Our Mission
The Human Resources Department serves
the County of Ottawa by focusing efforts
on the county's most valuable asset, its
employees. Human Resources does this
through recruitment, hiring, and retention
of a diverse, qualified workforce. The
Human Resources Department provides
human resource direction and technical
assistance, training and development,
payroll administration, equal employment
opportunities, and employee/labor relation
services to the county.
There was a 12% increase in interviews
conducted in 2015, as compared to 2014.
The total number of interviews conducted
in 2015 was 741. The departments of
Ottawa County worked closely with the
Human Resources Department throughout
the year to fill 415 positions. Due to the
wage study that was completed in 2014, a
number of current Ottawa County
employees received promotions in early
2015. This accounted for 265 of the 415
positions filled. The total number of
external hires was 150.
The Human Resources Department utilized
the Kolbe A Index, DiSC assessment, and
the EQ-i Emotional Intelligence assessment
frequently throughout 2015 to assist Hiring
Managers with finding the right fit for their
department.

The Health Management Plan is a voluntary plan for County
employees and spouses. It encourages individuals to take an
active role in understanding and improving their health, with the
goal of long-term improved quality of life. Plan participation
provides employees the opportunity to avoid a disincentive
being applied to their medial premium contributions. The plan is
administered and managed by Priority Health Wellness.
To be in compliance and avoid any disincentive for the 2016
plan year, employees and their spouses, were encouraged to
participate in or complete the plan's four main components:
1) Online Health Assessment
2) Tobacco Use Certification
3) Biometric Screening
4) Achievement Criteria
The percentage of employees that were compliant by meeting
all of the program requirements was 84%!

In 2015, Priority Health
remained Ottawa County's
medical insurance provider, and
90% of Ottawa County
employees enrolled in the
health plan elected the High
Deductible Health Plan for their
insurance coverage. The High
Plan and Low Plan were also
offered to employees, with 9%
and 1% of employees choosing
those plans, respectively.
Vision Service Plan (VSP)
remained Ottawa County's
vision service provider in 2015.
Ottawa County continued its
relationship in 2015 with Delta
Dental of Michigan as the
dental service provider for
employees.

In 2015, employees and spouses
were invited to "Hold it for the
Holidays." The eight-week
program encouraged employees
and spouses to make healthy
choices during the holiday
season. All participants paid
$5.00 into a pound pool and the
winners split the pound pool at
the end of the challenge.

EmployeeRecognition
The annual Service Awards Banquet hosted by
the Human Resources Department was held on
October 21, 2015. The Pinnacle Center in
Hudsonville was the venue for the event. In 2015,
the county recognized employees starting with 5
years of service through 40 years of service.
Employees that retired in 2015 were also
recognized.

Paying approximately 1,100 Ottawa
County Employees every other week is
no easy task! On average, in 2015,
$2,802,797.16 was paid out bi-weekly to
employees, which produces an annual
average of approximately $72,872,726.13.
The opposite week of payroll processing
is maintenance week. During this week,
employee changes are made, such as
updating tax withholding, address
changes, and position changes, to name
a few. Payroll includes much more than a
paycheck!

In total, there were 71 performance
management actions taken in 2015. Last year, the
Human Resources Department put a greater
emphasis on developing coaching plans with
supervisors to address performance issues.
Coaching plans were put into place to address
and solve issues before needing further
performance management actions. In 2015, there
were 28 coaching plans developed, and 22 of
those plans were able to address issues before
taking any further disciplinary actions.

Ottawa County has long supported employees in
furthering their education. The county's Tuition
Reimbursement Program continued in 2015 to
provide financial support to employees who are
wish to do just that. The Human Resources
Department followed IRS Rules & Regulations
and approved only courses that were job related.
The courses must contribute to maintaining or
improving skills required for a current or future
position with Ottawa County.

The GOLD (Growth Opportunties in
Learning & Development) training
program was created to provide a wide
range of professional development
opportunities to all employees of
Ottawa County. History of the training
program has shown that employees are
eager to participate and develop
essential skills, and 2015 was no
exception. Over half of employees,
51%, attended a training course.
The GOLD Standard Leaders course
continued to be a top pick for
employees in 2015. Other top classes
included CPR/AED, Emotional
Intelligence, and Preparing for
Retirement.
