Appointment/Nomination/Terms of Reference

a. Non-official members of GB will be appointed fora period of 2 years by the APC(AgricultureProduction Commissioner) on the recommendationof the Chairman of the GB. The member shall holdoffice for two years unless the authority whichnominated/appointed/co-opted them terminatestheir membership earlier.

b. Some initial appointments would be staggered toensure that about two thirds of the members wouldbe carried over for an additional year on the GB.

c. Thirty percent of the farmer representatives on theGB would be reserved for women farmers to ensuretheir interests are fully represented.

d. Project Director would be appointed by theAgriculture Department. The Officer so appointedshould be suitably senior in rank of Joint Directorof Agriculture or senior Deputy Director ofAgriculture so as to lead a multi-disciplinary teamof the AMC. He would work as Member SecretaryCum Treasurer.

Terms of Reference of ATMA Governing Board:

1. Review and approve Strategic Research andExtension Plan (SREP) and annual action plansthat are prepared and submitted by the participatingunits.

2. Receive and review annual reports represented bythe participating units, providing feedback anddirection to them as needed, for various researchand extension activities being carried out within thedistrict.

3. Receive and allocate project funds to carry outpriority research, extension and related activitieswithin the district.

4. Foster the organization and development of FarmersInterest Groups (FIGs) and Farmers Organizations(FOs) within the district.

5. Facilitate the greater involvement of private sectorand firms and organizations in providing inputs,technical support, agro-processing and marketingservices to farmers.

6. Encourage agriculture lending institutions toincrease the availability of capital to resource poorand marginal farmers, especially SC, ST andWomen farmers.

7. Encourage each line department, plus the KVK andZRS, to establish farmer advisory Committees toprovide feedback and input into their respective R.EProgrammes.

8. Enter into contracts and agreements as appropriateto promote and support agricultural developmentactivities within the district.

9. Identify other sources of financial support that wouldhelp ensure the financial sustainability of the ATMAand its participating units.

10. Establish revolving funds/accounts for eachparticipating unit, and encourage each unit to makeavailable technical services, such as artificialinsemination or soil testing, on a cost recoverybasis moving towards full cost recovery in a phasedmanner.

Terms of Reference

2. Prepare an integrated, Strategic Research andExtension Plan (SREP) for the district that wouldspecify short and medium term adaptive researchas well as technology validation and refinement andextension priority for the District; these prioritiesshould reflect during the PRA.

3. Prepare annual action plans that would be submittedto the ATMA Governing Board for review, possiblemodification and approval.

4. Maintain appropriate project accounts forsubmission to Technology Dissemination Unit (TDU)for audit purposes.

5. Coordinate the execution of these annual actionplans through participant line departments, ZRSs,KVKs, NGOs, FIGs/FOs and allied institutionsincluding private sector firms.

6. Establish coordinating mechanism at the BlockLevel, such as Farm Information & Advisory Centres(FIACs) that would integrate extension andtechnology transfer activities at the block & villagelevels.

7. Provide annual performance reports to the GoverningBoard outlining the various research extension andrelated targets that were actually carried out.

8. Provide Secretariat to Governing Board and initiateaction on policy direction, investment decisions andother guidance received from the Governing Board.
