Weingarten Rights(Bargaining Unit Members)

• “Weingarten Rights” is the term that affords bargaining unit employees the right to have a union representative present during "investigative interviews" that the technician feels could lead to disciplinary action or during formal discussions. The term Weingarten is drawn the decision, NLRB v. J. Weingarten, Inc., 420 U.S. 252 (1975). The specific right of federal employees to union assistance during investigative interviews is rooted and spelled out in 5 USC 7114 (a)(2)(B).

Performance Management Plan• Trial Period

Permanent employees will normally serve a one year trial period. It’s the initial time period intended to ensure the employee is capable of performing the duties of the job.

• The AKNG utilizes the 5-Tier Performance Appraisal Application (PAA) which is accessed through MyBiz/MyWorkplace.

• Annual Performance Standards will be established for all employees and must be completed within the first 30 days of employment.

• In accordance with Technician Personnel Regulation (TPR) 430, the initial Performance Appraisal is due on the employee’s anniversary month of hire (365 days past date of appointment). All others are due annually on 1 March.

• EBIS is a web based application that allows you to access general and personal benefits information and to conduct electronic transactions to start or change most of your federal benefits to include FEGLI, FEHB, and TSP.

Federal EmployeesDental and Vision Insurance Program (FEDVIP)

• President George W. Bush signed The Federal Employee Dental and Vision Benefits Enhancement Act of 2004 into law on December 23, 2004. The Act authorizes OPM to establish arrangements under which supplemental dental and vision benefits are made available to Federal and U.S. Postal Service employees, retirees, and their eligible family members, and the law gives OPM broad contracting authority to leverage the purchasing power of Federal enrollees to provide comprehensive benefits with competitive premiums.

Flexible Spending Accounts (FSA)• A Flexible Spending Account or FSA, is an employee

benefit program that allows you to set aside money, on a pre-tax basis, for certain health care and dependent care expenses.

• Two ways to save with an FSA

1. A Health Care FSA (HCFSA) is used to pay for eligible health care expenses that are not covered under your insurance plan, such as co-payments and over-the-counter medicines, such as Tylenol and Sudafed.

2. A Dependent Care FSA (DCFSA) is used to pay for childcare or adult dependent care expenses that are necessary to allow you and your spouse, if married, to work, look for work or attend school full-time.
