Origin of TIPA
On June 28, 2005, MOEA, TIPO entrusted Taiwan
University, College of Law, Interdisciplinary Integration Law Research Institute Team to establish Office, Intellectual Property Training Academy,
TIPA.
MOEA proposed Improvement Plan for Transforming to
Innovation through Scientific and Technological Research and
Development, in which for Talent Introduction and
Training, Taiwan Intellectual Property Office (TIPO) shall assist to implement Training
Project for IP Specialists.

(1) According to the market response, adjusted and planed the class training courses.
(2) Since 2006, allied to subsidy the training units around the country to promote intellectual property specialists training class for the public, and trained a total of 7,530 persons by the end of 2012.
(3) Conducted training effect tracking survey for the graduated students, enterprise employers and capacity authentication examinees every year to under their gains and satisfaction after participating in the courses.
(4) During 2006-2012, successively handled various classes (technological transfer R&D personnel class, judicial official class, elementary and secondary school class, etc.)
(5) Compiled a total of 63 unified textbooks involving patent, trademark and copyright, and revised 43 textbooks.
Implementation Results during 2005 - 2012

(6) Since 2005, trained 8 classes of 163 seed teachers, assessed seed teachers in 2011 for the first time, eliminated some unqualified teachers to the current 135 teachers, and set up advanced courses for seed teachers every year to improve their functions.
(7) Issued electronic newspaper every month, and accumulated 5,986 subscribers.
(8) Held intellectual property case evaluation and analysis forum, and published the full minutes on the website of TIPA.
(9) Held international seminar to exchange with foreign intellectual property organizations and intensify the connection with international intellectual property.
(10) Improved intellectual property personnel function standard and capacity authentication system, developed three categories of patent authentication: A. Patent Technology And Engineering, B. Patent Program Control, C. Patent Retrieval Analysis and Value-added Application. Since 2010, handled examinations for the above three categories of patent authentication by stages, comprehensively began three categories of authentication examinations since 2012, and attracted a total of 1,145 examinees for different subjects.

textbooks The education content of Law of Intellectual Property is
global. International IP is experiencing a fast development, so it is
necessary to notice the international tendency at any time. Taiwan Intellectual Property Law is frequently revised, and
relevant education should be provided.

The functions of school education are researching, teaching and serving the society: the school shall enable the students to study in order to apply, and encourage the students to attend examination of IP certificate.
Promote interschool and international cooperation: e.g. teaching observation and learning, international cooperation and exchange of training project, resource share, international seminar, etc.
