Southern Nevada Tourism Infrastructure Committee First Meeting Outlines Upcoming Action Items Forty-one million people visited southern Nevada in 2014, and that number is expected to grow to 59.2 million by 2050, making the work of the Governor’s Southern Nevada Tourism Infrastructure Committee (SNTIC) to identify and prioritize tourism improvement projects in the region of high importance. At the first meeting of SNTIC, the Committee was given an in-depth report on the tourism industry in southern Nevada by Applied Analysis. In that report, it was noted that southern Nevada has tended to outpace national averages in new job formation. Labor force employment in southern Nevada is currently at 1.2 million and is dominated by the leisure and hospitality sector, which directly accounts for over 300,000 positions (26% of all employment). The indirect and induced impact from the tourism industry ripples throughout the economy in southern Nevada, as well. Further, the report forecasted that by 2050, southern Nevada’s employment base will reach 1.63 million, growing at an average annual rate of just over 1 percent – however, the overall economy will reduce its relative dependence on the leisure and hospitality sector, with the percentage of those employed by this sector dropping to about 20.6 percent by 2050. Additionally, as a result of southern Nevada’s large appeal for residents, businesses, and visitors, growth in the urban core of the region is expected to continue. This growth will tax existing infrastructure which is simply insufficient to meet the demands that will be placed upon it. The Committee will be tackling southern Nevada’s infrastructure in addition to proposed projects to enhance tourism in southern Nevada such as entertainment and event venues, convention and meeting space, the airport, and pedestrian movement. As one of the largest Governor-led trade missions in the state’s history, the

focus was on strengthening bilateral trade partnerships between the State

of Nevada and the countries of Ireland, Germany, Poland, England, and

Italy. With goals to connect Nevada businesses, education and research

institutions with opportunities overseas and show Nevada’s benefits to

international companies, the trade mission specifically focused on advanced

manufacturing, water technology, mining, information technology, and

tourism and hospitality.

Trade mission attendees included the Governor’s Office of Economic

Development and representatives from the Nevada Division of Tourism, the

Nevada Department of Education, the Nevada System of Higher Education

and its institutions, the Las Vegas Convention and Visitors Authority, the

Southern Nevada Water Authority, the Nevada Center of Excellence, the

Economic Development Authority of Western Nevada, the Las Vegas Global

Economic Alliance, the Northern Nevada Development Authority, and

the Nevada Jewish Federation. The Nevada Business Delegation included

Switch, Xtreme Green, Click Bond, Micromanipulator, Vineberg Machining,

Rust Bullet, Scaale Capital, and Water Sharks Systems Inc.

In Ireland, the Nevada Center of Excellence, Desert Research Institute and Southern Nevada Water Authority entered into a partnership with IBM to develop a framework for enhanced collaboration focused on energy and water quality management system technology.

One of the first initiatives of this partnership will be the development of products centered on energy management for water utility companies. IBM will purchase these products and will sell them to other water utilities.

During the delegation’s time in Ireland, Governor Sandoval hosted a roundtable with Enterprise Ireland, the organization primarily responsible for the development and growth of Irish enterprises in world markets, to discuss the possibility of Irish companies accessing parts of the U.S. market through Nevada.

With the work in Nevada’s water industry front and center in London, the Governor and members of the Nevada Delegation met with British Water, the lead representative and business development organization for the supply chain of the UK water industry and Isle Utilities, a London-based consultancy group focused on water research and innovation, to discuss partnership opportunities with the Nevada Center of Excellence.

As a result of this meeting, the NvCOE and GOED have created and issued a Request for Information (RFI) for collaborative and unique applications from water technology companies on how Nevada can advance water tech development in areas related to efficiencies or quality improvements in drinking water delivery, industrial and agricultural uses, and water reuse. The RFI represents Round 1 of a competitive matching grant process for water tech companies, with individual grants ranging from $25,000 - $100,000. The grant money will come from GOED’s Knowledge Fund.

The RFI has been sent to British Water, Isle Utilities, and Enterprise Ireland to further international collaboration in Nevada’s water cluster.

While in London, a “Doing Business in Nevada” seminar was hosted by Governor Sandoval to meet with prospective investors and companies who are interested in expansion and investment opportunities in Nevada.

Nevada’s emerging focus on technology commercialization and advanced manufacturing was the center point of the Germany portion of the trade mission. Governor Sandoval participated in a Workforce Development Roundtable which concluded with the signing of a Letter of Intent between the State of Nevada and the State of Saxony, City of Leipzig, and the State of Saxony-Anhalt to create an exchange program for highly-skilled interns in advanced manufacturing.

GOED has been working closely with Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ), America Division, since early 2014. The GIZ leveraged its long-standing relationships in Germany and organized this portion of the trade mission in close cooperation with GOED. Jointly, a “four-level” approach to constitute the basic framework for a strategic partnership and cooperation between the State of Nevada and Central Germany has been developed. The goal of this approach is to simultaneously foster cooperation at political-, organizational-, company-, and individual levels.

Nevada’s Vineburg Machining has played an important role in the lead-up to creating this exchange and will continue to be an integral player in the exchange collaboration. Vineburg is a veteran-owned full-service machine shop that focuses on providing quality machining services for various industries and sectors by producing products for other companies that typically uses them in a finished product.

While in Berlin, the Governor met with the Coordinator of Transatlantic Cooperation at the Federal Foreign Office, the Rt. Hon Juergen Hard, MP and with members of the Association of German Chambers of Commerce and Industry to discuss bilateral trade with Nevada and participated in a showcase of autonomous vehicle technology.

In Leipzig, Governor Sandoval toured the automotive facilities of BMW and Porsche as well as BZT Borsdorf, a collaborative workforce training center, SME and in Halle, WMB Machine Tools, two small advanced manufacturing companies. These tours provided the delegation with the opportunity to learn more about Germany’s vocational training system and gain a better understanding of how workforce integration is succeeding at varying levels of industry, including how manufacturers shape curriculum development.

GOED Director Steve Hill signed a Memorandum of Understanding with the Deputy Mayor of Leipzig, Uwe Alberecht, to further enhance Nevada’s efforts to further develop an advanced manufacturing workforce in the State. Prior to that event, Director Hill signed a Memorandum of Understanding with Saxon-Anhalt State Secretary Marco Tullner during the delegations’ visit at WMB.

As a result of the trade mission, GOED and the Leipzig Chamber are exploring the adoption of German vocational training standards and credential for advanced manufacturing in Reno. In Germany, its Chambers of Commerce are responsible as “competent bodies” by law for the organization, registration, examination and certification as well as quality assurance for and of vocational training programs. They also represent and organize member company needs, interests and inputs in cooperation with business associations.

The delegation also visited two Fraunhofer Institutes in Dresden – the Fraunhofer Institute for Transportation and Infrastructure Systems (IVI) and the Fraunhofer Institute for Organic Electronics, Electron Beam and Plasma Technology (FEP). The Fraunhofer model serves as the principle for GOED’s Applied Research Center concept and is guiding Knowledge Fund sponsored projects at the three Nevada university institutions.

As a result of strategic engagement with the Republic of Poland, Governor Sandoval cemented his visit to the country by joining with government officials from Poland to sign a Memorandum of Understanding (MOU) on behalf of the State of Nevada to enhance access to the Nevada and U.S. markets for Polish companies and for Nevada-based businesses to gain access to the Polish and European markets.

With a pledge to open offices at the University of Nevada Reno’s Innovation Center, Poland’s strong economic growth, industrious population, and investment in innovation and market expansion provide Nevada with a unique opportunity. The Office will be funded by the Polish Ministry of Economy through one of its divisions, the Polish Agency for Enterprise Development (PARP).

Since 2013, the State, through the Governor’s Office of Economic Development, has developed a productive dialogue with government officials and business representatives from the Republic of Poland. The meaningful relationship that has been developed during this time has centered on assisting Polish companies seeking to access the North American market through Nevada. Additionally, as a result of GOED’s dialogue with representatives from Poland, the Polish American Chamber of Commerce will be moving its annual conference from Chicago to Las Vegas.

There will be an in-bound trade mission from Poland to Nevada in November of this year which will serve as the basis to announce more collaborative plans between Poland and Nevada.

Water, once again, served as the focal point of the Governor’s trip to Italy this summer. Italy concluded the trade mission and introduced new opportunities for Nevada to engage in international partnerships centering on water. In this case, Italy’s Ministry of Environment is exploring an MOU with Nevada to use our research for various collaborative purposes.

Switch Expands Reach Overseas on Trade MissionAs a member of the Nevada Business Delegation on the Governor’s trade mission, Switch’s trip resulted in some beneficial results for the company and its international presence.

In Poland, Switch solidified an agreement to provide reciprocal mentorships and coworking space between Warsaw Start Up Grind and The Innevation Centers in Nevada. The bridging of relationships between the two countries as well as the pending move of the Polish American Chamber of Commerce offices opening at each of the Innevation Centers, one in Las Vegas and one in Reno, is a strong economic development initiative for the State of Nevada.

Upon returning from the trade mission, the Senior Vice President of West and Southern United States for Enterprise Ireland visited Switch to discuss additional opportunities for Irish companies to collocate at Switch and set up an operational presence at The Innevation Center. Additionally, Snowdog, a Polish e-commerce company traveled to Reno to meet with Switch and EDAWN to tour potential locations for growth in Nevada.

Through Switch, Another 9, an Irish cloud provider that specializes in IT Security is looking to develop a West Coast data center presence. The company has also met with former State Superintendent Dale Erquiaga about the State’s security platform and how it works in school districts across Nevada.

GOED, DRI, Drone America and Arrowdata Partner on Drone Cloud Seeding Research ProjectDrone America, Arrowdata and DRI have joined together on a Knowledge Fund project to develop and test UAS technologies for cloud seeding operations, create forecasts and conduct flight planning for manned and unmanned aircraft, conduct cloud seeding using manned and unmanned systems and ground generators, and estimate the effectiveness of UAS Cloud Seeding operations.

The industry-academic partnership includes business expertise, UAS manufacturing capabilities, and advanced weather-modification experience. The purpose of this research is to engage unmanned systems with drought mitigation, an issue that plagues our state, especially in agriculture areas. Additionally, jobs created as a result of this initiative are intended to be high-paying STEM jobs that bolster the UAS research capabilities of the State.

GOED Knowledge Fund grant will provide $400,000 to this project and DRI, Arrowdata, and Drone America will provide another nearly $900,000 to make this a $1.2 million commitment.

NASA Awards GOED Contract for UAS Integration Work

NASA awarded The State of Nevada, through GOED, a Master Service Agreement in order to leverage the Nevada’s FAA Unmanned Aerial Systems Test Site designation. The overarching purpose of the agreement will be to perform research tasks into unmanned and autonomous flight technologies through the award of individual Task Orders for a full range of services that support the integration of unmanned systems into the commercial airspace. The Agreement states that GOED will be contracted to complete various Task Orders for research projects.

Nevada has also been given its first Task Order from NASA under this scope of work. Task Order 1, valued at $190,000, directs the State to conduct a test flight using a NASA-approved platform to demonstrate safe multi-vehicle operations at a test site using NASA’s Unmanned Traffic Management (UTM) system technologies.

GOED Staff Appointed to Key Positions

Tesla Second Quarterly Report for 2015 Published

Notable Quarterly Report findings:

• The number of employees engaged in Gigafactory construction who are residents of Nevada during Q2 2015 was 721, for a project-to-date total of 1,465

• 70% of the Q2 construction employees were residents of Nevada, for a project-to-date total of 73%

• Tesla began hiring Gigafactory operations workforce in Q1 2015, and 7 qualified employees were hired during Q2 – total wages paid to all qualified employees during Q2 were $1.4 million

• Tesla invested $39.9 million in Q2 2015, bringing the project-to-date investment to $183 million

Following approval of Senate Bill 1 in the 2014 Special Session of the Nevada Legislature, GOED is required to publish quarterly reports on the progress of the Tesla Gigafactory project, including job creation numbers and capital investment. This is done to ensure that the project is continuing to meet its contractual obligations for state incentives.

At the end of July, the Q2 2015 Tesla Quarterly Report was made public on the GOED website.

Vance Farrow, GOED’s Healthcare Industry Specialist, has been elevated to the position of Executive Commissioner for the Western Interstate Commission for Higher Education (WICHE). Vance has served as a WICHE Commissioner since 2014. In his capacity, he is working to make access to degrees in the mental and behavioral health fields a priority for Nevada’s student exchange programs.

The Intergovernmental Policy Advisory Committee on Trade (IGPAC) has accepted the appointment of GOED Director of International Trade Kris Sanchez by Ambassador Michael Froman for a term that will expire in April 2018. The IGPAC is responsible for providing advice and counsel to the United States Trade Representative on trade policy matters that have a significant relationship to the affairs of state and local governments within the jurisdiction of the United States.

GOED’s Research Director, Bob Potts, has been named to the Board of Directors for the Council for Community and Economic Research (C2ER), one of the most recognized national economic research organizations. C2ER was founded in 1961, and is a membership organization that promotes excellence in community and economic research by working to improve data availability, enhance data quality, and foster learning about regional economic analytic methods. C2ER is managed by the Center for Regional Economic Competitiveness.

Knowledge Fund Applied Innovation Center Hires Director The Desert Research Institute’s (DRI) Applied Innovation Center (AIC) has hired a Senior Director. Joe Grzymski, Ph.D., will direct a unique team of scientists, programmers and business development experts working to advance DRI’s applied research opportunities with private-sector and non-traditional research sponsors.

The AIC received $3 million from GOED’s Knowledge Fund in 2014 to integrate DRI’s core areas of expertise in hydrologic, atmospheric, earth and ecosystem sciences with data analysis and informatics, visualization, modeling and simulation.

Support from the Knowledge Fund has helped DRI fund nine new, full-time positions and helped DRI faculty attract over $870,000 in external research grants.

AVIATION COMPANIES RECEIVE FIRST INCENTIVES UNDER NEW LAW

At the July GOED Board Meeting, several Nevada companies were approved for the new Aviation Abatement to create jobs and grow the aviation manufacturing and repair industry in the State.
