DESCRIPTION

This seminar will focus on how countries can establish a policy framework to enable effective local action using an evidence-based approach, choosing between different measures when resources are scarce. The latest evidence from OECD countries on ‘what works’ and ‘what doesn’t’ will be considered, with participants sharing their own experiences from their perspectives as policy makers, researchers, practitioners and social entrepreneurs.

B. The Evaluation Technique and Method

Scientific evaluation commissioned to aconsortium of two research institutes

Objective: Impact analysis and efficiency analysis

(observation period Jan 2010 – March 2011)

Sources of Data:

a) Data Base on participants and their activation treatment by service provider gsub mbH (Customer identification numbers transmitted to:)

b) Central Statistical Services of the Federal Employment Agency

Methods:

A two-wave CATI (computer aided telephone interview) panel survey of a representative sample of participants (1st wave: 4.100; 2nd wave: 3.200)

Matching non-participants to participants for estimating net effects of the programme (roughly: 180.000)

C. The Problems and Pitfalls

Method and Technique:

Due to high requirements on data protection: Separate permissions by the Federal Government and each of the 16 State Governments were necessary (lasted more than one year)

Content/ Outcomes I:

Despite very successful integration rates : two third of the customers (participants) did not enter the regular labour market (in addition: a „social labour market“ or publicly subsidised measures required?)

Content/ Outcomes II:

Despite integration into the regular labour market: people often still depend on unemployment benefits (only 27 percent cent of those who took up work quit the benefit)

D.1. Findings of the Evaluation*

Results/ Outcomes:

Higher level of customer satisfaction compared to regular system

Lower costs for activation and integration than in the regular system

Stable employment lasting at least six months was met by almost 70 per cent of those taking up work

Recommendations:

Further programmes with the same steering system; transfer to the regular system (at least to a certain extent)

A stronger focus on services („higher number of staff and good educated/ trained stuff leads to better integration results“)
