Since starting as Acting warden of Rhodes House,

I have been struck by the exceptional enthusiasm which is found in the

community of Rhodes Scholars studying at Oxford. They have a real thirst for

learning, and also a strong commitment to the application of new knowledge in a

global context. If ideas and inspiration were tangible objects, they would be seen fl ying

from Scholar to Scholar, across academic disciplines, continents, and generations.

This publication builds on the inaugural Honour Roll of Donors which was produced

last autumn. The second annual listing of our generous supporters is included within

its pages, and you will also fi nd a fundraising update and information about the current

Rhodes Scholars.

The impact that Rhodes Scholars have in the world is far-reaching and transformative,

and giving to support the Rhodes Scholarships will allow this to fl ourish into the future.

The Rhodes

Scholarships forge links

between nations and collaboration

across disciplines. Dialogue and deeper

understanding, established at the University

of Oxford, fl ourish globally when Scholars

complete their studies and disperse across

the world.

Underpinning this is the Rhodes endowment.

At 30 June 2012, the Rhodes Trust

endowment stood at £127.4 million. Building

the endowment for perpetuity will allow the

Scholarships to remain relevant, active and

powerful. Crucially, it makes them sustainable.

In the present fi nancial climate, annual yields

on the endowment have markedly reduced and

we can expect that this will continue. At the

same time, the costs of providing the distinctive

experience of scholarship at the University of

Oxford have risen considerably. At present rates

of draw-down from the Rhodes endowment,

the value of the endowment will decrease

signifi cantly over the coming decades.

To prevent this scenario, and to ensure that

no reduction in the number of Scholarships

from the current level is needed, the Trust

has embarked on an ambitious fundraising

programme. This offers the current generation

of Scholars and other members of the Rhodes

community the remarkable opportunity to be

part of our philanthropic effort to secure the

Scholarships for perpetuity.

The impact this will have in the next decade,

in the next century, and even beyond, is of

profound importance. It will guarantee and

sustain the transformative ability of the Rhodes

Scholarships to empower young people to be

effective and impassioned agents of change in

a world that needs them as never before.

Our goal is to ensure that the second century

of the Rhodes Scholarships will be one in

which Rhodes Scholars continue to facilitate

positive change in the world, through dynamic

thought and collaborative action.

Fundraising Progress THE LAST FINANCIAL YEAR

(1 July 2011 - 30 June 2012) has shown

healthy momentum and increasing

levels of philanthropic support for the

Rhodes Scholarships, thanks to our

many generous donors.

Key highlights include:

There has been strong growth in Scholar

participation in giving. Scholar participation

has risen to 16.2% in 2011/2012. This

is almost double what we achieved in the

previous financial year.

Donations are increasingly global

We achieved tax effective arrangements in

Australia and Canada which has resulted in

significant generosity from donors in both

countries. Our donor body is progressively

more international, and we remain grateful for

on-going philanthropic support from the USA,

the UK, South Africa, and many other countries.

An efficient operation

This year our fundraising costs represented 5p

on every £1 given. This reflects both upon the

generosity of donors and operational efficiency.

100% of donor support goes towards Scholar

stipends and fees, not overhead.

How large is the Rhodes

Trust’s endowment?

The current value of the endowment is

£127.4 million (as of 30 June 2012).

Who manages the

endowment?

The Rhodes Trust Finance and

Investment Committee, comprising of

both Trustees and senior investment

professionals, is responsible for advising

the Board of Trustees on investment

strategy. The Committee reviews

investment strategy, asset allocation,

performance, and risk on a quarterly

basis, or more frequently if required.

Approximately 60% of the endowment

is allocated to a diversifi ed endowment

fund managed by Oxford University

Endowment Management (OUEM).

The remaining assets, including legacy

illiquid assets and assets required to

meet the Trust’s liquidity needs, are

managed directly by the Committee in

the Internally Managed Portfolio (IMP).

How is the endowment

managed?

OUEM invests capital with high quality

investment managers using asset

allocation based on long-term policy

targets, as well as shorter-term tactical

deviations that take advantage of more

immediate opportunities in the investment

environment. Management of the IMP

is substantially different as its primary

objectives are to manage the Trust’s

illiquid legacy assets and its liquidity

needs. The Committee takes a holistic

approach to ensure appropriate risk-

return characteristics for the combination

of OUEM’s investments and the IMP.

How has the endowment

performed recently?

The endowment is up +5.0%* in the fi rst

six months of 2012 versus its benchmark

at +3.1%. In the year to 30 June 2012,

the endowment returned +2.6%*

versus the benchmark at +0.3%. For

calendar year 2011, it was down -0.2%

versus -0.7% for the benchmark.

The Committee is pleased with the

outperformance over the benchmark but

remains focused on longer-term returns

due to the high level of uncertainty that

market volatility creates in the short-term.

What are some examples

of the Investment

Committee’s actions over

the past 12 months?

Given the present uncertainty in the

macroeconomic environment, the

Investment Committee has been focused

on ensuring there is enough liquidity in

the portfolio to meet ongoing operational

expenses in excess of the OUEM

dividend and expendable development

cash fl ows. Detailed liquidity scenario

analyses led the Committee to divest

capital from a long-short hedge fund. The

capital was reinvested across a global

fi xed income manager and a diversifi ed

emerging market equity investment.

Splitting the investment in this way

achieved the Trust’s liquidity objectives

while keeping the Combined Portfolio risk

posture unchanged.

The Scholarship has provided two years of

fascinating and formative interaction with

other Scholars and the wider university

community. In the longer term, my years

in Oxford have further encouraged me to

dedicate my career to public service.

It is one of intellectual curiosity. One only

need attend a dinner to experience that

curiosity through whatever conversation

might take place. With that intellectual

curiosity often comes sincere

intellectual humility.

after oxford?

I’ll be working for a state legislator in

Colorado next year working on education

policy issues. Following that, I will attend

law school and then I hope to begin

my legal career in the public sector.

of oxford?

The accumulated memory of countless

visits to Mob Library at Merton... it lends

itself to the business of thinking. I’ve

visited it in all sorts of weather and seen it

in all kinds of light – it gets more beautiful

to me with each visit.

what does ‘fighting the

world’s fight’ mean to you?

Frederick Buechner’s idea that our

vocation is where our greatest passion

meets the world’s greatest need. It means

we have a duty to consider others in our

line of work.

community is, as ever, full of

energy and vitality. The Class of

2012 has been in Oxford for almost

a month and there is a palpable sense of

excitement as the new Scholars settle into

their programmes and into Oxford life.

All of us at Rhodes House are looking

forward to getting to know them well as

the year progresses.

The now-traditional “Meet & Mingle”

evenings continue to be highly-valued

by all Scholars resident in Oxford, as is

the full programme of talks from

distinguished visiting Scholars and

academics. Scholar-led activities,

events and groups continue to fl ourish.

Highlights of last Trinity Term included

the Rhodes Ball, which magically

transformed Rhodes House into

A Starry Night with a Vincent Van Gogh

Masquerade theme. The very successful

2012 Global Scholars’ Symposium, led by

a predominantly Rhodes Scholar team,

was held again at Rhodes House in May.

This year the Symposium sought to identify

methods for engaging with the pressing

global issues identifi ed by the previous

year’s conference. Both the Rhodes Ball

and the Symposium continue to be

generously supported by John McCall

MacBain (Québec & Wadham 1980).

This Michaelmas Term there are 200 Scholars on stipend.

Seven Scholars are taking the 2nd BA, 102 Scholars are

enrolled in taught Master’s courses, and 91 are pursuing

research degrees. Scholars are enrolled in 90 courses, offered

by 48 departments and spread across the 4 Divisions of the

University – 55% in the Social Sciences, 17% in each of

the Medical Sciences and the Mathematical, Physical & Life

Sciences and 11% in Humanities.

Apart from stipend, the Rhodes Scholarship makes no

additional provision for fi eldwork or travel expenses for

Scholars engaged on research but, earlier this year,

Dr David Frederick (Texas & University College 1983) made a

generous donation to the Rhodes Trust to assist Scholars on

stipend with these expenses. The response from Scholars was

immediate and overwhelming. Research grants were awarded

to 28 Scholars from 8 constituencies working on widely varied

projects in 18 departments of the University and across

all four academic Divisions. The fi nancial assistance made

possible by this donation was deeply appreciated by Scholars.

We are glad to report that the Rhodes community in Oxford

continues to be the diverse, energetic and engaging group of

young men and women we expect them to be.

‘FOR ME, THE RHODES SCHOLARSHIP

was an extraordinary experience of both intellectual

challenge in my area of study, European History, and

broadening global awareness in a very personal way.

I’m sure my experience was not unique in that regard.

Cecil Rhodes’ single bequest has funded thousands of

Rhodes Scholars for nearly 110 years. We now, as a global

community of Rhodes Scholars, have the opportunity to

contribute to ensuring the future of the Scholarships into

their second century and beyond.’

The Rhodes Scholarships have been underpinned

by the values of philanthropy, optimism and service. Nearly 110 years ago, the

founding benefaction of Cecil Rhodes created the model for international

scholarships around the world. This has enabled nearly 8,000 people to benefi t

from the transformative experience that is a defi ning characteristic of the University of

Oxford and its associated colleges.

Today, these positive forces continue to sustain the Rhodes Scholarships. We are also

deeply grateful to have the visionary philanthropic support of a new and growing body of

donors who share our determination to ensure that the Scholarships thrive, and enable

current and future generations of Rhodes Scholars to make their ongoing contribution to

the betterment of our world.

We have many more people to thank for their generosity towards the Rhodes

Scholarships in our second annual Honour Roll. This allows for renewed optimism but

also a strong determination to increase the participation in giving during the years ahead.
