TheArchivesoftheEpiscopalDioceseofMarylandcontinuestoattractresearchersfromalloverMaryland,aswellasotherstates,foreigncountries,universitiesandparishes,researchingtopicsrangingfromindividuals,parishandfamilyhistories,reparations,theCathedralgardens,diocesanConventionJournals,AfricanAmericantopicsanddisestablishment.Phoneandemailinquiriescontinuetoincrease,asdostaffrequestsforinformation.Thebi-weekly“FromtheArchives”articlespublishedinthediocesaneNewshavebeenfavorablyreceivedandcontinuetobeoneofthemostchallengingandrewardingaspectsofthearchivist’sresponsibilities.Additionally,therehavebeenconsultationscenteredonparisharchives,toursandtalksgiven,anddisplaycaseexhibitsmounted.Anongoingandlong-termtaskinvolvessorting,accessioningandstoringeightyboxesworthofpapersfromtheformerchancellors’offices.Aremindertocongregations,vestriesandclergy:if,foranyreason,youfeelthatyoucannotsafelystoreyourvitalrecords(especiallytheparishregistersandvestryminutes)please

contactthediocesanarchives.Ifyouwanttohaveyourrecordssafelystoredinourarchives,wewillestablisha“long-termloan”agreement,wherebytheparishretainsownershipoftherecordsandcanaccessthemortakethembackatanytime,buttheywillbestoredinourarchives.Technically,noindividualorgrouphastheauthoritytogiveawayvitalparishrecords,although,sadly,manychurcheshavegiventheirrecordstosecularinstitutionssuchashistoricalsocietiesandstateentities.However,theserecordsarethechurch’sstory,andonlyreflectatinybitofthemuchlargerstoryofastate’shistory.Iftheserecordsareindangerofbeingstolenorlostordestroyed,theplaceforthemisinourownchurch’sArchives. Ofcourse,wedependupondonationstoensurethatourArchivescontinuestofunction,provideaplaceofsafetyforouruniquehistoricaldocuments,andofferspaceforresearcherstodotheirwork.EverypennyofeachgifttotheF.GarnerRanneyArchivesFundgoesdirectlyintothefund,whichensuresthatthedailyrunningandcontinuedexistenceoftheArchivesissecured.Volunteersarealwayswelcome,eitherforashort-termprojectorlong-timecommitments,andyouareinvitedtojoininthetellingofourstoryoffaithinthisplace,bybeingpartofthisongoing,importantworkofstewardshipandoutreach.

WouldyouliketoputafriendlierfaceontheU.S.,especiallyBaltimore?Doyoucareaboutthementalhealthofthosewhotransport90percentofwhatweown?IsGodcallingyou(orsomeoneyouknow)tostretchyourlayorordainedministryinsomenewdirections?BaltimoreInternationalSeafarers’CenterchaplainsandvolunteerswelcomeFilipinos,Indians,Russians,Chinese,Americans,andotherseafarersworkingoncargoshipsdockedinBaltimore.Andweexperience:Amazement,whencrewsofuptosixnationalitiessetasidepoliticaldifferences,communicateinEnglish,andcooperatetoprotecttheirlivesandtheirlivelihood.Awe,becauseseafarersworksuchlonghoursinordertosupportthelovedonestheymisssomuch.Sorrow,becauseseafarers’workschedulesorvisastatusoftenpreventthemfromgoingashore,eveninsafercountriesliketheU.S.,duringtheir12-48hoursinport.Regret,becauseevenseafarerswithU.S.visasandafewfreehoursstillcan’tgetouttobuyvitaminsorwiremoneyhomeorjustseeanewface--unlesstheyhaveauthorizedescorts.Joy,whenwehaveenoughbadgedvolunteerstoprovidethoseauthorizedridesashore.(Butweneedmorevolunteers!)Reverence,whenseafarerssharetheirdeepestconcerns,aboutviolentstorms,fires,workaccidents,piracy,illnessbackhome,or—mostofall—isolation.Gratitude,whenwecansupportthemthroughprayerandadvocacy.

Iserveinthisministrybyappointmentofthebishop,supplementinghispastoralworktotheretiredclergyandtheirfamilies.MostofourretiredclergyhavecongregationsoftheirownbuttheChaplainiscalledupontoministertothosenotsoconnectedorwhoarenewinthedioceseaswellasthosethebishopdirectsmetofollowuponregardlessofthecircumstances.Visitsaremadetoallthosewhoareillincludingthoseinthehospitalandtheirspousesandfamilymembers.SometimesHolyCommunionisbroughttothem.Ialsoattendmostfuneralsofretiredclergy.Onceagain,ourannualluncheonhostedbythebishopwasheldatourCathedralwithaserviceofthanksgivingforourwork.Itwaswellattendedandgreatlyappreciated.Introductionsanddiscussionwereheldaftertheluncheonitself.Thechaplainisalsocalledupontohaveapartinsecuringsomefinancialaidforretiredclergyandtheirfamilymembers.ThisisdonethroughthebishopandaspecialfundoftheChurchPensionFund.ThePensionFundalsoprovidesinformationandcontinuedtrainingandsupportfordiocesanchaplains.Allofthisisaimedatprovidingsomerealpastoralcareforallofourretiredclergyconsidered,asourdenominationputsit,amongourveryimportanttreasures.

Compensation and Benefits Committee
Wereviewedandselectedhealthplansforclergyandlayemployeesofthediocese.AsnoneofthehealthplansofferedpreviouslybyTheEpiscopalChurchwerebeingcarriedin2020,allplanswerenewtotheDioceseofMaryland.Allhealthplanparticipantsthroughoutthediocesesuccessfullyenrolledinnewplans.WerecommendedtotheDiocesanCouncilthataportionoftheHealthInsuranceReserveFund(moneyleftoverfrominsurancepremiumsfromthetimethediocesewasself-insured)beusedtooffsetthemedicaltrusthealthinsurancepremiumsoflayretirees.Weapprovedhousingallowancesfor2020forclergyemployeesoftheDiocesanCenter.Wearecontinuingtostudyclergycompensation,analyzingitbygenderandrace.Atthe2019DiocesanConventionanamendmenttotheCompensationandBenefitsresolutionwasproposedtomandatethatthecommitteepublishannuallythesalariesofall

clergyservinginthediocese.Becauseanearlierrequesttopublishsalarieswasalreadyunderconsiderationaspartofdiocesaneffortstoredresseffectsofsystemicracismandsexism,theproposedamendmentandtheentirematterofpublishingclergysalarieswasreferredtotheCompensationandBenefitsCommitteeforfurtherstudyandaction.Thecommitteehasmadeanumberofstudiesofclergycompensationequityinrecentyears,analyzingfiguresbygenderandrace.Inresponsetothereferralmadein2019,wearenowintheprocessofexamininghowsomeotherdioceses(e.g.,Washington,Georgia,Toronto)handlethepublicationofindividualsalaries,andweareinquiringabouttheeffectsofsuchpublicationinthosedioceses.Ithasbecomeclearthatinordertomakesuchinformationbothusefulandaccurate,clergycompensationmustbepresentedasTotalAssessibleCompensation(TAC),notstipendalone,andthateachTACfiguremustbepresentedinrelationtocongregationalbudget,averageSundayattendance,thecleric’syearsofordainedexperience,andthepercentageoffull-timewhichtheclericworks.WhilehealthinsuranceisnotconsideredpartofTAC,itmaybeimportanttoaddressthisinsomemannerassomeclericscarrytheirhealthinsurancethroughaprioremployerorthroughaspouse.Presentingthislargeamountofdatainausefulformatisdifficult.Inadditiontothetechnicalchallengesinvolvedinpublishingclergycompensationinformationinamannerthatisfullyaccurateanduseful,objectionshavebeenraisedtotheveryideaofpublishingthisinformation.TheCompensation&BenefitsCommitteehasnottakenapositiononwhethercompensationdatashouldbemadepublic.InthisreporttheCommitteeisinformingConventionofwhatitseffortsthusfarhaverevealed,andwhatfurthereffortsitwillmakeinresponsetothereferralofthismatterbyConvention.Wearecontinuingtoworkonthistask,andwehopetohaveafullerreportforthe2021DiocesanConvention.

TheDioceseofMarylandendedtheyear2019withatotalrevenueonacashbasisof4.7million.Congregationalallocationsmakeup78%ofourtotalrevenue.AsofDecember31,2019,wereceived92.5%ofthetotalanticipatedcongregationalallocationsrevenue,leavinganoutstandingbalanceof$282,350or7.5%oftotalallocationsin2019.Intheyears2018and2017,theoutstandingbalancewas$253,129and$230,516respectively.Wealsoreceived$254,129fromcongregationsfortheir2018congregationalallocationspaymentplans,makingthetotalamountofthe2019congregationalallocations$3,667,396or99%ofbudgetedallocationsreceipts.

1. Congregationalallocationsmadeup78%ofourtotalrevenuereceivedin2019.
2. In 2019 we budgeted the use of 4.5% of the three-year rolling average ofinvestmentssetaside foruse inourministry.The investmentpool for thisusecontains both restricted and unrestricted funds. The total budgeted availableamountwas $585,877. This amount is not indicative of our total unrestrictedendowments.
3. Wereceivedandutilized$477,068ofrestrictedfunds.Thismoneyaccountsfor10%ofourtotalrevenue.
4. Asoftheendoftheyear2019,ourfund-raisingeffort,the“AnnualMinistries
Appeal”formerlythe“Bishop’sAppeal”,broughtin$117,114forthe2020budget.ThisamountdoesnotincludethefundsdonatedtotheBishopClaggettCenterorSuttonScholarsbecausethesehaveseparatebudgets.
5. We utilized our funds efficiently, spending 97 % on direct ministry, whilespendingonly3%oftherevenueforadministrationandfundraising.

7. By Canon, we are chargedwith presenting a balanced budget. Our budget isbrought into balance by authorizing only the amount of expenses covered byanticipatedrevenueorcashduethroughouttheyear.Asstatedabovewehadafinancialsurplusofapproximately$1,656in2019.Our2020narrativebudgetispostedonourwebsite.
Investments
TheInvestmentCommitteehastheresponsibilityofmanagingtheDiocesanInvestmentFund(“DIF”).TheDIFisacollectiveinvestmentprogramforthelong-termendowmentandinvestmentassetsoftheDioceseofMarylandandanyofitschurchesandchurch-relatedorganizationsthatchoosetoinvestalongsidetheDiocese.AsofDecember31,2019,themarketvalueoftheDIFwas$34,937,587.OneyearearlieronDecember31,2018,theportfolio’smarketvaluewas$30,119,110.Itisinterestingtonotethatin2002,theportfoliohadamarketvalueof$18,600,000.Atthecloseof2019,theDIFconsistedoftwoinvestmentpoolswiththefollowingvalues:theBalancedFundis$30,623,113andtheSociallyResponsibleBalancedFundis$4,314,474foratotalof$34,937,587.TheinvestmentobjectiveoftheBalancedFundistoprovidelongtermgrowthinvaluewithoutundueexposuretorisk,sothattheFundprovidesatotalreturnovertimethatallowsforprudentspendingwhileaccountingforinflationandfees.TheSociallyResponsibleBalancedFundisdesignedtobeinvestedincommunitydevelopment,supportsociallyresponsiblecorporations,andhelpourinvestmentsbeusedinworktowardthegreatergood.For2019thebroaddomesticandinternationalequitymarketsdeliveredpositivereturnsinexcessof30%and20%respectively,andthebroaddomesticfixedincomemarketsdeliveredpositivereturnsofnearly9%.Thiswasreflectedina$4.8million(16.0%)increaseinvaluefortheDIF,despitewithdrawalsduring2019of$1,093,305.During2019,followingconsiderablereview,theInvestmentCommitteemadearecommendationtotheBishoptotransferinvestmentmanagementoftheDIFfromGraystoneConsultingtotheEpiscopalChurchFoundation’sEndowmentManagementSolutions(EMS)programwithStateStreetGlobalAdvisors(SSgA)asinvestmentmanager.Inmakingitsrecommendation,theCommitteenotedthattheEMSProgramincludedanattractivebalanceofoperationalbenefits–includinglowerfeesandenhancedreporting–withreturnobjectivesdesignedtotrackinvestmentpolicybenchmarks,withoutsubstantiallychangingtheDIF’soverallinvestmentstrategy.FollowingapprovalbytheBishop,managementoftheDIFwastransferredtotheEMSprogramwithSSgAonNovember1,2019.ParishesarewelcomedandencouragedtoparticipateintheDIF.Formoreinformation,pleasecontactJasonKamrathattheDiocesanCenter.During2019,theInvestmentCommitteemetquarterlytoreviewtheresultsandstrategiesofthevariousinvestmentmanagers.IamgratefultotheInvestmentCommitteemembers

“Withoutforgiveness,”saidArchbishopDesmondTutu,“therecanbenofuture.”Acommunityofloveknowshowtoregularlyofferforgivenesstoeachandeverymemberfreely,andeverymemberisexpectedtoacceptthatofferofforgiveness.
It’simportanttonotethateachofthefour“pillars”havetobeoperativeatthesametimeinorderforthecommunityoflovetoflourish.Ifoneofthemiswithheld,thenthewholethingcollapses.
2)Aneffectivecommunitynevergivesupongettingbetter.
BishopMikeCreighton’sstoryregardinghishighschoolbasketballteam...theywerebadandaftereverylosstheircoachwouldtalktothemaboutthedifferencebetweendisappointmentanddiscouragement.Thelatteriseasytosuccumbto,butitdoesn’tempoweranyonetodobetter.Itliterallyrobspeopleof“courage,”thekeyingredienttopersonalandcommunalsuccess.Theformerishardertodo,butitultimatelyisthemostsatisfying.
3)Aneffectivecommunityrestsmorethanitacts…or“reacts.”
SuzanneFarnham’sconfessionregardingchangingherattitudeaboutourpresident,seeinghiminanewwayasoneofherchildren.Shestillverymuchisopposedtowhathesays,does,andwhathestandsfor,butshenowhasamoreloving,sympatheticChristianattitudetowardhim.Thiscanfrommuchprayer,butjustasimportantly,takingarestfromlatenightcomediansandmediawhichfeedasteadydietofsavaginghim.And,shedidnotpostherfeelingsonsocialmediawhichwouldonlyinflamepassionsmore.
Mychallengetodiocesanclergyandlayleaders:takeregularsabbathsfromusingsocialmedia,andviewingit.Reasons:1)Itbreedsnegativity,whichspreadslikeavirus-itgoesviral.There’salackofgraceinoursociety,andthatisespeciallydamagingwhenchurchleadersshowit.2)Biblically,

takingsabbathisveryimportant.Justasagriculturallythelandneedstoresteverysevenyears,soweneedtorestouremotionsandenergies.Retreatisimportant!

Sec.2Actionunderthiscanonmaybeinitiatedbyanyofthefollowing:
a) Therector,priest-in-charge,orvestryofanysuchcongregation;orb) TheBishop;orc) TheStandingCommitteeupontheaffirmativevoteofamajorityofits
members.
Sec.3. Thebishopmayappointateamofthree(3)personswhoarenotmembersofthecongregationtoinvestigateandadviseastohowtoamelioratetheconditionsorrecommendmovinginadifferentdirection,andtogiveareporttothebishopthereon.Thebishopshallhavethefurtherrighttohavethefinancialrecordsofthecongregationaudited.
Sec.4.Intheeventthattheconditionsspecifiedshallpersist,theBishop,withtheconsentofamajorityofthemembersoftheStandingCommittee,maydeclarethecongregationtobeanImperiledCongregationandmayrequiretheapplicationofoneormoreofthefollowing:
a)AppointmentbytheBishopoffiveormoreadultstogoverntheaffairsofthecongregationasthevestry,duringthependencyoftheseconditions.b)Designationoftherectorofthecongregationasvicar,duringthependencyoftheseconditions.c)ConveyanceoftitleofallrealpropertytotheDiocese,whichshallholdthesameintrustduringthependencyoftheseconditions.d) Suchothermeasures,duringthependencyoftheseconditions,asmaybenecessarymeasurestorestorehealthtothecongregation.

Sec.5.Itshallbethedutyofallpartiestolabortorestorethecongregationtoagreaterdegreeofhealthordiscernandimplementotheralternativesthatfurtherthemissionofthecongregation,settingforthissuestobeaddressedinanopen,honestmannerandworkingtowardtheresolutionofsuchissuesinaclimateofrespectandcharity,andforthegreatergoodoftheChurch’switnesstoitsLord.
Sec.6.WhentheBishop,inconsultationwiththeStandingCommittee,determinesthatrestorationorrevitalizationisnolongerviableorfeasible,theBishop,withmajoritysupportoftheStandingCommittee,shallhavetheauthoritytoclosethecongregationpermanentlyandtakethenecessarystepstodispersetheassetsandprovidepastoralprovisionfortransferofmembershipofparishionerstoothercongregationsasrequested.
