the Year 2007 regarding the outdoor storage of unlicensed vehicles, and scheduled a Public Hearing for November 15, 2016 at 6:30 PM with the regular meeting to immediately follow the hearing. Supervisor Moy reported that there will be a meeting with the county regarding Animal Control; no date has been set yet. The Town Board accepted the Prelim-inary Budget, which becomes the final budget; it will be on the November agenda for adoption. The Board adopted Res-olutions to accept affirmations from Supervisor Moy and Councilman Robinson that audited records of the Court and Town Clerk appear to be in order. NEW BUSINESS Discussion was held regarding Solar Energy Sys-tems being exempt from property tax; the town can ‘opt out’ and assess the system. Assessor Davis explained that cur-rently Orleans County Assessors are not valuing alternative energy components on residential properties; there simply isn’t enough sales history data to determine a clear value of these components. The Town Board accepted the five year agreement for control of snow & ice and mowing on county roads with-in the Town and adopted a Workplace Violence Prevention Policy Statement. The Board went into executive session with Assessor Cindi Davis and Attorney Karl Essler about legal action regarding Crosbys. No action was taken in ex-ecutive session.

Greetings: I hope everyone enjoyed the summer, even though it was a warm one. The reason the pro tells you to keep your head down is so you can’t see him laughing. The three sentences that’ll get you through life: 1 - Cover for me. 2 - Oh, Great Idea, Boss! 3 - It was like that when I got here. Whenever you have a bad day, think of the guy who has to put the circus tent back in its bag. A local padre com-ing home late from a sick call encountered one of his parishioners staggering out of a bar. Taking him by the arm, he guided him safely home and was about to leave when his inebriated friend insisted, “Please, Padre, come inside just a minute. I want my wife to see who I’ve been out with”. Mother, “What did I say I would do to you if I caught you stealing cookies again?” Greg, “Why, it’s funny you should forget mom, I can’t remember either”. Some people wake up feeling like a million bucks and some wake up feeling more like insuffi-cient funds. I told my wife she was coughing more easily this morn-ing. She said, “I should be, I’ve been practicing all night”. Life without love is like a tree without blossom and fruit. There is no better karate instructor than a spider web in your face. Common sense is a flower that doesn’t grow in everyone’s garden. I’ve gotta stop saying to my kids, “How dumb can you be?” They’re taking it as a challenge. Some people should use glue stick instead of chap stick. A golfer teed his ball up for the fifth time, swung violently, and watched with jubilation as a small object whirled away at a forty five degree angle. “I got that ball off at last”, he said. “Mister”, sighed the caddy, “that’s your wrist watch”.

About direction: Did you hear about the cross-eyed discus thrower? He didn’t set any records, but he sure kept the crowd awake. If at first you don’t succeed, try reading the directions. You can tell you’re on the right road. It’s all uphill. Where you go here after depends on what you go after here. There are no shortcuts to any place worth going. A widower is one man with an angel for a wife. My doctor told me exer-cise kills germs. I asked him, “How do you get the germs to exercise?” A moron brought a fellow into court after a fight. “Tell your story”, said the judge. “Well, I was in a telephone booth talking to my girlfriend, proposing marriage when this guy suddenly wants to use the phone. He opens the door, grabs me by the neck and throws me out of the booth”. “Then you got angry?” asked the judge. “Yes, but I got real sore when he grabbed my girl and threw her out too”. Two tonsils live in a drunk’s throat. “Hey, where are we?” asked one tonsil. “We must be in Capistrano”, answered the other. “Here comes another swallow!” Some more old-guy’s sayings: The best thing that defines a child is the total inability to absorb information from anything not plugged in.

“And you don’t think your prospects of a managerial post at the bank will be harmed by that skull and cross-bone tat-too on your neck?” “Sure son, you can borrow my car, but if it comes to a situation between you and the car, save the car”. “Sure the tune you played was catchy, but so was the bubonic plague”. “Son, why do you have to give your car a stupid name”? “It’s not going to stop it from breaking down just because you try to humanize it. In fact, looking at it, it’s a heap of rust. You’d be better off calling it flattery, because it will get you nowhere”. You know you’re getting old when, by the time you’ve lit the last candle on your cake, the first one has burned out. An old gentleman lived alone in the country. He wanted to plant his annual tomato garden, but it was very difficult work as the ground was hard. His only son, Tom, who used to help him, was in prison. The old gent wrote a letter to his son and described his predicament. Dear Tom, I am feeling pretty sad because it looks like I won’t be able to plant my tomato garden this year. I’m just getting too old to be digging up a garden plot. I know if you were here, my troubles would be over. I know you would be happy to dig the plot for me, like in the good old days. Love, Papa. A few days later he received a letter from his son. Dear Papa: Don’t dig up that garden, that’s where the bodies are buried. Love, Tom. The next morning, F.B.I. agents and local police arrived and dug up the entire area without find-ing any bodies. They apologized to the old guy and left. The same day he received another letter from his son. Dear Papa: Go ahead and plant the tomatoes now. That’s the best I could do under the circumstances. Love, Tom. Temptation: Satan is not such a fool as to fish without bate, so it is better to shun the bait than to struggle on the hook. The Lord has given us two ends. They have a common link. For with the bottom end we sit, and with the other we think. Success in life depends upon which end you choose to use. You’ll discover this my friend, heads you win, tails you lose.

HOLLEY STUDENTS STAGE PRESIDENTIAL DEBATES

The Holley Current Events class held mock presidential debates in the

Holley Middle School/High School (MS/HS) Auditorium. A Nov. 1st de-

bate is the final debate in a series of three that students Kayla Thrower

(as Democrat Hillary Clinton), Glenn Thrower (as Republican Donald

Trump) and Alex Mounts (as Libertarian Gary Johnson) competed in

during October. The students prepared for five weeks to impersonate the

candidates, adopting much of their personas and mannerisms. They

debated issues such as immigration, terrorism, war, gun laws, health

care, free trade, jobs and taxes. Moderators were senior McKenzie Hen-

drickson and juniors Jessica Sedore and Hanna Waterman; these stu-

dents kept the candidates on task while D’Amuro kept track of time. Be-

cause students were instructed to vote for the candidate who had the

best argument at each debate, the results varied. “The students in our

district tend to lean towards the ideals of Trump on several subjects,” said

D’Amuro. “However, the other candidates did such an excellent job with

their arguments that I think students, along with teachers, really kept an

open mind. In our political system, many voters make up their minds

before November rolls around, based on their own opinions, so to see

teachers and students really thinking about their choices was excellent.”

Hiram Frisbie (1791-1874) was born in Grandville, NY on August 6, 1791. In the War of 1812 he joined the cavalry and was assigned to carry dispatches between Sackett’s Harbor and

Buffalo. After the war he settled at Farwell’s Mills (now Clarendon), opening a store and hotel with his partner, Wil-liam Pierpont. By 1828, he moved to Holley. He bought the unsold land at public auction from an original 100 acres tract. He continued to develop lots which created the Village of Holley. His many business ventures included warehouses on the ca-nal, brick store blocks on the Public Square, a mercantile store, a firm handling local produce and operating a gristmill. Being civic-minded, he was Supervisor of the town in 1829, and postmaster for many years. He was also active in the edu-cational development of the village. Even in later years, Frisbie was still buying property in the area. His colonial mansion on the banks of the canal was much admired by the locals. For years, until the bank block was torn down, the Frisbie-Sawyer Opera House was located upstairs. Around the corner, we still have a street named after the family – Frisbie Terrace. On August 11, 1874, Mr. Frisbie died. His wife Juliette A. Butler (1800-1878) died. Charles Frisbie (1847-1928), their son, continued in the various businesses begun by his father. His daughters inherited some of their father’s proper-ties around the Square. The handsome monument which graces the family plot is testimony to the gentleman who was re-sponsible for much of the development of the village. His wealth, when he died reflected his achievements. Many of his children are also buried in the family plot. Roy Bubb’s latest book, The Family Scrapbook; An Era in

Holley’s History will cover more detail. Anticipated publish-

ing date is Spring 2017.

Edythe Kettenbacher Dragert (1883-1982)

Companion to Mary Jane Holmes

Edythe, when she was fourteen or fifteen, was employed by James Sey-mour as a maid in his stately home in Brockport, NY. The Seymour house is now the home of the village’s historical museum. Mr. Seymour, at one time, was a partner of Hiram Frisbie when the two men owned the land where the village of Holley is now located. Edythe was the daughter of Julius Kittenbacher who died in 1944 while residing in Brockport. She had a sister and two step-siblings, Ida Cole of Clarendon was a step sister. Edythe married Fred Dragert who worked with heavy equipment on construction projects. He lost a leg during one such project. They made their home on Church Street in Clarendon for many years. It is now a vacant lot. (2016) Around the turn of the century (1899-1900), the Seymour’s were going to California for the winter. Edythe was invited to go, but her parents said no; she was too young to go so far away. Since she needed employment during these winter months, Mrs. Holmes, the well-known Brockport au-thor, hired her as her companion. Mary Jane Holmes, at this time about 75 years old, thought highly of Edythe’s lovely red hair. On different occasions, the author would brush Edythe’s hair. She also read to her companion, or she would ask Edythe to read to her. Edythe noticed that Mrs. Holmes wore a wig. Impressed with Edythe, the writer told her she would use her personality as a character in one of her novels; which she did. Returning to the Seymour’s in the spring, Edythe continued to visit the elderly authoress at her home, the Brown Cottage on Centennial Avenue. Mrs. Dragert had a photograph on her living room wall of Mr. Seymour being driven in a horseless carriage around Brockport at the age of 100. Edythe narrowly missed the age of 100 when she died in 1982.

Local Teacher Earns Biology Honor

Rosemary (Robertson) Catlin will be receiving the 2016 Outstanding

Biology Teacher for New York award at the National Association of

Biology Teachers Honors Luncheon in Denver on Nov. 5. Catlin’s

passion for teaching started at a young age. She grew up in Claren-

don and attended Holley High School. When she was 4 years old,

she sometimes pretended to be a teacher and imagined having stu-

dents. Now, Catlin is not only a science teacher, but one of the best

in the nation. Congratulations, Rosemary!
