    Implicit in the foregoing is the suggestion that the readingaudience for such an expose is a mass audience. .To interest, cap-tur-eand convince a popular audience, the material shouldbe pre-sented in readily-comprehensible terms which simplify the reconditeand too-often doctrinaire equations of the textbook expert on Com-rnunism. In short, the slant must emphasize the paramount factorof interest: supporting documentationhowever desirable. must besubordinated, for unless interest is generated in the reader's mindthat mindwill wander, rendering persuasion impossible.

    Lacking the foregoing, the author might want to consider thefollowing premises inframing hi. conclusions:

    The Communist nations led by the Soviet Union arecommitted to nothing le.8 than the subjugation of the entireworld; by subversion ifpossible-- ifnot. by military force.

    Communist statements are not indicative of Communistintent. To further their purposes J Communists are capableof being all things to all men at all times. In the Communistlexicon. this is not inconsistency but basic strategy.

    Co-existence isCommunilt double-talk. a lullaby for the

    unwary, the unsophisticated and the seH-deceived.As Communists, the leader. of the Communist world

    hold fanatically dogmatic belief inthe inexorability of Communistsupremacy. They prate of Peace. but there is no Peace; thecurrent lull inmilitary activity called the Cold War is simplycontinuum by subversion of the Leninist thesis.

    Loss by the West of nuclear monopoly radically alteredthe military/political balance in the West's struggle for survival..Assuming that nuclear parity has been or will be reached, theCommWlist world still exercises a frightening pre-eminencein the techniques of political subvefsion.

Foreign Aid. as conceived by GeneralMarshall--and undergoing only superficial alterations since1948--was not designed as a political weapon; it has not beenused as such. and in practice has proved only a tangential

Under an authoritarian governrnent--as in theUSSR-- Foreign Aid can play an integral role inthe extensionof national policy when used as a positive political instrument;United Sates tradJtio;l" of ~9urse. prohibits such a radicaland seemingly-calculated use of overt funds.     nature and dimensions of the threat. and meet it promptly. in-

    telligently and continously wherever the symptoms appear.

    Conclusion

    Between comforting. but unrehiistic. dependence on ForeignAid and the far extreme of military and/ or nuclear action, what

    practical alternatives exist? (Hopefully. the Taylor recommendations

    will"be available as souec e material; if not. the author will have tostate what strategems his own convictions suggest.)
