1.0 PURPOSE OF MANUAL AND RESPONSIBILITY The purpose of this manual is to provide all members of the athletics department information regarding the policies and procedures governing the overall operations of the department in conjunction with the policies of the University, the Mid-Eastern Athletic Conference (MEAC) and the National Collegiate Athletic Association (NCAA). 2.0 GENERAL DESCRIPTIONS OF THE UNIVERSITY AND THE ATHLETICS DEPARTMENT 2.1 Norfolk State University Facts – Fall 2017 2.2 History of the University Norfolk State University (NSU) was founded in 1935. The University, brought to life in the midst of the Great Depression, provided a setting in which the youth of the region could give expressions to their hopes and aspirations. At this founding, it was named the Norfolk Unit of Virginia Union University. In 1942, the University became the independent Norfolk Polytechnic College, and two years later an Act of the Virginia Legislature mandated that it become a part of Virginia State College. The College was able to pursue an expanded mission with even greater emphasis in 1956 when another Act of the Legislature enabled the institution to offer its first bachelor’s degree. The College was separated from Virginia State College and became fully independent in 1969. Subsequent legislative acts designated the institution as a University and authorized the granting of graduate degrees. In 1979, University status was attained. Today, the University is proud to be one of the largest predominantly black institutions in the nation. Furthermore, it is committed to pursuing its vital role of serving the people of the Hampton Roads area. 2.3 University Statements and Core Values Norfolk State University's Mission: Through exemplary teaching, scholarship, and outreach, Norfolk State University

2.4 Athletics Mission Statement

The mission of Norfolk State Athletics Department in conjunction with the mission of the University is to provide students with an education for life. Encompassed in this mission, the department seeks to enhance the lives of student-athletes and prepare them for life beyond athletics. The Department of Athletics plans to achieve this mission in the following manner:

• To instill the values of commitment, integrity, hard work, discipline, dedication, teamwork and respect, with winning as a goal not as an end.

• To develop student-athletes academically, athletically and socially with the intent to graduate them with a high-quality college education.

• To provide an environment that fosters student-athlete welfare and enhances the overall student-athlete experience. • To adhere to the rules and regulations of the University, NCAA and MEAC. • To continue to maintain its identity as an urban, athletics program which recognizes the quality of athletics in and

throughout the many urban settings that it services. To have coaches and support staff who are intellectual, professional, and who exemplify good leadership qualities in order to help student-athletes develop successfully according to their own abilities. 2.5 Gender-Equity Statement and Equal Opportunity Employment Statement

2.6 NCAA Division I Philosophy

These statements are not binding on member institutions but serve as a guide for the preparation of legislation by the division of planning and implementation of programs by institutions and conferences. A member of Division I:

I. Subscribes in high standards of academic quality, as well as breadth of opportunity; II. Strives in its athletics program for regional and national excellence and prominence. Accordingly, its recruitment of

student-athletes and its emphasis on support of its athletics program are, in most cases, regional and national in scope; III. Recognizes the dual objectives in its athletics program of serving both the university or college community (participants,

student-body, faculty-staff, alumni) and the general public (community, area, states, nation); IV. Believes in offering extensive opportunities for participation in a variety of intercollegiate athletics for both men and

women; V. Sponsors at the highest feasible level of intercollegiate competition one or both of the traditional spectator-orientated,

income-producing sports of football and basketball. In doing so, members of Division I recognize the differences in institutional objectives in support of football; therefore, the division provides competition in that sport in Division I-A Division I-AA, and Division I-AAA;

VI. Believes in scheduling its athlete’s contests primarily with other members of Division I, especially in the emphasized, spectator-orientated sports, as a reflection of its goal of maintaining an appropriate competitive level in its sports program;

VII. Strives to finance its athletics programs as much as possible from revenues generated by the program itself. All funds supporting athletics should be controlled by the institution, and;

VIII. Understands, respects, and supports the programs and philosophies of other divisions. Occasionally, institutions or athletics associations will seek membership of Division I. In such cases, the applicants should be required to meet, over a period of time, prescribed criteria for Division I membership, in order that such institutions agree and comply with the principles and program objectives embodied in this statement.

2.7 NCAA Operating Principles: Governance and Commitment to Rules Institutional Mission: Maintaining intercollegiate athletics as an integral part of the educational program is a basic purpose of the Association. Consistent with this fundamental policy, the mission and goals of the athletics program shall:

• Appear in published form and be given wide circulation within the institution and among its external constituencies; • Relate clearly to the mission and goals of the institution; • Support the educational objectives and academic progress of student-athletes; • Support equitable opportunity for all student-athletes and staff, including women and minorities; • Result from a process of development and periodic review involving substantive participation by the major constituent

groups of the institution, and • Be reflected in the actual practices of the institution’s athletics program.

2.8 Institutional Control The Association’s principle of institutional control vests in the institution the responsibility for the conduct of its athletics program, including the actions of its staff members and representatives of its athletics interests. 2.9 Presidential Authority/Governing Board

The institution’s governing board shall provide oversight and broad policy formulation. The chief executive officer shall be assigned ultimate responsibility and authority for the actual operation of the athletics program, with clear and direct support of the Board. 2.10 Shared Responsibilities The athletics program shall be an integral part of the educational enterprise of the institution. As such, appropriate campus constituencies shall have the opportunity to provide input into the formulation of policies relating to the conduct of the athletics program and to scrutinize the implementation of such policies. 2.11 Assignment of Rules/Compliance Responsibilities

The institution shall have in place a set of written policies and procedures that assign specific responsibilities in the area of rules compliance. In critical and sensitive areas, institutional compliance procedures shall provide for the regular participation of persons outside of the athletics department.

2.12 Rules/Compliance Accountability Rules compliance shall be the subject of an ongoing educational effort, and the commitment to rules compliance shall be a central element in personnel decisions within the department of intercollegiate athletics. 2.13 ACADEMIC INTEGRITY

2.13.1 Student-Athletes Integrated in Student Body

An intercollegiate athletics program shall be designed to be a vital part of the institution’s educational system, and student-athletes shall be considered an integral part of the student body.

2.13.2 Admissions and Graduation The institution shall admit only student-athletes who have reasonable expectations of obtaining academic degrees. If the graduation rate of student-athletes is significantly lower than that of the rest of the student body, this disparity shall be analyzed, explained and addressed (through specific plans for improvement) by appropriate institutional authorities under clearly established and approved policies. If the academic profile of entering student-athletes differs from that of the rest of the student body, the contrast shall be analyzed and explained by regular institutional authorities under clearly established and approved policies.

2.13.3 Academic Authority

The responsibility of admissions, certification of academic standing and evaluation of academic performance of student-athletes shall be vested in the same agencies that have authority in these matters for students generally.

2.14 Academic Support Adequate academic support services shall be available for student-athletes. Student-athletes shall be encouraged and assisted in reaching attainable academic goals of their choosing. When it is determined that individual student-athletes have special academic needs, these needs shall be addressed and reviewed periodically by academic authorities outside the department of intercollegiate athletics. 2.15 Assignment of Rules/Compliance Responsibilities Rules compliance should be the subject of an ongoing educational effort, and the commitment to rules compliance shall be a central element in personal decisions within the department of intercollegiate athletics. 2.16 Scheduling The scheduling of athletics competition and practice shall minimize conflicts between athletics participation and academic schedules, especially during examination periods. 2.17 FISCAL INTEGRITY

2.17.1 Financial Controls

Institutional financing of intercollegiate athletics shall follow prudent management and fiscal practices and provide relatively full and stable opportunities for student-athletes. All funds raised for and expended on athletics shall be subject to generally accepted practices and document, review and oversight. In addition, all expenditures from any sources for athletics shall be approved by the institution. Budget and audit procedures for athletics shall be consistent with those followed by the institution and with the provisions of NCAA Constitution 6.2, which requires that the institution’s annual budget for athletics be approved by the institution’s chief executive officer or designee from outside the athletics department, and that a financial audit be performed by a qualified auditor who is not a staff member of the institution and who is selected by the chief executive officer or designee from outside the athletics department.

2.17.2 Established Policies and Procedures

The institution has in place policies and standard operating procedures to ensure that all expenditures for athletics are handled consistently in accordance with NCAA rules.

2.18 COMMITMENT TO EQUALITY

2.18.1 Gender Issues

The institution demonstrates that in the area of intercollegiate athletics, it is committed to fair and equitable treatment of both men and women. It has adequate information for assessing its current progress in this area and an institutional plan for addressing it in the future. The plan provides for accommodating the evolving standards of the Association in the area of gender equity.

2.18.2 Minority Issues

The institution demonstrates that in the area of intercollegiate athletics, it is committed to providing equitable opportunities for minority students and institutional personnel. It has available adequate information for assessing its current progress in this area and an institutional plan for addressing it in the future. The plan provides for accommodating the evolving standards of the Association in the area of minority issues.

2.19 Student-Athlete Welfare The institution demonstrates a commitment to the fair treatment of student-athletes, particularly in their academic role as students. There is evidence that the welfare of student-athletes and the fairness of their treatment are monitored, evaluated and addressed on a continuing basis. 2.20 NCAA President’s Commission Statement on Sportsmanship & Verbal Conduct Whereas, intercollegiate athletics exists to foster sportsmanship and personal development, as well as competitive excellence; and whereas, coaches and athletics personnel are charged to each values and sportsmanship in word and deed; coaches and student-athletes serve as role models for young people. There is evidence of widespread and growing use of obscene and vulgar language by coaches and student-athletes, which reflects badly on institutions of higher learning. Therefore, be it resolved that the NCAA President’s Commission, in its meeting in Kansas City, Missouri, June 23-24, 1992, expresses its concern regarding the linguistic behavior of coaches and student-athletes and urges presidents, athletic directors, coaches, officiating organizations and student-athletes to take steps to protect canons of good sportsmanship as they relate to verbal conduct. Existing rules of competitive behavior that deal with this matter should be fully enforced. Where existing rules are inadequate, appropriate groups should consider establishing and enforcing new standards. 2.21 Student-Athlete Advisory Committee The Student-Athlete Advisory Committee (SAAC) at NSU acts as the voice of the student-athletes regarding various rules, regulations and policies that affect their academic and athletic experience. SAAC reaches out to the campus and Hampton Roads community through community service. SAAC is comprised of two student-athletes from each athletic team. The committee meets at least twice a month with the SAAC Advisor. 2.22 Student-Athlete Affairs formerly (CHAMPS/LIFE SKILLS PROGRAM) Norfolk State University was awarded CHAMPS/Life Skills accreditation from the NCAA in 2004. The Student-Athlete Affairs Program seeks to enhance the quality of the student-athlete experience by:

Promoting student-athletes’ ownership of their academic career, personal and community responsibilities.

Meeting the changing needs of student-athletes.

Promoting respect for diversity and inclusion among student-athletes.

3.3 Staff Meetings

Intent: To provide a forum for the dissemination and discussion of business that pertains to the administration and total operation of the Athletics Department and all programs.

Supervisor: Director of Athletics

I. The athletics staff shall meet for the purpose of reviewing old and new information that affects the operation of the intercollegiate athletics program on a monthly basis or as needed. The Senior Staff (Assistant & Associate Director of Athletics) may meet more frequently.

II. The general staff shall meet monthly or as needed at predetermined dates as set by the Director of Athletics. The Director of Athletics presides over these meetings.

3.4 Staff Parking for Basketball and Football Games Intent: To specify by title, those persons permitted special parking privileges for basketball games Supervisor: Administrative & Program Specialist III The Athletics Department has been granted by the Parking and Transportation, the use of the parking areas around Echols Hall, Bozeman Building and Woods Science Buildings for home basketball games. For football games, parking has also been granted around Echols Hall, Gills Gym, Woods Science Building and the Bozeman Building. Those approved for parking include:

3.5 Purchase Requisitions Coaches and support personnel must submit all requisitions for goods and services on a signed purchase requisition by the requestor to the Senior Associate Athletics Director for Administration for Administration for COLLEAGUE entry and approval. The Director of Athletics or Senior Associate Athletics Director for Administration for Administration approves all requisitions once they are entered into Colleague. Requisitions are then printed in Procurement Services (becomes a purchase order number) once final approval has taken place. Procurement Services is the University’s purchasing agent. No coach or athletics support staff is authorized to negotiate the purchase of goods or services on behalf of the University. The Director of Athletics is the authorized individual to negotiate athletics game contracts and game guarantees. Goods (recreation supplies, office supplies, medical supplies, publications, and subscriptions) and services (entry and admission fees; freight, membership/organization dues, game officials, game guarantees, on campus housing printing and maintenance) are typically requested on the athletics department requisition form. This form can be found on line on the N-drive.

3.6 Athletic Scholarships/Grant-in Aids The establishment of the Athletics Department budget is based on projected revenue. The athletic scholarship budget is based on the department’s budget. Scholarships are paid from the department’s revenue. Athletic scholarships are based on athletic ability. Each recipient of an athletic scholarship is recommended by the head coach of his/her respective sport, along with a recommended amount that each recipient is to be awarded. Athletic scholarships are awarded for a period of one (1) year; renewable for at least four (4) years. The Director of Athletics or the Associate Director of Athletics for Operations approves recommendations based on availability of each sport’s scholarship budget. Final approval of athletic scholarships (institutional aid) is the authority of the University’s Office of Financial Aid. The procedures for processing an athletic scholarship are as follows:

I. The Head Coach completes and signs the scholarship agreement and submits it to the Senior Associate Athletics Director for Administration for recommended approval. Scholarships with accompanying National Letters of Intent (NLI) must be initialed by the Athletics Compliance Officer.

II. The Senior Associate Athletics Director for Administration verifies availability of funds, signs as the Director of Athletics’ designee and forwards the scholarship agreement to the Financial Aid Office. The scholarship agreement is hand-delivered to the Financial Aid office by the requesting coach.

III. The Financial Aid Office/Director of Financial Aid or designee is the third signature of approval. A scholarship agreement is not valid until it is signed by the Director of Financial Aid or designee and must be signed before it is signed by the scholarship recipient.

IV. The student prospect and guardian, if necessary, must sign the scholarship agreement and return it to the Office of Financial Aid /Athletics Department with copies of the NLI not later than the date indicated in the scholarship agreement.

All student-athletes are required to complete a financial aid application. The Office of Financial Aid determines the athlete’s eligibility for Pell Grants. Per NCAA policy, the student-athlete may receive the full amount of the Pell award in addition to the scholarship. The Financial Aid Office does not make changes to the approved athletic scholarship awards and requires written authorization from the Athletics Department for adjustments. The total financial assistance package is entered into the financial aid system and the student receives an award letter from the Financial Aid Office. The Compliance Officer and Senior Associate Athletics Director for Administration/ SWA coordinate all scholarship processing with the Financial Aid Office and Enrollment Services Coordinator. A scholarship may not exceed the cost of tuition, fees, and books as set by the University. Scholarships may not be canceled on the basis of:

• Student-athlete’s athletic performance • Injury that occurs in competition or training that prevents the student-athlete’s participation

Scholarships may be canceled on the basis of:

• Fraudulent misrepresentation • Academic ineligibility • Serious misconduct or disciplinary penalty • Voluntary withdrawal from a sport for personal reasons. Such cancellation shall not occur prior to the conclusion of that

semester or quarter. 3.7 Game Guarantees All game guarantees will be initiated by the Director of Athletics’ Office or from the opposing institution. Depending upon the contents of the contractual agreement, a contract is drawn up to include the financial arrangements agreed upon by both institutions. All parties concerned must sign the contract (Head Coach, Director of Athletics). If Norfolk State University initiates the contract, the Athletics Business Manager will process the invoice to pay the opposing team and to handle all other arrangements in the contract. 3.8 Preparation of Athletic Game Reports The Auxiliary Enterprises accountant shall review event/game reports and related supporting documentation prior to preparing athletic game reports within five working days after the event. In addition, monthly expenditures and revenue reports are reconciled to the Interactive Fund Accounting System and the reports are submitted to the Assistant Director of Auxiliary Enterprises for review. Game reports are submitted to the Senior Associate Athletics Director for Administration for reconciliation.

3.9 Use of Facilities Scheduling of athletics facilities (Joseph G. Echols Memorial Hall, William “Dick” Price Stadium/ Track, Tennis complex, Softball field, Marty L. Miller Baseball Stadium and Football Practice Field) must be coordinated through the Administrative & Program Specialist who is the liaison between the Office of Student Affairs and the department. The Senior Associate Athletics Director for Administration for Administration is the athletics designee to approve all facility use requests from the Office of Student Activities or Auxiliary Enterprises.

3.9.1 NSU Campus Organizations

On campus groups and organizations who desire to use any of the athletic facilities on campus must complete a University General Activity Request Form. This from can be found on the university’s website. The Student Activities Office coordinates with the Senior Associate Athletics Director for Administration for Administration, prior to approval.

Scheduling of classroom space in Joseph G. Echols Memorial Hall must be coordinated through the Department of Physical Education and Exercise Science and Army ROTC. The chairperson of the Physical Education Department must approve request for use during scheduled class time.

3.9.2 Off-Campus Organizations

Off-campus organizations who desire to use athletic facilities, must contact the Office of Auxiliary Enterprise to obtain an Activity Form for Off-Campus Organizations. Facility availability is coordinated between the offices of Auxiliary Enterprises and the Athletics Department. The Athletics Department does jointly sponsor some activities. In these cases the Athletics Department will notify the Office of Auxiliary Enterprises in writing. The Auxiliary Enterprises Office coordinates all support staffing and services for these events.

3.10 Concessions

A private contractor handles concessions for football, basketball and other activities held in athletic facilities. 3.11 Program Sales Program sales are handled by the Senior Associate Athletics Director for Administration/ SWA. 3.12 Inventory Inventory is completed each year by the Assistant Director of Athletics for Equipment and Facilities Operations. Each office will be inventoried based off of the information received by the Department of Auxiliary Services. If any equipment is lost, stolen, or disposed of, it will be reported to the Athletic Director and then to the Assistant Director of Athletics for Equipment and Facilities Operations. If the item was stolen, a written report is filed with the NSU Police. The Inventory Sheet and Inventory Change Form are kept on file for a period of one year. 3.13 Athletic Team Accident Insurance Wells Fargo Insurance Company was awarded the contract to provide Insurance Brokerage Service to NSU for Athletic Team Accident Insurance. Although the Commonwealth underwrites some types of insurance for its agencies, additional coverage is the responsibility of the University. 3.14 Solicitation/Donations When a solicitation or donation is received by any athletic department personnel, the Athletics Business Manager receives the donation and deposits it into the correct account. The Athletics Business Manager prepares a memorandum of deposit, copies the check or money order for departmental files and submits it to the office of Auxiliary Enterprises or Advancement for deposit. All information from the check or money order is recorded on a form and kept on file for ten (10) years.

3.15 Regulatory Documents: I. National Letter of Intent (NLI): The National Letter of Intent (NLI) the official document administered by the Collegiate

Commissioners Association and utilized by subscribing member institutions to establish the commitment of a prospect to attend a particular institution.

II. NCAA Drug Testing Form: This form is completed by the student-athlete prior to the first day of practice and kept on file for six (6) years.

III. NCAA Student-Athlete Statement: This form is completed by the student-athlete prior to competition each year and kept on file for six (6) years.

IV. NCAA Eligibility Statement: This form is to be completed before any student-athlete participates in any sport each year and is kept on file for five (5) years.

V. MEAC Weekly Participation Form: This form is submitted monthly as a record of each sport’s contests and participants.

3.16 Tickets for Sporting Events The institutional ticket office is responsible for processing all tickets sold through the ticket vendor and through on-site sales on a daily basis. The sales data should be entered into the COLLEAGUE system and deposited into the University Accounting System no later than the next business day. See cash collection and ticket sale procedures in the Auxiliary Enterprises Policy and Procedures Manual. 3.17 Player Guest List Policy (Football/Men’s & Women’s Basketball) In accordance with NCAA Bylaw 16.2.1.1, NSU may provide four (4) complimentary admissions per home or away contests for student-athletes in their sport. These complimentary admissions must be issued through a pass list. In addition, the guest must present a picture ID in order to be admitted. Guests, including parents, who do not provide identification, will not be permitted to enter NSU’s contests through the player guest gate. Exceptions will be made only for youth groups on a pass list when accompanied by a coach or chaperone who will sign for the entire group. Per MEAC regulation, the player guest list must be on file with the compliance office 24 hours prior to a scheduled competition. The list must be typed by the coach and then signed by the compliance coordinator. For away contests, the compliance coordinator must fax the player guest list to the opposing institution’s compliance coordinator 24 hours prior to the contest regardless of whether the compliance coordinator is traveling to the competition. Beginning fall 2008, player guest lists submitted late or handwritten will not be accepted. The coaching staff is responsible for having its student-athletes complete their list in a timely manner to ensure compliance with MEAC regulations. In addition, student-athletes should be aware of their competition schedule and contact their potential guests ahead of time to be placed on the list. Once the list has been submitted and signed by the compliance office, there can be no additions or substitutions! Player guests must enter through the established “Will-Call” gate for football and basketball. Beginning Fall 2008, the “Will-Call” gate will close at the end of half-time for both football and basketball competitions. It is the responsibility of coaches, student-athletes and any staff member sponsoring a pass list, to inform their guests of this policy. Guests arriving after half-time will have to purchase a ticket in order to be admitted to any of NSU’s contests. 3.18 Spartan Youth Club Intent: To support our community youth under the age of 13 Supervisor: Academic Coordinator Criteria: Complete form and submit to Academic Coordinator Members will receive:

• Official Spartan Youth Club T-Shirt • Official Spartan Youth Club personal membership card and certificate • Free admission to all regular season sporting contests • Select parent nights, when parents are admitted free • Exclusive opportunities to meet NSU coaches and players • Invitation to an end of year Spartan Youth Club picnic • Games, contests, giveaways and more

3.19 Complimentary Ticket Policy The Director of Athletics will complete a form (kept on file for one year) issued from Auxiliary Enterprise’s Ticket Office requesting the number of tickets needed for each athletic contest - Football and Basketball. Student-athletes on the squads may provide a maximum of four (4) names to the complimentary guest list, to include parents, guardians, or designated family members and other guests. Tickets are also provided to visiting teams per the contractual or conference agreements for each event. The supervisor or designee of Auxiliary Enterprises Ticket Office will pull these tickets from the ticket vendor and give them to the Director of Athletics or his designee, who will sign for them. Copies of these ticket forms will be kept on file for one year. The Athletic Director or his designee will secure these tickets in a safe place until such time is deemed necessary to distribute them for the event (football or basketball). When the time comes for ticket distribution, the Athletic Director, or his designee will submit a form to the head coach or his/her designee requesting the names of the players and their guests. The coach or his/her designee will return the form to the Athletic Director or designee to be used to issue the tickets. Once the sport or contest is over, the designated person issuing the tickets will turn the unused tickets to the Director of Athletics/Designee. Visiting Teams:

• MEAC opponents shall receive complimentary tickets per conference policy. • The number of complimentary tickets is issued according to the MEAC Complimentary Ticket Policy with conference

schools or with contractual agreements between other non-MEAC schools. • Teams use a complimentary ticket list for guests which are submitted to the Compliance Officer for “Will Call”. MEAC

schools must fax complimentary ticket list to host institution’s compliance officer per MEAC policy. Sponsorships and Advertisers:

• The cost/value of each ticket distributed must be included in the cost of the sponsor/advertiser’s package.

NSU Staff: • Each staff member is given a MEAC Athletic Pass at the beginning of each year. This pass can be used for two (2) tickets

to any MEAC contest, home or away. If additional tickets are requested, this must be done in writing to the Director of Athletics and/or Senior Associate Athletics Director for Administration/ SWA five (5) business days prior to the contest.

The Director of Athletics will sign off on the request and have the Athletics Business Manager complete a form issued from the Director of Auxiliary Enterprises' Office requesting the number of complimentary tickets needed for each athletic event. The Athletics Business Manager takes the form to the Ticket Box Office to be processed. The Athletics Business Manager picks up the complimentary tickets and distributes accordingly and retains a copy of the form for report purposes. Tickets are kept in a safe place until time for distribution. The designee also handles requests from groups, boys and girls clubs, church youth groups, etc. The organization must write a letter to the Director of Athletics and/or Senior Associate Athletics Director for Administration/ SWA and submit the names of the individuals on the team or in the group. The Director of Athletics then approves the request and the list is forwarded to the individual handling the "Will Call" destination.

3.20 Clinics, Workshops, Conferences, and Conventions Intent: To establish guidelines for all professional travel Supervisor: Director of Athletics

I. Coaching Staff A. Coaching staff is expected to attend their professional association convention every year and to stay involved and

up-to-date on all developments in their specific sport. A workshop or seminar may be substituted for a convention if meetings are held related to the administration of their sport.

B. Every effort shall be made to include professional travel expenses in each sport’s budget.

II. Additional meetings and/or conventions may be attended at the individual's expense provided there is no conflict with job responsibilities. A. Special requests will be addressed on per item basis and within the context of the prevailing budgetary conditions.

III. Support Staff, Assistant Director of Athletics Media Relations, Sports Marketing Director, and Training Staff A. Staff members should attend at least one educational meeting every other year.

IV. Clerical Staff

A. Clerical Staff may be required to attend local educational workshops. 1. Additional meetings and/or conventions may be attended at the individuals’ expense and must not conflict with

job responsibilities.

V. Administrative Staff A. Administrative Staff should attend conferences, conventions, and meetings as required for all national and conference

memberships: 1. NCAA Convention

3.21 Small Purchasing Credit Card (SPCC) Coaches and support personnel must submit all requests for SPCC card use for goods and services on a signed purchase requisition by the requestor to the Senior Associate Athletics Director for Administration/SWA or Assistant Athletics Business Manager. The Senior Associate Athletics Director for Administration/SWA or Assistant Athletics Business Manager will review the budget to ensure enough money is in the budget before approving use of the SPCC. In case of an emergency, the requestor must attempt to contact the Senior Associate Athletics Director for Administration/SWA or Assistant Athletics Business Manager via telephone to receive authorization. Once approved, the requestor will receive a copy of the requisition, with the signature and date of approval by the Senior Associate Athletics Director for Administration/SWA or Assistant Athletics Business Manager. The original requisition will be filed in the Athletics Business Office. When the requestor submits his/her credit card log sheet, the original receipts and credit card statement must accompany it. 3.22 Departmental Travel Intent: Guidelines for Athletics Department Travel Supervisor: Senior Associate Athletics Director for Administration/ SWA

3.22.1 Travel Requisitions

Coaches and support personnel must submit all travel requests to the Senior Associate Athletics Director for Administration/SWA. If funds are available, the Athletics Travel Coordinator will code the travel requisition for entrance into the COLLEAGUE system. Once data is entered into Colleague, the Senior Associate Athletics Director for Administration/SWA approves for submission to VP for Business & Finance, for final approval. Procedures for travel requisitions are the same as procedures for the purchase requisition outlined in the narrative of the Expenditures Audit Program.

If a coach carries a team away from the University, he or she must also use an Athletic/Student activity Food Allowance Form. Coaches should have the players and all other travelers sign for the money when they receive it, and then submit the signed copy of the form to Accounts Payable for processing. 3.22.2 Lodging (SPCC)

The Senior Associate Athletics Director for Administration/SWA, Athletics Business Manager and Athletics Business and Travel Coordinator are the designated cardholders of the Small Purchase Credit Card for charging overnight hotel accommodations.

PROCEDURES FOR PROCURING OVERNIGHT HOTEL ACCOMMODATIONS: I. The head coach or designee will contact the hotel to make preliminary arrangements/reservations for team

or prospect lodging. This information is to be forwarded to the SPCC Card holder(s).

II. The SPCC card holder shall verify from an individual at the hotel the following: A. The hotel is willing to accept a corporate credit card as a form of payment for only the hotel rooms and applicable

taxes. B. The hotel does not require a credit card imprint on file for the card being used for the hotel room(s) and applicable

taxes. C. The hotel does not require a faxed or mailed copy of the credit card. D. The hotel can accommodate another form of payment for all incidentals for the traveler(s) (i.e. room service, phone

calls, internet, movies, etc).

III. If all of items can be met according to the contact staff person at the hotel location, then the charge for hotel accommodations can be placed on the SPCC.

IV. The SPCC card holder shall document the date, time and name of the hotel staff person that made reservations and verified the above information.

V. A hotel contract, if necessary, for team travel and a credit card authorization form must be submitted to the Athletics

Business Office for authorization of use. The contract must include the following: the nightly rate, number of rooms, dates of lodging, and projected taxes. The rates must adhere to the Commonwealth of Virginia's travel policy.

VI. Once the hotel contract has been submitted to the Athletic Business Office, the hotel contract will be delivered to the

Director of Procurement for review, approval and signature. Upon approval, the Director of Procurement will return the contract to the Athletic Business Office who will be responsible for submitting the completed contract and credit card authorization form to the hotel.

VII. The head coach or designee MUST request and review the itemized receipt/statement during and prior to

checking-out the hotel. The itemized receipt/statement must be submitted to the Senior Associate Athletics Director for Administration/SWA and/or Athletics Travel Coordinator immediately (within 24 hours) upon return from travel.

VIII. Upon receiving the receipt, the Senior Associate Athletics Director for Administration/SWA and/Athletics

Travel Coordinator will be responsible for reviewing all charges prior to completing the credit card logs to insure the removal of any discrepancies or any unauthorized charges prior to logging for payment processing. Any disputes will be resolved by the Athletics Department immediately.

IX. After thorough review of the itemized receipts/statements, all approved purchases for lodging will be logged on the

"Norfolk State University’s Bank of America VISA Log Sheet" and signed by the cardholder, Senior Associate Athletics Director for Administration/SWA and Athletics Travel Coordinator, and submitted for payment for each account. The rooming list for team travel and/or traveler’s name must be submitted with the log sheet.

X. Once the payment log is processed and submitted to Accounts Payable for payment, signed copies of each of

the accounts log will be filed in the Athletics Business Office and a copy will be distributed to the head coach.

3.22.3 Staff and Student Travel

Only employees of the University and registered students may travel on official University business for team participation purposes or athletic meetings, etc.

All employees must notify the administrative office before departing the University on official business. Failure to comply with this process may jeopardize any liability and medical insurance coverage entitled by the employee of the University. The Director of Athletics or designee must approve the use of personal vehicles for all travel outside of the city for individuals seeking reimbursement for expenses.

3.22.4 Missed/Excused Classes & Team Travel

In accordance with NCAA Bylaw 16.8.1.2.1, teams traveling away from NSU for competition shall not depart from campus earlier than 48 hours before the scheduled competition during the academic year. In addition, following the conclusion of the scheduled competition, NSU teams may not remain at the competition site or locale of the competition longer than 36 hours from the conclusion of the contest. Failure to adhere to these restrictions will result in a violation of NCAA rules.

Per institutional policy, NSU athletics teams driving within a six (6) hour radius of the institution shall not depart for competition prior to 24 hours before a scheduled contest without express permission from the Director of Athletics and/or athletics business office or unless the travel is required for a competition related activity (such as shoot-around, pre-qualifying rounds, etc). For competitions within six (6) hours of the institution, NSU athletics teams should return to the institution at a reasonable time following the conclusion of the contest. Overnight stays for competitions within a six (6) hour radius from NSU must be justified with the Director of Athletics and/or athletics business office.

Student-athletes are permitted to miss class only for competition and those activities related to competition (i.e. treatment from trainers, dressing for competition, pre-game activities). Class excuses allow student-athletes to miss class two (2) hours prior to a competition. Unless a contest is scheduled for an entire day (e.g., track meet, baseball/softball double-header etc), student-athletes are expected to attend all classes that are scheduled before and after their competition. Student-athletes are not permitted to miss class for practice, SAAC, other promotional activities or any other activity not related to competition without express written permission from the Director of Athletics or his designee.

Class excuse forms are issued by the Academic Coordinator; however, it is the student-athlete’s responsibility to have his/her instructor sign the form. The document indicates that the instructor is aware of all dates the student-athlete will miss class and confirms that he/she will allow the student-athlete to make-up missed class assignments or tests. The forms will be distributed prior to the start of the athlete’s competition season and it will be the responsibility of the student-athlete to remind the instructor when he or she will miss class due to competition. Any student-athlete missing class for non-competition related activities or documented illness/injury will face repercussions from their coach and/or athletics department administrators. 3.22.5 Travel Reimbursement

The travel reimbursement voucher must be submitted to the Department within five (5) working days from the date he or she returns from the trip with all receipts. The Senior Associate Athletics Director for Administration/ SWA and Athletics Travel Coordinator examine the voucher for completeness. Supervisors should sign, make copies for departmental files and submit the forms and receipts to the Athletics Business Office for processing by recording the time and date and place in the appropriate Inbox. 3.22.6 Driving State Vehicles

Only authorized staff and students employed by the institution may drive state vehicles or vehicles owned by NSU. In cases where commercial rental vehicles are used for official travel, all drivers must hold a valid driver’s license and be listed on the rental contract as a driver. Insurance coverage made available by the rental agency should not be purchased as a part of the rental contract.

3.22.7 Personal Vehicle Travel Reimbursement

A member of the athletics department staff may use his/her personal vehicle for university business if approved by the department. A travel requisition must be submitted prior to travel detailing the reason for travel and estimated total expenses, including estimated mileage. The current reimbursable rate is $.24. The vehicle odometer mileage log must accompany the request for reimbursement. 3.22.8 Meal Allowance Policy

Until further notice the maximum meal allowance for student-athletes, individual or team travel will be $30.00 per day. This allows each head coach to decide how money will be spent. For example, the $30 may be issued $7.00 for breakfast, $10.00 for lunch and $13.00 for dinner or any combination thereof. It is desirable to eat together as a team (example football team), give the athletes a maximum they can spend and the coach pays the entire bill, including tips.

In other situations, (track meets for example), it might be necessary for athletes to eat at different times depending on the time they compete. In this case, money may be issued directly to the student-athlete, but they must sign a meal signature

sheet to verify they received the money. The coach also signs verifying the amounts received by each student. This signature sheet must be submitted to verify all expenditures.

Special exceptions may be made for post-season competition or other special events where meal money is provided by an outside source (i.e., NCAA, NIT, etc.).

University travel policies apply only for faculty, coaches and staff travel, with prior approval of Director of Athletics, providing the individuals have funds in their budgets to cover anticipated expenses.

3.23 Vehicle Policy (Van or Truck) Intent: Procedure for use of Athletics van or truck Supervisor: Senior Associate Athletics Director for Administration/ SWA

3.24 Dress Policy Intent: To standardize the appropriate dress for the athletes and staff Supervisor: Director of Athletics/Head Coach

I. Student-Athletes & Team A. Coaches - When recruiting, inform prospective student-athletes that there will be times when they are in the public's

eye and will have to wear a shirt and tie, dress or suit. B. Thursdays: Department Dress Day - students, staff and coaches.

1. Exception: Sports in season - If Thursday presents a problem, they may select another day of the week as the Department Dress Day. Head coach establishes team's dress for travel representing the University.

C. Church attendance - No jeans! For example, dress blouse for women; nice shirt, sweater, mock collar for men, shirt and tie, suits preferred.

D. Class attendance – Head coaches will decide policy for wearing athletics-issued clothing to class. NOTE: No head rags are to be worn in public. Caps should be taken off (men and women) when inside buildings. "Gangster dress" is not appropriate when involved with the team or the University. On the field or courts, appropriate attire is required.

II. Support Staff A. Thursdays - shirt and tie day for all, women as appropriate. NSU logo shirts are acceptable for all events, except on

Thursdays. B. Away games and events - You are on your own time if you are going as a spectator.

III. Senior Administrative Staff (Associate and Assistant Directors) A. Thursdays - shirt and tie day for all, women as appropriate. B. Mondays - Friday events - Shirt and tie, women as appropriate. C. Saturday/weekend events - Casual business attire with NSU logo is acceptable. D. Away games and events - You are on your own if you are going as a spectator.

Casual Business Attire: Slacks for men and/or women are acceptable with logo shirts, jackets or vests. A shirt and tie or a suit or dress is always acceptable. No jeans!

3.25 Athletics Textbook Policy – Scholarship Book Loan Program Intent: This program applies to those student-athletes who are awarded books as part of their Norfolk State University

athletic scholarship. The master list is maintained in the Athletic Business Office. Supervisor: Senior Associate Athletics Director for Administration/SWA and Assistant Director of Athletics for Academic

Services

I. Procedures to Obtain Books - Student-athletes on book scholarship should pick up their books from the Academic Support Office as soon as they return to school each semester. There is no limit on the books a student-athlete may

receive providing each book is required for a course in which the student-athlete is enrolled. “Books” does not include consumable supplies, such as paper, notebooks, pens, chalk, clips, etc. IT IS IMPERMISSIABLE FOR STUDENT-ATHLETES TO USE BOOK SCHOLARSHIP FOR ANYTHING OTHER THAN REQUIRED BOOKS FOR COURSES IN WHICH THEY ARE CURRENTLY ENROLLED. Student-athletes found to have done so will be charged the full purchase price of those materials. A. Books not available at the time of pick up can be ordered through the Norfolk State University Bookstore and

picked up at a later date. Should any other course materials be required (i.e. art supplies), contact the Athletic Business Office to make special arrangements.

II. Procedures to Return Books - All books, lab manuals, and any other components (CD’s, tapes, clickers, etc.)

assigned to you must be returned to the Academic Support Office no later than the first Monday following exams. No books will be accepted after this deadline and the student-athlete will be responsible for payment. In addition, a hold will be placed on student-athletes’ NSU account and they will not be permitted to receive books for the next semester until the issue is resolved. A. Special arrangements can be made with the Athletic Business Office to retain a book in the following instances:

a) completing an “I” in a course; b) making up an exam; c) repeating a class. B. If a student-athlete drops a class they should keep the book and they return it at the end of the semester with the

rest of their materials.

III. Lost or Stolen Books - Books issued to a student-athlete that are lost or stolen will not be replaced and the student-athlete will be charged 30% of the purchase price.

IV. Retaining Books - Student-athletes wishing to purchase their textbooks at the end of the semester may do so for 30% of the purchase price.

3.26 Athletics Awards Dinners and Ceremonies Intent: To recognize student-athletes of each sport by hosting an awards ceremony for all sports at the end of their

season or designated period. Supervisor: Senior Associate Athletics Director for Administration/ SWA

I. Awards Dinner A. The Senior Associate Athletics Director for Administration in conjunction with the Administrative Staff Committee will

coordinate banquets for all sports programs in the Department of Intercollegiate Athletics. The committee should try to accommodate the schedules of the President of the University and other administrators involved. The guests should include: • President • Vice Presidents • Student Government President • Faculty Athletic Representative • Athletic Director • Associate Athletic Directors and Assistant Athletic Directors

B. Awards program will be printed by Administrative and Program Specialist and a designated vendor. C. Parents of senior student-athletes may attend by paying the cost of their own meal.

II. Department Awards A. The Department will host a program to culminate the end of the year where all awards will be presented. B. Awards that may be presented are as follows:

1. Most Improved 2. Outstanding Freshman 3. Most Valuable

III. Academic Recognition Awards 1. Athletic Director’s Honor Roll – student-athlete with a 3.0 or higher grade-point average for the semester. 2. All-Academic Team – One student-athlete from each team who has completed three semesters of attendance and

has maintained a 3.0 grade-point average or higher. 3. Male & Female Scholar-Athletes of the Year - Presented to the student athlete with the highest grade point average. 4. Male & Female Athletes of the Year Awards- presented to the male and female student-athletes who have met the

following criteria: 1. Displayed exemplary sportsmanship, 2. Have a 2.0 grade point average or higher,

3. Made a significant contribution to the team's success, 4. Have evidence of public service, 5. Be in good standing with head coach, athletics administration and University administration.

IV. Community and Alumni Awards A. Joseph G. Echols Memorial Scholarship: presented by Marty L. Miller in memory of the late Joseph G. Echols to

a graduating senior who has outstanding character, leadership, academics, and athletic ability. B. Marvin Prince Awards: presented to an outstanding male and female track & field student-athlete.

V. Student-Athlete Letter Award Program

The Norfolk State University "N" - It is a tradition at most American colleges and universities to award an athletic "letter" to deserving student-athletes to recognize their performance during the season. Types and years of awards vary from school to school. Most schools give at least a letter, and some give sweaters, jackets, blankets, watches and other unique recognitions. Norfolk State University has, over the years, recognized its student-athletes in a similar manner. The criteria and the awards have changed during the history of the athletics program. Coaches' wishes, student interests and even financial considerations have played a role in the awards program, as many Spartans will recall. For example, watches are now provided to all senior athletes by the conference and are no longer a part of the school's program. A. The NSU Letter Program:

1. 1st Year Letter Winner: Framed "N" for student-athletes lettering for the first time with 3 years of eligibility remaining.

2. 2nd Year Letter Winner: Specially designed padfolio for second year letter winner, with 2 years of eligibility remaining.

3. 3rd Year Letter Winner: Specially designed “Letter Jacket" with monogram "N" for third-year letter with one year of eligibility remaining and college transfers.

4. 4th Year Letter Winner: Specially designed diploma frame. 3.27 Senior Night Recognition for Student-Athletes Intent: To recognize senior student-athletes at their last home competition Responsibility: Head Coach of Each Individual Sport, Senior Associate Athletics Director for Administration/ SWA and

Administrative & Program Specialist III

It is the responsibility of the head coaches and his/her staff to contact the Senior Associate Athletics Director for Administration/ SWA with plans to recognize senior student-athletes. Coaches’ desires differ on what they wish to do and some want a more formal recognition than others. This policy allows for the flexibility that all coaches desire. This may include, but is not limited to the following:

Special pre-game or post-game announcements and introductions.

Invitations extended to parents and/or friends.

Awards, flowers, or pictures to be presented.

In some instances, it may be advisable to give the senior his/her jersey if the replacement cost is negligible and uniforms are normally replaced at the end of the season.

Two-week notification to administrators, i.e., President, Vice Presidents, etc., or other staff that you wish to include in your recognition activity.

Include at least one of the department’s senior administrators in your program, the Director of Athletics, Senior Associate or Associate.

Make arrangements for photos if possible.

The Sports Information Director must be notified of all planned activities so that students playing in their last home game may be mentioned in press releases.

3.28 Championship Rings Intent: To establish purchasing guidelines for ordering championship rings for student-athletes and teams Supervisor: Director of Athletics and Head Coach The purchase of championship rings will be permitted for any team that wins the Mid-Eastern Athletic Conference Championships

or NCAA Championships. Rings may be purchased, provided funding is available, within the regulations of the NCAA. The approved list for receipt of rings will be recommended to the Director of Athletics, by the head coach of the sport involved. 3.29 Electrical Storms and Lightning Policy Intent: To establish guidelines for procedures during electrical storms and lightning. Supervisor: Head Coach and/or others supervising activities Failure to take appropriate action in case of dangerous storm activity could result in physical injury and casualties and raise questions of liability. It is our desire to take preventive measures. All outdoor athletic activity will stop immediately upon signs of electrical storm activity in the area. All students and staff should seek immediate cover out of the danger of the storm. 3.30 Weight Room Policy Intent: Weight room use and supervision Supervisor: Assistant Athletics Director for Strength and Conditioning All coaches, physical education instructors and student activities staff must assist in maintaining, sustaining and securing the weight room when they are responsible for the student group using the facility. The strength and conditioning coach and coaching staff will assign athletic teams hours. Open hours for general student use maybe assigned if an appropriate supervisor is available. Head coaches may request a key to the room, but at no time should this key be copied or given to students. The strength and conditioning coach must supervise all activity in the room. This is a liability issue. All students are required to wear proper clothing. Weights must be returned to racks upon completion of workouts. Students must clean up after themselves. The weight room must be locked after any use. Weight room privileges will be denied if the above rules are not followed. 4.0 FUNDRAISING AND DEVELOPMENT 4.1 The NSU Athletics Foundation The Norfolk State University Athletics Foundation was founded on July 29, 1980. An independent CPA firm audits the Norfolk State University Athletics Foundation. The President of the University, the Vice President for Finance and Business and the Director of Athletics receive the report. The President of the University and the Director of Athletics are both ex-officio members of the Athletics Foundation’s Board. MISSION STATEMENT The mission of the NSU Athletics Foundation is to provide support for the NSU Athletics program that will enable student-athletes to reach their full potential in both the athletics and academics. The primary purpose is to provide supplemental funding and to manage assets for scholarships and program and enhancement. 4.2 Assistant Athletics Director for External Affairs Intent: To develop and coordinate marketing, promotional and fund raising strategies for the athletics program; develop

and coordinate advertising and sponsorship programs. Provide oversight of public relations and media relations activities.

Supervisor: Senior Associate Athletics Director for Administration/ SWA

The Associate Director of Athletics for External Affairs is the Athletics Department’s liaison to the campus community as it relates

to their involvement and support of the Department (i.e. Student Affairs, various academic departments & programs). The

Associate AD is responsible for creating an entertaining atmosphere at all home athletics contests. Additionally, the Associate AD is responsible for soliciting corporate support for promotional activities and special events. The Associate AD is responsible for the execution of promotional programs to ensure that the relationship between the Department and its sponsors is maximized. The Associate AD solicits sponsors and advertisers for game day programs, the radio broadcast of NSU football and men and women’s basketball on WNSB 91.1 FM, print and broadcast promotional items (i.e. schedule cards/posters).

4.3 Norfolk State University Athletics Foundation 4.3.1 Operations and Procedures

The Norfolk State University Athletics Foundation (NSUAF) provides supplemental funding for the NSU Athletics program for scholarships and overall program enhancement. Contributions to the NSUAF are processed by the Executive Director and the administrative assistant. Contributions are also coordinated by the NSU Foundation through its various fundraising campaigns.

All athletics department fundraising events or activities should be coordinated with the knowledge, cooperation and support of the NSUAF Executive Director to ensure NCAA institutional compliance. The Executive Director also is the liaison between the NSU Athletics Department and the NSU Foundation.

4.3.2 Foundation Memberships

The NSUAF offers memberships on a tiered structure that provides incentives at its various levels. The membership levels and incentives are as follows:

All members receive a membership card, the quarterly newsletter; access to NSUAF halftime hospitality receptions during football and basketball games, and invitations to other scheduled athletics and NSUAF special events.

Portions of Foundation Memberships (minus ticket and parking costs) are tax deductible. Members receive a statement from the NSUAF verifying the tax-deductible portion of their contribution. Membership contributions (minus tickets & parking) are categorized as unrestricted contributions. These proceeds are used at the discretion of the NSUAF for scholarships or areas of program enhancement. Foundation members also have the option not to receive any of the incentives available at the various membership levels. In this case, 100% of their contribution is tax deductible and members can designate use of their contribution. Contributions can be categorized as restricted and used for specific request(s) of the donor (i.e., scholarships, sports within the athletics program).

All athletics department employees are encouraged to join the NSUAF. 4.3.3 Disbursement of NSUAF Funds for Teams Holding Restricted Accounts The process for the disbursement of NSUAF funds is as follows:

I. Head Coaches requesting funds from their account must submit a written request to the Director of Athletics. II. All vouchers submitted must include the vendor’s name, contact information, description of service and amount due

for payment. III. If the vendor is new to the system, a W-9 must accompany the request to keep in the files. IV. If approved, the request will be forwarded to the Executive Director for processing.

a. All vouchers must include the signatures of the Director of Athletics or Senior Associate Athletics Director for Administration/SWA and the NSUAF Executive Director.

b. Once all signatures are received, the voucher is forwarded to the NSUAF/NSUF Budget Manager for processing. V. All checks must be signed by the NSUAF Executive Director (or designee). Checks in excess of $5,000 require two

signatures (Executive Director, NSUAF President, NSUAF Vice President or NSUAF Treasurer).

4.3.4 Process for submitting checks/cash/credit card for deposit

I. All checks submitted must include: a. Complete Transmittal Form identifying the name of the company/individual the money was received from b. Name of account in which the check is to be deposited c. Amount of deposit d. Person submitting transmittal form

4.3.5 Disbursement of NSUAF Funds in Other Areas: Scholarships/ Program Enhancement

The NSUAF maintains several financial accounts. Included is the athletics administrative account in which funds are used at the discretion of the NSUAF Executive Director with approval of the Board of Directors for program enhancement. Revenue generated by annual membership campaign, donor contributions, advertising and sponsorship programs are managed in this account. Disbursement of funds for scholarships is approved through mutual consent of the Board of Directors and the Director of Athletics.

4.4 NSUAF and the NSU Foundation The Norfolk State University Foundation and the NSUAF are separate entities; however, they work together in fundraising for Athletics. The NSU Foundation conducts annual fundraising activities targeting alumni, corporations and various agencies and individuals. The NSUAF and the NSU Foundation work together in soliciting area businesses and corporations. The NSU Foundation also solicits donors on behalf of the athletics department and the Athletics Foundation through their annual giving campaigns. Although these donors are not members of the Athletics Foundation, their donations are directed to the NSUAF. Unless otherwise designated, these donations are categorized as unrestricted. Contributions made through the NSU Foundation are 100% tax deductible and the donor does not receive incentives provided to NSU Athletics Foundation members. 5.0 ACADEMIC SUPPORT SERVICES 5.1 Academic Support Program Intent: To support the mission of Norfolk State University Department of Intercollegiate Athletics by providing quality

developmental programs and services that will enhance academic progress toward undergraduate and graduate degrees, facilitate career development leading to job placement and encourage the psychosocial growth of student-athletes.

Supervisor: Assistant Director of Athletics for Academic Services Mission Student-Athlete Academic Support (SAAS) at Norfolk State University (NSU) supports student-athletes in balancing their academic and athletic demands. SAAS is committed to providing comprehensive academic support services, consistent with University, NCAA and MEAC policy, aimed at enhancing each student-athlete’s educational experience. Goals The goal and responsibility of the SAAS is the implementation of services that assist, direct, support, and promote student development, academic achievement, academic athletic eligibility, and progress toward graduation. The office of Student-Athlete Academic Support operates under the direction of the Athletics Department to better service student-athletes. All SAAS policies and procedures are in line with and subject to the policies of the Department of Athletics. The SAAS supports and upholds the academic policies of Norfolk State University as outlined by the current Undergraduate Academic Catalog.

5.2 Fifth-Year Aid Program Intent: To assist students, when financially feasible, in completing degree requirements. It must be noted that this is

neither a right nor part of the original grant-in-aid received by the student-athletes. Supervisor: Senior Associate Athletics Director for Administration/SWA & Assistant Director of Athletics for Academic

Services The fifth-year award is not a guarantee, but will be awarded based on the availability of funds. In the event that funding is not available to cover all requests, decisions will be based on academic performance and the number of semester hours remaining to meet graduation requirements. Student-athletes are required to meet the following criteria:

I. Must have at least a 2.0 cumulative GPA in the final year of eligibility. II. Must submit application letter to the Assistant AD for Academic Services. III. Must submit a statement from their academic department to include a copy of the academic evaluation form, verifying the number

of credit hours needed for graduation. V. Must be in good academic standing with the institution and in good overall standing with the Athletics Department. VI. Must be within 32 semester hours of completing all degree requirements. VII. Must apply for financial aid and submit a copy of award letter with the application letter. VIII. The fifth-year award is designed for the year immediately following the final year of eligibility (student-athlete must exhaust

eligibility to be eligible for award). IX. Must maintain at least a 2.0 GPA for the first semester of the approved term in order to receive the award for the subsequent

semester. X. Must complete the required number of volunteer hours as assigned by the Assistant AD for Academic Services

6.0 INSTITUTIONAL COMPLIANCE 6.1 Financial Aid Procedures Intent: To ensure proper guidelines are followed with regards to the awarding of Financial Aid. Supervisor: Director of Financial Aid

I. Initial and Renewal of Athletic Scholarships A. A high level of performance is required of high school students seeking university academic or athletic scholarships.

B. The coaching staff judges potential student-athletes on the basis of their athletic abilities and skills for performing at

an athletically high level at the Division I level in NCAA competition. Potential student-athletes must also meet minimum NCAA academic criteria and admissions requirements of the institution.

C. The student-athlete must be making satisfactory progress toward a degree and be in good standing with the athletics

department and the university. D. At the end of each academic year, the head coach will determine whether the student-athlete’s athletics award will

be renewed for the following year. Those recommendations must be made in writing using the approved form and must be signed by the Director of Athletics and compliance before being forwarded to Financial Aid.

E. Athletics scholarships are awarded for one academic year. All student-athletes will be informed of their scholarship

status on a timely basis after the completion of their final competition for the year. Awards may be increased, (if the student is not receiving the maximum), decreased or not renewed. Student-athletes will be notified of their future grant-in-aid status, in writing, by the Financial Aid office. This notification must be done no later than July 1 of the current year.

II. Awarding of Athletics Scholarships - Initial Athletics Scholarship Award with NLI

A. National Letters of Intent (NLI) and Grant-in-Aid (GIA) contracts are processed by the compliance office. The head coach must submit a completed NLI/GIA information form to the compliance office. This form will contain the prospect’s full name, address, date of birth, NCAA Initial Eligibility Center ID number and the recommended scholarship award amounts. In addition, this form will indicate whether the prospect is a transfer student and if the individual will be living on or off campus.

B. Prior to issuing a GIA contract, the prospect must have an academic transcript review on file with Athletics Academic Support. In addition, prospective student-athletes MUST be registered with the NCAA before a NLI or GIA contract can be issued. Individuals who are not meeting Norfolk State admissions requirements, appear to not meet NCAA initial eligibility requirements or do not have evaluation on file will not be issued a NLI or GIA contract.

C. All GIA offers must have budget approval through the Senior Associate Athletics Director for Administration. Once

the scholarship amount has been approved, the GIA contract will be forwarded to the Financial Aid office for approval and the Director’s signature.

D. The NLI must be signed by the Director of Athletics. The GIA contract must be signed by the Director of Athletics,

Director of Financial Aid and the head coach prior to being sent to the student-athlete. All documents will be sent via regular U.S. mail unless otherwise requested by the head coach. If Fed-Ex or other “overnight” services are requested, it will be the responsibility of the head coach to send those documents.

E. The NLI and GIA contracts must be signed by both the prospective student-athlete and his/her parent or legal

guardian (unless the individual is 21 years of age or older). The prospect has 14 days from the NLI issuance date (listed on the contract) to sign and return two (2) copies of the documents to the athletics department. Once received, the compliance office has 21 days to validate the signatures and forward a signed copy of both documents to the Mid-Eastern Athletic Conference (MEAC) office. In addition, a copy of the GIA contract will be forwarded to Financial Aid. The copy forwarded to Financial Aid must have original signature…cannot be a fax or copied contract.

F. The contract received by Financial Aid will be date-stamped and a copy will be sent to the Athletics Business Office.

It is the responsibility of the Financial Aid office to post aid to student-athlete’s accounts upon the recommendation of the Athletics Department. Copies of all documents are also kept on file with the compliance office.

III. Non-Renewal/Reduction of Grant-in-Aid

A. The coaches will notify the Compliance Office by completing the Reduced/Non-Renewal of Aid Form of all student-athletes. (Note: this information should be submitted to the compliance office upon the completion of each sport’s season no later than May 15 of the current year).

B. The Compliance Office submits the reduced or non-renewal form to the Director of Athletics and the Office of Financial

Aid. Once the form is reviewed by Financial Aid, the student-athlete is notified of the athletics department’s decision via e-mail notification and a certified letter is mailed to the student’s home address listed with the University. This letter also explains the student-athletes’ right to appeal the decision of the athletics department. This letter must be sent no later than July 1 of the current year. If the student-athlete is international, a copy of the non-renewal letter will also be forwarded to the appropriate individual on campus who processes VISA and SEVIS information, to ensure adherence to the Department of Homeland Security regulations for international students.

C. The student-athlete has 15 days to respond to the letter from Financial Aid and indicate his/her intent to appeal the

decision. If the student-athlete chooses to appeal, the Director of Financial Aid, or his/her designee, will convene a committee and schedule a hearing. The student-athlete is allowed to have one (1) representative in the hearing with him/her or can be represented by that person in the event that the student-athlete cannot attend the hearing in-person. Documentation in support of the appeal must be received from all parties prior to the hearing. The head coach and a member of athletics administration can be present during the hearing but are not “voting” members of the hearing committee. The decision of the Financial Aid hearing committee is final.

6.2 Athletics Compliance Policy Intent: To provide head coaches with the process for complying with University, NCAA and MEAC eligibility

requirements. Supervisor: Associate Director of Athletics/ Student Services

I. Initial Eligibility A. The head coach will complete the roster designation form which will include the names of all incoming freshmen and

transfer student-athletes. The compliance office will monitor the admissions status of all incoming freshmen and transfer student-athletes using the University’s student-information system as well as direct communication with the Director of Admissions and his/her staff.

1. Student-services (compliance & athletics academic support) will add incoming freshmen and transfer students to each sports NCAA Initial Eligibility Center institutional request list (IRL). The status of the prospective student-athletes will be monitored by student services and the coaches will be notified of each individual’s qualifier status.

2. Student-athletes will be admitted to the University in accordance with established rules and guidelines for general

admission of all students.

3. The Registrar will confirm student enrollment according to classification, major, and semester hour registered, NCAA percentage toward degree requirements and review the MEAC initial eligibility form.

4. Final signature conformation must be obtained by the Director of Athletics, Faculty Athletics Representative,

Compliance Officer and the Registrar. A copy of the eligibility and clearinghouse reports will be given to the head coach.

II. Continuing Education – It is the coaching staff’s responsibility to ensure its team roster is correct and reflects only those

individuals who are currently practicing and competing. Roster should be updated with the compliance coordinator as individuals are added or cut from the team.

A. The eligibility of student-athletes is determined by the Eligibility Certification team (Registrar, athletics academic

support and compliance) with the Registrar being the certifying official for the University. The eligibility certification document is generated by the compliance office after academic data (previous semester grades/ grade point averages) is entered by athletics academic support. The Eligibility Certification team reviews the data and determines whether the student is meeting NCAA and University standards for successful progress towards his/her degree.

B. The final certification document must be signed by the following: Registrar, Faculty Athletics Representative and

Director of Athletics. The document must be initialed by an administrator within the compliance office. Once signed, the document will be faxed to the MEAC office with a copy kept on file in the compliance office. Head coaches will be notified of those individuals who are not meeting NCAA continuing eligibility standards. Failure to meeting progress towards degree requirements (NCAA or University) can result in loss of eligibility, loss of scholarship or suspension from the University.

III. Transfer Eligibility relates to Junior College (JUCO), 4 year college or International student-athletes.

A. The head coach must identify the individual’s transfer status on the roster declaration form. The coach should also present transcripts and any other supporting documentation to Athletics Student Services for eligibility determination.

B. Academic Support will review transcripts to determine if the prospect is meeting NCAA requirements applicable to

transfer students (including international students). Transfer students will be added to the sport’s NCAA IRL to determine qualifier status.

C. Transfer student-athletes are admitted to the University in accordance with policies established for admitting all

transfer and international students. International students are subject to Department of Homeland Security rules and regulations for students and must complete VISA and SEVIS application process with the appropriate individual on campus.

D. Transfer student-athletes must submit all official transcripts to the University. Transfer credits must be equaled to

reflect Norfolk State University courses. It is the responsibility of the student-athlete to ensure his/her courses have been equated using the University’s Certificate of Advanced Standing (CAs). A copy of the CAS can be obtained from the athletics academic support office.

E. Once admitted, transfer student-athletes are certified for competition in accordance with the guidelines established

for certifying all student-athletes. F. Transfer student-athletes need to get their academic advisor to fill out certification of advanced standing forms from

their academic advisor to determine credits in the respective departments before they are certified for competition. G. The Head Coach will submit the student-athlete’s final transcript from his/her the previous institution to the

Compliance Office.

6.3 Recruiting Visit Policies

I. Statement of the Institution’s Recruiting Philosophy A. The recruiting process for Norfolk State University offers prospective student-athletes an avenue to extend their

athletic participation at the collegiate level. This process also offers an opportunity for coaches and prospective student-athletes to understand and focus on the importance of the academic mission of the institution. Prospects can then make an informed decision on how an education at the University will prepare them for their vocations and future contributions to society.

B. The University is committed to conducting a prospect’s campus visit without recruiting violations and avoiding even

the perception of impropriety. The University shall use its best efforts to comprehensively educate all groups involved in the conduct of recruiting visits and shall investigate all allegations of recruiting misconduct. If applicable NCAA, Conference, University or criminal policies are violated, immediate disciplinary action shall be taken. Such action could include termination of University employment and permanent loss of eligibility for prospects or student-athletes. At no time shall the head coach, assistant coaches or members of the athletics department mislead a prospect about programs offered at the University.

C. The Athletics Department’s official recruiting policy is on file in the Director of Athletics’ office and shall be updated

by the Compliance Office to reflect changes in NCAA rules as they regard to recruiting.

II. Description of Method Used to Develop Policies A. In response to legislation recommended by the NCAA Task Force on Recruiting and approved by the NCAA Board

of Directors, the University’s Athletic Administration Staff established recruiting visit guidelines in September of 2004. The committee consisted of the Director of Athletics, Senior Women Administrator, Associate AD for Internal Operations and the Associate AD for External Affairs.

III. Description of the Educational Component of Recruiting Visits

A. A review of the institution’s academic expectations and requirements of student-athletes and students generally will be undertaken with prospects on all official visits.

IV. Statement of the Responsibilities of Hosts

A. Recruiting visit legislation, policies and any applicable laws will be thoroughly reviewed with student-athletes prior to service as a host. These student-athletes will have the opportunity to ask questions regarding policies. Student-athlete hosts will then be held responsible for full compliance with the policies, for representing the institution in accordance with its stated mission for recruiting visits, and for avoiding even the perception of impropriety during recruiting visit activities.

V. Pre-communication with Prospects and Parents or Legal Guardians

A. Pre-communication with prospective student-athletes and parents and legal guardians shall be included in efforts to educate all groups in the conduct of recruiting visits. The University’s recruiting mission statement and recruiting visit policies applicable to student-athlete and prospective student-athlete conduct and expectations will be forwarded to prospects in advance of official visits (e.g., with visit itineraries or advisement of NCAA banned drug list).

VI. Forms and Receipt Policies Used for Prospects and Student Hosts A. The Athletics Department’s Official Visit approval form was enhanced to include a required affirmation that student-

athlete hosts understand and have received recruiting visit policies when they obtain host monies. This form also requires a detailed account of official visit accommodations, activities and expenditures.

VII. Participation of Head Coaches in Communicating Standards and Policies

A. Head coaches must be a fundamental participant in the recruiting visit process. Head coaches are ultimately responsible for ensuring that recruiting visits in their programs are in full compliance with recruiting visit legislation, policies and applicable laws. Head coaches must be committed to and effectively communicate the policies to any individuals (e.g., student-athlete hosts, assistant coaches, student managers and athletics staff) involved in recruiting visits.

VIII. Recruiting Visit Activities

A. All recruiting visit activities will be in full compliance with NCAA, Conference, and institutional legislation and with all laws and ordinances of the institution’s locale. Such prohibitions include but are not limited to the underage use of alcohol and the use of illegal drugs. In addition, sex shall not be used as a recruiting device and sexual harassment will not be tolerated. Finally, gambling and gaming activities, the use of strippers, gentlemen’s clubs, or an equivalent

entity are strictly banned from recruiting visit activities. Violations of these provisions will result in immediate and appropriate disciplinary action, which could include permanent loss of eligibility.

IX. Applicable Sanctions, Including a Provision for an Annual Report of Violations to the Conference Office

A. The University shall submit secondary violations of recruiting visit policies to the Conference office in the same manner as other secondary violations are reported. After investigation, any major or suspected major violation shall also be reported to the Compliance Committee via the Conference office.

6.4 Documentation for Official Visits

Intent: To ensure that coaches are documenting official visits and abiding by NCAA, MEAC and University rules.

Supervisor: Associate Director of Athletics/ Student Services & Senior Associate Athletics Director for Administration/ SWA

I. Pre-approval for official visits must be obtained prior to the prospective student-athlete’s arrival on campus. Prior approval documentation must be signed by the compliance office and approved by the athletics business office. This documentation should be submitted as early as possible but at least 1 week prior to the visit.

II. Prospective student-athletes must be registered with the NCAA Initial Eligibility Center and their NCAA ID number must

be indicated on the prior approval form. In addition, the coach must submit an unofficial copy and SAT, ACT or PSAT test scores prior to the prospect’s visit.

III. Prospective student-athletes are allowed to take 5 official (expense paid) visits but only 1 per institution. Prospective

student-athletes must be given information regarding: NCAA’s banned substances (drug testing), the University’s graduation rates, initial eligibility standards and Academic Progress Rates (APR). (Effective Fall 2011: this information will come directly from the NCAA).

IV. Student hosts must be eligible student-athletes. Non-qualifiers cannot serve as student hosts. Student hosts should be

appropriate representatives of the institution and the athletics department and must designate in writing their acknowledgement of rules and expectations during the visit.

V. Student Services MUST conduct a high school transcript evaluation for prospective student-athletes prior to approval for the official visit.

6.5 Unofficial Visits: In accordance with NCAA regulations, an individual can make unlimited unofficial visits to an institution. I. The University cannot provide any expenses to the prospect or any individual accompanying the prospect. This includes

lodging expenses, meal expenses (on or off-campus) and entertainment.

II. The prospect is permitted to receive three (3) complimentary admissions to the University’s HOME contest. This does not include any other entertainment event that might be on campus (midnight madness, parties or concerts).

III. Coaches should document any individual who makes an unofficial visit to the department using the compliance office’s Unofficial Visit form.

IV. Unofficial visits are prohibited during a sports “dead period.” It is the responsibility of the coach to be mindful of the sport’s recruiting calendar during unofficial visits.

6.6 Sanctions, Annual Report of Violations to the Conference The University shall submit secondary violations of recruiting policies to the Conference office in the same manner as other secondary violations are reported. After investigation, any major or suspected major violation shall be reported to the Compliance Committee via the Conference Office.

6.7 Official Visits for Prospects

6.7.1 Air Transportation: Air transportation provided to a prospect shall be commercial transportation at coach-class airfare with no upgrades.

6.7.2 Campus Transportation: It is permitted for coaching staff members or student hosts to use personal vehicles

to transport prospective student-athletes and those accompanying them around the campus. Automobile liability coverage should be reviewed.

6.7.3 Meals and Lodging: Lodging provided to a prospect (and the prospect’s parents and/or guardian) shall be standard; and lodging cannot include special accessories (e.g., Jacuzzis, suites). Meals must be comparable to meals provided to student-athletes during the academic year and taken in the campus dining facility when possible.

6.7.4 Entertainment: Entertainment provided for a prospect and the prospect’s parents or spouse may not be excessive and only within a 30 mile radius of the Institution’s campus. Entertainment and contact by representatives of the institution’s athletics’ interest are prohibited. It is not permissible to entertain other relatives or friends (including dates) of a prospect at any time for entertainment purposes.

6.7.5 Students Hosts: Student hosts provided to prospects on either an official or unofficial visit shall be either current student-athletes or students designated in a manner consistent with the institution’s policy or providing campus visits or tours to prospective students in general. A maximum of $30 per day may be provided to the student-host to cover all actual costs of entertaining the prospect. These funds may not be used to purchase souvenirs.

6.7.6 Personalized Recruiting Aids: No arrangements for or use of, miscellaneous, personalized recruiting aids (e.g., personalized audio/video scoreboard presentations), or game-day simulations during a prospect’s official or unofficial visit shall be made.

6.8 Monitoring Time Limits for Countable Activities Intent: To ensure that all coaches are held accountable for knowing and annually reviewing NCAA Regulations as

they apply to their sport. Supervisor: Associate Director of Athletics/ Student Services

I. The compliance office shall inform student-athletes during orientation meetings of NCAA rules and regulations regarding practice activities. During the championship season, teams are permitted to engage in practice activities not to exceed 4 hours per day and 20 hours per week. During a team’s non-championship segment (off season), practice activities are regulated to no more than 2 hours per day/ 8 hours per week.

II. Student-athletes should voice concerns regarding practice times to a Student Services administrator, their sport’s supervisor or the Faculty Athletics Representative.

III. Coaches must submit a report of their countable hours to the compliance coordinator. This document should be tracked weekly and submitted monthly. The report should be signed either by all student-athletes or by team captains.

IV. At the end of each year, graduating student-athletes must complete an “Exit” survey which will also gauge the student’s views regarding playing/ practice time. The Associate Director of Athletics for Student Services or Faculty Athletics Representative will administer the survey.

7.0 CONFERENCE MEMBERSHIP 7.1 Mid-Eastern Athletic Conference In 1969, a bold ad hoc group of innovators long associated with intercollegiate athletics, met to discuss the feasibility of organizing a new conference based along the Atlantic coastline. After adopting the program, seven institutions agreed to become the MID EASTERN ATHLETICS CONFERENCE (MEAC). Its major objective was to establish, organize, and supervise an intercollegiate athletics program among a compact group of educational institutions of high academic standards and with a sound philosophy of curricular activities. An extremely prestigious event occurred when the MEAC satisfied necessary National Collegiate Athletics Association (NCAA) criteria to be classified as a Division I Conference, and just a month later, was granted an automatic birth to participate in the NCAA Division I Basketball Championships. The MEAC consists of the following sports: baseball, men’s & women’s basketball, women’s bowling, men’s & women’s cross country, football, softball, men’s & women’s tennis, men’s & women’s track and field and women’s volleyball. 8.0 SUPPORT OPERATIONS 8.1 Assistant Director of Athletics for Communications Intent: To address responsibilities and functions of Sports Information Director Supervisor: Senior Associate Athletics Director for Administration/ SWA

I. Opponents and Media: All requests – including information, photos, credentials, etc. – are to be made through the office of the Assistant Director of Athletics for Communications who maintains a mailing list of local and national media. Included also are conference and non-conference opponents.

II. Coaches and Staff: The office of media relations should be kept abreast of all team changes, to include, roster and

schedule changes as well as any other items of interest to the general public. Coaches and staff should also work closely with the media relations staff in order to better meet the information needs of the media, the University community and the general public. Informational deadlines and photo sessions are examples of times when the media relations staff and coaches must work closely together. Coaches and their players, as well as all support staff, should also be prepared to deal with visiting, local or even national media upon request of the office of media relations.

For media travel policy, all head coaches should account for at least one (1) sports information department staff member (or more when necessary) to travel to every away game and/or event. The Sports Information Office will attempt to attend as many events as possible or as deemed necessary. Head coaches should provide for that designated person’s travel, lodging and meal expenses for the duration of the trip.

III. Printing & Bids: The Assistant Director of Athletics for Communications, with the support and assistance of the Senior Associate Athletics Director for Administration/ SWA, is responsible for production of media guides, game programs, schedule cards and posters.

IV. The Sports Information Office maintains files for statistics and records in all sports and communicates this information as

needed with conference, national and local outlets. The media relations staff compile/compute individual event statistics and records with statistical personnel provided when appropriate.

V. All contact with the media is to be coordinated through the Assistant Director of Athletics for Communications. Media

interviews with coaches, student-athletes, and other athletics staff members should be conducted with the assistance and knowledge of the Sports Information Director.

8.2 Reporting Game Scores and Schedule Changes Supervisor: Assistant Director of Athletics for Communications

I. Reporting Event Results

A. All game, match and athletic event results will be reported to the media, win or lose. For those sports that must travel without a representative from Sports Information, head coaches have the responsibility to call, email or fax results to the Sports Information Director immediately after completion of the event.

II. Schedule Changes A. All head coaches must clear any schedule changes with the Director of Athletics or the appropriate Associate Director,

and then must notify: 1. Sports Information Director 2. Administrative & Program Specialist who will notify all home game officials 3. The Office of the Commissioner must be notified immediately of conference games rescheduled on dates

different than the official schedule dictates prior to public release. 8.3 Enforcement of the Marks of Norfolk State University Supervisor: Senior Associate Athletics Director for Administration/SWA Strategic Marketing Affiliates (SMA) is the licensing representative for Norfolk State University. As the licensing representative, SMA is responsible for ensuring that only officially licensed merchandise is sold in the marketplace. SMA has established a licensing program to control the use of the names, abbreviations, logos, mascots, slogans and other proprietary rights associated with NSU (the “Marks”).

All products and designs referring to NSU and bearing the protected “Marks” must be approved and must contain the manufacturer’s name and the “Collegiate Licensed Products” label. Unauthorized use of the “Marks” is a trademark infringement. Any production or sale of unauthorized products is a violation of the Federal Lanham Trademark Act of 1946, the Federal Trademark Counterfeiting of 1984, the Anti-Counterfeiting Consumer Protection Act of 1996, the Federal Trademark Dilution Act of 1995, and state infringement and unfair competition laws, among others, Said violations subject one to liability for damages, injunctive relief, attorney’s fees and other penalties, civil and criminal. Infringing merchandise is subject to seizure. Product offered for sale that does not display the “Collegiate Licensed Products” label will be subject to seizure as unlicensed products. Strategic Marketing Affiliates, NSU, and law enforcement are dedicated to utilizing all legal avenues to protect the “Marks.” Should any person or entity disregard the foregoing and engage in the distribution or sale of unauthorized products, SMA will hold them responsible for such actions to the fullest extent provided by law. The foregoing is without prejudice to the rights of Strategic Marketing Affiliates and Norfolk State University. 8.4 Using Recorded Brand or Trademark without Authority Supervisor: Senior Associate Athletics Director for Administration/ SWA

§ 59.1-110. Using recorded brand or trademark without authority: Every brand or trademark so adopted shall, from the date of its recordation be the exclusive brand or trademark of the person, firm or corporation adopting it, and any other person, firm or corporation knowingly using or attempting to use the same, without authority in writing from the owner thereof, shall be guilty of a misdemeanor and fined for each offense in so using the same not less than $20 nor more than $200, and shall be liable to the owner of such brand or trademark for all the damages sustained by such owner by reason of such unauthorized use. (Code 1950, § 59-207; 1968, c. 439) 8.5 Sports Medicine Intent: The Intercollegiate Sports Medicine services at Norfolk State University are offered to student-athletes as a

means to assist then in reaching their full potential while maintaining a healthy body and mind. Supervisor: Assistant Director of Athletics for Sports Medicine The Sports Medicine Program is a multi-faceted operation with areas of responsibility that includes:

• Clearing Athletes for Participation • Injury Prevention • Injury Recognition and Evaluation • Injury Management • Injury Rehabilitation • Sports Medicine Services Organization and Administration • Education and Counseling Athletes

8.5.1 CLEARING ATHLETES FOR PARTICIPATION I. The Norfolk State University Athletics Department Sports Medicine Program is charged with the responsibility of

examining athletes to determine if they are physically able to participate in competitive sport activities – either initially, before participation begins, or after some illness or injury which required their temporary removal from participation.

II. In the course of conducting such examinations and in making medically related decisions and recommendations,

applicable professional standards of practice will be followed to assist in making these determinations.

III. The Program and its personnel will always place the interests and well-being of student-athletes ahead of any other concerns including those which would be medically unsound or contraindicated, as well as those from any outside source, including parents, coaches, booster clubs, fans or others which would be contrary to appropriate medical advice.

IV. The Program will communicate with athletes as to their respective conditions, diagnoses, treatment options and alternatives, procedures including testing, surgery or rehabilitation and will hold all medical information about athletes as confidential and privileged information. Medical information will not be communicated or released to any other party whatsoever unless athletes have formally authorized the release of such information to third parties, or when the program may be required to release information as a matter of legal requirement.

V. In the event that a determination is made with which athletes as patients do not agree, athletes are advised to

seek other medical opinions. However, the Program and its personnel will provide their own recommendations based upon the exercise of independent medical judgment, taking into account any other professionally derived recommendation or opinion – but always putting the well-being of athletes first, with all other considerations being of a secondary nature.

8.5.2 ATHLETICS INJURY EMERGENCY PLAN: EMERGENCY CARE

All coaches are strongly encouraged to be certified in cardiopulmonary resuscitation (CPR) and first aid techniques.

Each coach has the responsibility to request the appropriate coverage of their practices and events according to departmental guidelines. When a member of the athletics training staff is not present, the coach or appointed representative has the responsibility for providing appropriate emergency care to an injured athlete. When a member of the athletics training staff covers an athletics event, appropriate emergency equipment will be available. All personnel are responsible for locating emergency communication sources and maintaining an awareness of established emergency and referral procedures well in advance of the event or practice.

In the event of an emergency, the member of the sports medicine staff will contact campus police by dialing (757) 823-8102. The 911 emergency numbers should not be used when on campus. In the event of no response from the cell phone to athletic training room, the campus “blue” emergency phones should be utilized.

It is imperative that crucial and correct information is given to campus police and/or the athletic training room. Therefore, it is extremely important that the person in contact by telephone with the athletic training room remain calm and collected. Hysteria has no place in emergency situations. The information that should be forwarded to campus police and for the athletic training room is as follows: • The name of the contact person on the phone • The name of the injured student-athlete • The exact location of the injured student-athlete • The nature of the injury • The type of care being administered • To call for transport to Sentara Norfolk General Hospital If the ambulance has not arrived in five (5) minutes, CALL THEM BACK!

Each coach has the responsibility of familiarizing himself/herself with the emergency response plans for each athletic facility.

8.5.3 TRAINING ROOM - RULES AND REGULATIONS

I. Student-athletes are to report all injuries and illnesses to the Athletic Training Department. II. Student-athletes are expected to report to all treatment and rehabilitation sessions on time. III. Student-athletes are expected to attend treatment and rehabilitation sessions when injured. IV. Student-athletes are expected to attend treatment and rehabilitation sessions daily and multiple sessions, when

necessary. V. Athletic training room hours will vary from season to season; and, it is the responsibility of the student-athlete to know

the hours. VI. Student-athletes are expected to depart the Athletic Training room when their treatment is completed. The athletic

training room is not spacious enough to be a lounge. VII. Student-athletes are to refrain from bringing food, drinks or tobacco products into the athletic training room. VIII. Student-athletes are not authorized to seek outside medical care unless the financial responsibility is accepted by

the student-athlete. IX. Student-athletes are to refrain from attempting to assist an injured athlete. Untrained assistance may lead to further

injury to the athlete.

Call the Assistant Director of Athletics for Sports Medicine or the Director of Athletics, (if Athletic Trainer is not available) to report the incident.

8.5.6 AIDS AND INTERCOLLEGIATE ATHLETICS

The Universal Precautions Include:

Routine use of barrier precautions to prevent skin and mucous membrane exposure when contact with blood or other bodily fluids is anticipated. Gloves should be worn to touch blood, bloody fluids, mucous membranes or non-intact skin (e.g., abrasions, dermatitis) of all student-athletes, for handling items or surfaces soiled with blood or body fluids, and for performing venipuncture. Gloves should be changed after contact with each student-athlete. Masks and protective eye wear or face shields should be worn during procedures that are likely to generate droplets of blood or other bodily fluids to prevent exposure of mucous membranes of the mouth, nose and eyes.

Hands and other skin surfaces should be washed immediately and thoroughly if contaminated with blood or other body fluids. Hands should be washed immediately after gloves are removed. Surfaces contaminated with blood should be cleaned with a solution made from a one-to-ten (1:10) dilution of household bleach.

Precautions should be taken to prevent injuries caused by needles, scalpels and other sharp instruments or devices. To prevent needle-stick injuries, needles should not be recapped, purposely bent or broken by hand, removed from disposable syringes, or otherwise manipulated by hand. Although saliva has not been implicated in likely transmission, to minimize the need for emergency mouth-to-mouth resuscitation, mouthpieces, resuscitation bags or other ventilation devices should be available for use.

Health-care workers who have exudative lesions or weeping dermatitis should refrain from all direct patient care until the condition resolves. Soiled linen should be bagged and washed in hot water with detergent. In the athletics environment, universal guidelines should be considered in the immediate control of bleeding and when handling bloody dressings, mouth guards and other articles containing bodily fluids.

8.6 Substance Abuse/ Drug Education and Drug Testing Program for Campus & External Activities

8.6.1 SUBSTANCE ABUSE POLICY The use, manufacture, distribution (including selling) and possession of alcohol and other drugs (legal or illegal) by a student-athlete or any member of an athletic team is prohibited.

The ultimate penalty for violation of this policy by members of the athletics program is dismissal from the athletic program and forfeiture of athletics scholarship.

The illegal use and abuse of alcohol and drugs have reached epidemic proportion. They are two of the leading health problems in the nation today. There is a marked increase in the incidence of drug abuse in high schools and colleges. This increase is also reflected in the number of college athletes who are abusing legal and illicit drugs. The tragic consequences of drug abuse are not only felt by the student-athlete, their teammates and families, but also by the university, community and the nation. We cannot afford to lose the skills, talents, intellect, leadership and vitality of some of our finest future leaders.

Because the Athletics Department recognizes the threat that drug abuse poses to the student-athletes, the Athletics Department University Administration support, promote and sponsor drug education and prevention programs for young men and women who are members of our athletic program.

The Athletics Department will assist in obtaining counseling services for student-athletes suspected of using and/or abusing drugs. 8.6.2 Drug Education

The objective of this program is to develop a healthy and positive educational opportunity that will stop the use of illegal and illicit drugs. Norfolk State University sponsors many educational opportunities for student-athletes. They are: I. Health Education (HED 100) is a required class for all students. This class includes a section on substance abuse. II. Drug seminars and lectures are offered by the Athletics Department at various times throughout the academic year. III. Literature concerning drugs and substance abuse are available to all student-athletes through the Sports Medicine

Director’s office. IV. The University Counseling Center is available to council student-athletes concerning substance abuse. 8.6.3 Drug Screening

In accordance with the program, there will be required random drug testing of urine samples of student-athletes. There may also be testing for “cause.” The use of any prohibited substances will result in the following sanctions:

8.7 Positive Drug Test Sanctions for Campus and External Violations

8.7.1 Positive Test Results

The first time a student-athlete has a positive test result, he/she will be required to have at least one assessment/evaluation with a professional drug counselor. The counselor will make recommendations for appropriate actions to be taken to assist a student with a solution to his/her problem. The student-athlete may be removed from participation in practice and participation in the intercollegiate program until the case is resolved. The student-athlete’s family is notified of the positive test results and steps are taken to assist him/her.

A second positive test result requires the same procedure as the first offense, but treatment for the condition will be mandatory in addition to a one (I) year suspension from intercollegiate competition at Norfolk State University.

For a third positive result, the student-athlete’s athletics scholarship will be withdrawn and immediate suspension from intercollegiate competition will be mandatory.

8.7.2 Reinstatement

A student-athlete may be reinstated into the University and Athletics program after the first two (2) positive test results, pending his/her documented readiness for reinstatement and recommendation of the Vice President for Student Affairs and other University officials.

8.7.3 Use of Tobacco Products

In the NCAA by-law 11.1.5, the use of tobacco products is prohibited by all game personnel (e.g., coaches, trainers, managers and game officials) in all sports during practice and competition. Uniform penalties (as determined by the applicable rules-making committees and sports committees with rules making responsibilities) shall be established for such use.

8.7.4 Additional Information

Additional information regarding substance abuse is available in the: I. Norfolk State University Student Handbook available through the Vice President of Student Affairs Office and the

University.

II. Norfolk State University Student-Athlete Handbook available through the Director of Athletics’ Office. 8.8 Department of Intercollegiate Athletics Student-Athlete Drug Education and Drug-Testing Program The Norfolk State University Department of Athletics has approved this policy. The Department of Athletics reserves the right to amend this policy from time to time as needed. Furthermore, this policy is not to be construed as a contract between the university and the student-athlete. The Department of Athletics at the Norfolk State University is concerned with the health, safety and well-being of the student-athletes who participate in its programs and represent the university in competitive athletics. Substance abuse is one of the most important issues facing athletics and society today. The use of illegal drugs, misuse of legal drugs and dietary supplements, use of performance-enhancing substances, use of alcohol and inappropriate use of tobacco are inconsistent with the standards expected of student-athletes at Norfolk State University. Substance use and abuse in sport can pose risks to the student-athlete’s health and negatively affect his or her academic and athletic performance. It also can compromise the integrity of athletic competition and the ideals of the Norfolk State University. The Department of Athletics at the Norfolk State University believes it is our responsibility to do everything possible to protect the health and well-being of our student-athletes. It is our desire, therefore, to educate our athletes about the effects (both long and short term) of drugs and over-the counter dietary supplements on their performance and much more importantly, on their lives. It is our hope that our student-athletes will recognize the dangers of drug use and therefore compete and live free of all dangerous substances.

8.8.1 Purposes of the Student-Athlete Drug Education and Drug Testing Program

The Department of Athletics believes that random drug testing and testing based on reasonable suspicion are appropriate to ensure the health, safety and well-being of our student-athletes, to promote fair competition in intercollegiate athletics, to affirm compliance with applicable rules and regulations on drug and alcohol abuse, to identify student-athletes who are improperly using drugs or alcohol and to assist them before they harm themselves or others. Furthermore, the Department of Athletics recognizes its responsibility to provide educational programming that will support a positive decision-making process.

I. To assure all student-athletes, parents and University officials that the Norfolk State University Intercollegiate

Athletics Department are committed to providing a drug-free environment for the conduct of all athletic programs. II. To disseminate information and to educate all student-athletes about the risks associated with drug and alcohol use. III. To deter student-athletes from using drugs and alcohol. IV. To adhere to NCAA and Norfolk State University Rules and Procedures regarding licit or illicit drug use by student-

athletes. V. To protect the reputation and integrity of the Norfolk State University Intercollegiate Athletics Program. VI. To identify student-athletes who are using illicit drugs or abusing alcohol or other illicit drugs and provide avenues for

treatment and rehabilitation.

8.8.2 Alcohol, Tobacco and Other Drug Education

Athletes who are educated about substance use in sport are more likely to make informed and intelligent decisions about usage. The Norfolk State University Department of Intercollegiate Athletics through the Center for Student-Athlete Development will conduct a drug and alcohol education program for student-athletes at least twice a year. These educational programs will be designed to review athletic department, institutional and NCAA policies related to the use of alcohol, tobacco and other drugs. Appropriate educational materials will be made available to participants. Additionally, a resource pool of educational materials will be made available for use by coaches and student-athletes at any time throughout the year. All student-athletes and athletics staff members are required to attend the educational programs. Make-up sessions are available for participants who must miss a scheduled educational session for an approved reason.

In addition to educating student-athletes and athletics staff about the various policies, a review of Norfolk State University’s institutional drug-testing program will be conducted. Dietary supplements and their inherent risks for student-athletes will be discussed. Time will be allowed for questions from participants.

8.8.3 Athletics Department Staff Responsibility

All athletics staff members must be aware of and committed to the drug education and drug-testing program. No athletics staff member shall encourage or advise any student-athlete to take performance-enhancing or non-therapeutic drugs and further, they shall not issue or assist student-athletes in obtaining any performance-enhancing or non-therapeutic drugs. Staff members shall advise and educate student-athletes against these types of substances and shall report the use, or suspected use, of performance-enhancing and/or non-therapeutic drugs by a student-athlete to the appropriate athletic department administrator. All athletics staff members shall direct student-athletes who desire to use dietary supplements to the Assistant Director of Athletics for Sports Medicine or the Team Physician. Any staff member found to be in violation of this policy is subject to dismissal.

8.8.4 Consent to Participate

As a condition of participation in intercollegiate athletics at the Norfolk State University, each student-athlete will be required to sign a Norfolk State University consent form agreeing to undergo drug and alcohol testing and authorizing release of test results in accordance with this policy (See Appendix A). Failure to consent to or to comply with the requirements of this policy may result in suspension from participation or termination of eligibility to participate in intercollegiate athletics at the Norfolk State University. Additionally, student-athletes will be given an opportunity to ask any questions regarding the information contained in the policy, the testing program, or other related issues prior to signing the Norfolk State University drug-testing consent form.

All Norfolk State University student-athletes listed on the institutional squad list and who have signed the institutional consent form shall be subject to drug testing under the terms of this policy. This includes but is not limited to student-athletes who are “red shirting,” student-athletes who are academically ineligible, student-athletes who are injured and 5th year student-athletes who are receiving athletic-related aid and/or using other athletic-related services. All student-athletes shall be subject to drug testing under the terms of this policy throughout the calendar year, including summer.

8.8.5 Use of Dietary Supplements

Many dietary supplements or ergogenic aids contain banned substances. Often the labeling of dietary supplements is not accurate and is misleading. Terms such as “healthy” or “all natural” do not mean dietary supplements are free of banned substance or are safe to take. Using dietary supplements may lead to negative side effects such as dehydration and/or may cause positive drug tests. Student-athletes who are currently taking dietary supplements or intend to take any are required to review the product with the Assistant Athletic Director for Sports Medicine or Team Physician. Student-athletes are encouraged to contact the National Center for Drug Free Sport, Inc. at www.drugfreesport.com or the Dietary Supplement Resource Exchange Center (REC) at www.drugfreesport.com/rec for information on dietary supplements and other banned substances.

8.9 Policy and Procedures Concerning Alcohol or Drug Related Bad Behaviors As a result of the accessibility of alcohol by students, alcohol use and abuse are prevalent on college campuses. Student-athletes shall abide by all federal, state, local, university, and departmental alcohol policies. Those of legal drinking age are expected to practice responsible behavior. An alcohol violation shall include any violation of federal, state, local, university, or department alcohol policies, which includes any known and documented incident(s) documented by a Department of Athletics staff member. Student-athletes shall not attend any athletic-sponsored meetings, treatments, practices, programs, services, contests, etc. while under the influence of alcohol. The consumption of alcohol while on University-sponsored travel is strictly prohibited. In addition, the consumption of alcohol by any student-athlete, student-athlete host and/or prospective student-athlete during recruitment visits is strictly prohibited. It is the responsibility of all student-athletes to know all federal, state, and local laws as well as the university and athletic department policies related to the use of alcohol and drugs. Federal, Virginia State and local laws provide many legal sanctions for the unlawful possession or distribution of controlled substances. These sanctions include severe criminal penalties such as fines and/or imprisonment. If a student-athlete is determined to be involved in an alcohol or drug related incident, or if the student-athlete tests positive for alcohol, the student-athlete may be required to attend a counseling session for the purposes of evaluation, education, and if necessary, treatment or rehabilitation. If counseling is required, the student-athlete will be required to sign a release of information to allow basic communication (e.g. whether the student-athlete arrived for an appointment or not) between the university counselor, a Norfolk State University team physician and the Assistant Athletic Director for Sports Medicine. Failure to sign such a release will render the student-athlete ineligible for practice and competition. An alcohol or drug related incident shall include but is not limited to the following: underage drinking, minor in possession (MIP), public intoxication, drunk and disorderly conduct, DWI/DUI, assault while under the influence of alcohol or drugs, possession of drugs, and/or any violation of the Norfolk State University Code of Conduct involving alcohol or drugs. The Director of Athletics or his or her designee, the Assistant Athletic Director for Sports Medicine, and the Head Coach, in consultation with a university counselor, will determine on a case-by-case basis if the circumstances warrant suspension of the student-athlete from practice and/or competition. The first time a student-athlete is determined to be involved in an alcohol or drug related incident or the first time a student-athlete tests positive for alcohol, it may be classified as a “warning.”

8.9.1 Sanctions for Alcohol or Drug Related Bad Behaviors

The following sanctions shall apply to a student-athlete for alcohol and drug related bad behaviors. Alcohol and drug related bad behaviors are cumulative for the student-athlete’s athletic career at the Norfolk State University. Not meeting any or all of the sanction requirements will be considered another violation of this policy and the next subsequent sanction shall apply. Although this policy will impose specific sanctions, nothing in this policy precludes a head coach from enforcing a more restrictive team policy or team rule. For health and safety reasons, a team physician may withhold a student-athlete from practice and/or competition at any time.

8.9.2 First Alcohol or Drug Related Offense

The Assistant Athletic Director for Sports Medicine may schedule a confidential meeting with the Director of Athletics or his or her designee, the Head Coach, a university counselor and the student-athlete.

The student-athlete may be required to attend a counseling session for the purposes of evaluation, education, and if necessary, treatment or counseling. If counseling is required, the student-athlete will be required to sign a release of information to allow basic communication (e.g. whether the student-athlete arrived for an appointment or not) between the university counselor, a Norfolk State University team physician and the Assistant Athletic Director for Sports Medicine.

Failure to sign such a release will render the student-athlete immediately ineligible for practice and competition. Failing to meaningfully participate in the evaluation/counseling process as defined by the counselors will be classified as a second offense.

The student-athlete will be required to complete 20 hours of community service within 90 days of the alcohol or drug related offense.

8.9.3 Second Alcohol or Drug Related Offense

The Assistant Athletic Director for Sports Medicine shall schedule a confidential meeting with the Director of Athletics or his or her designee, the Head Coach, a university counselor and the student-athlete.

The student-athlete shall be required to attend counseling sessions for the purposes of evaluation, education, and if necessary, treatment or counseling. The student-athlete will be required to sign a release of information to allow basic communication (e.g. whether the student-athlete arrived for an appointment or not) between the university counselor, a Norfolk State University team physician and the Assistant Athletic Director for Sports Medicine. Failure to sign such a release will render the student-athlete immediately ineligible for practice and competition. Failing to meaningfully participate in the evaluation/counseling process as defined by the counselors will be classified as a third offense.

The student-athlete will be immediately suspended from participation in any intercollegiate competition at the Norfolk State University. The suspension will be for a period of time equivalent to 10% of his or her regular season of competition. The suspension shall be served at the discretion of the Director of Athletics and will be in effect for both regular season and post-season competition (e.g. exhibition contests, scrimmages, and/or non-traditional season contests cannot be used to serve the suspension). The suspension will rollover to the next season of competition if necessary. If the alcohol or drug related offense occurs during the off-season, the suspension will be served during the next season of competition.

If the alcohol or drug related offense occurs at the end of the regular season but prior to post-season competition, it shall be served during the post-season competition. The student-athlete must be medically authorized by a Norfolk State University team physician, in conjunction with any counselor and/or therapist, prior to resuming any athletic practice or competition.

8.9.4 Third Alcohol or Drug Related Offense

The Assistant Athletic Director for Sports Medicine shall schedule a confidential meeting with the Director of Athletics or his or her designee, the Head Coach, a university counselor and the student-athlete.

The student-athlete shall be required to attend counseling sessions for the purposes of evaluation, education, and if necessary, treatment or counseling. The student-athlete will be required to sign a release of information to allow basic communication (e.g. whether the student-athlete arrived for an appointment or not) between the university counselor, a Norfolk State University team physician and the Assistant Athletic Director for Sports Medicine. Failure to sign such a release will render the student-athlete immediately ineligible for practice and competition. Failing to meaningfully participate in the evaluation/counseling process as defined by the counselors will be classified as a fourth offense.

The student-athlete will be immediately suspended from participation in any intercollegiate competition at the Norfolk State University. The suspension will be for a period of time equivalent to 50% of his or her regular season of competition. The suspension shall be served at the discretion of the Director of Athletics and will be in effect for both regular season and post-season competition (e.g. exhibition contests, scrimmages, and/or non-traditional season contests cannot be used to serve the suspension). The suspension will rollover to the next season of competition if necessary. If the alcohol or drug related offense occurs during the off-season, the suspension will be served during the next season of competition. If the alcohol or drug related offense occurs at the end of the regular season but prior to post-season competition, it shall be served during the post-season competition. The student-athlete must be medically authorized by a Norfolk State University team physician, in conjunction with any counselor and/or therapist, prior to resuming any athletic practice or competition. 8.9.5 Fourth Alcohol or Drug Related Offense

The Assistant Athletic Director for Sports Medicine shall schedule a confidential meeting with the Director of Athletics or his or her designee, the Head Coach, a university counselor and the student-athlete.

The student-athlete will be immediately suspended from participation in any intercollegiate practice, training and competition at the Norfolk State University for a period of one year. In addition, athletic-related financial aid shall be revoked for the same one-year period. The one-year suspension may not be counted as a “red shirt” year.

The student-athlete will be required to attend or continue attending counseling sessions for the purposes of evaluation, education, and if necessary, treatment or counseling. Again, the student-athlete will be required to sign a release of information to allow basic communication (e.g. whether the student-athlete arrived for an appointment or not) between the university counselor, a Norfolk State University team physician and the Assistant Athletic Director for Sports Medicine. Failure to sign such a release will render the student-athlete ineligible for practice and competition. Failure to comply with the Norfolk State University Department of Athletics drug education and drug testing policy or failure to comply with any treatment program recommendations shall result in permanent suspension from all practice, training and competition.

8.9.6 Tobacco Policy

The NCAA and the Norfolk State University prohibits the use of tobacco products by all game personnel (e.g. coaches, student-athletes, athletic trainers, managers and game officials) in all sports during practice and competition. A student-athlete who violates this tobacco policy shall be disqualified for the remainder of that practice or competition. The Director of Athletics or his/her designee will sanction other game personnel (e.g. head or assistant coach) who violate this tobacco policy on a case-by-case basis.

The Norfolk State University drug screening process may include analysis of, but is not limited to, the NCAA list of banned-drug classes. The NCAA banned-drug classes are as follows: stimulants, anabolic agents, diuretics, street drugs, peptide hormones and their related compounds. For an ongoing updated listing of the NCAA banned-drug classes, student-athletes are urged to review the NCAA’s web site at www.ncaa.org or contact the Assistant Athletic Director for Sports Medicine or the sport specific athletic trainer. Additional substances that the Norfolk State University may screen for include alcohol, beta-blockers, opiates, MDMA (Ecstasy), amphetamine/methamphetamine, and flunitrazepam (Rohypnol). The Norfolk State University explicitly reserves the right to test for substances not listed on the NCAA Banned Drug Classes List and to test at detection levels that vary from those of the NCAA. The Norfolk State University’s Student-Athlete Drug Education and Drug Testing Program are separate and distinct from the NCAA’s drug testing programs, including but not limited to banned substances, sanctions imposed and levels of detection. 8.10 Methods of Selection for Drug Testing

8.10.1 Unannounced Random Testing - All student-athletes who have signed the institutional drug-testing consent form and are listed on the institutional squad list are subject to unannounced random testing at any time. The Director of Athletics or his/her designee will select student-athletes from the official institutional squad lists by using a computerized random number program.

8.10.2 Pre-Season Screening - All student-athletes are subject to pre-season drug testing and may be notified of such by the Director of Athletics or his/her designee at any time prior to their first competition

8.10.3 Team Testing - All student-athletes who have signed the institutional drug-testing consent form and are listed on the institutional squad list are subject to unannounced random team testing at any time. The Director of Athletics or his/her designee will select an entire team from the list of teams sponsored by the institution using a computerized random number program.

8.10.4 Reasonable Suspicion Screening - A student-athlete may be subject to testing at any time when the Director of Athletics or his/her designee determines there is individualized reasonable suspicion to believe the student-athlete may be using a prohibited substance (See Appendix B – Reasonable Suspicion Form). Such reasonable suspicion may be based on objective information as determined by the Director of Athletics or by an Associate/Assistant Director of Athletics, Head Coach, Assistant Coach, Head Athletic Trainer, Assistant Athletic Trainer, or Team Physician, Academic Counselor and deemed reliable by the Director of Athletics or his/her designee. Reasonable suspicion may be found, but not limited to 1) observed possession or use of substances appearing to be prohibited drugs, 2) arrest or conviction for a criminal offense related to the possession or transfer of prohibited drugs or substances, or 3) observed abnormal appearance, conduct or behavior reasonably interpretable as being caused by the use of prohibited drugs or substances.

Among the indicators which may be used in evaluating a student-athlete’s abnormal appearance, conduct or performance are: class attendance, significant GPA changes, athletic practice attendance, increased injury rate or illness, physical

appearance changes, academic/athletic motivational level, emotional condition, mood changes, and legal involvement. If reasonable suspicion is verified (see Reasonable Suspicion Reporting Form – Appendix B), the Director of Athletics or his/her designee will notify the student-athlete and the student-athlete must stay with a member of their coaching staff, the athletics administration staff, or the sports medicine staff, until an adequate specimen is produced. Note: The possession and/or use of illegal substances may be determined by means other than urinalysis (e.g., using on-site saliva testing products to determine alcohol consumption). When an individual is found to be in possession and/or using such substances, he/she may be subject to the same procedures that would be followed in the case of a positive urinalysis.

8.10.5 Postseason/Championship Screening - Any participant or team likely to advance to post-season championship competition may be subject to additional testing by the Norfolk State University prior to the post-season championship event. Testing may be required of all team members or individual student-athletes at any time within thirty (30) days prior to the post-season competition. If a student-athlete tests positive, he or she will not be allowed to compete at the post-season event unless he or she subsequently tests negative prior to departure for the event and receives permission from the Director of Athletics or his or her designee to compete in the post-season event.

8.10.6 Re-Entry Testing - A student-athlete, who has had his or her eligibility to participate in intercollegiate sports suspended as a result of a drug and/or alcohol violation, may be required to undergo re-entry drug and/or alcohol testing prior to regaining eligibility. The Director of Athletics or his/her designee shall arrange for re-entry testing after the counselor or specialist involved in the student-athlete’s case indicates that re-entry into the intercollegiate sports program is appropriate.

8.10.7 Follow-Up Testing - A student-athlete who has returned to participation in intercollegiate athletics following a positive drug test under this policy may be subject to follow-up testing throughout the remainder of their athletic eligibility. Testing will be unannounced and will be required at a frequency determined by the Athletic Director or his/her designee in consultation with the counselor or specialist involved in the student-athlete’s case.

8.10.8 Notification and Reporting for Collections - The student-athlete will be notified of and scheduled for testing by the institution. The Director of Athletics or his/her designee will notify the student-athlete, in person or by direct telephone communication (e.g. no voice mail messages, no emails), of the date and time to report to the collection station and will have the student-athlete read and sign the Student-Athlete Notification Form (See Appendix C). No specific time period is required for notification of student-athletes prior to the administration of any drug tests.

A student-athlete who refuses to provide an adequate urine sample during the testing process, attempts to alter or substitute his or her urine sample, or fails to show up at the designated time, shall be deemed to be in violation of this policy and will be cause for the same action(s) as a positive drug test result.

8.10.9 Reporting of Results - All student-athlete information and records associated with the Norfolk State University drug education and drug-testing program will be confidential and results will be released only to those individuals with a legitimate need to know.

Urine samples will be collected and sent to an independent certified laboratory for analysis. Each sample will be tested to determine if banned drugs or substances are present. Results will be made available to the Assistant Director of Athletics for Sports Medicine. The Assistant Director of Athletics for Sports Medicine will review the results and if there is a positive drug test result, the Assistant Director of Athletics for Sports Medicine will inform the Medical Director. It is the responsibility of the Assistant Athletic Director for Sports Medicine to see that the following individuals are informed of the positive test result: • Student-athlete • Director of Athletics • Drug Testing Site Coordinator • Appropriate sport administrator • Head coach and/or assistant coach • Sport specific athletic trainer • Student-athlete’s parents and/or legal guardian may be

8.11 Voluntary Disclosure/Safe Harbor

I. A student-athlete who has engaged in prohibited drug or alcohol use is encouraged to seek assistance from the Athletic Department (e.g. Assistant Athletic Director for Sports Medicine, Medical Director, Team Physician, Athletic Trainer or Coach) by voluntarily disclosing his or her use.

II. The student-athlete who seeks assistance prior to receiving a positive drug test result and/or prior to being notified that he or she has been selected for drug testing, the impermissible use will not be deemed a violation of this policy for purposes of determining sanctions; however, for health and safety reasons the student-athlete will be ineligible to participate in intercollegiate sports pending an evaluation. A student-athlete will not be permitted to enter the Safe Harbor Program thirty (30) days prior to NCAA or conference postseason competition.

III. Upon entering the Safe Harbor Program, the student-athlete will be required to undergo an initial drug test as well as an evaluation by a drug education or substance abuse professional. As stated above, if the initial drug test result is positive, the impermissible use will not be deemed a violation of this policy for purposes of determining sanctions. The drug education or substance abuse professional shall determine the appropriate form(s) of intervention and rehabilitation needed by the student-athlete, based on the circumstances of the case. The counselor will provide a summary of his or her findings and recommendations to the Director of Athletics.

IV. A student-athlete will be permitted to remain in the Safe Harbor Program for a reasonable period of time, not to exceed

thirty (30) days, as determined by the treatment plan and will be removed from the random selection pool of student-athletes. However, the student-athlete will not be permitted to return to participation in intercollegiate sports until the counselor has interviewed the student-athlete following the conclusion of the recommended treatment (or stage of treatment, as applicable) and has determined that reentry into intercollegiate sports is appropriate. If the counselor deems it necessary, the student-athlete will be required to undergo drug and/or alcohol testing as part of the reentry evaluation.

V. Failing to complete the treatment recommended by the counselor, having a second positive drug test result for any banned

substance after entering the Safe Harbor Program that is determined to be a result of new drug use, or having a positive result on a reentry drug or alcohol test will be deemed a second offense under this policy (e.g. the initial positive drug test result plus the second/new positive drug test result).

VI. If the student-athlete regains his or her eligibility to participate in intercollegiate athletics, he or she may be required to

undergo unannounced follow-up tests at the discretion of the Director of Athletics or his or her designee in consultation with the counselor.

VII. A positive drug test result at any time after satisfactorily completing the Safe Harbor program will count as the first positive

drug test result.

8.12 Medical Exception Process The Norfolk State University recognizes that some banned substances are used for legitimate medical purposes. Accordingly, the Department of Athletics allows exceptions to be made for those student-athletes with a documented medical history demonstrating a need for regular use of such a substance. Exceptions may be granted for substances included in the following classes of banned drugs: stimulants, beta-blockers, diuretics and peptide hormones. Student-athletes are required to inform their athletic trainer of all medications (prescribed and over-the-counter) he or she is taking. The Norfolk State University should maintain in the student-athlete’s medical record a letter from the prescribing physician that documents the student-athlete’s medical history demonstrating the need for regular use of such a drug. The letter should contain information as to the diagnosis (including appropriate verification), medical history and dosage information. Note: In the event a student-athlete tests positive, the Director of Sports Medicine, in consultation with the Medical Director, will review the student-athlete’s medical record to determine whether a medical exception should be granted. 8.13 Positive Drug Test Sanctions The following sanctions shall apply to positive drug test results. Positive drug test results are cumulative for the student-athlete’s athletic career at the Norfolk State University. Not meeting any or all of the sanction requirements will be considered another violation of this policy and the next subsequent sanction shall apply. Although this policy will impose specific sanctions, nothing in this policy precludes a head coach from enforcing a more restrictive team policy or team rule. For health and safety reasons, a team physician may withhold a student-athlete from practice and/or competition at any time. Note: A positive drug test result under the NCAA’s drug testing program, will be counted as a positive drug test result under the terms and conditions of the Norfolk State University Department of Intercollegiate Athletics Drug Education and Drug Testing Program. Furthermore, a student-athlete under a drug-testing suspension from a national or international sports governing body that has adopted the World Anti-Doping Agency (WADA) code (e.g. USOC, USADA) shall not participate in NCAA intercollegiate competition for the duration of the suspension.

It is the responsibility of the Assistant Athletic Director for Sports Medicine to see that the following individuals are informed of the positive test result: • Student-athlete • Director of Athletics • Drug Testing Site Coordinator • Appropriate sport administrator • Head coach and/or assistant coach • Sport specific athletic trainer • Student-athlete’s parents and/or legal guardian may be contacted The Assistant Director of Athletics for Sports Medicine will schedule a confidential meeting with the student-athlete and the individuals mentioned above to inform them of the finding. The Director of Athletics or his/her designee, the Head Coach and the student-athlete will notify the student-athlete’s parent(s) or legal guardian(s) by telephone and in writing.

If the counselor believes that additional rehabilitation is necessary either on or off-campus, all costs associated with this additional rehabilitation will be the responsibility of the student-athlete

The student-athlete will be required to attend or continue attending counseling sessions for the purposes of evaluation, education, and if necessary, treatment or counseling. Again, the student-athlete will be required to sign a release of information to allow basic communication (e.g. whether the student-athlete arrived for an appointment or not) between the university counselor, a Norfolk State University team physician and the Assistant Director of Athletics for Sports Medicine. Failure to sign such a release will render the student-athlete ineligible for practice and competition. Failure to comply with the Norfolk State University Department of Athletics drug education and drug testing policy or failure to comply with any treatment program recommendations shall result in permanent suspension from all practice, training and competition.

The Assistant Director of Athletics for Sports Medicine will schedule a confidential meeting with the student-athlete and the individuals mentioned above to inform them of the finding. The Director of Athletics will notify the student-athlete’s parent(s) or legal guardian(s) by telephone and in writing. The student-athlete will be immediately suspended from participation in any intercollegiate practice, training and competition at the Norfolk State University. In addition, athletic-related financial aid shall be revoked.

8.13.4 Right to Appeal

Student-athletes who test positive for a banned substance may contest the finding within 48 hours following receipt of notice of the positive finding. Upon the student-athlete’s request for confirmation of the positive finding, the Director of Athletics or his/her designee will request the laboratory to perform confirmation testing on the student-athlete’s specimen B, if applicable. The student-athlete may choose to be present at the opening of specimen B at the laboratory. If the student-athlete does not wish to be present at the opening of specimen B, but desires to be represented, arrangements will be made for a surrogate to attend the opening of specimen B. The surrogate will not be involved with any other aspect of the analysis of the specimen. The student-athlete or his/her surrogate will attest to the sample number and the integrity of the security seal prior to the laboratory opening of specimen B. Specimen B findings will be final. If specimen B results are negative, the drug test will be considered negative.

Student-athletes who test positive under the terms of the Norfolk State University Department of Intercollegiate Athletics Student-Athlete Drug Education and Drug Testing Program will be entitled to a hearing. Requests for such a hearing must be made within forty-eight (48) hours of notification of a positive B sample test result. If the forty-eight hours would end on a weekend, the request must be made by noon on the next business day. Requests must be in writing and received by the Director of Athletics. The Director of Athletics will forward the request for a hearing to the Appeals and Reinstatement Committee. The Appeals and Reinstatement Committee is comprised of the Director of Athletics or his/her designee, the Medical Director, a Faculty Athletic Representative, a substance abuse counselor and a sport administrator appointed by the Director of Athletics.

The student-athlete may have an advocate or other representative present if the student so desires. However, the student-athlete must present his or her own case. The hearing should take place no more than 48 hours after the written request is received. Either the student-athlete or the other parties involved may request an extension of time to the Director of Athletics, who will consider whether to grant the extension upon a showing of good cause. These proceedings shall include an opportunity for the student-athlete to present evidence, to question adverse testimony, as well as to

review the results of the drug test. The proceedings shall be confidential. The decision by the Appeals and Reinstatement Committee regarding the sanction to be imposed shall be final. The Director of Athletics shall inform the student-athlete of the committee’s decision in writing. A formal record, a tape recording, or a verbatim transcript of the hearing shall be kept.

8.13.5 Request for Reinstatement

At the end of the one-year period of suspension (after a third positive drug test result or after a fourth alcohol or drug related offense) and after satisfactory completion of an appropriate treatment and aftercare program, the student-athlete may apply for reinstatement to the intercollegiate athletic department. Reinstatement shall not be considered automatic and will be addressed on a case-by-case basis if reinstatement is denied, the student-athlete will become permanently ineligible for practice and competition at Norfolk State University.

The request for reinstatement shall be filed with the Director of Athletics. The request shall be made in writing and should state the grounds on which the student-athlete believes he/she should be reinstated. The Director of Athletics will forward the request for reinstatement to the Appeals and Reinstatement Committee. The Appeals and Reinstatement Committee is comprised of the Director of Athletics or his/her designee, the Medical Director, a Faculty Athletic Representative, a substance abuse counselor and a sport administrator appointed by the Director of Athletics. The committee shall review the request for reinstatement and make a determination within ten (10) days of receiving the request. The decision of the Appeals and Reinstatement Committee shall be final.

8.14 Strength and Conditioning/Weight Room Intent: Provide Student-Athletes with Scientifically Sound Performance Enhancement Programs in the Areas of

Strength, Speed, Explosive Power and Sports Nutrition

Supervisor: Assistant Director of Athletics for Strength and Conditioning 8.14.1 Weight Room Policies and Procedures

I. Those using the weight room must follow the “Guidelines” for using the weight room at all times. II. The use of the NSU Athletics Department Weight Room is limited to NSU student-athletes, athletic department staff,

and physical education weightlifting classes that have been approved by the Strength and Conditioning Coach at the times assigned them by the NSU class schedule.

III. All student-athlete workouts must be supervised in person by a member of the Strength and Conditioning staff. Make-up and float-in workouts by student-athletes are allowed only when supervision can be arranged through the strength and conditioning staff.

IV. Team workout times will be arranged in a weight room usage schedule each fall and spring semester for the following semester. If a team has to miss a scheduled time or is going to be late for its scheduled time contact the Strength and Conditioning staff to reschedule.

V. Student-athletes must have cleared their physical through the NSU Sports Medicine program and cleared through NSU Compliance before participating in the NSU strength and conditioning programs.

VI. No strength and conditioning program will be conducted during final exams except for sports that are in season. Hours for an open lift will be set for the weight room during final exams, Christmas holidays, semester breaks and the summer semester.

VII. All non-student-athletes and visiting student-athletes that wish to use the weight room must be approved by the head Strength and Conditioning Coach and sign a waiver prior to their first use of the weight room.

VIII. The use of any NCAA banned substance is not condoned by this program. Any student-athlete that fails an NCAA drug test will be excluded from the use of the weight room and strength and conditioning programs for a period of time equal to one calendar year starting immediately at the time of the failure of that test per NCAA rule.

IX. The strength and conditioning program provides nutritional advice, as it relates to performance enhancement for our student-athletes. Supplements that relate to athletic performance should be coordinated through the head strength and conditioning coach to insure compliance with NCAA rules.

X. Outside consultants in strength and conditioning and nutrition as it relates to performance enhancement, or equipment used for strength and conditioning may be used in programs only after being cleared by and at the direction of the head strength and conditioning coach.

XI. Strength and conditioning programs are designed in consultation with head sport coaches, but the Strength and Conditioning Coach must approve the original program and subsequent changes in that program prior to the program or change going into effect.

XII. Summer sport camps must schedule use of the weight room with the head strength and conditioning coach. A member of the strength staff must be present during all such activities and compensated for their time in supervising these activities.

8.14.2 Guidelines for Use of the Weight Room

I. No food, drinks, gum or use of tobacco while in this facility. II. Please help us keep your facility clean. Put trash in trash can. III. No cell phones in the weight room (with the exception of coaches). IV. No head phones or ear buds during team workouts. V. Appropriate attire and shoes must be worn at all times. VI. No sleeveless shirts or shirts with school logos other than NSU are allowed. VII. No jewelry that interferes with the safe completion of a workout allowed. VIII. When using heavy weights, work with a spotter. IX. Please return all weights to their proper place on the racks when you are not using them. Do not lay plates on the

floor. X. Equipment moved during workouts must be replaced at the end of the workout. Do not remove equipment from this

facility. XI. There will be no horseplay. You assume a risk when exercising with weights. Be careful. Pay attention. Report all

injuries and equipment damage immediately to the strength and conditioning staff. XII. Please refrain from cursing, vulgar or otherwise offensive language.

The University’s Men’s basketball program takes great pride in its expectations for overall excellence. Each member of our program is held to a high standard of behavior both on and off the court. The following Code of Ethics defines our core values and guiding principles. Our team’s success will depend on each individual’s adherence to this framework on our daily decision-making. Non-compliance of the following policies and procedures can result in suspension from team and/or loss of scholarship. In signing this Code, you are committing to the ethical standards of the University’s Men’s basketball program. AS AN INDIVIDUAL

I. Be Honest and Trustworthy A. Honesty is an essential component of trust. Without trust our team will not function effectively. You must be able

to depend on one another. Ensure that your word is valuable, even when sacrifice is required. II. Show Respect for Others

BOWLING

All members of the women’s bowling team must read and follow the guidelines in the Norfolk State Student Handbook. In addition, each member of the women’s bowling team must comply with the following team rules. Academic Eligibility:

Must be in good academic standing.

Must meet with major advisor and academic enhancement counselors at least three times a semester

Must take and pass at least 12 credit hours per semester. Set a personal goal to earn not less than a “B” in each course taken.

Classes must be attended daily and on time. Unexcused absences will not be tolerated.

Each student athlete is responsible for class work missed when competition takes you away from a regularly scheduled class.

Continuing bowlers must pre-register no later than the last week of each semester: a copy of your schedule is to be placed on file with your Athletics Enhancement Counselor.

Must attend all compliance meetings and training sessions. Competition & Practice

The following rules and regulations below are to be read and taken seriously. Failure to comply with team rules and regulations will result in suspension or dismissal from the team and loss of athletic aid.

1. All student-athletes must regularly attend classes and study hall. 2. Positive academic progress consistent with MEAC, NCAA and University policies is mandatory. 3. All scholarship student-athletes with a cumulative GPA below 2.3 are subject to their athletic aid being reduced per the

Director of Track and Field and/or Athletic Director’s discretion.

4. All student-athletes must attend all scheduled weight room, training room and practice sessions. 5. All scholarship student-athletes required are required to attend all track and field meets, which conclude after the MEAC

outdoor championship. Failure of any student-athlete NOT to complete the season will result in withdrawal of athletic aid.

6. Proper dress attire is required on all University-related activities. 7. No use of tobacco, alcohol, drugs or firearms is allowed.

8. Any violation of the University drug policy may result in dismissal from the team.

9. No profanity is allowed.

10. No gambling activities allowed. 11. Insubordination will result in suspension/dismissal from the team. 12. Intercollegiate athletics, as a whole, represent the honor and dignity of fair play and high standards associated with

Fraudulent misrepresentation, NCAA Manual, Bylaw 15.3.4.2.3: If a student-athlete is awarded institutional financial aid on the basis of declaring intention to participate in a particular sport by signing a letter of intent, application of tender, action on the part of grantee not to participate (either by not reporting for practice or after making only token appearances as determined by the institution) would constitute fraudulent misrepresentation of information on the grantee’s application, letter of intent of financial aid agreement would permit the institution to cancel or reduce the financial aid.

14. Misconduct NCAA Manual, Bylaw 15.3.4.2.4: An institution may cancel or reduce the financial aid of a student-athlete

who is found to have engaged in misconduct by the university’s regular student disciplinary authority, even if the loss-of-aid requirement does not apply to the student body in general.

Purpose: Set the mood and tone for the year by letting the student-athlete know what is expected. __________________________________, you are an important part of this track and field team.

I. Your purpose on this team is to maximize your athletic ability to blend into a maximum team effort. A. You will, at 100% of your capacity, pursue your given physical and mental skills to develop your individual maximum

athletic abilities. B. You will, at 100% of your capacity, pursue your given skills that will help you work together with other athletes on this

team. C. Success on this team is determined by unleashing 100% of what you have to give at that moment. You will not be

criticized for not giving what you don’t have. D. You will be expected to enthusiastically encourage your teammates, even those with whom you are competing against

for a position on the team. II. Your position is important to the effectiveness of this team. Always, always do your best. Remember WINNERS are

developed at practice. III. The following team rules have been established by the coaching staff to help each of you work together in maximum

No classes are to be taken between 3:00 p.m. and 6:30 p.m. unless approved by Coach Berard. R. Athletic Grant-in-Aid (scholarship) can be reduced or cancelled at the end of the award period and at the

coach’s discretion. Failure to adhere to the University’s policies and team rules and policies can cause your aid to be reduced or canceled. FOOTBALL A winning program cannot be sound without rules and regulations. We would like to develop and maintain a safe, clean and disciplined program. All players must read and comply with the following: GENERAL

All football information stays within the program.

Keep yourself neat at all times. Behave as a gentleman.

No hats or dew rags are to be worn on campus.

No profanity.

Absolutely no drugs use will be tolerated.

Be respectful to others. Treat them as you would want to be treated.

Any violation of University policy will result in action by the program.

Thursday is shirt and tie day.

The Coach is always right.

Any conduct detrimental to the program will result in immediate disciplinary action.

NSU officials have the right to disclose any information concerning you as a student-athlete.

LOCKER ROOM

Keep the locker room clean at all times.

All equipment issued should be returned at the end of the season. No equipment issued should be taken to the dormitory.

Never alter equipment (cutting jerseys, pants, etc).

Check the functionality and safety of your equipment daily. PRACTICE

All practices and meetings should be attended daily.

Be on time for practice and meetings.

As a safety precaution, helmets are to be worn at all times on the field.

Always run when changing locations on the field.

Work to improve yourself daily. ACADEMICS

All classes should be attended daily and on time.

Each student-athlete should attend study hall.

Progress reports should be returned by the due date given.

All students must attempt at least 15 credit hours per semester.

NEVER DROP BELOW 12 CREDIT HOURS (full-time) IN ANY SEMESTER. THIS WILL FORFEIT YOUR SCHOLARSHIP AND ELIGIBILITY. FURTHERMORE, FINANCIAL AID MAY BE AFFECTED.

No class should to be taken between 2:00 PM – 6:00 PM.

HAZING

Bullying, intimidating, verbally or physically abusing a fellow teammate and/or student will not be tolerated. Any such actions will result in immediate disciplinary action.

RESIDENCE HALLS

All players should follow the guidelines set forth in the student handbook and by each dormitory director. Any such negative actions will result in immediate disciplinary action.

Curfew will be set and monitored by the coaching staff.

Keep your living space clean and be mindful of others when using common facilities.

OFF CAMPUS HOUSING

Only juniors or seniors will be allowed to live off campus with the approval of the Head Football Coach. DINING HALL

All players are to wear clean and dry clothing to the dining hall.

No cutting in lines.

Be respectful to other students and cafeteria staff. “Please”, “Thank You”, will go a long way. TRAVEL/ROAD TRIPS

A travel list will be posted the day prior to travel.

You are a representative of Norfolk State University and are required to demonstrate appropriate conduct.

All meals will be attended and eaten with the team.

No phone calls or pay phones from hotel rooms (room phone will be cut off)

No horseplay in hotel rooms/facilities.

All on-campus rules apply on road trips.

Curfew will be posted on the itinerary. No player is to leave his room after curfew check.

All players will return from each road game with the team, unless otherwise excused by the Head Football Coach.

New freshmen cannot have a vehicle of any kind on campus.

All students living on campus who are authorized to have a vehicle must have a valid driver’s license and purchase a decal from the University.

Norfolk State University offers free shuttle service which operates daily every 15 minutes on Mondays-Thursdays from 7:30 a.m. – 11:30 p.m. and Fridays from 7:30 p.m. – 8:00 p.m.

COMPLIMENTARY PASSES In compliance with NCAA regulations, the following applies to the issuance of complimentary admissions to football team members:

Four (4) complimentary admissions per player may be given per game. Your effort and be eligible for the complimentary admissions allotted for away games. Each player will attitude will earn this privilege. AWAY GAMES: Only the travel squad members will be given two (2) passes per away game.

The pass list will be available in the football office on Monday of game week for athletes to sign names.

Additional tickets may be purchased but will not be located with the complimentary passes.

Admission pass recipients must appear in person and present appropriate identification - a driver’s license or a student ID will be required.

The will be a special admissions gate for complimentary passes.

Deadline for your requests, home and away, will be Wednesday at 3:00 PM. NO EXCEPTIONS.

PLAYERS GUIDE & MISSION STATEMENT

As members of the NSU softball team, we proudly represent our team, our families, and our university with confidence, determination and desire. In order to be successful on and off the field, we will work hard, display mental toughness, and never give up. We strive to be a competitive force against all our opponents, especially within the MEAC. Our positive attitude, character, and dedication will help us achieve our standard-EXCELLENCE. Program Philosophy

1. Expect success and perfection, and settle for nothing less. 2. Come ready to practice, play, and to win. 3. Walk away with no regrets at the end of each season and the end of your career.

Academic Expectations Academics should be your number one priority while you are here at NSU. Failure to abide by NCAA, NSU, or NSU softball academic guidelines may result in penalties, which may include dismissal or suspension.

1. Class attendance is mandatory. You will be class-checked. If the coaching staff finds out you are not attending class, you will be penalized. Punishment will be up to the coaching staff.

2. All players will abide by the athletic department policy regarding study tables based on class and GPA. 3. You will not miss class time for practice. If you have a night class, you are responsible for letting the coaching staff know

ahead of time what time you need to leave practice (within reason) in order to get to class on time. Player Expectations You represent NSU, your teammates, the athletic department, and the coaching staff. Your actions reflect upon all of us, so be sure to act responsibly and maturely at all times. Failure to abide by NCAA, NSU, or NSU softball policies/expectations may result in penalties, which may include dismissal or suspension from the team.

1. Take full responsibility for your actions. 2. Take pride in what you do on and off the field. Make sure that the reputation we have as a team on and off the field is a

positive one. 3. Have respect for yourself and your teammates. Regardless of any situation on or off campus, be respectful. You never

know who is watching and/or knows members of the athletic department. 4. There are a number of times that we have mandatory athletic events on campus. We will show up on time and be dressed

accordingly for these events. When attending these events we will act respectful and will not have our cell phones out or in use.

5. Check your email daily!!!! You will hear that not only from the coaching staff but from everyone on campus. You will be receiving important information daily via email.

6. NO CELL PHONES at team or athletic department functions. I do not want to see your cell phones out at all. If the coaching staff sees you on your phone or even with your phone out at a team/athletic department function you will be penalized by the coaching staff.

Practice/Weight room Expectations 1. Attendance at practice/weights is mandatory. The only exceptions are class. Do NOT call the coaching staff with an

excuse right before practice! As soon as you know, the coaching staff needs to know. Practices are planned based on who is expected at practice based on class schedules.

2. DO NOT show up late to lifting! We will be lifting every Tuesday and Thursday at 7 a.m. I would be at lifting no later than 6:50. Lifting starts at 7 am, this does not mean walking in at 7am. If you are late to lifting, you will not be allowed to practice that afternoon. (You will still attend practice but will be sitting out and missing your practice reps for the day, which in return could result in less playing time). If you miss lifting, you will be penalized. Lifting is a huge part of our program and you need to have the respect to be there on time for Coach Bridgman.

3. When you arrive at the field DO NOT SIT IN YOUR CAR. If the field is open, get on the field and help set up for practice or take extra bp/ground balls. Do not sit in your car and wait till the last minute to get on the field.

4. No cell phones allowed in the dugout. No exceptions. If I see your cell phone at practice or pre-game, you will be asked to leave. If you are asked to leave practice, someone else is getting your practice time. This could give them an advantage above you for playing time.

5. All bat bags and personal bags must be hung up in the dugout at all times. There will be no bags on the ground in the dugout at practice or games. (The only bags that are allowed on the ground are the catchers gear bags. The catchers’ bags are to be in the far right corner of the dugout).

6. When you are on the field, you must give 110% at all times. If the coaching staff feels that you are not going hard, you will be asked to leave practice. You will be taking time away from your teammates who are focused and ready to work hard.

7. Leave all of the off the field issues OFF of the field. If there is something going on and you need to talk to the coaching staff-do it in their offices. We need to stay focused and positive this season. Once you step on that field, you should be thinking about softball only. We do not practice that long, give us 3 hours of your time and attention.

8. If you feel sick, you must go to the Health Center, a doctor, or the training room. Otherwise, you are expected to practice. 9. All players are expected to wear the NSU-issued practice gear (t-shirts, long sleeves, shorts, pants, sweats). We are

required to wear Russell only this year. We may not wear any other brand on the field. 10. If there is inclement weather, the coaching staff will make every attempt to make a decision on practice/location by 2pm.

We will email and text you all of where/when and if we will be practicing. 11. Attitudes- positive attitudes only on the field. If you have a foul attitude towards the coaching staff or your teammates you

will be asked to leave practice. We will not put up with negativity and bad attitudes at all. Game Expectations

1. There will be no arguing with the umpires or opposing coaches or players. 2. During a game, we will not be socializing between the fences. Everyone needs to stay focused and in the game. 3. During a game, we will be positive and up as a team. The coaching staff does not want to see anyone with a negative

attitude in the dugout. If you are not in the game, you need to be positive and ready. You never know when you will be put into the game. You need to stay focused and ready to go at all times.

Travel Expectations 1. Be ready to leave 10 minutes before our departure time. If you are late for a road trip, we will leave you. 2. All players will ride to and from competition with the team. 3. Travel attire is NSU issued gear and will be assigned by the coaching staff. 4. No alcohol, drugs or tobacco AT ALL regardless of your age. 5. Do not leave the hotel/team without prior permission from the coaching staff. Only NSU players and coaching staff are to

be in a player’s hotel room. 6. There will be NO CELL PHONES at team dinners while we are on the road. You may have them on the bus and at the

hotel. You will not be allowed to have them in a restaurant during meals with the team. Recruiting Expectations

1. Each of you will be asked to assist in recruiting at some point. Always be honest with recruits, as they may be future teammates of yours! You are the best salespeople of NSU and NSU softball.

2. If you are hosting a recruit, make sure you are always using your best judgment in regards to off the field activities. Always do what is best for our program. ABSOLUTELY NO ALCOHOL OR DRUGS ARE ALLOWED AT ANY TIME WITH A RECRUIT! You should be following the NSU softball guidelines while hosting a recruit. If the coaching staff finds out that a recruit was brought into any situation where alcohol or drugs were present you will be penalized.

Communication Expectations 1. My door is always open to you. I expect open, honest communication from you and you can expect the same from the

coaching staff. If you have an issue, concern, or problem come talk about it in person with the coaching staff and not over text or email.

2. If you are experiencing an issue with a teammate, try to work things out between the two of you. This will only make us stronger as a team. Being open and up front is the best way to communicate.

Alcohol and Drug Policy 1. NSU is a dry campus and Virginia State Law states that you are not to be drinking under the age of 21. Actions will be

taken on a case by case basis, including suspension or dismissal from the team, for any infractions. Facebook and other social networking sites

1. You are always representing NSU, the athletic department and the softball team. It is very important for you to make good decisions about what information you post on these web sites. The coaching staff does random checks to make sure that your pages are clean. You will be penalized if the coaching staff finds inappropriate information on your pages. Also be aware of who you are around, just because something is not posted on your page does not mean that a friend does not have it on their page. There are always ways for things to come back to the coaching staff.

Responsibility, Loyalty, and Confidentiality Expectations We all have a responsibility to hold each other accountable for our actions because it affects each and every one of us. You know what is expected of you so make good decisions. Every decision you make will affect someone positively or negatively so think about what you are going to do. We are a family. Always protect your family. If someone shares something with you, respect that and keep it in the family. Do not be the cause of negative rumors or discussions. This is the key to being a successful team.

MEN’S AND WOMEN’S TENNIS TEAMS

Rules and Regulations

These are the guidelines that will govern all players who are members of the Men’s and Women’s Tennis Teams at Norfolk State University:

1. Players must maintain academic eligibility in order to keep a full scholarship. 2. Tennis athletes must arrange schedule to attend mandatory practice each Monday-Friday from 2:30 to 4:30 p.m. 3. Players must read and follow all the guidelines in the NSU Student Handbook – (players who live off campus are not

exempted). 4. Players are expected to attend all mandatory events – both on and off campus. 5. All players are to report back to school at the beginning of the academic year at a designated time. 6. It is mandatory that all players report on time for practice, training, and/or trips. 7. All players are expected to maintain good physical condition in order to keep a scholarship. 8. All players are expected to be respectful to the coaches and to each other. 9. All requests to perform a duty or other requests as related to your sport or academics must be done in a timely and

efficient manner. 10. All players are responsible for all work missed due to their participation in athletic competition.

WOMEN’S VOLLEYBALL STUDENT-ATHLETE’S CONTRACT

Purpose: Setting mood and tone of the year. Letting the athlete know what is expected. _________________________, you are an important part of this volleyball team.

I. Your purpose on this team is to maximize your athletic ability to blend into a maximum team effort. As a member of the Norfolk State University volleyball team, you will be expected to make ACADEMICS and ATHLETICS a top priority in your life.

A. You will, at 100% of your capacity, pursue your physical and mental skills to develop your individual maximum

athletic abilities. B. You will, at 100% of your capacity, pursue given skills that will help you work together with other athletes on this

team. C. Success on this team is determined by unleashing 100% of what you have to give at that moment. You will not

be criticized for not giving what you don’t have. D. You will be expected to enthusiastically encourage your teammates, even those with whom you are competing for

a position on the team.

II. Your position is important to the effectiveness of this team. Always, always do your best at practice and competition.

III. The following team rules have been established by the coaching staff to help each of us work together in maximum harmony. What you think and do has an influence on your teammates. The purpose of each rule is to serve as a guideline to develop your maximum potential. If you have any questions concerning any of the rules, please contact your head coach for further explanation. Your commitment to this team is a commitment to the acceptance of team rules and violations will result in disciplinary action.

A. You will always do your best to become the best you can be. B. You will always consider the team’s welfare more important than your own personal welfare. C. You will cooperate in traveling with the team by being on time when we plan to leave, to be in bed with the lights

out at a reasonable time designated by your coach, and by speaking of other teammates, your coach, or your assistant coach in a mature and appropriate manner. Golden rule, “Do (or speak) onto others as others would do (or speak) onto you”.

D. You will bring any suggestions for improvement directly to your team captain or to your head coach. E. You will not drink alcohol beverages or smoke anything that could prevent your optimal performance when on

trips with the team, and in season. F. You will drink, eat, sleep and keep all outside activities to levels that will not hinder, but help you during training

periods to help yourself achieve maximum results. Also, respect yourself on outside activities including parties, dress attire, men and your language. Remember, the way you act reflects the team. When people see you, they also see the volleyball team.

G. You will attend all mandatory meetings set by your coach, captain and/or any member of the athletics staff, unless otherwise excused.

H. You will reside on campus unless permission is given to reside off campus. I. You will conform to all dormitory rules and regulations and especially those relating to cleanliness of rooms. J. You will have a positive attitude that will bring harmony to the team. K. You will not leave campus on weekends (going home) before contacting your head coach. L. You will report to practice on time, unless permission is granted by the coach. M. You will be responsible for equipment issued to you during the year. Any damage or loss of equipment will be

charged to you, unless the coach is notified immediately of a problem with a reasonable excuse. N. Dress Code: Players are expected to dress in a first class manner on and off the campus. You are not

permitted to wear jeans when leaving the campus to go to a game. O. You will maintain at least a 2.5 grade point average (GPA) throughout the school year. Failure to do so will

result in possible suspension. P. Class attendance is mandatory. The only exception to this rule is travel for competition. Q. You will strive for A’s in all your classes. R. Study Hall Policy

a. All freshmen and transfer students must attend until the end of the fall semester. After grades for the fall semester are reviewed, those team members with a 3.0 cumulative or better GPA will be exempt from attending.

b. All other team members must attend study hall if their cumulative GPA is less than 3.0.

1. 3.0-2.5 GPA = 6 hours a week 2. 2.49 GPA and below = 10 hours a week 3. Transfer students have to take 6 hours of study hall for fall semester, after that grades will be reviewed. 4. Failure to complete study hall hours each week will result in roll of dice 1x.

c. I will take advantage of the Learning Center and Tutorial Services. d. Attendance is mandatory.

S. You will communicate and establish a good rapport with professors at all times. T. You will not drop a class without the permission from Ms. Tucker or Ms. Nicholson, Mrs. Ingram, their advisor,

and notice Coach Duvall in writing before dropping a course and /or dropping a course that they are repeating for a second time.

U. You will not drop below twelve (12) credit hours unless entering your senior year and are only required to take classes required for graduation during the second semester.

V. You will visit the training room at the specified time outlined by the coach, team trainer, head athletics trainer or any member of the athletics training staff.

W. You may be put on curfew at any time during the academic year and will abide by the rules and regulations set forth by the coach.

IV. Your training period consists of:

A. Practice B. Competition C. Weight lifting D. Outside activities (community work, fundraising, etc.) E. Healthy eating, drinking and sleeping habits

PLEASE DO THE ABOVE WITH REGULARITY FOR OPTIMAL PERFORMANCE

For any unexcused absence from practice, competition, weightlifting, etc., the following financial penalty will be levied against and adjusted from scholarship amounts provided at $50.00 for each occurrence. Our motto for the season is: “Under Construction - Building Champions.” V. Your responsibility is to do each assignment at 100% of your capacity, regardless of how you personally feel. The

coaching staff has the responsibility of directing the team to its maximum potential. You have the responsibility to carry out all assignments so the maximum potential of this team can be reached.

VI. I understand that for my personal success and the success of the program, I must follow these guidelines; and, furthermore encourage my teammates to do the same.
