"By this Bill power is sought to construct another Tunnel in the River Thames about l:3 miles ··below the Committee's Tunnel for the purpose of connecting the London, Tilbury and Southend

"Railway with the South Eastern Railway .

. ; This proposed Tunnel if constructed would form another means of transit from north to ~outh

"across the Thames, and would probably be a formida.ble competitor against the Ea.st London Line
