Learning & Organizational Development Manager

The County of Stanislaus, Chief Executive Office, is seeking qualified candidates for the Learning & Organizational Development Manager to fill a vacancy in the Human Relations Division formerly known as Human Resources. ABOUT THE DEPARTMENT The Chief Executive Office provides overall leadership, management and coordination of County government operations. This includes day-to-day management of County resources, budget management, long-range financial planning, human resources and risk management programs, emergency services, capital projects and organizational planning. The office is responsible for implementing policies directed by the Board of Supervisors. The Chief Executive Office has a long tradition of implementing progressive programs and services supported with strong partnerships throughout the organization. Collaboration with key business partners and community stakeholders is an essential component of the department’s culture. The department consists of about 90 employees with a wide range of expertise and professional experience forming a dynamic and rewarding work-place well suited for individual and group development. With strong connections to all sectors of our community, the Chief Executive Office offers unique professional growth opportunities for leaders to emerge at all levels of the organization. THE POSITION The Learning & Organizational Development Manager is responsible for organizing training, supervising staff, and monitoring Countywide leadership and organization development activities and programs. In collaboration with Executive Leadership, provides strategic leadership, designs, plans, directs, and evaluates the programs and functions related to Countywide learning and organization

development efforts. The position also oversees the County’s performance management, leader-ship, and mentoring programs, and manages the County’s Countywide management meetings. Our ideal candidate thrives working in a fast-paced organization with interesting challenges that require creative strategies and approaches and possesses a management style to successfully drive multiple change initiatives. The individual will have extensive experience developing and leading learning and development programs that support employee growth and organization-wide initiatives. The ideal candidate has proven experience in devising organization wide training strategies, overseeing the implementation, and measuring the impact. The candidate also has experience working with performance and learning management systems. TYPICAL DUTIES AND RESPONSIBILITIES • Creates, designs, and facilitates Countywide

trainings; • Leads the three year Emotional Intelligence

(EQ) training initiative and collaborates with Executive and Department Leadership to promote engagement Countywide;

• Coordinates and tracks mandatory County trainings;

• Leads the Training and Organizational Development team;

• Fosters employee growth and learning, engages stakeholders at all levels in the organizational transformation process;

• Keeps abreast of new trends and develop-ments related to the program's activities;

• Coordinates closely with Department Heads and internal stakeholders working on organizational improvements to ensure Countywide program consistency, continuity, and alignment to help the organization accomplish strategic priorities;

Learning & Organizational Development Manager

• Facilitates meetings with Executive and Department leadership and with employees Countywide;

• Acts as a resource on behalf of the County Executive to assist operating Departments with wide range of change management and improvement initiatives, at the Department, team, and individual level, including training for middle managers;

• Initiates and coordinates activities and programs to promote Executive Leader Development, in conjunction with cross-departmental partners;

• Plans, implements, manages and administers all learning and organizational development efforts;

• Recommends and develops organizational development goals, objectives, policies, and priorities and implements these objectives;

• Supports change management efforts through impact analysis, key stakeholder identification, and communications planning;

• Prepares, reviews, interprets, and analyzes a variety of information, data, and reports;

• Prepares annual goals and objectives, with involvement from subordinate employees;

• Prepares cost estimates and justifications for budget recommendations; monitor and control expenditures to ensure the accomplishment of objectives within an approved budget;

• Negotiates contracts with outside vendors, consultants, or organizations and administers, monitors, and evaluates contracts;

• Develops practices to collect metrics in order to analyze, guide, and monitor trends, risks, and opportunities in the process;

• Supervises and participates in the design, preparation and distribution of program publicity and internal communications, including announcements, brochures, pamphlets, flyers, and digital media;

• Performs research, benchmarking, and develops tools, graphics and presentations to

assist the organization in understanding different methods and processes; and

• Performs related duties as required. Minimum Qualifications (Knowledge, Skills, Abilities, Education and Experience) KNOWLEDGE • Supervisory and management techniques; • Training design and delivery; • Management and leadership curriculum

design/development; • Workforce planning and development

strategies; • Large system approaches and strategies; • E-learning designs and techniques; • Software technology such as PowerPoint,

Excel and MS Word; • Oral and written communication techniques; • Methods of assessing and evaluating training

and development programs; • Optimal business practices for an internal

EDUCATION/EXPERIENCE

MANAGER I

• One (1) year recent experience overseeing organizational development functions that include

program planning, program evaluation, and training within a large, complex organization, with at

least 6 months supervisory experience; AND

• A Bachelors degree in Organizational Development, Psychology or a closely related field.

MANAGER II

• Two (2) years management experience overseeing organizational development functions that

include responsibility for program planning, program evaluation, and training within a large,

complex organization, with at least one year recent supervisory experience; AND

• A Bachelors degree in Organizational Development, Psychology or a closely related field.

MANAGER III

• Three (3) years management experience overseeing organizational development functions that

include responsibility for program planning, program evaluation, and training within a large,

complex organization, with at least one year recent supervisory experience; AND

• A Bachelors degree in Organizational Development, Psychology or a closely related field.

DESIRABLE QUALIFICATION

• Four (4) years management experience overseeing organizational development functions that

include responsibility for program planning, program evaluation, and training within a large,

complex organization; OR

• A Masters degree in Organizational Development, Psychology or a closely related field.

Experience may be substituted for the education requirement on a year-for-year basis.

CLASSIFICATION INFORMATION

Unless otherwise provided, this position is part of the Unclassified Service of the County and is considered ‘at-

will’ and is designated Management for labor relations purposes. Incumbents are also subject to overtime,

standby, callback, weekend, holiday and shift assignments. The individual selected will participate in the

Stanislaus County Pay-for-Performance program, as well as receive additional benefits.
