    Grin last month, the localcommunity rallied behind

    the Slade and Saehouseamily, reely givingsupport and monetarydonations to meet theinsurance deductible and

    rebuild.

    Individuals whose liveshad been touched byprograms and internshipsat Saehouse steppedorward, organizing undraisers, showing up themorning ater the reto serve coee, and tosalvage what they couldrom the wreckage.

    There were also some whostepped orward to help,even though they liveacross the Atlantic Ocean.

    We have to decide whowe are araid o and whowe are mad at. This is whatGeorgia Governor NathanDeal says lawmakers mustdetermine in order toenact sweeping reorm othe states criminal justicesystem.

    According to Deal, reormis crucial in light o the$1.2 billion currently spenteach year on the system hebelieves is not meeting the

    needs o Georgia taxpayers.We cant aord tocontinue locking everyoneup, while at the sametime not jeopardizingthe saety o law abidingcitizens, Brian Robinson,Deals chie o sta orcommunications, said. Atthe end o the day, whatwere looking at is savingtax dollars and saving lives.

    While there are no quick oreasy xes or the currentconditions o the prisonsystem, the Special Councilon Criminal Justice Reormor Georgians (SCCJR),created in 2011 by the

    legislature, has beentasked with establishingguidelines or the systemsoverhaul.

    The SCCJR reports that overthe past 20 years, Georgiasprison population has morethan doubled to 56,000inmates, with a recidivismrate that has remainunchanged at 30 percent.Its analysis indicated thatunder current policies,that population willincrease by an additionaleight percent by 2016.

    This would necessitatethe expenditure o anadditional $264 million toexpand prison capacity.

    Ocials now saysentencing decisions havein large part contributedto the prison populationgrowth, with drug andproperty crime oendersrepresenting almost 60percent o the imprisoned.

    Statistics show that in2010, more than 5,000individuals classiedas lower-risk drug andproperty oenders wereincarcerated or the rsttime, a number that

    accounts or 25 percent o

    new admissions that year.

    O particular interest to thegovernor are the roughly3,200 lower-risk deendantsadmitted to prison eachyear ater being convictedo drug possession charges.

    Deal believes divertingthese nonviolent drugoenders to alternativeprograms rather thancontinuing to incarceratethem within the statepenal system is one reormmeasure that will serveboth o his goals o savingtaxpayer money, as well aslives.

    Society would be betterserved i we get them intoa really tough Drug Courtprogram, Robinson said.

    There are now ewerthan 15 such programsstatewide includingone in Grin but thatnumber is set to increasewith $10 million in undingearmarked by Deal.

    Their (Drug Court)track record at stoppingrecidivism is phenomenal,Robinson said. But i weput people convicted ominor crimes in the prisonsystem, we teach themhow to be worse criminals

    we harden them.

    Ocials stress that whilethe Drug Court systemhas a proven track recordo success, it has beenand will continue to bereserved or those whoare convicted only opossession charges.

    The intent o this is notto help distributors, butto help addicts, Robinsonsaid.

    In addition to saving tax

    dollars by diverting these

    oenders rom the penalsystem, Robinson saidthe measure will also hasthe potential to alleviateovercrowding.

    Were going to have morebeds and more moneyto put away the violent,hardened criminals thatwe need to put away thatwe want to put away, hesaid. I you hurt someone,youre going to prison.

    While these diversionarytactics may serve toalleviate the nancialburden o incarceration, itwill increase the burden onGeorgias already stressed

    probation and parolesystem.

    Most inmates are eligibleor (parole) considerationater serving one third otheir sentence, said SteveHayes, o the Departmento Pardons and ParolePublic Aairs Oce.

    While there are exceptionsto that ormulation, suchas those convicted oviolent crimes, the resulto early release is a post-incarceration monitoringsystem that is alsooverburdened.

    There are provisions

    in the proposed reormlegislation that were eitherled or discussed thatwould require supervisiono all oenders, Hayes said.Our caseload now alreadyaverages 85 per ocer.

    Although the cost o parolesupervision is signicantlylower than incarceration approximately $4.65 perday as opposed to $51.19-- lawmakers are alsopreparing or anticipatedbudgetary needs or theDepartment o Pardons

    and Parole. To meet thatneed, proposals have beendiscussed that would investa portion o these savingsto support probation andparole supervision.

    How will local acilitiesbe impacted by reorm?

    Although the SpaldingCounty Jail is not part othe state prison system,Spalding County SheriWendell Beam, whoseoce oversees the localacility, said the proposedreorm might potentiallyimpact the jail.

    I people would still berequired to make bond,it wouldnt aect us, heexplained. As ar as theinitial charges, i it remainsa bondable oense, wewould still have to housethem. I its issued like atrac citation and theyresimply told when to appearin court, it would have an

    Beam said until lawmakerscomplete revisions to thecriminal justice reormlegislation, he will beunable to prepare or anypotential changes, but didsay that local oendersoten do meet the criteriabeing discussed ordiversionary programs.

    There are a lot omisdemeanor drug chargeswhere they are brought to

    jail and have to post bond,and most o them are ableto do so, he said. For those

    who cant aord bond,though, theyre housedhere until their court date.

    As or the proposed reormmeasures, Beam remainsoptimistic, yet realistic, thatthe intended savings willcome to ruition.

    Hopeully theyll put a loto careul thought into thisbeore they make thesechanges. Hopeully theyllprotect the law abidingcitizens, he said.

    I would have to say theonly immediate relie itwould give is that it maydelay imprisonment. In

    most cases, the stricterpenalties require servingsome time and or therepeat oenders, theytypically end up in prison.For probation, parole orany type o supervision tosucceed, theyve got to bewilling to work or it, or itwill not have any positiveeect. For some people,to deter criminal behavior,they have to know theywill eventually have to paywith some time out o theirlives.

    With 419 delegatesup or grabs across 10states, Super Tuesday wasanything but boring.

    A week beore SuperTuesday, Rick Santorumwas creeping up in thepolls making Mitt Romneysweat. As i that wasntbad enough or Romney,

    he had a ew linguisticblunders like, admitting hiswie owns two Cadillacs,and that, while he doesntpay attention to NASCAR,his riends own NASCARteams. It almost appearedthat Romney was too outo touch with reality andvoters were beginningto see that. Yet, Romneydidnt are too badly. Hewon Virginia, Vermont,Ohio, Massachusetts,Alaska, and Idaho givinghim about 200 delegates

    in one day (he still gaineddelegates in states wherehe lost because o theproportional rule oawarding delegates).

    Total, Romney is estimatedto have about 405delegates, but a candidate

    needs 1144 delegates tosecure the nomination.

    Remember, the RepublicanParty changed its processor awarding delegatesso this election season isdragging on, making eachprimary ar more importantthan the last. Romneydidnt win Georgia, whichwas a little surprising sincehe and his wie spent sometime here right beore theelection.

    Santorum did surprisinglywell in Super Tuesday. Hehad been lagging in thepolls since the Republican

    election process began,but over the past coupleo weeks has he soared tothe top. Santorum tookNorth Dakota, Tennessee,and Oklahoma givinghim about 75 delegates.He only has about 170delegates total, whichmeans hes still pretty arbehind. He isnt likely towin big states like NewJersey or Caliornia statesthat have a lot o delegatesand award them with awinner-take-all strategy.

    Santorum wins overevangelical Christians, but

    in order to win the generalelection, Republicans aregoing to need Moderatesand Independents.Santorums social agenda

    just wont appeal to thatconstituency.

    In act, there has been a airamount o crossover votingby Democrats in openprimaries or Santorumprecisely because heis seen as the weakestcandidate who would loseto Obama in the generalelection. Republicans need

    to keep that in mind. Yes,your vote counts vote orthe person who appealsto you. But remember,elections are a strategy andthere are plenty o peopleworking against you toput their candidate in thepresidents seat.

    The other two Republicancandidates, Newt Gingrichand Ron Paul did verypoorly in Super Tuesday.Gingrich only won Georgiaand gained only 72delegates. In my opinion,Gingrich probably wouldvewon Virginia, but since heand Santorum ailed tocomplete the applicationcorrectly, neither was ableto appear on the ballot.

    Although Paul did notwin any states, he stillgained some delegateswhere he got enoughvotes to be awarded some

    delegates. In total he stillonly received 21 delegates.Alabama and Mississippiwill be crucial states orboth Gingrich and Paul inorder or them to sustain inthis race. Paul is probablythe only candidate who hastried desperately to attractyoung voters, moderates,and independents neededor the Republicans to winthe general election. Yet,empirical studies show thatthese constituencies justdont come out or primaryelections.

    At this point, Romney still

    seems to be the winnerin this election becauseRepublican voters still seehim as the candidate whohas a chance at beatingObama in the generalelections. Plus, he has themost delegates needed tomathematically win at thispoint. I Santorum wants towin, he has to win the bigstates and that means heneeds to lay o his socialagenda and start appealingto other constituencies.

    group o gentlemen signeda document that stated, Allmen are created equal.

    Fast orward to 2005. I wasdoing a bulletin boardon my wall with the title,REMEMBER THE LADIES.

    A group o girls came up asI did the last staple. What'sthat about? one asked,pointing.

    Every March is Women'sHistory Month where welearn about the importanceo our mothers andgrandmothers. We learnabout the contributions

    women have given toour society. We didn'thave the right to vote,ladies, I began, only tobe interrupted by a groanrom the girls because I wasknown to go on historicaltangents.

    Did you always think wehad rights? Rights to vote?Rights to plan how manybabies we could have?Rights to own land ordivorce bad husbands? Igot very bold. And the girlsstopped rolling their eyesand listened.

    Many years later I stillhope they learned alittle something rommy tangent and why it'simportant to "rememberthe ladies" every Marchand every month, day, andyear, especially during anelection year. I have many

    suggestions as a eministto tout ways we canRemember the Ladies ona national, state and localscale.

    We need a national holidayto celebrate surage orwomen. We are coming upto the 100th anniversary othe ratication o the 19th

    Amendment and so arthere hasn't been anythingplanned that I have heardo.

    When I get on my tangentabout how important thisis, I am constantly asked,What is surage? Onehundred years ago thatquestion would never havebeen asked. Surage is theright to vote, which womenobtained in 1920 when

    Tennessee was the 36thstate to ratiy it, allowingthe amendment to takeeect. Georgia did notratiy the 19th Amendmentuntil Feb. 20, 1970.

    To take it a step urther,I nominate several neladies whom we can honorwith a national holiday -Abigail Adams, Susan B.Anthony, Harriet Tubman,Elizabeth Cady Stanton,

    Alice Paul, and BarbaraJordan.

    On a state scale, we needa women's studies courserequired or middle schoolor high school. As a ormereducator, I see too manyyoung women actuallyignorant (and I use thatword with ervent anger)

    about where we have beenin womens' rights andwhere we urther need togo. I am not necessarilytalking about reproductionrights (personally, I am pro-lie) but the sheer right toown land, gain custody ochildren, surage, divorcerights all o which did notexist until the 20th centuryand was enabled by the19th Amendment.

    Third, on a communitylevel, each March weneed to take part inWomen's History Monthin every library, school,and community center toocus on the contributionswomen have given to oursociety.

    We are more thanmothers; we are editors,teachers, lawyers, doctors,politicians, a uture

    president, and engineers.

    Our girls need to know thatthey can be more than justmothers and housewivesit's all a matter o choice.

    But they have gotten thechoice through the hardwork o our eminist sisterswho ought or the right to

    hold occupations and gainan education.

    As I type this, I glance at myramed picture o IsabellaCombs Hedger, my greatgrandmother, who was asuragette. She got outand marched or the rightto vote in the early 1900sand swore she would vote,sick and on a deathbed inecessary, beore any manwould stop her. She nevermissed an election.

    And neither have I.

    We stand on the shoulderso Abigail Adams and theother great women o thepast when we go to theballet box in November2012. Do me a avortakeyour daughters. Tell themnever to orget where wehave been and where weare going.

    departments, and returningstates rights, just to namea ew. Now many o theseideas are being echoedby the rontrunners. Theact is, Paul has alreadyachieved victory in mosto his battles. But thebiggest victory Paul hasachieved so ar is theawakening and educationo Americans. Paul single-handily revived America'scuriosity. By bringing orththese notions that ourConstitution was beingundermined, millions opeople set orth a journeyto discover the truth. Someto prove him wrong, many

    to prove him right, all tobecome inormed. ThatsVictory!

    Immediately ollowing theresults o Super Tuesday,many mainstream mediapersonalities counted theresults as a loss or Paul. Thetruth couldnt be more tothe contrary. Pauls numbershave continually doubled inmost every state comparedto his 2008 candidacy.     we are never going to haveanother rst kiss again.And, we all know, thereis nothing like that rstkiss. But, i we can come toterms with this, we will bemuch better o.

    Here are ways that Krisand I keep the home reburning. And, Im not

    We make time or eachother away rom thechildren. During theseprecious moments, wedont talk about nances orother house business. Wesimply enjoy each other.

    We make a conscious eortto communicate the rightway. We dont addressissues in the orm o anattack. And, we make surethe other knows we valuewhat they are saying oreeling.

    We avoid situations thatwould make us vulnerableto directing our emotionsaway rom each other tosomething or someoneelse.

    We take time daily, eveni its just ve minutes, toconnect with one another.

    Back injury can be a pain in the sacroiliacDr. Bob: I recently hurt myback while lifting my childfrom the backseat of mycar. The pain is mostlyin the back of my pelvisabout 2 inches to the rightof the base of my spine.What is the likely sourceof this pain, and how can Itreat it?

    The location o your painsounds like a sacroiliac

    joint. This is very common.While 80% o thepopulation suers romlow back pain at sometime in their lives, sacroiliac

    joint dysunction (SJD)accounts or likely 15 to25% o these cases. SJD canbe painul, bothersome,and debilitating, but itis usually easily treatedconservatively and doesnot require surgicalintervention.

    The sacroiliac joints are thelargest joints in the spine.I you look at someonesback, you will nd twosmall dimples on eachside o the lower backat about the level o thebelt. This is the location othe sacroiliac joint. As thename implies, it is the jointbetween the sacrum, thattriangular bone on whichyou sit, and the Ilium, thelarge bone on each side othe sacrum that hold upyour pants and containsthe hip joint lower down.

    These joints are richlysupplied with nerves andsupported by large, broadligaments that providestability. The joint isdesigned to move in a waythat absorbs shock as youwalk, which relieves stresson the spine and hips withweight-bearing.

    SJD presents with low backpain, typically at the beltline, sometimes radiatinginto the buttock or thigh.It is most common in

    adults, but can happenin teenagers with athleticactivity. It is sometimesassociated with leg lengthinequality, abnormalitiesin the gait, prolongedexercise, or more seriousconditions, such as racture,dislocation, inection, orinfammatory arthritis. Thiscondition is very commonin pregnancy becausethere are hormone inducedchanges in the sacroiliacligaments during the thirdtrimester which causedthis joint to loosen inpreparation or childbirth.

    My experience with SJD is

    that the requent cause isunknown. There are minormovements that can bevery stressul to this joint,such as getting into or outo your car, which involvesplacing all o your weighton one oot, twisting, andleaning as you aim yourselto a car seat. Certainly,bending and twisting to lita child is enough to causeSJD.

    Diagnosis o SJD is madewith a combination o agood history, a physical

    examination thatincludes orthopedic andneurological testing, gaitanalysis, and sometimesimaging to rule out anyserious pathology. Itis usually successullytreated by adjustingthe sacroiliac joint or

    joints. Occasionally theadjustment is augmentedwith physiotherapy,such as ultrasound, todecrease swelling othe sacroiliac ligaments,or electrotherapy tocontrol reactive musclespasms. During the acute

    phase (rst 72 hours), icecompresses are better thanheat, and will ease thesoreness. Your chiropractormay also suggest somestretches to keep these

    joints moving and supple.

    Occasionally, SJD isstubborn. There is aspecial belt, a trochantericbelt, that can be used toaugment the adjustment.It holds the sacroiliac jointstogether by applyingpressure just above thehips. I have used them onoccasion with good results.I have also had signicantsuccess in correcting theunderlying cause o SJDwith customized orthotics,which I use to correct gaitproblems and leg lengthinequality.

    The sooner you getappropriate care oryour SJD, the better yourprognosis. Dont wait andlet it become chronic,because it might be harderto treat. However, or thevast majority o people,while it is a pain in thesacroiliac, it is easy tocontrol.

    SUBMITTEDSpalding County took stepsin January this year to beremoved rom the ozoneair quality nonattainmentarea o Metro Atlanta.Spalding County wasdesignated to be one o20 counties in the MetroAtlanta nonattainmentarea several years ago bythe Georgia EnvironmentalProtection Division(EPD) and by the USEnvironmental ProtectionAgency (USEPA). Thisdesignation was becausethe state and ederal airquality standard or ozonewas not being met in largeparts o the region.

    Designation o anonattainment area carriesa stigma with it that makesit harder or a county toattract new industries,and harder to obtain

    ederal highway unds orroad projects. Periodically

    the USEPA updates thenonattainment areas dueto increases or decreasesin air quality. In Dec. 2011,the State o Georgia wasgiven the opportunity byUSEPA to propose a smallernonattainment area.

    Spalding Countycontracted with Joe

    Tanner & Associates, agovernmental aairsconsulting rm withenvironmental expertise,to help the County makethe case to EPD and USEPAthat it should come o thenonattainment list. Thisis possible since Spalding

    County contributes only avery small portion o thepollutants that orm ozonein the region.

    Chairman Gwen Flowers-Taylor, with the consultantsassistance, wrote to EPD onFebruary 17, 2012 making anumber o technical pointsas to why Spalding Countyshould not be includedin the nonattainmentarea. That eort paid o:EPD sent a proposednonattainment area listto USEPA on February 29,2012, excluding Spaldingand several other suburbancounties.

    The rst hurdle hasnow been crossed, saidCounty Manager WilliamWilson. Now EPD and ourconsultants will work toconvince USEPA to dropSpalding County rom thenonattainment area list.

    The ederal decision willbe made by May 29, 2012.We are optimistic aboutour chances, said Flowers-

    Taylor. We have good airquality here in SpaldingCounty.

    The Grin-SpaldingCounty Airport is one othose subjects that stirsdeep emotion among localresidents.

    People either love theairport or they hate it, said

    Airport Manager RobertMohl.

    The primary reason theairport generates such adeeply negative publicopinion, he said, is that itconsistently operates at aloss.

    Thats because o theairelds age. As withanything, as it ages, it willrequire more and morerepair, Mohl said.

    In its current Zebulon Roadlocation, he added thatoptions that would put it inthe black are limited.

    The only way to makeit so we are covering ourdepreciation is to put inmore hangars and a newtaxiway. That would requireinrastructure on the eastside o the aireld, he said.It would take a very, verylong time and a majorinusion o capital. We couldbe the best little airportin Grin, though, but theoperative word is little.

    Even i city and countyocials elected to investin those inrastructurechanges, Mohl said theairport would remainunable to signicantlycontribute to the local taxbase.

    We could bring in enoughto benet the airport, butnot everyone else, he said.

    Mohl said that just as thecity o Grin, SpaldingCounty and the Grin-Spalding County SchoolSystem receive ad valorumees or locally ownedvehicles, aircrat are anotherpotential revenue source.

    Planes do the same thing,but we dont have thelarger corporate jets thatpay the higher ad valorumrates. Right now, all theaircrat in the hangars paya whopping $110,000,

    he said. But i you applythe Spalding County taxrate to only our middleo the road, run o the millcorporate jets, those jetswould bring in $1.3 million.

    That revenue does not costlocal ocials anything otherthan operational cost, hesaid, with much arther-reaching benets.

    We would be contributingto the city and the countyinstead o being a drain.Even so, at its currentoperating costs, eachtaxpayer only pays a dollaror two or the aireld, Mohlsaid. Weve signicantlystreamlined operationsor years and years now.

    The decit, according tothe 2013 budget that I justgot Monday is less than$100,000, and it hasnt beenless than $100,000 in many,many years.

We do an audit everyyear, but nobodys everdone a specic audit to ndout what the costs wouldbe to close down the airportand repay the ederalgovernment.

    That audit would beextensive, as repaymentor airport grant monieswould not be limited torecently utilized unds, butsome dating back severaldecades.

    I you add all that up, youregoing to exceed the costso building a new airport,Mohl said. Its cheaper,instead o closing down theold airport, to build a newone.

    While Mohl is unableto denitively state theamount o ederal and statenancial assistance thatwould be contributed toa new airports costs, hesaid or $6 or $7 millionin local unds, the ederalgovernment is going tohand down some $55million to build a localairport.

    Not only would thisincrease the tax base, hesaid, it would also be aboon to local industrialdevelopment.

    The site or the new airportis right o Highway 16,which is minutes rom I-75.

    The new industrial part thecounty has built is also inits vicinity were going tobe opposite it on the northside o Highway 16, he said.

    With local services includinga premiere state awardwinning recycling programand sucient water andelectrical supplies, Mohlsaid development is withinreach.

    Were going to be whateverybody else is lookingor and no one else inthe region has that, hesaid. That is jobs andopportunity right there.

    The economy is going toturn around, and those

    communities that invest intransportation are goingto be the ones reaping thebenet.

    Mohl said that in addition tothe uture growth potentiala new airport wouldcreate, the current airportsbusiness would continue tofourish.
