The End of Commissioningreforming local government
Dr Simon Duffy & Damien Chick ■ The Centre for Welfare Reform ■ 29th November 2012 ■ Cardiff, Wales ■ Presentation for WCVA
The old model of commissioning, and the drift towards increasingly centralised forms of commissioning, is in danger of undermining local communities, co-production and the development of genuine social innovation. A modern and fair society needs to shift power back to citizens and to local communities. New solutions need to be crafted around local needs and assets.
This workshop will explore:• how to challenge procurement thinking• how to focus back on local community assets• how to invite citizen engagement• how to nurture social innovation
Four fallacies

Fallacy 1: the state is rational
Fallacy 2: you can buy community

Fallacy 4: the centre supports the local
Four questions
