On behalf of the UC Student Association, welcome to

Irvine for the 17th Annual Congress!

Every summer since 1998, UC students from all over the

system have come together to develop skills, select

campaigns, and celebrate our organizing achievements.

As the first major event of the term, Congress plays an

instrumental role in kicking off and setting the tone for

the next year.

If we needed any evidence that student power can make

a difference, let this last year be proof enough. Whether

it was the throngs of students who demonstrated at the

November Regents meeting or the highest engagement

of lawmakers in Sacramento we’ve seen in years, student

organizing had a visible impact on decision-making this

year. Together, we made administrator and legislator

alike hear our voices and make room for students at the

table.

For our more seasoned Congress delegates, you may notice a number of changes that have been

made to the program which we hope will improve the Congress experience. Through some

restructuring, a more rigorous development of campaigns will produce more refined options for your

consideration. We’ve also adopted a more equitable system of voting for campaigns to level theconsideration. We’ve also adopted a more equitable system of voting for campaigns to level the

playing field and balance the benefits of democracy with input from smaller associations.

Congress is an unmatched opportunity to meet other student leaders who share your interests and

expose ourselves to something new. While campuses experience some unique challenges, we largely

face the same obstacles of achieving the principles of accessibility, affordability, and quality

regardless of where we are in the system. The diversity of our experiences, the richness of our

passions, and the depths of our imaginations bind us together and make possible the chance to

create positive change for the University of California. create positive change for the University of California.

We hope the conference’s theme serves as a call to action and a reminder of the importance of our

work for current and future UC students. The future is ours - what are you going to do with it?

We hope this year’s Congress will give you a few ideas.

S UCSA is a membership organization of approximately 240,000 undergraduate, graduate, and professional students. Of our three conferences, Congress is most focused on the intersection of activism and student issues, creating conversation and teaching skills that students need to be powerful student organizers on their campuses.

It is also when students vote to select the issues UCSA will add to its agenda for the nexttwo years. Undergraduates will vote on a new issue-based campaign on Sunday, which willwill join UConsent as the main focus of their campus action. Throughout the weekend, graduate and professional students will discuss issues affecting graduate education andproduce an agenda of items to address alongside their current GRADE campaign.

At the July Board of Directors Meeting, the Board adopted a new voting structure that isintended to level the playing field when it comes to selecting undergraduate campaigns.In the past, large delegations determined the campaign based on their number of votes,but now, associations will cast a single ballot. One association, one equal vote.

The Board also adopted ranked-choice voting. Rather than only voting for the campaignyou most want to win, you will be invited to give feedback to all campaigns. In the end,thethe association will rank all of the proposed campaigns on its ballot. The campaigns thatreceive the smallest number of votes will see their votes redistributed until only one ofthe campaigns is remaining. This will be the new undergraduate campaign.

Graduate and professional students have also reconsidered their campaign selection.They have opted to select an agenda of issues to advocate for, not a single campaign.

Finally, UCSA staff has worked hard this year to update the curriculum presented at thisconference. The goal is that each delegate receives the most valuable information UCSAcan offer. Starting on Friday, students are given the opportunity to present and develop campaignideas. Undergraduates participate in Open Space proceedings to do this, while graduateand professional students retreat to the Graduate Student Lounge to discuss the ideasthey want to see on their own agenda.

Open Space Marketplace is the time to announce your idea and pitch it to students whomight be interested in working on the same issues. You will be asked to identify a fewfoundational aspects of your idea and the values behind it that drive you to action.foundational aspects of your idea and the values behind it that drive you to action.

Later, in Open Space Session I, everyone will have the opportunity to visit several ideasand give constructive feedback. Those who want to pursue that idea will review all of thefeedback and put together a presentation to the full body. Those presentations will befinalized during Open Space Session II.

On Sunday, after hearing every campaign’s presentation and having the night to think itover, students will gather with their delegation to discuss the benefits of each campaign.TheyThey will vote on each, and delegation leaders will complete a ranked-choice ballot thatreflects the number of votes each campaign received by the delegation.

These ballots are tallied by the UCSA Executive Director and a student observer and anautomatic runoff will be held until only one campaign remains. The winning campaignwill be announced along with the graduate agenda at lunch on Sunday.

Marcela earned her bachelor’s degree in economics and French from CSU Fullerton, and her master’sin counseling, with an emphasis in student development and higher education, from CSU Long Beach.She’s expected to complete her graduate program at UC Riverside in June 2017.

Hispanas Organized for Political Equality (HOPE) named Michele their HOPE Treasure in 2014. La Opinion has awarded her boththe Hispanic Leader Award and the Los Angeles’ Mujeres Destacadas (Outstanding Woman) award. Shereceived a Bachelor of Arts in Political Studies and Chicano/a Studies from Pitzer College and a Masterof Arts in Urban Planning from UC Los Angeles.
