A Story of Success By Stephanie Giberson, Program Coordinator
Meet Tim, one of BARC’s supported
individuals. Tim can often be found
telling jokes to BARC staff with
impeccable timing and humor, which has
been a great way to help him relax. He
enjoys watching TV (especially “Sponge
Bob”) and spending some alone time in
his room. Some other activities he
enjoys include Special Friends
Bowling, visiting other homes, festivals,
swimming, going to the YMCA, eating
out at local restaurants, grocery shopping
and time at local parks.
In November of 2018, Tim fell
unexpectedly ill. Extensive testing was
performed to determine the root of his
sudden and rapid decline in health. Tim
is a man who was always vibrant with life and humor, but became a shell of his former self
requiring many necessary medical interventions including moving out of his BARC home
and into a rehab/nursing facility where he could receive the proper supports for his
condition. Thanks in large part to the persistence of BARC staff acting as advocates for
Tim, the reason for his failing health was determined to be a medication issue. Since the
discovery in March, with the help of staff consistency, structure, trustworthiness, and
respectful relationships, he has made a complete turnaround!
Tim is a gentleman who thrives on stability and routine, so he was thrilled to return to his
BARC home in April. It takes considerable time and persistence to get Tim to consider
trying a new activity, but since his recent health scare he seems to be a little more open
minded. In addition to all of his favorite activities, Tim now also enjoys riding an exercise
bike at the local YMCA to continue to rebuild strength and even spent much of his summer
at Menlo Aquatics Center in Perkasie.
A special thank you to the team of staff who worked diligently to ensure Tim received the
best possible care.
Tim enjoys one of his many bowling outings with the
Special Friends group.

BARC Developmental Services is in its 69th year of service and support to children
and adults with intellectual disabilities and autism. I have been gifted to be the
Executive Director since 1977 and will be retiring on 1-1-20. The Board of Directors
has selected Mary Sautter, BARC’s Residential Director to be the next Executive
Director in 2020. Mary has done a wonderful job making BARC’s residential services
a role model for other provider organizations. Troubled agencies are told to call
BARC Developmental Services for advice on how to provide quality services and
comply with all residential requirements.
My forty-two plus years have been nothing less than spectacular. We started as an unsophisticated “Mom and Pop”
operation with little funding and phenomenal dreams; most of which we have lived to see become reality.
I see my experience at BARC as a beautiful matching of my personality, background, education, and experience with an
organization that was gentle, welcoming, and trusting. I leave, not just with fond memories of the Association’s growth
from an unsophisticated “mom and pop” to a well- respected community nonprofit organization; nor with all the real
estate we acquired (residential homes by the dozens, two production centers, early intervention facilities, and office
space); nor with the fleet of vehicles and trucks we acquired and maintain; nor with the great multi-million dollar
financing and re-financing we effectuated; nor with the sophisticated computer networks we developed; nor with all the
administrative re-structuring we accomplished; nor with all the personnel policy manuals we wrote; nor with the lawsuits
we defended; nor with all the fundraisers we ran; nor with all the organizational systems we put into place; nor with all
the multi-million dollar balanced budgets we managed. These are accomplishments…to be sure…but they will not keep
me warm on a cold December night, or bring me solace when I am depressed.
What will keep me warm on a cold December night, and bring me solace when I am depressed are the people I touched
and the people who touched me: The hundreds of fine men and women who volunteered on our Board of Directors and
numerous committees; the thousands of staff and consultants who supported and continue to support our children and
adults; the thousands of families, who so courageously raised children with all levels of disabilities…never questioning
their heart-felt love! the thousands of colleagues from other sister agencies who fought with me for dignity, self-respect
and the basic human rights all human beings deserve.
Most of all, my greatest gift and fond memory, is for the thousands of children and adults with intellectual disabilities
and autism that have had a wonderful quality of life through the supports provided by BARC. They taught me how to
live the moment…how to be present…how to flow and dance with music…how not to worry…how to always get joy
from doing the same things over and over again…how to be non-judgmental…how to live simply without complexity.

Kim Rochford and Filomena Coletta Win the Justin T. Schram Award
The BARC Developmental Services Foundation created the Justin T. Schram
Award in 2016 as a means to recognize exceptional contributions by an
associate to the agency. It was created to honor the memory of Justin T.
Schram who passed away on January 5, 2016. Justin is the beloved son of
BARC’s long-time Executive Director, Dr. Robert H. Schram. He was an avid
musician, bandleader, psycho-therapist, and certified K-6 teacher in New
Jersey and Colorado. Justin was dedicated to helping others. Five associates
were nominated this year, and while all were worthy of consideration, two
nominees in particular stood out and were the unanimous choice of the
Foundation to be this year’s Justin T. Schram Memorial Award winners.
Kim Rochford, Site Manager, has given her heart and soul to BARC
Production Services Warminster for 29 years. Each day she is dedicated to
ensuring the physical building, the associates, and most importantly, the
program participants are well taken care of, protected, and thriving. The site
employs 50 associates and is the workplace for 150 supported individuals. Kim
isn’t a delegator, she’s a doer. While overseeing the daily operations, Kim can
often be found answering phones, rearranging production lines so individuals
can work more efficiently, mopping up flooded bathrooms, feeding individuals,
cooking in the cafeteria, and picking up supplies on her nights and weekends.
Kim’s love for the individuals at the site knows no bounds. She truly puts them
first, and never takes the easy way out when it comes to them. Kim sees the
potential in everyone who comes to our programs and has been a part of many success stories.
One of the most wonderful qualities that Kim has is the fact that she is so humble. She never calls attention to the
beautiful things she does for others. But the things she does are so special and giving. No matter how busy her day is,
Kim takes the time to meet with associates who need her guidance to problem solve or learn. Kim is a strong, smart,
determined, and generous person. She is rarely recognized for all that she does, but we want her to know that we see her
and we are both grateful and inspired.
Filomena Coletta, Program Coordinator, has dedicated the last 15 years to BARC Developmental Services and the
individuals we serve. In her current position she always goes the extra mile. Despite a heavy caseload, she still manages
to inspire those she supervises. Her leadership skills are unmatched, which has allowed her to create a strong team. She
encourages the managers who work under her to work together while still promoting them to be able to work
independently. She is always willing to listen to new ideas or options. She involves her team when making decisions and
allows all team members to contribute to ISP's and behavior planning.
Filomena’s productivity and work ethic is unmatched. She takes great care to ensure that all her reports, assessments,
ISPs etc. are done timely, accurately, detailed and informatively. Her day often does not end at five o'clock. She has been
known to work from home at night and on the weekend to ensure it is done correctly. Despite a busy schedule, she is
always willing to make time to answer questions and address concerns.
Filomena is a powerful advocate for the individuals, ensuring their rights and wishes are upheld, while keeping their
dignity intact. She does everything possible to see that they obtain the services they need and their desires are honored.

She is pro-active and always looks at the whole picture to avoid future
problems. She speaks for those who are unable to speak for themselves. The
relationship Filomena maintains is most evident by the smiles on the
individuals’ faces when they see her. As if this wasn't enough, Filomena is also
a Life Sharing Provider. She provides this individual with opportunities that
otherwise would not be afforded to her, such as meaningful friendships and
relationships and exciting access to the community.
Filomena embodies the spirit and values of BARC's mission and does so with
grace, empathy, and compassion. She truly serves as an excellent role model
for our whole team.

BARC’s Resi-
dential Carnival
took place on
June 14, 2019.
This year, each
house wore
shirts of all col-
ors, mostly
tie-dye.
The event
kicked off with
supported indi-
vidual, Sue C.,
singing the National Anthem for everyone. The weather
was perfect for pie face, a dunk tank, parachute play,
toilet toss, darts, and so much more. In addition to car-
nival games, our folks had some fun with a silly photo
booth, face painting, temporary tattoos, and of course,
dancing! Each individual received a participation certif-
icate!
After participating in the numerous events available,
everyone enjoyed a pizza lunch, followed by dessert…
soft pretzels, snow cones, and cotton candy! Another
fantastic event.

Picnic. The picnic is

to see our folks after they
enjoyed a picnic lunch of
hamburgers, macaroni
salad and more. There
was coloring, jewelry
making and a dance par-
ty! After lunch, the
Sweet Pea Ice Cream
Truck came out to serve
up sweet treats to every-
one in the ATF/Seniors Program and BPSQ! Sweet Pea Ice
Cream Truck is run by Nick Ciliberto, parent and member of
the BARC Board of Directors. Sweet Pea Ice Cream had do-
nated an ice cream social as a raffle prize at the 2019 Mer-
cedes Raffle earlier this year. The social was won by Denise
Young, the sister of David C., a supported individual. Denise
donated the ice cream social back to BARC so that David and
all his friends, co-workers, and staff could enjoy the after-
noon. Many thanks to everyone who made the day possible!

40th Annual Autumn Luncheon
On Sunday, November
3rd, approximately 230
enthusiastic BARC
supporters joined us for
the 40th annual Autumn
Luncheon at Spring Mill
Manor in Ivyland, PA.
Attendees enjoyed a
delicious lunch and had
the opportunity to win one
of over 93 beautifully
wrapped gift baskets
donated by parents,
supporters, and local
businesses! In addition,
attendees could participate
in a raffle and 50/50 drawing where the winner, a friend of
BARC, took home $1,050.00 in CASH!

scheduled for Sunday, November 1, 2020.
