Introduction It’s already been twenty years! France and Germany showed great foresight on 2 October, 1990 by signing a trans-national agreement and laying the foundation for a European cultural TV channel. Today, ARTE is the outstanding cultural brand in the television and media landscape. For many young European fi lm-makers, ARTE has been the fi rst port of call for their projects and a springboard to success. The channel is a platform and workshop for European culture, offering intelligent and appealing television to inquisitive and cosmopolitan citizens. In this global age, ARTE is also a gateway to different cultures, social systems, and worldviews. Europe, at its best, has always been infl uenced by ideas and inventions from around the world. Providing access to a variety of world cultures is a key commitment for the channel.The audiovisual landscape has changed signifi cantly since ARTE was founded. The amazing success of the Internet has revolutionised viewers’ habits, especially among the young. The digital revolution constantly offers new user features and is transforming the once passive viewer into an active participant. For this reason, ARTE has placed the Internet and new media development at the heart of its strategies from the beginning. New ground was broken, for example, with the ARTE+7 television on demand service. In the coming months, a creative platform will be launched in conjunction with European fi lm schools. Partnerships with YouTube and Facebook are also in the pipeline.But even in this rapidly evolving digital age, innovations in conventional television retain their intrinsic value. This is why ARTE has embraced HDTV from its inception and is currently in the process of completely converting its broadcasting operations to HDTV. ARTE remains a major platform for fi lm-makers and creative minds from all over Europe. For our viewers, ARTE continues to astonish.

ProgrammesA STRONG LINE-UP FOR DISCERNING VIEWERS ARTE is based on quality and innovation. In an age when the latest technological developments and increasing competition are leading to fundamental changes across the media landscape, our viewers appreciate that we keep our editorial promises and continue to offer high-quality programming. In Germany, ARTE is successfully attracting and retaining an ever greater number of viewers, particularly with its daytime and prime time schedules. In France too, ARTE’s share of the DVB-T market is continually increasing, although the launch of new channels has had a serious impact on the French television landscape.
ARTE is reacting to the dynamic changes occurring within the media environmentin both countries by introducing a new approach to its programme line-up that will give a particular boost to the prime time and late evening slots. Since its launch, ARTE has provided its viewers with the stories behind world affairs as well as explaining their signifi cance. Innovations to news reporting are also being introduced, with ARTE Journal, The Blogger and Yourope outlining current events from a European and international perspective. ARTE is producing more science-based documentaries and magazine programmes for peak viewing hours. ARTE is also approaching its goal of reaching a younger target audience
with a new style for culture and music programmes that features the stars of yesterday and tomorrow. In 2010, ARTE will continue to plan programmes from an event-oriented perspective. Some highlights of this year’s programmes include: Frédéric Chopin’s 200th anniversary, the outstanding works of the Japanese cartoonist Hayao Miyazaki, biodiversity, and of course Africa, site of this year’s Football World Cup, and a summer of music from the sixties, to name merely a few. Join us for these programmes and more on ARTE, and it’s even more amazing in HD!

While entertaining the family on Sunday and tackling social and political issues on Tuesday, ARTE’s theme evenings feature a set of fi lms, documentaries and discussions devoted to a single topic. This showcase for independent fi lm-makers from Europe and the US features such works as: Amos Gitaï’s Free Zone, Marion Hänsel’s Sounds of Sand, Matthias Glasner’s The Free Will, and others.
ARTE, FROM SILENT FILM TO B MOVIES…ARTE strives to encourage fi lm-makers and offers a platform for young talent on Short Circuit, the fi lm magazine that gets behind the scenes of movie-making. Trash provokes and amuses viewers with what might be called B movies. Emphasis is placed on rather extravagant fi lms that offended good taste and moral sensibilities when fi rst released but later came to be seen as pioneering works of world cinema. Medium Length Films presents the fi rst works, often highly individual, of young directors past and present. The director Volker Schlöndorff, author Mario Vargas Llosa, the Dalai Lama, and ex-magistrate Eva Joly are among those talking about their careers, sharing their hopes and fears, revealing what drives them, and describing the obstacles they’ve overcome.

Providing a real space for collective and individual memory, History on Wednesday focuses on the 20th century, scouring the archives and drawing on individual testimonies to create a fascinating view of history. Nanking 1937 – Chronicle of a Massacre, Andrei Dmitrievich Sakharov – a free man and the documentary series The War are a few examples of the windows the viewer is given on today’s world.

ON-AIR DEPARTMENTThe On-Air Department is actually four departments: Pre-Broadcast, Broadcasting, Broadcast Continuity, and Onscreen Design – sound and text. Together, they are responsible for all stages of the programming and broadcasting process, from technical conformance to advance promotion with international award winning trailers harmoniously designed to refl ect channel branding and identity.
PROGRAMMING IN TWO LANGUAGESAs a French/German co-operation, ARTE produces and broadcasts all programmes in both languages. French- and German-speaking viewers automatically receive broadcasts in their own language but also have access to the second language version as well as original language versions with subtitles for some fi lms.
This creates a daily challenge for theARTE staff. The Subtitling/Dubbing Service supervises subtitling, dubbing and re-versioning of voice-overs and narration. Language Service provides simultaneous translation for studio productions, as well as multilanguage versions of live events such as opera, theatre and festivals.

PRESS AND PUBLIC RELATIONS There is a high level of awareness in the media of ARTE’s exacting standards as a quality cultural network open to the world, and so the channel’s programming and top features attract extensive press coverage in France, Germany and throughout Europe. The full range of TV magazine programmes, daily press, radio and new media thus represent a major public relations vehicle for ARTE, to which the channel attaches enormous importance. The press offi ces in Paris, Strasbourg and Baden Baden co-ordinate ARTE’s public relations efforts, organising numerous initiatives across Europe that provide an opportunity for liaison and exchange of ideas with journalists and industry professionals.
CULTURAL INITIATIVES ARTE plays an active role in the cultural life of France, Germany and Europe as a whole, providing creative space for artists and encouraging contact with the public. ARTE France has set up a special commission for its cultural initiatives, which has led to numerous events in France and Europe, in particular the Temps d’images Festival of the performing and moving image arts. In Germany, ARTE Deutschland co-operates with several major cultural institutions, including the “Houses of Literature” (Literaturhäuser), and Franco-German events such as the Perspectives theatre festival.
TRADE FAIRS AND FESTIVALSA much sought after producer, ARTE maintains a high profi le at all the important festivals in Germany, France and other European countries. The ARTE Group is made up of three separate bodies: the Strasbourg based European Economic Interest Grouping ARTE GEIE, plus two member companies acting as editorial and programme production centres, ARTE France in Paris and ARTE Deutschland in Baden Baden. These two companies currently provide three-quarters of ARTE’s programming in equal proportion, the remainder being provided by ARTE GEIE and the channel’s European partners.
The members are responsible for submitting programme proposals, which have to be approved by the Programme Committee and are subsequently broadcast from Strasbourg. They jointly fi nance and control headquarters operations in Strasbourg, while also representing the interests of French and German partners before ARTE GEIE’s decision-making bodies.

The purpose of a European Economic Interest Grouping (GEIE) is to promote cross-border co-operation and facilitate or develop the economic activity of its members. Governed by European and not national law, its flexible legal structure enables its members to group part of their activities while retaining their legal and economic independence.
ARTE* was founded on 30 April 1991 as a European Economic Interest Grouping (GEIE). It is composed of two equal members: ARTE Deutschland TV GmbH and ARTE France. Article 2 of the contract establishing ARTE GEIE defi nes its role: “The purpose of this grouping is to conceive and produce television programmes which, in a broad sense, are cultural and international in character and conducive to promoting understanding and rapport between Europe’s nations and to broadcast these programmes or to authorise their broadcast.”
The Strasbourg headquarters is in charge of programme strategy, commissioning policy and scheduling. It is responsible for broadcasting and on-air promotion and provides the language services required for multilingual transmission. It also produces news, magazine programmes and some of the theme evenings. In addition to this, ARTE GEIE plans and co-ordinates public relations activities and manages relations with European partners.

The Management Board directs the channel’s operations and reports regularly to the General Assembly. It has four members: the Chairman, the Vice Chairman, the Director of Programmes, and the Administrative Director. Each is appointed for a four-year term of office. ARTE GEIE
A workforce of 430 French and German employees ensures the smooth operation of ARTE GEIE, which also relies on the efforts of freelance and independent journalists and occasional performers, as well as various contractors for miscellaneous services. The average staff age is forty-two, with around nine years of service. In an enterprise with dual nationality like ARTE, the need to establish a common corporate culture and identity that all staff can identify with is a major challenge faced daily, in all of its activities. Good communication between, and co-ordination of, the channel’s three operational centres are critical elements in this process. An internal forum and a staff exchange programme enable everyone involved to experience the varied skills and know-how that go into making the channel successful while also providing a space for inter-personnel dialogue within the company.
ARTE GEIE is a fi nancially independent, self-governing entity. In addition to management controls exercised by two controllers from ARTE France and ARTE Deutschland appointed by the General Assembly – currently Fabrice Rebois and Dr. Klaus Wenger – and the fi nancial controls provided by the auditors, an external control function has been created to check on the implementation of resolutions adopted by the General Assembly, compliance with current legislative requirements, and the effective use of funds.

ADVISORY COMMITTEE
The Programme Committee sets the channel’s editorial policy and drafts the programme agenda for submission to the General Assembly. The Assembly convenes once a month in the Strasbourg headquarters, studies members’ and headquarters’ proposals and decides which of these programmes will be screened on ARTE. The Programme Committee is chaired by the Programme Director and includes three further representatives from the headquarters in Strasbourg, two representatives each from the French and German members and, in an advisory capacity, a representative from each associate partner.

ARTE France produces, co-produces and purchases programmes for ARTE. Production policy focuses primarily on promoting original, high-quality audiovisual work. Commissions from ARTE France contribute to sustaining a network of independent producers, while its co-productions ensure that the company is a major player in the fi lm and television industry, both in France and Europe-wide. ARTE France has a permanent workforce of 220 professionals with skills in programming, communication, multimedia, development, international relations and management, all contributing to the objectives of the channel. Two subsidiaries have also been set up: the fi lm production company ARTE France Cinéma, and the audiovisual production and publishing company ARTE France Développement, one of whose main tasks is marketing books and DVDs under the brand name ARTE Editions. A video-on-demand download service is also offered on www.artevod.com.A shareholder in TV5MONDE and the Canadian cultural channel ARTV, ARTE France boosts the distribution of its programmes worldwide by making them available, on a co-operative basis, to these and other channels. ARTE France organises and supports professional training programmes outside France, sometimes in association with Canal France International, of which it is also a shareholder.

ARTE DEUTSCHLAND TV GMBH
The structure of the Baden Baden based company is identical to that of federal public broadcasting stations throughout Germany. Its shareholders are the state broadcasting corporations ARD* and ZDF**. The entire German contribution to ARTE consists of programmes, often television premieres, which have been either purchased or produced by ARD and ZDF.
The ARTE liaison offi cers at ARD and the ARTE co-ordinator at ZDF are responsible for programming proposals and their realisation. They work in close collaboration with their respective editorial departments, the ARTE Deutschland Programme Co-ordination, and editorial departments at ARTE GEIE. ARTE Deutschland is represented on the Programming Committee and other executive boards by its managing directors.
ARTE Deutschland is predominantly concerned with the co-ordination and contract settlements of the German programme contributions for both television and Internet. They are also responsible for programme-related communication in Germany as well as for expanding and maintaining a large network of partnerships with cultural and media organisations in the fi elds of literature, theatre, music, fi ne arts and audiovisual media. With regards to multimedia administration, ARTE Deutschland, in collaboration with its shareholders, has editorial responsibility
for themed fi les and content on certain parts of the ARTE website. Together with ARTE France, ARTE Deutschland supervises the organisation and editing of live streaming for the concert and event platform, ARTE Live Web. These ventures all serve to demonstrate ARTE’s commitment to Franco-German partnership and to Europe.

HDTVSince 2007, ARTE has broadcast programmes in HD via ADSL, cable, the ASTRA satellite, and on Digital Terrestrial Television (DTTV). The number of HD productions is growing constantly and all ARTE programmes are being converted to a technical quality that is ideally suited to fl at widescreen televisions.
BRINGING ARTE TO EVERY SCREENTV via ADSL ARTE features in several triple play packages (Internet / telephone / TV) offered by ADSL providers.
Hybrid Broadcast Broadband TV The idea of HBB-TV is to merge broadcast audiences with Internet users in front of a single screen, enabling viewers to surf the web and watch TV on the same set. All ARTE’s programming, free-to-air and on demand, is available via broadband with excellent picture quality.
On mobile phones and iPhonesIn Germany, the latest mobile phone models allow reception of ARTE via DTTV. In both Germany and France, special iPhone packages offer access to ARTE using 3G streaming technology.
SAME PICTURE, DIFFERENT LANGUAGESThanks to digital transmission, ARTE programmes are always available in stereo and in both local languages. French and German speaking viewers automatically receive broadcasts in their own language but also have access to the second language version as well as original language versions with subtitles for some fi lms.
SUBTITLES FOR HEARING-IMPAIRED VIEWERS AND AUDIO DESCRIPTIONEvery year ARTE broadcasts about thirty cinema titles and television dramas with Audio Description on the second channel via DTTV, satellite and over-the-air. The AD feature, available in both French and German, makes visual and narrative content accessible to the blind and visually impaired. The channel is also increasingly offering programmes for the hard of hearing: up to 50% of its broadcasts can be accessed in a subtitled version via teletext, or by using the “subtitles” function on TNT, satellite, ADSL and cable decoders.

SATELLITE COVERAGE
IN FRANCE AND GERMANYARTE can be watched by about 95% of the population in the two countries.
In France 5.3 million households have a satellite dish, 2.9 million are cable subscribers, 7.4 million receive DTTV and 3.6 million are still using the analogue terrestrial network, on which ARTE is broadcast from 7 pm daily. Nearly all of France and its territories now receive DTTV and the transition from analogue will be complete by the end of 2011. Almost 3 million households are ADSL subscribers.
In Germany 15.8 million households are cable subscribers and 14.7 million have a satellite dish. 3.6 million households have access to DTTV. 300.000 households are ADSL subscribers.
New transmission technologies are constantly expanding the number of viewers in Europe who can receive ARTE programmes. In 2009, the total reach of the channel was 190 million viewers in 80 million households.
IN EUROPE AND WORLD WIDEAs a European cultural network, ARTE is relayed by numerous cable networks and satellite services Europe-wide and overseas:• In Belgium 98% of households
receive ARTE (total 4 million households).
• In Switzerland ARTE is broadcast (in French and German) on all cable networks – a total of 3 million households.
• In the Netherlands ARTE is available to 3 million cable households.
• In Spain ARTE is accessible via cable networks. A selection of ARTE programmes is also shown by the state owned national network La 2.
• In Austria 85% of cable networks relay ARTE programmes to 1 million households. ARTE is also received by 1.5 million households with satellite dishes.
• In Finland 1 million households receive ARTE via satellite. The signal is also carried by numerous cable networks.
• In Poland 440.000 households receive ARTE via satellite.
• In Luxembourg 90% of households can receive ARTE.
• Via satellite, ARTE is watched by an extensive viewership all over Europe (Denmark, Norway, Sweden, Iceland, Estonia, Latvia, Portugal, Hungary, Slovenia, Bulgaria, Albania, Bosnia-Herzegovina), as well as around the Mediterranean rim.
• In Africa ARTE is broadcast via satellite, cable, BRS and ADSL in twenty French-speaking countries as part of the digital service CANALSATELLITE HORIZONS.
