109.1 Annual Convention.

109.1.1 Annual Convention. Labor Day weekend each year is reserved for the Annual Convention.No other shows may be held the weekend of the Annual Convention with the following exception. A clubmay receive permission to hold a show on the Annual weekend upon application to the Board.Application must state specific reasons for the request for exemption and why such a show would haveno impact on the Annual.

109.1.1.1 The rotation for the Annual Conventions shall be: Mid Pacific - 2010, Mid Atlantic- 2011, Great Lakes - 2012, Northwest -2013, Northeast - 2014, International - 2015, Southwest - 2016,South Central - 2008, Southeast - 2009.

109.1.1.2 Proposals to host the Annual Convention in the designated region must bereceived for the Annual Meeting 3 years prior to the proposed convention.

109.1.1.3 In the event no club submits an acceptable proposal, any club in any region maysubmit a proposal to host the Annual Convention by the agenda deadline for the Semi-Annual Meeting2½ years prior to the convention and a notice soliciting such proposals shall be published in the TICATREND.

109.1.1.4 The subsequent designated order of rotation will remain the same.

109.2 Meetings of the Board.

109.2.1 All Board Meetings shall be scheduled for a minimum of 2 days.109.2.1.1 Meetings of the Board shall be the fourth full weekend in January (Winter

Meeting, the third full weekend in May (Spring Meeting) and the week immediately preceding Labor Dayweekend (TICA Annual).

109.2.1.2 The Winter Meeting shall be held in Harlingen TX without a show OR at a locationoutside the United States in conjunction with a show, approved by the Board.

109.2.1.3 The Spring Meeting shall be held in the United States, rotating from Central toWest to East, with or without a show. The meeting venue must be at or near a major international airportat a hotel with adequate meeting space, full restaurant service and airport shuttle.

109.2.1.4 The Winter and Spring meeting locations shall be selected by the Board withoutconsideration of accompanying show.

109.2.1.5 Minutes of all meetings of the Board of Directors shall be completed within 10working days following the meeting.

BL 112.2 Other Countries. Other countries outside the U.S. and Canada shall be represented by an Associate Directorto handle the needs of that particular country. Countries will be grouped into regions according to their geographiclocation. Membership - Membership has increased significantly in the last 2 years and continues to show growth. From 2006 to2007 membership increased by 32%. The previous four years showed virtually no growth from year to year.

Cat Registrations - Individual cat registrations increased by 119 cats from 2006 to 2007, the largest increase in years. 2008 figures confirm continued growth.

Litter Registrations - Litter registrations have been relatively consistent through the years. 2008 shows a significantincrease over previous years.

Cattery Registrations - Cattery registrations have shown consistent growth over the 6-year period.

Certified Pedigrees - The number of 3-generation certified pedigrees shows a significant increase in 2008. 5-generationpedigrees are stable. Clubs - At the present time, there are 2 clubs in Brazil, 4 clubs in Argentina and 1 club in Colombia.A new club will be chartering in Montevideo, Uruguay in May. Another new club is being organized in Sao Paolo, Brazil. Work is being done to organize 3 other clubs in South America... in Ecuador, Venezuela and Panama.

Judges - There are 4 licensed judges and 1 trainee. The trainee is the first trainee in many years. (Carlos Lopez, now aprovisional AB judge, was the last trainee in SA to come through the TICA judging program.) Two members in Colombiaare working on the requirements for the judging program as is 1 member in Argentina.

Clerks - There are 2 licensed Master Clerks and 1 Head Ring Clerk. There are 2 individuals working on their Head Ringclerk and Master Clerk licenses. There is a PowerPoint presentation in Spanish for use in training clerks developed byone of the licensed master clerks. It includes a theoretical course and a practical course.

Shows - Shows are scheduled for 2008 with 2 shows in May - one in Brazil and one in Argentina, 2 shows in July - onein Argentina and one in Colombia, one show in Brazil in August and two shows in September including the SA Regionalin Argentina and another show in Brazil. Clubs are not regularly asking judges to use miles for their transportation, butare purchasing tickets. (Shows in Argentina and Brazil are typically held between May and October because of the fact

that show halls are not air-conditioned. Shows in Colombia have been held year round.)

Schools - There are regularly held schools in Argentina for people interested in the TICA judging program. Therecurrently are 8 students involved in these classes.

Regional Communication - There is a regional Web Site and a regional internet list to keep members informed.

It is my pleasure to recommend a strategic marketing and public relations plan forThe International Cat Association (TICA).

The plan I have recommended is built on my first-hand knowledge of and experiencewith TICA (as a TICA member), the cat fancy as a breeder/exhibitor of regionalwinners, and my more than 20 years’ marketing and public relations experience.

The attached PowerPoint presentation will be presented at the Board Meeting in May2008. In addition to this presentation the following document provides an overview ofthe marketing services I would provide to TICA.

Previously with Franklin-Spirko, I am now an independent marketing and publicrelations professional and have several clients that develop products or provideservices for the cat or animal industry (www.purrsonals.com, Animal Spirit Network,Carla Person, Pop-N-Toss). I also have clients that are outside the animal/petindustry including Trump University, Coccora Press, The Orphan Foundation, WisdomWands, Bill Schmick (financial advisor), JJ Childers (tax attorney and author of severalbest-selling books on asset protection and financial wealth), Military Resume Wizardand Everlife Memorials.

The Club appreciates this date is the same date as the TICA 2008 Annual but this is the only date with any degree of availability within the UK’s busy 2008 summer calendar and, as you are aware the clashing of show dates with the UK’s GCCF is a major consideration. The date requested presents the minimum competition and is the only date on which the proposed venue is available for hire at an affordable rate. Anticipated entry for the show is around 80 cats and two judges have been invited neither of whom had intended to attend the Annual. The club submits that such a small show in Europe would in no way compromise the success of concurrent events in the USA but it is crucial to presenting an opportunity for newcomers to have “a taste of TICA” in the UK’s North. In consideration of your approval the club asks you to take into account of the fact that several UK TICA shows originally designated for the North of Britain were moved to the south causing disappointment. It is essential to have additional TICA show opportunities within the North of England to enable TICA to establish a firm, nation-wide presence. 49.1.4 If the judge is approved by the Judging Committee, the club is responsible forfurnishing the International Guest Judge copies of TICA Show Rules and Standards,and working with said judge on interpretation and clarification. In particular, GuestJudges must be aware of the need to provide corrections within 10 days whenrequested to do so by the Executive Office.

Rationale:

Some guest judges are not providing corrections when requested or in a timely fashion. This holds up processing of automatic titles for shows that weekend and has knock-oneffects on the production of title confirmations for all following TICA shows. INTRODUCTION

The success of any cat show is dependent upon many factors.

Perhaps the most important is to have a well qualified, knowledgeable and

competent entry clerk. Often, the exhibitor’s first contact with the club is with

the entry clerk.

The entry clerk can make the difference between whether an exhibitor

enters the show or not. If the entry clerk is not helpful, or is slow to respond

to inquiries, the exhibitor will relate that experience with the show and with

the club. In large part, that relationship will determine whether the exhibitor

will enter the show, attend a different show, or decide not to participate in

any show.

There are many prerequisites to being an entry clerk. The skills of

Head Ring Clerk and Master Clerk are building blocks to learning the job of

entry clerking. An entry clerk must have strong organizational skills and be

proficient in basic bookkeeping practices, possess strong word processing

skills, and have a good working knowledge of a spreadsheet program.

An entry clerk must also be familiar with the current TICA Show Rules,

By-Laws, Standing Rules, the breeds accepted in Championship and

Advancement Classes (Preliminary New Breeds, Advanced New Breeds,

and New Traits), colors and competitive divisions. An entry clerk must be

able to answer questions from the novice to the experienced exhibitor.

ONE – General Information

511.1 Purpose. The purpose of The International Cat Association’s Entry ClerkingProgram is to provide training to all interested and qualified individuals which willresult in confident, competent, efficient and experienced, licensed entry clerks.

511.2 Prerequisites. It is highly recommended that an Entry Clerk have experience asa Ring Clerk and Master Clerk (license preferred) prior to accepting anassignment as an Entry Clerk. In addition to the prerequisite skills of the hands-on experience as a Ring Clerk and Master Clerk, an Entry Clerk needs to beextremely well organized, have basic bookkeeping skills, have computer softwareexperience with word processing and spreadsheet programs and have theknowledge of the various TICA rules that pertain to entry clerking.

511.3 Training Program.

511.3.1 Eligibility for admittance to the Entry Clerking Program iscurrent membership in TICA.

511.3.2 At the discretion of the Entry Clerking Administrator, the requirements forany level may be modified to meet special circumstances.

511.3.3 Trainee Status. Each applicant shall submit an Entry Clerking ProgramApplication and a digital 4”x6” color photograph to the Entry ClerkingAdministrator, and a $15.00 application fee to the Executive Office. Theapplicant shall send a copy of the DAR to the Entry Clerking Administrator.Upon completion of these requirements the applicant shall be enrolled inthe Entry Clerking Program as a Trainee and shall receive a copy of theEntry Clerking Manual from the Administrator.

511.3.4 Advancement. The following should be completed prior toapplying for advancement:

511.3.4.1 Attend an Entry Clerking School.511.3.4.2 Learn the information contained in the Entry

Clerking Manual.511.3.4.3 Get practical experience.

511.3.5 Licensed Status. Before a license is issued, the followingmust be completed

511.3.5.1 Attend a sanctioned entry clerking schoolwithin the previous two years. Experiencedentry clerks are not required to attend an EntryClerking School, but they must meet all otherrequirements. An experienced entry clerk is

one who has served as an entry clerk for aminimum of three shows.

511.3.5.2 Serve as an entry clerk for a minimum of twoshows. The Entry Clerking Trainee mustsubmit favorable evaluations from each showsigned by the Show Manager stating that thecatalog was accurate; that the benching wasdone accurately, if applicable; that all entrieswere printed in the catalog and the judges’books, and that all entry fees were properlyaccounted for.

511.3.5.3 Once the two evaluations have been filed withthe Entry Clerking Administrator, the Traineemust submit to the Entry Clerking Administratoran Application for Advancement Formrequesting the Entry Clerking exam andadvancement to Licensed Entry Clerk.

511.3.5.4 The applicant shall return the completed examwithin 60 days of the date the exam wasmailed or emailed.

511.3.5.5 All applicants/Trainees must pass the EntryClerking examination with a minimum score of90%.

511.4 Relicensing. All Trainees and Licensed Entry Clerks will be re-licensed on an annual basis and upon meeting the following requirements:

511.4.1 Payment of TICA membership dues and a $5.00 annualrelicensing fee on or before May 1 of each year.

511.4.2 Completion of the annual relicensing examination with ascore of 90% or better.

511.4.3 The relicensing examination must be completed andreturned to the Entry Clerking Administrator within 60 days ofthe date the exam was mailed or emailed. Failure to complywith this deadline will result in the Trainee or Licensed EntryClerk being dropped from the Entry Clerking Program.

511.5 Reinstatement. Any person formerly licensed as a TICA EntryClerk may apply for reinstatement. In order to be reinstated at thestatus formerly held, the following requirements must be fulfilled:

511.5.1 The applicant for reinstatement must send the Entry ClerkingAdministrator a written request to be reinstated.

511.5.2 The applicant for reinstatement must pay a $5.00 re-licensing fee.

511.6 Entry Clerking Schools.

511.6.1 Entry Clerking Schools may be conducted by a licensedMaster Clerk or a Judge.

511.6.4 After every Entry Clerking School, the instructor must sendto the Entry Clerking Administrator a list of attendees and abrief synopsis of the material covered.

511.7 Compensation. Entry Clerks who are in the Entry Clerking Programshall be compensated for their services at a rate mutuallyagreeable by the Entry Clerk and the Club. Non-licensed entryclerks may be compensated at the discretion of the showmanagement.

511.8 Miscellaneous.

511.8.1 Clerking Contracts. Clubs are encouraged to use the TICA Entry ClerkingContract to engage their Entry Clerk(s).

511.8.2 Dress Code. The entry clerk should dress appropriately at time of exhibitorcheck-in. They are in highly visible positions, and appropriate attire willcomplement the show committee’s efforts to provide exhibitors with aquality show.

TWO – Duties of the Entry Clerk

512.1 The Entry Clerk’s job is very demanding and time consuming. The Entry Clerkmust be well organized, be a good time manager, and have the technicalcomputer skills to do the job efficiently and with very little direction.

512.2 Relationship with the Club – The Entry Clerk must establish a clear, conciseworking relationship with the Club’s Show Manager.

512.2.1 An Entry Clerking Contract should be negotiated with anauthorized representative of the Club – the Club President orShow Manager. (see attached sample)

512.2.2 The agreement should state who will be responsible for:512.2.2.1 Developing the printed show flyer.512.2.2.2 Developing the show website.512.2.2.3 Selecting the computer program that is to be

used for entry processing and financialtracking.

512.2.2.4 On-line promotion.512.2.2.5 Setting the deadline for accepting entries.512.2.2.6 Deciding whether late entries will be accepted,

512.3 Communication is one of the most important aspects of entry clerking. The EntryClerk shall:

512.3.1 Keep the club informed of entry counts and money received.

512.3.2 Respond promptly to exhibitor questions.

512.3.3 Ask the Show Manager for help with difficult questions andrespond to the exhibitor promptly upon receiving direction.

512.3.4 Establish time lines for each step of the entry clerkingprocess. Proofing the catalog, formatting and printing thecatalog, doing the benching, preparing the judges’ books,and preparing for exhibitor check-in are all done during thefinal week before the show.

512.4 Before the show the Entry Clerk shall:

512.4.1 Obtain the computer program(s) that will be used for data entry, retrievaland financial records.

512.4.2 Enter cat entry information into the computer.

512.4.3 Verify that exhibitors entering the show are not on the TICA TemporarySuspension List and Bad Debt List.

512.4.4 Verify each cat’s proper placement in color and division.

512.4.5 Send entry confirmations within 24-48 hours of receipt of entry, including acomplete recap of the summary sheet and cat entry information. Notewhether payment has been received.

512.4.6 Make copies of all checks, money orders, PayPal or credit card paymentsand attach to entry information.

512.4.7 Put all money in a secure place until it can be deposited in the Club’s bankaccount.

512.4.8 Handle exhibitor inquiries – phone calls, emails, etc.

512.4.9 Promote the show on-line.

512.4.10 Provide regularly scheduled progress reports to the Club.

512.4.11 Print the entry pages of the catalog. Refer to the 211.1 of the Show Rules(Article 11 – Catalog) for a complete listing of what needs to be included inthe catalog. Proof the catalog prior to printing, having another personassist in the proofing process if possible. If the Entry Clerk is to beresponsible for printing the catalog, make sure that enough copies aremade for each exhibitor, judge, each ring, the master clerk, and any extrasfor sale to spectators. Note: The Master Clerk’s catalog should be printed

513.1 Introduction. It is essential that an entry clerk have a thorough, workingknowledge of Color/Division mechanics in order to verify that the entries arecorrect in the catalog and judges’ books. With properly categorized entries in thecatalog and judges’ books, the show will run much smoother.

513.2 Championship Competitive Divisions. There are twenty color divisions forchampionship competition (kittens, cats, and alters) in TICA. These aredetermined by combining four color categories with five pattern divisions. Thefour categories are: Traditional, Sepia, Mink, and Pointed. The following tablelists the colors for each category:

Note: There are no “categories of color” for household pets as there are forchampionship cats. The following “rules of thumb” should be used for determininghousehold pet divisions (adults only, HHP Kittens do not compete in divisions).

1) All pointed cats (without white), including silver or shaded pointedcats, are judged in the POINTED division. Pointed cats are notseparated into solid points, tabby points, tortie points, etc. If it haspoints AND blue eyes, it is judged in the POINTED division.

2) Chinchilla, shaded or smoke cats (including goldens) are judged inthe SHADED division.

3) All tabbies, including silver and non-silver, are judged in the TABBYdivision. Don’t forget that TORBIES are TABBIES, notTortoiseshells. If it looks like a tabby, it is judged as a TABBY.

4) Cats appearing to be solid except for a white locket are judged inthe SOLID division (not the Solid and White division).

FOUR – Appeals Procedure

514.1 The ultimate control and management of The International Cat Association restswith the membership through the Board of Directors. Therefore, this appealsprocedure has been developed for the Entry Clerking Program.

514.2 Any decision made by the Entry Clerking Administrator regarding any phase ofthe Entry Clerking Program is subject to the right of appeal to the Board ofDirectors. This appeal is to be made by the person affected by the decision. Suchan appeal must be made in writing to the TICA President, with a copy to theBusiness Manager and the Entry Clerking Administrator, within 30 days of thedecision in question. The appellant and the Entry Clerking Administrator agree toabide by the decision of the Board of Directors.

Registration Rule 39.9.2 – Clarification of Process

Registration Rules 39.9.2 “Be accompanied by a minimum three-generation pedigree,stating the color and pattern and the registering association's assigned registrationnumber for each ancestor listed. This pedigree must be signed by the breeder of the catfor which application is being made and include a statement that this pedigree is trueand correct to the best of the breeder's knowledge, and a statement as to whether thecat may or may not breed. In addition, a photocopy of a registration certificate from theassociation is required, showing proof that this cat is owned by the person making theapplication and asking to be named the owner of this cat."

Executive Office comments:

This is the registration rule for individually registering a cat. If the owner of the cat to beregistered is also the breeder, can prove they are the breeder (either they own the TICAregistered dam OR provide a certificate of registration from another association provingthey own the dam) we consider them to be the owner of the kitten and would notrequest any other proof of ownership.

If we did require additional proof of ownership, then we would be making them spendmoney with another association to prove they are the owner of the cat. We have alwaysdone this although the rule doesn't specifically state this. The rule doesn't specificallystate it because when the rule was being developed it was thought that although wewould take this as proof of ownership, we would prefer to have the documents if theyhad them.

We have updated the individual registration form on the website as Martin suggested,however, we would still allow the proven breeder to be the owner of the kitten with nofurther proof.

Rules Committee comments:

(MW) The danger in allowing an individual cat to be registered purely because thebreeder owns the dam is that it bypasses the safeguards of insisting that the sire'sowner signs the litter registration form. In my view this rule is solely for cats beingimported into TICA's registry when they are already registered with another association.

The registration of an individual kitten should continue to require the consent of theowner of the sire as well as the owner of the dam (unless the kitten is already registeredin another association – it can then be treated as an “import”)

(BT) I agree with your comments Martin...there needs to be a safety net

Add Standing Rule 105.4.3 Breed Group Committee Members (Clarification of procedure)

15.4 Breed/Breed Group Committee.

15.4.1 The members of each Breed/Breed Group Section shall elect a Breed Committee, each memberto serve a term of 3 years or until a successor is duly elected or appointed in the event of a vacancy.

105.4.1 Breed Committees. The number of breed Committee members shall be determined by the number of Breed SectionMembers as of April 30th of the election year as extracted from the membership program. The following formula will be applied:

Amend Standing Rule 202.4.2 – Issuing Show Licenses

Amend Standing Rule 202.4.2:

202.4.2 Show Licenses. Licenses are issued upon payment of license fees providedany Guest Judges have been approved, club charter renewal fees have been paidand a current list of club officers names and addresses has been provided to theExecutive Office. Once applied for, no changes may be made to the number and type ofrings without 1 weeks’ written notice to the Executive Office. The time limit on theexemption from license fees for newly chartered clubs is 1 year.

Rationale:

There is a disconnect between the process of approving Guest Judges and issuing ofshow licenses. Show licenses should not be issued unless any Guest Judges havebeen approved by the Judging Committee.

Amend Standing Rules 901.4.3.5 – Top 25 International Winners

901.4.3.5 International Awards. International Awards will be presented to the 25 cats,kittens, alters, and household pets, household pet kittens; and 25 longhair cats and 25 shorthair cats having the highest aggregate points of all cats, kittens, alters, householdpets, and household pet kittens, as applicable, in the association during the applicableshow year. All awards earned during the show year will be listed accordingly for everyregion or recognized area and internationally. 901.4.3.5.1 The Top 25 Cats, Kittens, Alters, Household Pets and Household PetKittens, are featured in a visual media presentation at the Annual Awards Banquet andin the TICA YEARBOOK in color, free of charge. 901.4.3.5.2 The Top 25 longhair and shorthair cats, and the Best Cat in each breed arehonored at the Annual Awards Banquet.

Rationale:

As TICA has grown, the number of exhibits worthy of an International level award hasgrown. Now is the time to move to a Top 25 format at International Level.

Clarification of Procedure for Polling Breed Section(s) Members

118.2 Amendment of Existing Standards. Proposed Standard amendments including but not limited tothe addition or deletion of colors or the adoption of a new Standard for a recognized breed shall besubmitted by the Breed Committee Chairperson to the Genetics, and Rules Committees 120 days prior tothe Board meeting at which the changes are to be considered. The Genetics and Rules Committees shallact on the proposal within 15 days of receipt. Upon approval of the Genetics and Rules Committees,the Executive Office shall issue a ballot to all bona fide voting members of the Breed/Breed GroupSection(s) no less than 100 days prior to the Board Meeting at which the changes are to beconsidered, to be counted by the official TICA Ballot Judge. Financial responsibility for said poll shallrest with the requesting party(ies).

1018.2 Amendments. Proposals to amend Standards shall be considered by the Board of Directors at regularly scheduled meetingsand must be in writing and received in accordance with ARTICLE EIGHTEEN, 118.2 of the TICA By-Laws. Proposals must bereceived by the Genetics and Rules Committee no later than 120 days prior to the opening day of the meeting. Proposals receivedafter the 120-day deadline will be placed on the following meeting agenda.1018.2.1 Proposals must be on the approved form, R-4010 Proposal to Amend Standards (available from the Executive Office orwww.ticaeo.com).

1018.2.1.1 Notification. Members are to be notified of action taken at the Board Meeting on proposals submittedby them with a target date of 10 working days after completion of the minutes.

QUESTION: Does the sentence in red (bold) mean that if a person is a member of more than onebreed section within a breed group, they receive a ballot for each breed section they belong to withinthe group? If not, we need to clarify the language to reflect this. It can be done through a StandingRule.

If a Standing Rule is needed, the following is proposed:

Add 1018.3 A member who is a member of more than one breed section within a breed group shallreceive a ballot for each breed section belonged to within the group.

Amend Show Rule 210.2 – ownership of entries (Elektra Hammond)

Show Rules:

210.2 An exhibitor shall not, in any way, in person or via the public address system,make known to an officiating judge which entry(ies) belong to him/her OR any otherexhibitor.

Rationale:

In order to maintain the impression that TICA judges do not know which cats areassociated with which exhibitors, we need to prohibit announcements in the show hallthat clearly associate cats and owners. These announcements are usually not made bythe owners of the cats, and made with the best of intentions, but they do identify thecats and therefore should be prohibited.

Rules Committee comments:

(LS) This is micromanaging, and is also so vague as to be much more confusing thanthe original rule. Additionally, trying to restrict "speech" is always a bad idea and almostimpossible to enforce

(BT) I'm assuming she's talking about Supreme Parties and saying "come join us for***'s Supreme Party in row *. I think what she is proposing will take a much neededelement of fun out of the shows. People enjoy their Supreme Parties and if a person onthe microphone makes the mistake of naming the cat......oh well. When judging weseldom hear announcements anyway! I always say I am the world’s worst exhibitor as Itend to tune out the microphone.

Also I guess maybe someone might announce for an owner to come to the ring and pickup a cat they left behind.

Amend Show Rules 27.2 and Standing Rules 207.1.1 – Restore Minimum number of Judges forGRC/GCA/GRM (Elektra Hammond)

Show Rules 27.2 GRAND CHAMPION/GRAND CHAMPION ALTER/GRAND MASTER: An eligible maleor female cat registered in TICA shall be entitled to the prefix "GRAND CHAMPION", an eligible neuter orspay cat registered in TICA shall be entitled to the prefix "GRAND CHAMPION ALTER", and an eligible,TICA registered household pet shall be entitled to the prefix "GRAND MASTER" when it has won aminimum of 1,000 points, and acquired a minimum of 6 finals from four different judges, three of which arewithin the Top 5 Cats in a specialty ring or Top 10 Cats in an allbreed ring. However, in such isolatedareas as defined in Standing Rules 1012.3, cats will be entitled to Grand Champion, Grand ChampionAlter or Grand Master status by being awarded no less than 500 points by two different judges, andacquired a minimum of 3 final awards, one of which is within the Top 5 Cats in a specialty ring or Top 10cats in an allbreed ring.

Standing Rules 207.1.1 Requirements for Titles.

All points earned are cumulative. After earning the points required for one title, any remaining points applyto the next title.

207.1.1.1 Champion HHP Requirements for Titles (Points are cumulative)CH CHA MS 300 points from 4 different judges, plus one finalGRC GCA GRM 1000 points with 6 finals/4 different judges, 3 in Top 5 SP or Top 10 AB etc.

207.1.1.2 Isolated Areas: Champion HHP Requirements for Titles (Points are cumulative)CH CHA MS 150 points from 2 different judges, plus one finalGRC GCA GRM 500 points with 3 finals/2 different judges, 1 in Top 5 SP or Top 10 AB etc.

Rationale:

The change removing the requirement of finals from 4 different judges (2 different judges in isolated areas)to achieve GRC/GCA/GRM (as of 1 May 2008) was packaged with several other changes to bring theshow rules in line with how titles are scored in the EO. To eliminate this requirement cheapens the title,and creates a possible situation where a cat might, through persistence and careful selection of shows, goas far as QGC or even SGC, while only receiving finals from a single judge. While unlikely, is thissomething we want to allow for in our rules?

Now that titles are being calculated via computer, it should be a simple programming change to implementthis check.Rules Committee comments:

The consensus of the Rules Committee was that By-Law 113.4.2 (All issues once submitted to amembership vote shall not be resubmitted for a period of 1 year.) did NOT apply to this proposal and thatthe proposal should be submitted to the Board together with comments.

(LS) This is to change a rule that was just changed by the membership. Also, the reason that rule waschanged was that practically it is almost impossible to score using that rule, and the office informed us thatthey never used the rule anyway. Frankly, if, for example, I am the only judge that ever finals a specificcat, having that cat's owner follow me around to collect the necessary finals only benefits clubs and otherexhibitors as entries increase.

(MW) There is some feeling in my region that titles have become "cheaper" through relaxing the 4 differentjudges requirements for qualifying finals. However, as an organization, we haven't given it time to see theeffect of the recent rule change.
