The Brits say Bronxites are stressed.

A new study conducted by a British digital health service says the Bronx is New York’s most stressed-out borough.

According to an analysis of 5 million tweets over a two-week period, 12.11 percent of Bronx-based tweets were measured as “stressed” with Thursday being most stressful day, and mornings as the most stressful time.

This is how the stats line up, borough by borough, with the Bronx taking the lead:

The study was conducted by Babylon Health, which uses artificial intelligence (AI) technology to provide remote consultations with patients, using a “Chatbot” to provide health information. The study employed a tool called TensiStrength developed by Mike Thelwall, professor of IT at Wolverhampton University in the United Kingdom. It studied texts for frustration, anger, anxiety and negativity.

The tool, an opinion mining program, looks for emotion terms, insults, and stress terms. It pays closer attention to short-

term stress situations, like being stuck in traffic instead of longer term ones such as bereavement. Indications of stress increase when people tweet negative words such as “never,” “filthy,”

delayed,” and obscenities. Extra points are added for exclamation points and still

more for multiple punctuation. The list also includes stressors as additional

indirect indicators in the belief that if someone

describes situations that are likely causes of stress, such as being late, then they may be experiencing stress,” explained Thelwall.

The study admits its approach isn’t as consistent when compared to the average results of three specifically trained human coders. Since language is creative and flexible, it’s hard to determine real meanings when

homonyms, figurative speech and sarcasm are used.

So it’s possible that the Bronx isn’t completely stressed out.

most stressed city in the U.S., with reportedly 13.03 percent of its residents tweeting out their stress.

Marking the 46th anniversary of the groundbreaking Supreme Court decision Roe v. Wade, the New York State legislature moved on Tues., Jan. 22nd to pass a long-delayed package of bills that sought to safeguard the health rights of women.

The newly minted Democratic Senate Majority, led by its Leader Andrea Stewart-Cousins, passed a set of bills aimed at updating state laws on women’s healthcare.

The Reproductive Health Act (RHA) will codify the Roe v. Wade Supreme Court into New York law and modernize New York’s statutes to ensure that state law treats abortion as health care, not a criminal act.

Together with the State Assembly majority, the Senate also passed the Comprehensive Contraception Coverage Act (CCCA) to ensure insurance companies cover FDA-approved contraceptive drugs, devices and products. An additional bill that passed will prevent an employer’s religious beliefs from infringing on women’s health care decisions.

“New York once led the way on choice and women’s rights. Unfortunately, for years, barriers to women’s rights were put up, and our state has fallen behind,” said Stewart-Cousins. “It is time for New York to again serve as a progressive beacon to the nation.”

It marked the first time the state had updated its abortion laws since 1970.

Governor Andrew Cuomo signed the bills that evening.

“It’s bittersweet. There is a bitterness because we shouldn’t be here in the first place. We should not have a federal government that is trying to roll back women’s rights,” remarked Cuomo, who said he believed the Supreme Court would undo protections of Roe v. Wade.

State Senator Liz Krueger, who sponsored the RHA, said the bill’s passage was long overdue.

“Our abortion laws, once groundbreaking, are now almost fifty years old. They do not meet the standard set by Roe v. Wade, and they do not reflect modern medical practice,” said Krueger. “We will never know how many New York women have suffered and even died because our outdated laws prevented them from getting the care they desperately needed. Today we turn the page.”

Not all were pleased with the news from Albany.

Prior to the vote, New York’s Catholic bishops issued a statement opposing the legislation.

“Our Governor and legislative leaders hail this new abortion law as progress. This is not progress,” the bishops wrote in their Jan. 17 statement. “Progress will be achieved when our laws and our culture once again value and respect each unrepeatable gift of human life, from the first moment of creation to natural death. Would that not make us truly the most enlightened and progressive state in the nation?”

Apply for the William G. Pomeroy Foundation’s Professional Development Grant.

Historical societies and cultural museums with 501(c)(3) status in New York State, with a budget of $50,000 or less, are encouraged to apply for needs-based scholarships of $1,000.

The funds may be used to join museum-based organizations, travel expenses to historical conferences, or other professional development uses. Each organization receives only one grant of $1,000 per year. Recipients must provide a final professional development report to the Pomeroy Foundation at the end of the calendar year.

The foundation’s scope of funding interests are broad. In 2018, the William G. Pomeroy Foundation awarded more than $2.6 million in grants. More than half went to

historical associations and community-based groups, while $1.2 million was awarded to medical organizations.

William “Bill” Pomeroy was diagnosed with acute myeloid leukemia (AML) in 2004 and received a stem transplant that saved his life. Pomeroy started the foundation while he was still undergoing cancer treatment, with the goal of diversifying the “Be The Match” bone marrow registry. A person’s ethnic background plays a significant role in matching patients with donors. Finding a suitable donor entails looking for someone with a similar racial or ethnic background. A small group of donors makes it harder for people of color to find suitable matches. Since 2008, the William G. Pomeroy Foundation has helped register more than 26,000 people, which led to 80 bone marrow matches.

T here is no more stalling on the stations.

A deal has been reached between the Metropolitan Transit Authority (MTA), Amtrak and the Empire State Development Corporation to move forward on the plan to construct four new Metro-North Railroad stations in the Bronx, connecting them with Penn Station in midtown Manhattan.

The $1.2 billion project will bring new stations to Hunts Point, Morris Park, Co-op City and Parkchester/Van Nest, and includes new tracks and switches, as well as power, signal, communication and infrastructure upgrades.

The stations will be built along underutilized existing rail lines, which are owned by Amtrak.

New York officials had previously blamed Amtrak for delaying the deal by failing to sign off on it, while Amtrak had voiced concern about the effect of the Metro-North expansion

on its own projects.On Tuesday, January 22, the parties signed

a Memorandum of Understanding (MOU) that will allow the delayed project to move forward, Governor Andrew Cuomo announced.

Cuomo explained that Empire State Development Corporation would work with the MTA to plan and expedite the project, which is expected to dramatically improve transportation options for the Bronx, as well as foster economic development in the borough.

In addition, Amtrak and MTA will jointly study the feasibility of Amtrak running several trains daily from Long Island to Penn Station

and continuing either north to Boston or south to Washington.

“Too many residents of the Bronx have been without reliable transit, which is why I proposed these new stations,” Cuomo said in a statement. “With a

reconstructed Moynihan Station currently underway, these four

stations not only will connect the east Bronx to Manhattan’s West Side,

but also build upon our ongoing efforts to fully transform our state’s transportation infrastructure. I want to thank the Empire State Development Corporation for their assistance in the expedition of this project to unleash a new generation of economic development in the Bronx. I also want to thank Amtrak for

their agreement.”The MTA’s 2015-2019 Capital Program

contains the initial investment of $695 million towards the project, including $250 million in state resources provided through Empire State Development Corporation.

At a meeting on January 22, the MTA board approved a contract with architecture and construction firm HNTB for preliminary engineering and design of the project.

“Bringing Metro-North service to the east Bronx is a game changer for the borough, and we have all been eager to get started. This project will significantly reduce travel times for east Bronx residents and help area businesses and institutions attract employees,” said acting MTA Chairman Fernando Ferrer. “This is a long-held dream of mine and hundreds of thousands of Bronxites.”

Bronx Borough President Rubén Díaz Jr., who had previously criticized Amtrak,

accusing the agency of holding up the deal, offered praise for the agreement.

“This newly announced MOU between Amtrak, Empire State Development and the Metropolitan Transportation Authority is incredibly welcome as it allows this universally supported, much-anticipated mass transit project to move forward without further delay,” Díaz said in a statement.

“Amtrak’s willingness to negotiate with the MTA will put the East Bronx Metro-North expansion back on schedule and bring us one step closer to expanded commuter rail options in the communities that need them the most,” he added. “This agreement would not have been possible without the dedicated efforts of my borough’s partners in elected office, as well as the thousands of Bronx residents and commuters across the region who spoke up in recent months to demand delays cease and negotiations resume.”

A few days before Christmas last year, Tamarit Orquidea was

enjoying the holiday displays in the windows of Macy’s department store in Manhattan when she noticed an abandoned backpack.

She approached it, opened it and noticed electronics inside, along with someone’s identification.

“I would have taken it to the precinct down the street from my house,” said Orquidea, who lives near Hudson Yards.

However, after picking up the backpack, Orquidea was immediately approached and arrested by police officers. She was charged with petty larceny, her attorney said.

Orquidea’s story is indicative of an Operation Lucky Bag arrest, a practice where the New York Police Department (NYPD) intentionally leaves property that appears abandoned or lost, in attempt to lure people into arrest, criminal justice advocates said.

On January 17, members of New York County Defenders Services (NYCDS), along with two City Councilmembers, held a press conference at City Hall to accuse the NYPD of entrapping innocent people through Operation Lucky Bag stings.

“Essentially, the NYPD is engaging in fabricating crime,” remarked Stan German, Executive Director of NYCDS.

“Apparently in an era of low crime… this “Lucky Bag” operation has been resuscitated by the NYPD,” to boost arrest totals, he said.

The NYPD began the practice in 2006 by leaving unattended purses, backpacks, and bags at subway stations, then arresting people who took the items.

Operation Lucky Bag fell out of favor after a 2014 settlement on a class action lawsuit where the NYPD settled with three

plaintiffs who claimed they were wrongly arrested.

Under the settlement, the NYPD agreed then to charge a suspect with theft only if he or she removes valuables from a planted bag or purse; takes an item from another personal piece of property; or if he or she

denies having the item when questioned by police officers.

According to New York state law, individuals finding lost property valued at more than $20 have 10 days to return the property to its owner or turn it over to police.

“It seems that over the last month, Operation Lucky Bag is apparently back in business,” said German, who reported that NYCDS has dealt with four similar cases in recent weeks,

including Orquidea’s.“This is entrapment,” said German.Orquidea’s case is still pending in criminal

court, said her attorney, Eric Pilch.The NYCDS issued a letter to Police

Commissioner James O’Neill urging the NYPD to stop the practice.

A dream no longer deferred.

New York State lawmakers finally passed the Dream Act.

Sitting in the gallery, Angy Rivera watched as the New York State Senate first passed the Dream Act on Wed., Jan. 22nd. As the final votes were tallied, she, her sister and mother cheered.

Rivera, who is Colombian-American and lives in the Bronx, said the passage brings undocumented immigrants one step closer to achieving justice. While still a junior in high school, Rivera became the co-founder of New York State Youth Leadership Council (NYSYLC), and for nearly a decade, advocated for the Dream Act’s passage.

“I am grateful that we are seeing some light in this dark tunnel. The passage of the New York Dream Act means opportunity to me. I saw the struggles undocumented students go through while applying to college first hand through my sister. With the New York Dream Act, my mom will not have to work up to 4 jobs a day to pay for me to attend one class. [This] takes a huge weight off of my shoulders.”

The José Peralta New York State Dream Act passed in the Senate with a vote of 40 – 20. It quickly moved on the Assembly for a vote.

“Today we will pass the Dream Act for the ninth and final time,” said Assembly Speaker Carl Heastie. It passed there overwhelmingly, 90-37.

Governor Andrew Cuomo is expected to sign it into law.

The legislation is named for the former

Queens State Senator who sponsored the legislation for many years. While Democratic-controlled Assembly could pass the bill, the Republican-controlled Senate prevented it for nearly a decade. Peralta passed away unexpectedly last November, just weeks after he lost a primary bid for his senate seat. After his death, lawmakers re-named the bill in his

honor. Peralta’s widow Evelyn and her two sons were in Albany for the vote. “The Dream Act was a labor of love for my husband,” she said after the final vote. “The spirit of my husband is alive in this room today.”

Gillette recently released an ad campaign that has ignited

public discourse, including over 20 million views on Youtube.

The campaign explores what should be considered “normal” male behavior and what needs to go for men to be “the best men can get.” Gillette’s tagline is thirty years old. It has always been designed to inspire men to be their best selves, and Gillette’s new ad aimed to provoke a conversation about what that means today. A conversation, indeed. It has triggered a torrent of criticism from those who claim that Gillette is attacking masculinity and men in general. On the other side, many applaud their daring and say that Gillette is calling for honest reckoning on what it means to be a good man and what has got to be left behind. Here are a few thoughts on the campaign.

Masculinity. The gender constructs

of “masculinity” and “femininity” are as ancient as human civilization itself. But as much as gender roles have always existed, they are shaped by culture and reflect what a society expects and considers appropriate behavior for each sex. The Bem Sex-Role Inventory (BSRI), created by psychology professor Sandra Bem in 1974, identifies traits that are commonly viewed as masculine,

feminine, or gender neutral. Thousands of studies have employed the BSRI to understand gender as it relates to nearly every aspect of human experience. The findings are fascinating at many levels. Most important to the Gillette ad, findings show time and again that mental health, wellbeing, social and professional success for both men and women is associated with a balance of masculine and feminine traits – not an excess of either type.

“Boys will be boys.” We have all heard

that expression too many times to count. But gendered behaviors are not preordained nor immutable. Certainly, biological hormones (testosterone and estrogen) and chromosomes, which differ for males and females, are important to understanding sex differences in behavior. For example, males biologically have a higher level of testosterone, which is associated with aggression and competitiveness, but such biological differences do not mean that bullying and sexual assault should be accepted as gender-

Help for HOPE.

The city’s Department of Homeless Services (DHS) is asking New Yorkers to volunteer for its annual Homeless Outreach Population Estimate (HOPE) to gauge the number of individuals living on the streets, in parks, subways, and other public spaces across the five boroughs.

This year’s HOPE count will take place on Monday evening, January 28, 2019 from 10 p.m. until 4 a.m.

Data gathered during HOPE will assist the city’s HOME-STAT outreach teams in engaging with homeless individuals and encouraging them to transition off the streets to a safer, stable environment.

Since HOME-STAT launched in April 2016, more than 2,000 individuals have

been moved off the streets and subways into transitional and permanent housing, DSS said.

“The annual HOPE Survey is a unique opportunity for all New Yorkers to participate in the citywide mission to address street homelessness, one person at a time, by helping us collect vital data that will assist our outreach teams in their year-round outreach efforts,” said DSS Commissioner Steven Banks. “Thanks to increased investment, enhanced coordination, and improved data, our HOME-STAT outreach program has helped more than 2,000 New Yorkers experiencing unsheltered homelessness come off the streets and subways. We’re calling on New Yorkers from all five boroughs to help us conduct our citywide survey so we can continue to get our unsheltered neighbors the help they need.”

The city’s HOPE survey is the largest effort of its kind nationwide, and is mandated

identified by U.S. Department of Housing and Urban Development (HUD).

According to DSS, outreach teams are mobilized throughout the city 24 hours a day, 7 days a week. Since 2014, the city has more than doubled the number of outreach staff from 191 to 400 people.

The city invests nearly $100 million annually in street homeless programs, and has tripled the number of emergency “safe haven” beds since 2014.

“I invite every New Yorker to join us for HOPE 2019 as we gather information

that will help our outreach teams continually develop HOME-STAT programming that most effectively serves and supports street homeless New Yorkers as they restabilize their lives,” said DSS Administrator Joslyn Carter. “The insights we will gather on January 28th will help us take our persistent and compassionate outreach even further to meet all New Yorkers in need where they are as they get back on their feet.”

El proyecto de $1.2 mil millones de dólares traerá nuevas estaciones a Hunts Point, Morris Park, Co-op City y Parkchester/Van Nest, e incluye nuevas pistas y transbordos, así como mejoras eléctricas, de señalamientos, de comunicaciones e infraestructura.

“The idea that someone is sitting at One Police Plaza and thinking up a scheme for leaving a bag out on a street and hoping to get someone who looks at that bag, is offensive to me as a public official, and it should be troubling all of us who care about a fair criminal justice system and the proper use of our tax dollars,” he added.

The NYPD did not respond to multiple requests for comment.

City Councilmember Ydanis Rodríguez

said that the arrests, along with many others by the NYPD, affects low-income communities of color.

“Unless you’re black or Latino or poor, you would never understand it,” he remarked.

“The question is, are we for criminal reforms or not? It doesn’t help to maintain the same city where people of color will be more subject to being put through the system,” Rodríguez said. “This is not how we should be opening 2019.”

Orquidea insisted that she planned to give the bag, which she said included a laptop and a Kindle, to the police precint. She suggested that Good Samaritans who intend to return lost property could be reluctant to do so for fear of being arrested in a police bust.

“I was just minding my own business,” Orquidea said. “[The police] accused me of grabbing their bag. I was confused. It makes you feel lousy. Who wants to get arrested?”

“There’s enough real crime in New York City,”

said Councilmember Rory Lancman.

appropriate. And it is these behaviors that the Gillette ad suggests represent forms of aggression and competitiveness that take men far from being the best they can be.

Toxic masculinity. Gender norms around masculinity have created a narrow and rigid definition of what it means to be a “real” man in many societies, including the United States. When masculinity is defined in terms of strength, status, and aggression and attacks emotional vulnerability as feminine, the risk is a gendered experience that has been defined as toxic masculinity. At its worst, toxic masculinity can encourage violence as a means of asserting power and dominance, which Gillette is suggesting is not men at their best, and I would agree.

Gillette, meet Dove. For decades, eating disorder professionals and sufferers have campaigned to change advertising that promotes and perpetuates a toxic ultra-thin beauty ideal. For women especially, the over idealized value of thinness is associated with poor self-esteem and body image for many and eating disorders for a significant minority. Dove’s “Real Beauty Campaign” was one of the first industry challenges to the multibillion-dollar beauty and fashion industry that called for a rethinking of messaging about beauty and femininity. The campaign has been a long and jagged journey, but major changes can be seen across these industries. Gillette’s

campaign is asking us to do the same around masculinity. Gillette is stepping up to say that behaviors like bullying, sexual assault, and interpersonal violence are toxic deviations or extremes of behaviors that can no longer be tolerated.

Why this matters to mental health. Current norms around manhood have clear

While some are not happy with Gillette’s recent ad, I say “kudos” to Gillette for having the courage to step forward and challenge all of us to rethink what it means to be a good man in today’s world.

Dream DetailsThe José Peralta New York State DREAM Act (A.782, De La Rosa) would

eliminate potential financial obstacles to obtaining state financial aid for undocumented students in New York seeking to attend an institution of higher education. Under the bill, these students would be eligible for general awards, performance based awards, or New York State Tuition Assistance Program (TAP) funds if they:

Attended an approved NYS high school for two or more years, graduated from an approved NYS high school and applied for attendance to a NYS college or university within five years of receiving their NYS high school diploma; or

Attended an approved NYS program for a state high school equivalency diploma, received their state high school equivalency diploma and applied for attendance to a NYS college or university within five years of receiving their state high school equivalency diploma; or

Are otherwise eligible for in-state tuition at SUNY, CUNY or community colleges as prescribed by their admission criteria.

“How am I supposed to tell families in my Senate district that adequate state aid to help afford college isn’t available for them, but it is available for others who are in this country illegally?” said Republican State Sen. James Seward.

“The DREAM Act presents two major issues, using taxpayer benefits for illegal immigrants and college affordability for our state’s legal residents,” he wrote online after the vote. “As state legislators, our first priority should be to the law-abiding citizens and residents of New York.”

“Instead of focusing on funding free college for illegal immigrants, we should be focusing on making it easier for college graduates to pay back their debt without inflating already sky-high tuition costs,” added Byrne.

Still, others rejoiced that while Washington is stymied over immigration issues, New York is roaring full steam ahead with a progressive agenda.

Senator Gustavo Rivera said,” As the federal government continues to ramp up its attacks against our immigrant communities,

we in New York are making sure we acknowledge their invaluable contributions to making our State a better place to live.”

Yet some Dreamers say more work is still needed.

Ricardo Aca, an advocate with immigrant rights group Make the Road New York, said he was very excited that the bill finally passed and called it a big first step. “But the fight does not stop there. Now we’ll go for the driver’s licenses that our communities need as well.”

Asistieron a una preparatoria aprobada en el estado de Nueva York durante dos o más años, se graduaron de una preparatoria aprobada en el estado de Nueva York y solicitaron asistencia en una universidad o facultad del estado de Nueva York dentro de los cinco años de haber recibido su diploma de preparatoria en el estado de Nueva York; o

Asistieron a un programa aprobado del estado de Nueva York para obtener un diploma de equivalencia estatal de preparatoria, recibieron su diploma de equivalencia estatal de preparatoria y solicitaron asistencia a una universidad o facultad del estado de Nueva York dentro de los cinco años de haber recibido su diploma de equivalencia estatal de preparatoria; o

Que son elegibles para la matrícula estatal en SUNY, CUNY o universidades de la comunidad según lo prescrito por sus criterios de admisión.
