As a senior member of the Armed Services Committee, he chairs the Subcommittee on Seapower. He also serves on the Commerce, Science, and Transportation Committee; Environment and Public Works Committee; and the Rules Committee. Wicker is Chairman of the U.S. Helsinki Commission and serves as Vice-President of the OSCE’s Parliamentary Assembly. First elected to the U.S. House of Representatives in 2008, Congressman Harper is serving in his fifth term. Harper is the Chairman of the Committee on House Administration, sits on the House Committee on Energy and Commerce, where he serves as Chairman of the Oversight and Investigations subcommittee, and is a member of the Energy and Environment subcommittees. The Congressional Award is the United States Congress’ only charity and the highest honor bestowed upon young Americans. The program is open to all young people ages 13 1/2 to 23. Participants earn Bronze, Silver, and Gold Certificates and Bronze, Silver, and Gold Medals. Each level involves setting goals in four program areas: Voluntary Public Service, Personal Development, Physical Fitness, and Expedition/Exploration.
