Editor BUllhtin In your issueof the 15th inst was an editorial arliccaccounting for the failure of the 2000000 loan recently authorized by theHawaiian Government It is notstrange that the writer of the articleshould have assumed the failure forwhich he sought good reasons for thestatement has recently been made byso many San Francisco jourmls and inso many forms that any one not ap-

of the influences at work lo produce tint impression could hardly failto be misled And here let me saythat I do not wish to imply for I doriot believe that the Bulletin is accessi-ble to these influences except througherror Yet error in a capable andhonest journal may do great injusticeand be more mischievous than willfulfalsehood in a journal of the other sortMy relation to the matter of the Ha ¬

waiian loan is slight but of such a char-

acter¬

as to give inc a pretty accurateknowledge of the facts and a personalinterest in having them truthfully setforth I am the brother of the manCol G W Macfarlanc appointed by

the Hawaiian Government to negotiate it

The Hawaiian loan has not failedIt would be difficult to mention anyrecent financial operation that has metwith a more immediate and conspicu-ous

success On the day of Col Macfarlancs departure from the Islands toplace this loan in London he offered

500000 of the bonds in Honoluluandricarjy 800000 were almost in ¬

stantly subscribed but the amountoffered was all that was allottedShortly afterward the house of Mathicson Co of London offered in thatmarket two thirds of the remainingbonds 200000 and applicationswere made for something like twentyone times the amount the allotmentin this instance as in the other beingmade prp rata If this is failure it isnot easy to conjecture what successwould be

scribe for any of these bonds and thatthe syndicate had been obliged to

There remains to be offered on arising market only 500000 onefourth As about one half the wholeloan is to be applied under the Actto nothing more urgent than the con-struction

Nearly a month ago the sum ofiooooo a product of this loan was

received by the Bank of California withwhich to pay some bonds of a formerissue owned though it would appearnot all controlled by one of San Fran-ciscos

farlanc Indeed this is A point whichthe American sentiment pprvading thesocial commercial and political fabricof Hawaii makes it superfluous toaffirm Why then was the loan notplaced here

the necessity Whether under anyconditions it could have been placedin San Francisco is a matter which Iam not competent to discuss It iscustomary to place all large national orcommercial loans in the worlds greatfinancial centers where capital naturallygoes seeking investment

It is a natural law where the buyersarc the seller takes his wares and menhaving important securities to offer inlarge amounts go as naturally to Londun Berlin and Frankfort as the Chincse gardener brings his vegetables intotlic village

The Southern Pacific and the SpringValley are two examples in point toname all would be to catalogue nearlyall the great corporations of Californiaand the whole Union Japan ChinaChile and other nations have borrowedmoney in London and I may add onterms far less favorable than thoseeasily obtained by Hawaii In respectof net results this loan indeed is oneof the most successful ever negotiatedthere tor a foreign nation Still it is tobe regretted that anything occurred toprevent social political and if youplease sentimental considerations fromcutting some figure in a matter affect-ing

so many interests not altogethercommercial and financial Undoubtedly this loan might have been andought to have been a means ofstrengthening the many tics alreadystrong between thu Island Kingdomand its big brother Republic

In apology for this letter I wish tosay that while it is in no sense officialit Is to this extent inspired Reportsof the failure of the loan having reach-ed

Editor BUllhtin In your issueof the 15th inst was an editorial arliccaccounting for the failure of the 2000000 loan recently authorized by theHawaiian Government It is notstrange that the writer of the articleshould have assumed the failure forwhich he sought good reasons for thestatement has recently been made byso many San Francisco jourmls and inso many forms that any one not ap-

of the influences at work lo produce tint impression could hardly failto be misled And here let me saythat I do not wish to imply for I doriot believe that the Bulletin is accessi-ble to these influences except througherror Yet error in a capable andhonest journal may do great injusticeand be more mischievous than willfulfalsehood in a journal of the other sortMy relation to the matter of the Ha ¬

waiian loan is slight but of such a char-

acter¬

as to give inc a pretty accurateknowledge of the facts and a personalinterest in having them truthfully setforth I am the brother of the manCol G W Macfarlanc appointed by

the Hawaiian Government to negotiate it

The Hawaiian loan has not failedIt would be difficult to mention anyrecent financial operation that has metwith a more immediate and conspicu-ous

success On the day of Col Macfarlancs departure from the Islands toplace this loan in London he offered

500000 of the bonds in Honoluluandricarjy 800000 were almost in ¬

stantly subscribed but the amountoffered was all that was allottedShortly afterward the house of Mathicson Co of London offered in thatmarket two thirds of the remainingbonds 200000 and applicationswere made for something like twentyone times the amount the allotmentin this instance as in the other beingmade prp rata If this is failure it isnot easy to conjecture what successwould be

scribe for any of these bonds and thatthe syndicate had been obliged to

There remains to be offered on arising market only 500000 onefourth As about one half the wholeloan is to be applied under the Actto nothing more urgent than the con-struction

Nearly a month ago the sum ofiooooo a product of this loan was

received by the Bank of California withwhich to pay some bonds of a formerissue owned though it would appearnot all controlled by one of San Fran-ciscos

leading business men ClansSpreckels Mr Spreckels has receivedfrom the Government at Honolulu adraft for the portion of these bonds

farlanc Indeed this is A point whichthe American sentiment pprvading thesocial commercial and political fabricof Hawaii makes it superfluous toaffirm Why then was the loan notplaced here

the necessity Whether under anyconditions it could have been placedin San Francisco is a matter which Iam not competent to discuss It iscustomary to place all large national orcommercial loans in the worlds greatfinancial centers where capital naturallygoes seeking investment

It is a natural law where the buyersarc the seller takes his wares and menhaving important securities to offer inlarge amounts go as naturally to Londun Berlin and Frankfort as the Chincse gardener brings his vegetables intotlic village

The Southern Pacific and the SpringValley are two examples in point toname all would be to catalogue nearlyall the great corporations of Californiaand the whole Union Japan ChinaChile and other nations have borrowedmoney in London and I may add onterms far less favorable than thoseeasily obtained by Hawaii In respectof net results this loan indeed is oneof the most successful ever negotiatedthere tor a foreign nation Still it is tobe regretted that anything occurred toprevent social political and if youplease sentimental considerations fromcutting some figure in a matter affect-ing

so many interests not altogethercommercial and financial Undoubtedly this loan might have been andought to have been a means ofstrengthening the many tics alreadystrong between thu Island Kingdomand its big brother Republic

In apology for this letter I wish tosay that while it is in no sense officialit Is to this extent inspired Reportsof the failure of the loan having reach-ed
