In January 2013 as 57th chapter of IDA
The policy: Specialists on environment, lighting, astronomy and other fields collaborate and act together to form a better lighting environment (less LP, energy-saving).
Among collaborators are: Lighting Detectives (by people in lighting fields) Hoshizora-Kodan (by amateur astronomers)

Lighting Detectives
Mr. Kaoru Mende, a well-known lighting designer, started this non-profit group in 1990. Currently about 500 members.
“To study lighting culture through the observation and surveying of urban light environments in Japan and throughout the world.”
Activities: Local and Foreign Lighting Survey, Children’s Workshops, Nightscape Watch etc.

Hoshizora-Kodan (Alliance of Starry Night Distributors)
A group of amateur astronomers to act for providing better starry skies. Established in 2007. 100 members.
Activities: Conducting/assisting many star parties all over Japan (300+ events since 2007), researching on the night sky brightness by digital cameras etc.
What can we do together?
My idea is :
Visit the 23 districts one by one Event title: Public lecture on lighting and starry sky

We already have the know-how of activities.
3 - 4 events/year. Several years to complete all districts.

Public lectures (1.5 hours) 1) Basics of LP 2) Report on the lighting environment of the district 3) Report on the night sky of the district
Workshops for children (1.5 - 2.0 hours) 1) Experiencing the darkness 2) Making an Andon 3) Dark Skies Education Kit 4) Star party
Values of the ‘caravan’ project
(For the public) Make them interested in lighting and stars Raise awareness about LP Make them understand that LP is around them by
showing local data
(For us) By acting together for the same goal, we can exchange
knowledges and opinions effectively, and understand each other.
We can attract attention of the media. After comleting all districts, we get maps of the lighting
environment and the night sky brightness.
