Regular Meeting - October 7 (&21), 2015 -Pending Approval-

Meeting was called to order at 6:00 p.m. by Gene
Wright with the Pledge of Allegiance.
Motion by Zane, Second by Gene to approve minutes of
September 2, 2015 meeting. Carried.
Motion by Zane, Second by Gene to approve September
2015 Treasurer’s Report. Carried.
Old Business:
At 6:05 p.m. Gene turned the meeting over to Zane to
moderate since Gene is a member of the Prospectors
Trail Alliance.
Prospectors ATV Trail Discussion. The trail is part of
a 253 mile trail that connects Embarrass to Tower,
Soudan, Babbitt, Ely and Lake County. The route that
is in question is the proposed route that would connect
Embarrass to the main part of the Prospectors Trail.
(Embarrass Old School Parking Lot, crossing Hwy 21,
following Hanka Nevala Rd to Hwy 26, then taking the
ditch of 26 & County Hwy 21 to Hayland Rd and out
to the trail.) The trail group would like to put signs on
the road indicating where the trail is to make the route
safer and provide insurance coverage for this portion of
the trail. Concerns of citizens included noise, dust,
sharp 90 degree corners being dangerous to riders.
Some residents along trail route didn’t feel they were
given proper notice of the proposed route, questions on
liability if someone drives off the trail onto private
property, concerns of dog walkers if ATV’s are present,
several near accidents recently between ATV’s and
other vehicles and vandalism/theft. Some citizens were
in favor of the route as Embarrass residents/visitors
don’t currently have access to an ATV trail without
trailering their ATV. Nick Wognam spoke on behalf
of the trail group trying to alleviate concerns and
explain the types of things the trail group may be able
to do to minimize some of the issues (i.e. dust, blind-
corners). Some questioned whether another route
would be less disruptive to local property owners.
Motion by Gene to allow the Hanka-Nevala Rd to be
signed and insured by the Prospectors Alliance Trail
Group. Motion failed for lack of second as Zane would
like to wait until all supervisors are present to vote on
the issue. Following discussion, it was decided to
recess the meeting (following remainder of regular
agenda business) until Wednesday, October 21, 2015
@ 6:00 p.m. when all supervisors could be present to
vote on signing and insuring the trail route.
There was a brief discussion of the Mesabi Trail route
decision that was approved at the September 2, 2015
meeting. A decision has not yet been made on where
the trailhead in Embarrass will be as that will be
determined after the entire route through Embarrass is
decided (including how the trail will be connected to
the campground).
Fireworks ordinance for Embarrass Township was
tabled for a future meeting.
Clerk updated the board on the Iron Range Attractions
Council Meeting she attended on September 9.
Benefits to the township for continuing to attend these
meetings would be to keep Heritage Homestead Tours
on the radar of other organizations in the Iron Range
Tourism Bureau area. Group advertising is already in
place and tours are mentioned. There may be
opportunities in the future to include our tours as part
of some group tours along with other attractions like
the Soudan Mine, Museum of Mining, local historical
societies, Hibbing School, etc. Motion by Zane, Second

The board thanked Jim Nelmark for the work done on
the Little League Fence project. Thank you cards were
also sent to those who volunteered their time or
equipment to complete the job.
New Business:
Request to have a quilting class at the town hall. Board
will discuss rental fee when exact dates are decided.
The new Embarrass website is up and running. There
are still a few changes and additions to be made as time
goes on.
Clerk is waiting for an exact quote from Lake
Connections on the cost to the township for Fiber Optic
phone/internet service. Board will discuss when the
estimate is received.
Reports:
Maintenance: Mowing, fixed damage at Pyhala
homestead, fixed and cleaned gutters on town hall,
swept the bike trail, new flag pole at cemetery, cleaned
maintenance building and gas stove heater, closed up
campground, painted benches at ball field, installed
cellular booster at town hall, split wood and brought to
rink, removed mower deck on Cub Cadet so it can be
replaced, made appt. to have new tires put on the trailer
wheels. Paul questioned if work was planned at the
Pyhala Homestead – the board is still trying to find
contractors who work on historical buildings like this.
Roads: All roads were graded on September 17.
Campground: Cindy Koivisto may be interested in
returning to the campground in 2016. Motion by Gene,
Second by Zane to contact Cindy to let her know we’d
be interested in having her return for the season.
Carried 2-0.
Sisu: Painting of the Nelimark Garage should be
completed by Sisu volunteers by September 27. The
township has been asked to re-assess the paint situation
at the Nelimark House. The property inspection report
has stated that touchup paint is needed, but some feel
that the entire house should be repainted. The board
will take a look to see what is needed and discuss for
2016. The railing at the Nelimark House needs to be
replaced (will be added to the maintenance to-do list).
Request to stain and seal the railing instead of paint it.
Consent Agenda: Correspondence: At its September
1 meeting, the Fire Department decided to purchase a
new fire truck from Eveleth and discussed raising
contract rates by 3% for 2017 (previous discussions had
indicated rates could increase by 5%, so the town board
will take this into consideration when assigning the
2017 levy). Sam’s Club memberships will be renewed
with fees being paid by the employees who have
memberships.
Motion by Gene, Second by Zane to approve Claims &
Payroll (signed & filed). Carried 2-0.

Everyone was presented with copies of the two
petitions that have been received by the board as well
as written comments received from a land owner. After
a brief explanation of the concerns discussed on
October 7, Gene turned the meeting over to Vice Chair
Phil Hebl stating he would abstain from voting due to
his membership with the Prospectors Alliance Trail
Group. As Phil was not in attendance on October 7, he
asked a few questions about insurance ($1M provided
by trail group), placing chloride on the road for dust
control (trail group will discuss) and speed limits
(township can post if necessary). Other questions that
arose were about signage (the DNR sign policy will be
followed, examples were given) and other route options
(i.e. east side of Hwy 21, but it was explained this is
mostly wetlands and not feasible, and the road shoulder
isn’t workable because it’s paved). It was mentioned
that roads which have trails on them, have signs to
notify ATV drivers that the trail is “shared with
highway licensed vehicles”. ATV’s must follow the
same rules (i.e. driving on the right side of the road) as
highway vehicles. Road maintenance was discussed
and the board indicated they may have to spend more
time and money on the road to keep the road in good
shape. Designated trails can be patrolled by DNR
Conservation Officers. There was a suggestion to try it
out for a year and see if any issues arise from increased
usage of the road by ATV’s. Motion by Phil, Second
by Zane to approve using Hanka Nevala Road as part
FLYING FINN Page 5 NOVEMBER 2015 of the spur route (connection) to the Prospectors Trail
for a trail period of 1 year, to be revisited in the fall of
2016. Carried 2-0 (Gene abstained). Hanka Nevala
property owners requested letters be sent to them when
the item will be on the agenda. Letters will be sent to
those persons and anyone who signed the petitions in
2015. Motion by Phil, Second by Zane to have the
Prospectors Alliance Trail Group provide signage and
insurance and look into placing chloride on portions of
the road for dust control. Carried 2-0 (Gene
abstained). The board did indicate that the road needs
to be brushed whether a trail is there or not. Ron Potter
asked if it would be ok to sign the road in the Spring of
2016 because the Trail closes on November 1 (All ATV
Grant-in-Aid trails must close on or before November
1) – the board agreed to let them wait until Spring.
Gene returned as Chair at 6:57 p.m. to resume the
meeting.
An estimate was received from Aurora Electric for
several small projects that need to be completed at the
Town Hall, Information Center and Campground.
Three other electricians had been contacted as well, but
never returned phone calls. Motion by Gene, Second
by Zane to accept Aurora Electric’s quote to install 2
new outlets at the town hall, work on 2 fluorescent
lights at hall, install LED lights at Hall, Information
Center and Campground and replace one heater in the
shower house. Carried 3-0.
Meeting was adjourned at 7:00 p.m.

Waasa Township Regular Board Meeting
Thursday, October 1, 2015
Pending Board Approval

The meeting was called to order by Chair Russ Webb at 7
p.m. and the Pledge of Allegiance was recited.
Minutes Approval: Russ moved to approve the
September 3, 2015 Regular Meeting Minutes. Mitch
supported. Carried (2-0).
Treasurer’s Report: Total disbursements for August
were General Fund: $828.93, Road & Bridge: $936.00
and Cemetery: $130.00. Receipts were: $63.14 from
Embarrass Vermilion Federal Credit Union and $817.03
from St. Louis County Auditor (2015 MN DNR PILT).
Russ moved to accept the report and Mitch supported.
Carried (2-0).
Approval to Pay Bills: Mitch motioned to approve
payment of all bills listed on the agenda including the
payment to St. Louis County for AutoMark maintenance
& firmware, which had been tabled from the September
meeting. This is half of the charge for each election. (It
is state mandated that we have the AutoMark machine
available for voters.) Payments were also approved for
payroll and PERA. Russ supported. Carried (2-0).
Roads: All roads have dried off and are in good
condition.
Old Business: Mitch has been in contact with Woodland
Builders. Work has begun on the roof and the chimneys
have been taken down.
Mitch is planning to attend the ERVFD mtg. on Oct. 6.
After discussing price quotes from Lakes Gas, Superior
Propane, Range Cooperatives, Ferrellgas and Superior
Gas, Mitch motioned to switch to the lowest quote with
no charge for switching out tanks and to purchase our own
tank at a reasonable price (around $500), if found. Russ
supported. Carried (2-0).
New Business: Approval to borrow 6 tables and chairs to
Russ on October 16-18.
Correspondence: All mail was read and filed.
Adjournment: Russ moved to adjourn at 7:45 p.m. with
support from Mitch. Carried.

The Mail-A-Book service from the Arrowhead Library System (ALS) loans paperback books and other items via the US Mail, free of charge. This tax-supported service delivers library items directly to your mailbox including the cost of postage. They arrive in a canvas bag with a return label and prepaid postage.
Who is eligible for this service? Rural residents and people who live in a city without a public library. This service is available to residents of Carlton, Cook, Itasca, Koochiching, Lake, Lake of the Woods and St. Louis Counties.
The Hot Reads for Cold Nights Adult Winter Reading Program and the Reading Is Snow Much Fun! Children’s Winter Reading Program, starts December 21, 2015, and runs through March 15, 2016.
Paper catalogs listing more than 1,000 items are sent out twice a year to more than 2,250 households. If you are interested in cooking, audio books on CD, DVDs, inspirational books, or children’s items, they also have catalogs listing the titles available from Mail-A-Book. FY 2016 Funding

SAINT PAUL, MINN, Oct. 9, 2015 – Agricultural producers looking to solve natural resource problems on their farms will want to plan ahead and sign-up early for United States Department of Agriculture
(USDA) funding. Cathee Pullman, USDA-Natural
Resources Conservation Service (NRCS) State Conservationist in Minnesota, announced that farmers interested in the Environmental Quality Incentives Program (EQIP) need to apply by November 20, 2015, for funding in 2016.
EQIP is a voluntary program that provides financial and
technical assistance to agricultural producers. These contracts provide financial assistance to help plan and implement conservation practices that address natural resource concerns and for opportunities to improve soil, water, plant, animal, air, and related resources on agricultural land and non-industrial private forestland.
“EQIP is just one tool for landowners who want to
apply conservation practices on the ground,” said Pullman. “By working with the local NRCS offices, you
can apply for NRCS programs which work best for your land.”
Applications for EQIP are accepted on a continuous basis, however, NRCS establishes application
acceptance or submission deadline dates for evaluation and ranking of eligible applications. Contracts will be awarded to producers’ with the highest rankings until funds are exhausted.

1. There were no minutes from the August meeting.
2. August financial report was presented and approved.
3. Jack moved and Ron seconded to approve payment of
LHB invoice for $464.29. This will be the final
payment, as it bring us up to their bid of $21,300.
4. Mickey gave a membership report. 162 members. At
the Community Night Out, we have 7 new memberships
and 1 renewal.
5. Becky gave a museum report from the artisan group.
This weekend will be the final weekend of the season.
Preparations will begin soon, for the two Christmas
weekends.
6. We discussed and evaluated the Community Night Out
on September 13. All evaluations were positive. Pam
will have a detailed financial report from the CNO at our
next meeting.
7. Jack gave a housebarn project report. Shakes have been
put on the east roof, metal roofing is completed on the
south side, log replacement is complete, windows have
been taken out and brought to the contractor’s shop and
the north roof and ramps are left to be completed.
8. Becky moved, Mickey seconded to accept Paul Knut’s
resignation from the board, with regrets. A letter of
appreciation will be sent to Paul. We will leave Paul’s
position open until the February election, unless the new
treasurer is not on the board. If that is the case, the new
treasurer would take Paul’s place.
9. Pam will be transitioning out of the treasurer role after
the 2014 audit is complete. We need to find someone to
take her place. If not a board member, this person will
be appointed to the board vacancy left by Paul’s
resignation.
10. Those who have volunteered to serve on the church
acquisition committee were instructed to begin meeting
for the purpose of projecting the financial obligations we
would have, if we acquired the Apostolic church
building. They will also look into ways that the church
could be self-supporting. It was reported that some
pledges have come in, as seed money toward a church
fund, if we should acquire the building. The committee
will give a report and present their recommendation to
the full board in the spring. The committee is Becky
Kallio, Charlotte Erickson, John Kinnunen, Gary
Rantala, Jim Suihkonen, Leone Graf, Peggy Makkyla
and Mickey White.
11. Our next meeting is on Monday, October 19, 6:30 p.m.
at the Embarrass Town Hall.

Meeting was called to order at 7:10 p.m.
Motion was made to accept Treasurer's report.
We had another great year with a lot of participation &
a lot of new riders. Summer Kiddie Highpoint went to
Jennie on Norman & Runner-Up was Morgan on Tully;
Summer PeeWee Highpoint went to Charlie on Sadie
& Runner-Up was Ariel on Foxy Lady; Summer Junior
Highpoint went to Miranda on Indy & Runner-Up was
Isaac on Lightening; Summer Senior Highpoint went to
Teila on Promise & Runner-Up was Taylor on Turbo;
Summer Duffer HightPoint went to Dale on Cammie &
Runner-Up was Davetta on Whisper.
Motion was made to hold the 2016 Annual Horse Show
on Saturday, July 30 so as not to interfere with the St
Louis County Fair.
We will be looking into purchasing new Porta Potty's,
especially one that is handicapped accessible.
We were approached by an outside entity to use our
Arena sometime next summer to hold a youth only
playday that would include only 3 games. Motion
made to let them use the Arena & they will be notified
of our Show dates so it can be planned accordingly.
Ribbons were chosen & will be ordered for 2016.
Games were voted on and the new Single games will
include: Leap Frog, Cupid's Arrow, Hour Glass, Heart
Shaped Barrels, & Bottle Rocket 2. The Double Open
Games will include: 5 Drum Barrel Race, Ribbon Race,
Orange Race, & Water Balloon Toss. The patterns will
be posted on FaceBook & they will also be included
with our 2016 Spring Letter.
We wish everyone a safe Fall & Winter & are already
looking forward to Spring!

EMBARRASS REGION FAIR 8TH ANNUAL TEAM PENNING RESULTS – 2015
A total of 36 teams and 40 head of cattle participated. Winner of the North Shore Mining $300 award for the fastest time for the two-day event was Betty Boop and the Boys, a team composed of Heather Johnson, Jeff Thurlow and Danny Anderson. Winner of buckles for the fastest time on Friday was Steel Cow Girls, a team comprised of Leslie Webb, Brenda Hebl and Lori Lillienthal Engelstad.
Friday first run: 1st place - three cows in 49.125 seconds, Steel Cow Girls with Leslie Webb, Brenda Hebl and Lori Lilliental Engelstad; 2nd place - three cows with a time of 59.125 seconds, Team Bronco, including Gary Kuoppela, Brook and Alex Woitalla; 3rd place - Mad Cow with three cows in 71.41 seconds and riders Martin, Andrea and Donna. RANCH SORTING RESULTS – 9/5/15
A total of 34 teams competed in the Ranch Sorting event on Sept. 5. Fifteen teams participated in the practice run and won assorted prizes donated by sponsors. The event was a fundraiser for the Embarrass Fair Board. Thanks to all who participated, and congratulations to all the winners. * OBITUARIES * David A. Hakala, 70 David Arthur Hakala, 70, of Virginia, died on Oct. 20, 2015, at
Grand Village in Grand Rapids, surrounded by his family after
a long battle with Pick’s Disease. Funeral services were held on
Oct. 24 at Hope Community Presbyterian Church in Virginia
with Pastor Mickey Olson officiating. Burial was in the
Embarrass Cemetery.
David was born on July 2, 1945, in Virginia, to Arthur Hakala
and Margaret (Kipponen) Hakala. He spent his childhood in
Buhl and then Embarrass where he graduated from high school.
He was a longtime resident of Virginia. Dave worked at Reserve
Mining Company and retired from the Minorca Mine after 25
years of service as a pit foreman. He enjoyed spending his time
fishing, playing cards, and socializing at the family cabin on
Aikio Island on Birch Lake, and at his hunting shack in
Embarrass.
David is survived by his wife of 49 years, Diane of Virginia;
daughter, Dawn (Jamie) Keelin of Burnsville; granddaughters,
Abby and Katie Keelin; mother, Margaret Hakala of Buhl;
brother, Peter (Nancy) Hakala; sisters-in-law, Audrey (Bob)
Joki, Sally Duesler and Rosemary (Gary) Baty; brother-in-law,
Arlan (Jeanne) Marttila; and many nieces and nephews.
He was preceded in death by his father, Arthur Hakala; sister,
Susan Hill; father-in-law and mother-in-law, Pat and Helmi
Marttila; brother-in-law, Edward Duesler; and uncle and aunt,
Frank and Alma Zlonis.
Lorrene M. Nevala, 74 Lorrene Myrna Nevala, 74, of Thornton, Colo., formerly of
Embarrass, died on Oct. 6, 2015, at Denver Hospice in
Colorado. Funeral services were held on Oct. 23 at St. John’s
Evangelical Lutheran Church in Thornton. Her final resting
place was Fort Logan National Cemetery in Denver.
Lorrene was born on Oct. 11, 1940, to Lauri and Lempi (Lahti)
Maki in Virginia. She graduated from Embarrass High School
and went on to college at UMD. She married the love of her life,
Ervin Nevala and together they had two sons. She moved to
Thornton, Colo., in 1972 where she worked as a secretary and
was a homemaker. She also enjoyed travels and residences in
Las Vegas, Nev. and Laughlin, Ariz. She moved back to
Thornton in 2012, with her final home at Elms Haven Care
Center.
Survivors include her son, Craig of Thornton; brother, Lloyd of
Rollins, Mont.; and numerous nieces and nephews.
Lorrene was preceded in death by her husband, Erv; son, Curt;
and her parents.
John J. Bukal, 56 John James Bukal, 56, of Yosemite, Calif., died on Sept 23,
2015. A memorial will be set at a later date.
He was born on Jan. 2, 1959, to Nicholas and Lorraine Bukal,
in Virginia, and raised in Embarrass. John was a self-employed
farmer. He enjoyed gun collecting, stewardship of his land,
hunting, fishing, camping, woodworking, and being in charge.
He is survived by his beloved wife of 31 years, Lisa Hager; two
children, Jacob Bukal and Erin Bukal; grandchild, Emily Bukal;
brother, David Bukal; and sisters, Sandra (Walter) Cromley,
Mary (Micheal) Maki, Marge (Bruce) Cornelius and Catherine
(Arlen) Maki.
He was preceded in death by his parents, Nick and Lorraine.
Harry T. Rinta, 79 Harry T. Rinta, 79, of Virginia, passed away Friday, October
23, 2015 at Essentia Health Virginia Care Center. Visitation and
a time of remembrance will be held on Friday, October 30, 2015
from 5:00 to 7:00 PM at Range Funeral Home in Virginia. A
reception and luncheon will be held on Saturday, October 31,
2015 at Michael’s on the Course in Virginia from 11:00 AM to
3:00 PM. Inurnment will be at Wesk Pike Cemetery at a later
date. Arrangements are with Range Funeral Home in Virginia.
Harry T. Rinta was born September 27, 1936 in Ely to Jacob
and Suoma (Salmentausta) Rinta of Babbitt. He grew up on the
family farm outside of Babbitt with his parents and six siblings.
He began his 42 year career with the Minnesota Department of
Transportation in the Virginia construction office in 1957 and
retired in 1999. He married Patricia Ritacco on April 2, 1966,
and he built their home on the Northside of Virginia where they
raised their two children, Daniel and Cindy. The Saturday ritual
for him, his wife, and children was to drive to the Babbitt area
and visit his siblings who either lived on or near the family farm.
He was talented at many things, whether it was plumbing,
electrical or construction and was willing to lend a hand for
whatever was needed to be done. On June 23, 1999, he married
Jeanette Kangas and they lived on the Northside of Virginia.
He was an avid reader, especially westerns and was a car lover
at heart.
Besides his wife, he is survived by his son, Daniel and wife,
Jennifer (Caulfield) of White Bear Lake; daughter, Cindy Rinta
of Coon Rapids and his two granddaughters, Stephanie and
Caitlin Rinta of White Bear Lake. He is also survived by his
sister, Marcelle Swords of California; sisters-in-law, Ramona
Rinta of Babbitt and Gustie Rinta of Oakdale; numerous nieces
and nephews; his wife’s children, Kelly (Arron) Sheffield; Kim
(Mike) Peterson; Kerry (Helen) Kangas; Kris (Gordon)
Meacham; and Kendall Kangas (Donna Ohlgen).
He was preceded in death by his parents; his sibling and their spouses, Julia Haapala; Oliver (and Loretta) Rinta; Esther (and
Heimer) Niemi; Ensio Rinta; Arthur Rinta; and niece, Barbara
Rinta; as well as his former wife, Patricia Rinta.
