Responsive design is when a web page resizes itself dynamically (ex: I change the size of the window) In this example, it is the exact same HTML code.
Adaptive design is when you design 1 template for the web site and 1 template for mobile. You have two different codes to design the presentation of your information.
You can generally switch between classic and mobile version.
