Food Stamps Income Qualifications in Tennessee

Stocks, bonds and trusts count toward a petitioner’s income, because they are considered assets. Assets, also known as resources under SNAP eligibility requirements, represent how much extra money a household has that can potentially assist their circumstances. For example, bank accounts are also considered assets. Any applying household with more than $2,250 in savings and checking accounts will exceed SNAP’s resource limit. The limit raises to $3,500 for households containing an individual with a disability.

There are assets that count against applicants in some government assistance programs, but do not count against petitioners for the SNAP program. For example, any homes or properties owned by an applicant do not count toward the income limit. However, retirement accounts, cash-value life insurance policies and vehicles with equity under $1,500 do count toward a potential beneficiary’s resource limit.

Although most income counts toward an applicant’s income determination, there are some forms of income that are not calculated. Any student receiving scholarships, grants or students loans does not have to claim that money on his or her SNAP benefits application. Additionally, any earnings of children younger than 17 years of age do not count toward a household’s income.

Establishing income requirements for SNAP petitioners helps the DHS provide benefits to households that are financially struggling and generally classified as low-income. The statute created by the federal government for SNAP’s income limit varies per household depending on a number of different factors; however, there are maximum income limits in place to keep applicants who make too much money from qualifying. The maximum net income (the total monthly income after taxes are deducted) that each household must make each month to qualify for SNAP varies as follows:

Household of one: $1,005

Household of two: $1,354

Household of three: $1,702

Household of four: $2,050

Monthly income requirements are calculated by thoroughly examining all taxable income an applicant receives. This includes income from standard or self-employment and unemployment benefits. Additionally, income received from alimony and child support are counted toward a household’s net monthly income. Other forms of income that determine income eligibility include disability benefits, Social Security benefits and worker’s benefits. If an applicant possesses any stocks, trusts or bonds, those will be counted as income as well.

SNAP Eligibility Disqualificationsin TennesseeThere are specific conditions that automatically disqualify certain petitioners from receiving food stamps. While not all criminals are disqualified from the program, those convicted of certain drug-related offenses are considered ineligible. Additionally, anyone who is wanted for a felony conviction cannot receive SNAP benefits.

Another circumstance that will automatically disqualify a food stamp applicant from the program is fraud. If an applicant has been found submitting fraudulent information, then he or she will receive a one-year ban from receiving government benefits for a first offense. A second offense will result in a two-year ban from the program, and a third offense will result in permanent disqualification from the program.

Additionally, some applicants are disqualified from receiving assistance because they input incorrect information or left important details out of their application. These errors can be easily resolved with an appeal. Furthermore, many applicants are disqualified from the SNAP program, because they do not meet the income or citizenship requirements. This is why it is important for applicants to have a thorough understanding of all of the eligibility requirements before applying to the SNAP program. Since the SNAP program is meant to be an assistance program and not a means to an end, there are employment requirements applicants must meet to show the state that they are attempting to reach self-sustainability. If not U.S. citizens, they must be United States nationals or qualified aliens.

All members of the household must have a Social Security Number, legal immigrant documentation, or have proof they are applying for a Social Security Number in order to be qualified under citizenship status requirements for SNAP benefits.

It is worth noting that, although the state of Tennessee will grant certain qualified aliens SNAP benefits, not all legal immigrants will be eligible. All eligible foods under the SNAP program adhere to one of the six categories of food groups as presented by the MyPlate nutrition guide. The MyPlate guide is an updated version of the food pyramid guide from the USDA’s Center for Nutrition Policy and Promotion, which depicts the balance of different food groups each person needs to consume daily to maintain a well-balanced and healthy diet. Elements of MyPlate include the basic food groups like grains, dairy, protein, fruits, vegetables and oils.

Here is the breakdown of each basic food group as it pertains to the SNAP program:

Grains—include foods like bread and cereals. Additionally, rice and oats are considered grains and are therefore eligible to be purchased with an EBT card from the SNAP program. Goods from the supermarket’s bakery, like fresh breads and cakes, also qualify under food stamps benefits.

Dairy—includes milk, cheese, and yogurt. Food stamp recipients can also buy ice cream with their EBT card.

Protein—includes red meat, like beef and lamb. Other forms of proteins that can be bought with SNAP benefits include poultry and fish. Proteins can be bought fresh, frozen or refrigerated. Additionally, live seafood you

Therefore, even food items like bags of chips and popcorn can be bought with food stamps.

Typically, SNAP benefits are designed for households to plan and provide their own meals. This not only promotes healthy eating habits, but also helps to maintain funding for the SNAP program. However, in some areas, restaurants may take SNAP benefits as a form of payment from qualified elderly, homeless or disabled individuals in exchange for cheap meals.

The holidays can be a tricky time for food benefits as people buy cakes and pumpkins and gift baskets. Some items may be food, some may not. The rule of thumb for gift baskets and decorated cakes is if the non-food items exceed 50 percent of the purchase price, then the item is not eligible for SNAP benefits. For example, a holiday gift basket may contain food items like cookies and popcorn, but also contain toys. If the food items account for more than 50 percent of the cost, then the gift basket can be bought with an EBT card. If not, then the gift basket is ineligible.

EBT Cards in Tennessee — What They Are and How to Use Them

The Electronic Benefit Transfer (EBT) card is the method in which SNAP beneficiaries’ funds are transferred to them. The card is similar to a debit or credit card, as it has funds available on it and can be swiped at a cashier’s station upon payment. Every month, more SNAP benefits are added to the card electronically from Tennessee’s Department of Human Services (DHS). The information required on a SNAP application helps the DHS determine who you are and if you are, in fact, in need of the financial assistance the SNAP program offers.

The application will first ask you to provide basic information like your name, address and contact information. Then, it will ask you to list every member of the household — including yourself — who will be receiving benefits. How Non-U.S. Citizens Can Get SNAP Benefits in Tennessee

Since government-funded programs like SNAP typically require qualified applicants to be United States citizens, it can be difficult for legal non-citizens to determine whether or not they are eligible for assistance.

Fortunately, the federal governments does make SNAP assistance available to certain non-citizens who fall under a number of different categories. However, any legal immigrant who meets the citizenship restrictions for SNAP must also meet other eligibility requirements in order to qualify for benefits. Non-citizens who apply for SNAP are placed in two distinct groups that determine when they are eligible to receive assistance: no waiting period and waiting period. Qualified non-citizens who fall into the no waiting period group are able to receive SNAP benefits upon acceptance into the program while those placed on the waiting period will be eligible to receive food stamps after a set amount of time.

No Waiting Period

Waiting Period

Legal immigrants who are able to receive SNAP right away typically fall under emergency, or high-need, circumstances. For example, alien children under 18 and victims of human trafficking as defined by the Trafficking Victims Protection Act of 2000 are considered to be in high need of supplemental services. By the same token, most refugees who are protected under the Immigration and Nationality Act (INA) can receive food stamps immediately after entering the country. Refugees who qualify under the INA include those were granted asylum, Iraqi and Afghan special immigrants, and those who were withheld from deportation. Other refugees who are protected under various policies include Cuban and Haitian entrants; Amerasian, or Vietnamese children born to American fathers during the Vietnam War and members of the Hmong or Highland Laotian tribes who aided the U.S. during Vietnam.

Furthermore, benefits are given to certain American Indians who were born abroad as long as they have proper tribal affiliation documents to prove their connection to a specific tribe. The no waiting list also extends to elderly individuals born on or before August 22, 1931 and who legally resided in the United States on August 22, 1996, and any immigrant receiving government assistance for a disability. Last but not least, permanent residents with an immediate military connection also qualify for SNAP without delay.

If a lawful non-citizen does fit any of the descriptions above, then he or she will be required to wait an extended period of time before qualifying for SNAP. Lawful non-citizens are immigrants with a specified immigration status as defined under the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA). The criteria for legal non-citizens to qualify for SNAP are as follows:

• Applicants must be Lawful Permanent Residents who can be credited with 40 quarters of work in the United States.

• Legal aliens who have been qualified for at least five years and belong to one of the following groups:

• Have been paroled for at least one year

• Have been granted conditional entry prior to April 1, 1980

• Is considered a battered spouse or child or is the parent or child of a battered person with a pending petition.

What Next?

If you fall under any of the categories listed above, then you are considered eligible for food stamps under the U.S. Department of Agriculture citizenship requirement. With all of these expenses, the family has little room left for anything else. This family would receive close to the maximum monthly allotment.

As long as you consider your monthly income and expenses, then calculating your food stamps amount can be done. Take a look back at the maximum and average benefits distribution and factor in your individual circumstances to the 30 percent metric. Preventing SNAP TraffickingSNAP trafficking is the buying or selling of SNAP benefits in exchange for money, drugs, weapons or any other exchange for value. In an effort to regulate the use of taxpayer dollars toward government welfare programs, the Tennessee Department of Human Services (DHS) and the USDA have signed a new State Law Enforcement Bureau (SLEB) agreement.

The agreement gives assistance to state and local law enforcement if they discover fraud involving SNAP retailers and/or others who could profit from trafficking SNAP benefits. In this event, the DHS would be granted the authority to expand its use of EBT benefits to document the extent of the violations being committed. This means the government has the power to utilize SNAP benefits for an undercover investigation involving food stamps trafficking. Investigators are required to act on any suspicion of SNAP recipient fraud that is uncovered through a non-recipient SLEB investigation.

Agriculture (USDA) sends the districts and schools cash subsidies and USDA Foods for each reimbursable meal they serve. A reimbursable meal is any meal covered by the NSLP as a free or reduced meal. Sustainable meals are enforced by the USDA as the agency requires most school lunch programs to increase the availability of fruits and vegetables while decreasing the levels of trans fat, saturated fat and sodium in foods.

Who is eligible for free and reduced lunch?The NSLP program is designed for children who are considered low-income or living in a low-income household. Children who are living in eligible households are generally pre-qualified through their household’s participation in other government assistance programs in Tennessee, such as SNAP and Families First. Furthermore, children who are homeless, runaway, migrants, or foster children are categorically eligible for free and reduced lunch through the NSLP. Categorically eligible means that a child is automatically eligible for free and reduced lunch because they fall within a pre-qualified group of children. Children who do not fall under one of these categories can still qualify for free or reduced lunch depending on their household income. If your household’s income is at or below 130 percent of the Federal Poverty Level (FPL), then your children are eligible for free meals through the NSLP. Likewise, if your household falls between 130 and 185 percent of the FPL, then your children qualify for reduced lunch. How do I apply for free and reduced lunch?

What happens when my child is out of school during the summer?

You should receive an application for the School Breakfast, School Lunch and Afterschool Snack Program in the beginning of the school year with your child’s first-day-of-school packet. If you do not receive a form, or it is misplaced, then you can ask the school administration for an extra copy. If you have multiple children attending school, then you do not have to fill out an application for each child, even if they are enrolled in different schools. Submit one application on behalf of all of your children, and make sure you have completed the application with all of your children’s information.

If your child received free and reduced lunch last year, but your income has not changed, then you are still responsible for submitting another application for the new school year. Free and reduced lunch expires at the end of every school year, which is why you must submit a new application at the beginning of each school year.

Additionally, you may submit an application for free and reduced lunch at any time during the school year. This means if you move to a new school district or your household income changes, you can still qualify for free and reduced lunch. Children who are runaways may apply to the NSLP with the help of their guidance counselor or a school administrator. Some schools employ homeless liaisons or migrant coordinators for students who are homeless or migrants. It is good practice to consult with these staff members if you are confused about the application process as they are trained to assist you with in-depth information.

NSLP also qualify for SFSP. However, many children in low-income communities do not take advantage of this program, usually because they are unaware of its existence. Families First: Temporary Assistance for Needy Families

While SNAP provides assistance for food items to needy families, there are still many more expenses most low-income households need support with. In light of this fact, there are many government-funded programs that provide various kinds of assistance for families who cannot financially provide for themselves. These services include health care assistance, temporary cash assistance, and monetary assistance for those who are unemployed without fault.

The federal Temporary Assistance for Needy Families (TANF) program, otherwise known as Families First in Tennessee, is designed to provide financial assistance to households with children who are younger than 19 years of age. In eligible cases, the parents are either absent from the child’s life so the child is in the care of a relative, or the parents are unemployed. Due to these circumstances, the household is classified as low-income. Furthermore, all participating families are mandated to follow a Personal Responsibility Plan (PRP), which ensures caregivers are working toward self-sustainability and do not receive TANF for more than 60 months out of their lifetime. The PRP ensures recipients commit to the following actions:

Children must receive vaccines and regular health checks.

Children must have regular attendance at school, including kindergarten.

Unemployment Insurance gives recipients financial assistance when they find themselves laid off or let go from a place of employment through no fault of their own. When claimants become unemployed through no fault of their own, they have not voluntarily left their job nor have they participated in misconduct that goes against company policy. Anyone interested in receiving unemployment benefits should apply as soon as possible after termination in order to receive assistance quickly. In order to qualify, claimants must have earned at least $780.01 in each of the two quarters out of the year from their former employer. Quarters are divided as follows: January – March, April – June, July – September and

Tennessee’s Medicaid program, or TennCare, provides health insurance to low-income individuals and families who do not receive coverage through their place of employment or are unemployed. However, not all adults are eligible for TennCare. Benefits are distributed to recipients weekly in the form of a debit card or through direct deposit.

If your income has changed, then you must be aware of the income limits your household is expected to meet in order to remain eligible for SNAP benefits. Currently, the allotment for SNAP in Tennessee is as follows:

The gross standard income is the income your household makes before taxes are deducted. If your household falls above these income limits, then you no longer qualify for food stamps.

Furthermore, applicants seeking to renew their food stamp benefits should be ready to report any changes to their household’s dynamic. Food Stamps Renewal ProcessSNAP beneficiaries may reapply for benefits online, by mail or in person. The process is exactly the same as your first application process. If you initially applied for benefits online, then all you have to do is access your account through your DHS portal. Once you access your online account, then you can select the option to reapply for benefits. This is the easiest way to recertify for SNAP because the online portal can auto-populate your information. For any information that has not changed, the online platform can generate your old information onto your new application. However, be sure to double-check your information and work just in case you need to make updates to your information.

Once your basic information has been copied over, you will need to go through the form and manually report your household’s gross monthly income. Additionally, the online application will ask if you if there are any updates you need to make to your household members. If you have to add household members, then you will provide their name, SSN and date of birth. If the member is not a U.S citizen, then you may be asked to provide extra information on their legal immigrant status.

You can submit the application after you have reviewed all of your updated information. If you wish to reapply for SNAP online but did not apply online the first time, then you can simply create an online account with the DHS. When you begin your application, you will be asked if you are recertifying for benefits, in which case you would indicate that you are.

Furthermore, the benefit of this specialized training, typically referred to as vocational training, is that it is less expensive than attending a four year college or university, and it allows those wishing to overstep academic study to have a more practical approach to their education. Adults who enter career training programs typically enter fields that do not require a bachelor’s degree, such as mechanical, electrical or plumbing. Vocational training is also good for clerical or customer service work as it teaches students interpersonal communication skills. There are various types of career training programs, which can consist of online or face-to-face instruction, commissioned by non-profit and for-profit institutions

Tennessee residents who are recipients of SNAP may volunteer or be mandated to register with the SNAP Employment & Training Program (SNAP E&T). The program offers free assistance with vocational training and postsecondary education for SNAP beneficiaries and is funded by the Tennessee Department of Labor and Workforce Development. Manufacturing Logistics — this course prepares students to work in manufacturing production by gaining an understanding of the tools, materials, and basic tasks required of a manufacturing line.

Commercial Cleaning — meant to prepare students for a position in the cleaning/ janitorial industry, this 12-week program helps students develop skills like positive work behaviors, punctuality and personal hygiene.

Business Education — this 20-week program offers students guidance in clerical and customer service positions. Students with previous work experience in this field will complete a tailored program so they re-enter the workforce with ease. Students with no experience will receive hands-on training that may consist of the opportunity to train externally with a local business.
