God permits murderers to be punished•Genesis 9:6 (God talking to Noah): •Whoever sheds man's blood, By man his

God punishes murderers through government•Romans 13:3-4 (Paul teaching us): For
rulers are not a terror to good conduct, but to bad. Would you have no fear of the one who is in authority? Then do what is good, and you will receive his approval, for he is God’s servant for your good. But if you do wrong, be afraid, for he does not bear the sword in vain. For he is the servant of God, an avenger who carries out God’s wrath on the wrongdoer. (ESV)

•Martin Luther’s explanation includes not harming others, but rather helping others.
•As in other explanations, he starts by reminding us to “fear and love God.” next:

Why say “Fear and Love God?”
•The “fear” part means that when we catch our old nature hurting someone, or not helping, we ask for forgiveness.
•The “love” part means that when our new nature wants to know how to show love to God, the answer is to “help and support” the people around us.
