Another holiday season is upon us and the staff and directors at Four Colonies Homes
Association hope all of you can spend quality time with your family and friends now and
throughout the coming year.
By the time you read this the Four Colonies Homes Association first Town Hall meeting
will likely have concluded, which we hope was a great success. The intent of the Town
Hall is to provide residents ample time to interact with board members and to relay their
ideas and comments.
The Town Hall plan came from our Communications Committee and it hopes to have the
gatherings on a quarterly basis. The organization of the Town Halls may evolve over time
with any changes dictated by topics, current events or other factors. Please attend future
ones if you can, they will be announced via our “In The Know” email service and at Board
meetings.
As mentioned at the November board meeting, Four Colonies Homes Association is in the
process of selecting a lawn service provider. It is normal that we review our lawn service
contract every few years and to offer other firms as well as our current firm to bid on our
lawn care. The schedule is to announce the successful firm in early January with service to
begin February 1, 2020.
At the November meeting, minor changes were adopted to our policy re the painting of
homes and fences. One change is that fences and the fence trim at multi-family units will
be painted the base color of the main structure. The trim will no longer be a separate color.
The entire paint policy can be viewed at the office.
In this issue of the Clarion is a report, with pictures, of projects our committees have
undertaken to improve our facilities. Our intent going forward is to publicize additional
improvements as they are completed. We encourage volunteers, so if you wish to be part
of a committee spearheading such projects please contact the office.
As always, if you see me on the trails, say “Hi”.

The fall tree planting was a success, and Rose Hill also replaced warrantied pines along
Quivira that weren’t doing well.
Harold & Alan are working on dumpster enclosure repairs, and completed paint inspec-
tions for the homes that are getting painted in 2020.
True North will be doing a leaf clean up before Thanksgiving, and then another one before
Christmas.
We have signed a contract to correct an erosion issue from the creek North of 82nd Terrace
on the West side of Four Colonies. This will involve installing a concrete wall, and modi-
fying the existing culvert to divert the water the correct direction.

COMMITTEES AT WORK
CLUBHOUSE, ENTRYWAYS AND POOLS GET FRESH LOOKS
Four Colonies’ committees that are composed of board members and home owners have completed upgrades at a number of the HOA’s facilities. Some of these projects are listed here. These upgrades were made possible by our monthly dues and by the hard work of volunteers. More projects are being planned for 2020 and any home owner interested in helping with their ideas, planning or labor can contact the office.
Clubhouse 3 – The front of this clubhouse has been upgraded with new landscaping and lighting. The scraggly and overgrown shrubs have been replaced with mulch, decorative boulders and flowers. Lights were added to highlight the attractive birch trees at the site. A plant-filled urn now greets home owners and guests who attend meetings and functions there.
Entryways – The entryways at 79th, 81
st and 83
rd streets have new signage. The main entrance at
81st St was further improved by the removal of dead trees and brush and the addition of flowers and
carriage lights.
Pool covers – New pool covers have been added at Pool 1, Pool 2 and the adult pool to replace old and torn ones.
Looking ahead – Other projects being studied include renovating the basketball court, minor interior
upgrades at Clubhouse 3, and inspecting our storm drain system

Thank you for choosing Republic Waste Services for your Trash, Yard Waste and Recycling needs. We appreciate
your business and look forward to a great year.
All Yard Waste items must be packaged in paper lawn waste bags or tied into 18’ x 36” bundles.
Route Service begins at 7:00 a.m. Please make sure all items are easily accessible from the street.
We only pickup natural yard waste including grass, leaves, tree limbs, flower or garden plants
(without their pots), walnuts, apples, Christmas trees (6’ or less), etc. All materials collected are taken to a licensed
compost facility. This recycling facility does not allow for ANY trash, landscape, or construction materials. If bags
contain trash or foreign material they will have to be left at the curb. Any plastic inside your bag will be considered
trash and not picked up. We do NOT collect animal waste. Please tie brush securely with rope or twine – not wire.
Mark bundles of thorns for the driver’s safety. Christmas Trees are the only items that do not require bagging or
bundling. We will accept Christmas trees up to 6’ in length, if larger please cut in half.
Maximum item weight is 50 pounds. Do not use plastic tape on paper bags since it is not
biodegradable. Small cardboard boxes may be used provided they are no larger than the size and weight limits. We
suggest boxes for fruits, small brush, wood or items that would easily break a bag during removal. We ask you to not
use cans for your waste.

ARCHITECTURAL CONTROL APPROVAL
IS STILL A REQUIREMENT!!!!!!
Architectural Control Approval is required before any permanent exterior change is made. This would include the
removal of a fence, the removal of trees, the addition of trees and shrubs, basically any addition, or removal or
replacement.
If you are planning to rebuild a deck or a fence in the same way it is currently designed, it is still necessary to get
approval.
Architectural control helps to ensure that changes will fit in with the aesthetics of the surroundings. The look of your
home impacts the look and value of your neighbors home. The reverse is also true; what your neighbor does to the
exterior of his home impacts your home value. The Architectural Control Committee works hard to quickly approve
homeowner requests.

REMINDER Everyone needs to pick up after their pets.
It’s the law. City of Lenexa Ordinance Leash Law 3-2-D-3 states “owners must remove any excrement deposited by his animal on any public or private property.” It is also “unlawful for any domestic
animal to run at large.” 3-2-D-2 of the Leash Law.

PARKING REMINDERS
We do not allow commercial vehicles
We do not allow vehicles to be stored. If they are not operational or in regular use,
they are not allowed to be parked in Four Colonies.
Article III, Section 3 of the Revised Bylaws
Parking Rights. The Owner or Owners of a Lot which does not have on-lot parking shall be
entitled to no more than two automobile parking spaces as near to the owned lot as practical.
The Owner or Owners of a Lot which has on-lot parking shall be entitled to no more than one
additional automobile parking space as near to the owned Lot as practical. Garages and
carports shall be considered to be on-lot parking facilities. (Adopted: September 18, 1989)
The second space should not interfere with your neighbors’ parking by their front doors.
Guests should be instructed to park in a clubhouse parking lot. Any additional vehicles should
be parked where they do not interfere with your neighbors parking privileges.

ANNUAL HOMEOWNER MEETING MINUTES
October 21, 2019
The Homeowner’s Forum started at 5:45 p.m. There were nine homeowners present. The following topics
were discussed: problems with the grounds and sidewalks and the problem with realtors not informing
buyers that Four Colonies is not maintenance free.
President Bob Burgdorfer called the Regular Board Meeting of October 21, 2019 to order at 6:00 p.m. A
quorum was present.
Ms. Khan-McKibben made the motion to accept September 16, 2019, Regular Board Meeting minutes as
written. Mr. Thomas seconded and the motion passed. (Vote #1)
COMMITTEE REPORTS:
Manager’s Report – Ms. Hallblade read her report. Discussion followed. The Board received a copy of the paint specs/paint policy showing revisions and clarifications to this policy. Discussion followed. Everyone was asked to look over them so they can be voted on at its November meeting. New Business- There was no new business. Unfinished Business- Mr. Buffington made a motion that the Board approves a 20% reduction of the 2020 dues allocated to exterior homes painting and apply those to the 2020 budget for common area maintenance. Mr. Thomas seconded. The motion passed. (Vote #2) Mr. Buffington made a motion that the Board approve 2020 Budget as proposed by the Finance Committee. Ms. Khan-McKibben seconded. The motion passed. (Vote #3)
COMMITTEE REPORTS:
Architectural Review – Ms. Weishaar reported that the Architectural Control Committee was reviewing the policy on front Light Fixtures. Discussion followed. There will be more information at the November meeting. Common Facilities – Mr. Burgdorfer reported that the committee would be touring the Clubhouses for needed upgrading. Pool l bathrooms are on the scheduled plans for 2020. Finance- The Board received copies of the financial reports. Discussion followed. Grounds- Mr. Thomas reported that the scheduled fall tree planting was completed.

Painting – There was no report. Social – There was no report. Long Range Planning Committee – A bench will be added to the front of Clubhouse 3. Pool covers were purchased for Pool 1, 2, &4. Concrete repair is scheduled for Pool 4. Communications – The Committee plans to meet September 24, 2019. Ms. Weishaar made the motion to adjourn, seconded by Ms. Guion. The meeting adjourned at 7:00 p.m.
