    The event is hosted by Pastors for Texas Children and will include a key-note address by former Texas Commis-sioner of Education Dr. Mike Moses.

    Also speaking will be Rev. Charles Foster Johnson founder and CEO of Pastors for Texas Children and former Lt. Gov. Bill Ratliff who will be hon-ored as a champion for public educa-tion.

    The power of public education and the role public schools play in Texas communities will be the focus of the

    East Texans to host Celebrationof Public Education next week

    United Way of Rusk County’s 8th Annual Taste of Rusk County raised more than $10,000 in September. With a 2019 campaign slogan of “Paint a Brighter Tomorrow,” United

    Way’s new goal is $230,000. After selling 335 tickets and with

    the help of Citizens National Bank’s sponsorship, ticket sales and dona-tions, the United Way of Rusk Coun-ty raised $10,883 during its Sept. 18 event.

    The annual event was hosted at

    the Tommy McDaniel Rusk County Youth Expo Center and those attend-ing sampled food from local restau-rants and vendors along with visit-ing agencies that receive funding from UW for their program efforts in health, education and income.

    The number one cause of preventable death from trauma is uncontrolled bleeding.

    East Texas Regional Advisory Council has sponsored and made it possible for local agen-cies to be able to teach people how to control bleeding.

    On Monday around 30 Henderson ISD staff gathered at the administration building to learn how to stop a bleed. The program was also made available to HHS students and the health science class took advantage of it as well. There was a large response of students wanting to take this program, so students will be able to learn it at school in the next few weeks.

    Few will find their dream job, but for new Rusk County Assistant District Attorney Annie Northcutt everything has fallen into place.

    “I was so excited when this position opened because I had been dying to get into this office,” Northcutt said about the Rusk County position. “I am so blessed to have this job because this is

    where I wanted to be.” Northcutt, born and raised

    in Plano, attended Texas A&M University and earned a degree in business. She said after earn-ing her undergraduate degree she knew she wanted to do more.

    “I originally wanted to go to vet school, but you have to enjoy biol-ogy and even though I did fairly well in that class I just didn’t enjoy it,” Northcutt said.

    Throughout school she enjoyed public speaking and being an advocate for people.

    Pursuant to Section 134.128-.134 of the Texas Surface Coal Mining and Reclamation Act, TEX. NAT.

    RES. CODE ANN. (Vernon Supp. 2020) and Texas Coal Mining Regulations, TEXAS ADMIN. CODE

    §§12.312-12.313 (Thomson West 2020), The Sabine Mining Company, 6501 Farm Road 968 West,

    Hallsville, Texas 75650-7413 has submitted its application to the Railroad Commission of Texas for

    partial release of reclamation performance bond obligations (Phase I) for portions of its Rusk Mine,

    Permit No. 55A in Rusk County, Texas. The Rusk Mine permit area is located south of the Sabine River,

    west of State Highway 43, north of Farm Road 1797, northeast of Farm Road 1716, to the southeastern

    boundary of Gregg County, Texas. The permit area is approximately 0.5 miles north of Tatum, Texas.

    Permit No. 55A was most recently renewed on August 21, 2018.

    The applicant requests partial release of reclamation obligations for backfilling, regrading and drainage

    control (Phase I) on 269.3 acres. The areas requested are located in mine area V and are located in both

    Panola and Rusk Counties and are shown in black shading on the accompanying map. Mining operations

    were conducted in the areas from 2013 - 2017. Final grading was accomplished from 2015 – 2019.

    Surface water runoff from the proposed release areas drain to approved sedimentation ponds that are

    outside of the proposed release area. No permanent structures are located within the proposed Phase I

    release area.

    The currently accepted bond for Permit No. 55A totals $65,000,000.00. The applicant does not seek

    adjustment to the approved bond as a result of this application; however, an eligible bond reduction

    amount may be determined.

    Interested persons are invited to submit written comments on the application within thirty days after the

    last date of publication of this notice in a local newspaper. All written comments, objections, or requests

    for public hearing or informal conference on the application should be directed to:
