Letter from the President
Oil Price is down. We start 2015 with the oil barrel around USD 50, our clients
reducing their investments, and seeing projects being delayed if not cancelled,
large groups also reducing their workforce. Where are we going?
It is not the first time this happens. Remember July 2008 when the barrel was
at more than USD 140 and then the fall started, “reinforced” by the Lehman
Brothers turmoil, plummeting to a December 2008 barrel at USD 44. It took 16
months to get a barrel back to USD 90 and another 10 months to be over USD 115. If we believe the
economists, it could take up to one or one and half years to see a barrel between USD 80 to 100. What
can we do? Cuts in our costs and margin will put our companies in danger and will no longer serve
our industry, but we should have a different approach. Our industry has also been going through a
high increase in construction/development costs, which has deteriorated the relationship between
clients and EPC contractors, EPC contractor and sub-contractors, and EPC contractors and suppliers.
But in these difficult times, all parties should be working in closer relationships, which has proven to
be the key to success; recent achievements are good examples of that. How to reduce the total cost of
the project? We face a lack of talent and productivity. Our experts are retiring and those who replace
them are not able to ‘challenge’ specifications. Clients are ready to review their specifications, they
are waiting for us. “How can I make it cheaper?” Innovation – new techniques, new processes, new
developments, and new products – will be the way to progress, and continue building and preserving
a close relationship with clients is essential. ECI (Early Contractor Involvement) at conceptual or FEED
stages is needed to promote a fit-for-purpose installation. And, of course, standardisations; hence, not
reinventing the wheel on each project. The above concepts are no more than what IPLOCA has been
promoting for many years.
All this doesn’t change our association’s life. We had a full Board at our Munich meeting in December
last year and we are progressing with the different committee initiatives. We remind our members of
the deadline to return the Health and Safety Statistics and also the Environmental Statistics due on 6
March 2015. We are pleased to see the preparation of regional meetings: Mexico on 5 February, Abu
Dhabi on 21 April, Dunkirk on 28 May and Kuala Lumpur early June. For those Member representatives
in these areas, we invite you to participate actively in your regional meeting. On 24 March, we will
hold our HSE Committee meeting. This will be followed by the Novel Construction meeting to be held
on 25 and 26 March in Geneva, to which everyone is welcome. Juan Arzuaga, Executive Secretary,
and Caroline Green, Membership & Convention Manager are working hard on preparations for our
Singapore Convention which will take place from 5 to 9 October 2015. They reserve us some wonderful,
surprising venues for the start of the year in which we celebrate our 50th Anniversary.

Sister AssociationsFebruary was a busy month for our sister associations
in the USA:
DCA 54th Annual Convention
The Distribution Contractors Association (DCA)’s Annual
Convention took place from 7 to 12 February 2015 in
New Orleans, Louisiana, just before the Mardi Gras
celebrations. IPLOCA’s 2014-2015 President, Jean-Claude
Van de Wiele and Juan Arzuaga, IPLOCA’s Executive
Secretary were in attendance, accompanied by their
wives, Martine and Alejandra.
Carnival was very much in the air during the President’s
dinner, to which guests arrived mysteriously masked.
PLCA’s 67th Annual ConventionKeeping on the move, Jean-Claude Van de Wiele and
Juan Arzuaga also attended the Pipe Line Contractors
Association (PLCA)’s 67th Annual Convention from 24 to 28
February 2015 in Carlsbad, California.
The members of the World Federation of Pipe Line Industry
Associations met to discuss subjects of common interest on
25 February.
PLCAC’s 61st Annual Convention, will be taking place from 13 to 17 April in Maui, Hawaii.
News from Geneva Membership CertificatesMembership certificates were mailed out in January. If you
are the designated IPLOCA Key Representative for your
company and you have not yet received your certificate
please email [email protected].
Health & Safety StatisticsThe deadline for submission of statistics is 6 March 2015 and
it is a requirement of regular membership in the
association, so if you have not yet submitted them,
please do so right away.
In order to improve accuracy and reliability of the data submitted,
we have created an online fillable form which now contains
certain data restrictions. The number of questions has also been
slightly reduced. Refer to our website www.iploca.com.
Please note that, as determined by the Board of Directors,
Regular Members whose companies do not submit the
Health & Safety Statistics will not be allowed to attend the
upcoming Convention.
New Business AdministratorThe new year brought a change in
the IPLOCA Secretariat - in January
we welcomed Caroline Caravellas
as the new Business Administrator,
replacing Ira Hajdamacha. Caroline
is of Irish origin and has lived most
of her life in the Geneva region, with 10 years spent in the
UK. She is bilingual in English and French and speaks a little
German. Much of her career has been spent in marketing
communications in industry associations, in an NGO and
in a private bank. She recently worked as an independent
consultant, organising major bi-annual forums and advising
on communication strategies. She looks forward to meeting
board members in New Delhi and all other members’
representatives during the course of the year.

Board Meeting UpdateThe full 2014-2015 IPLOCA Board of Directors attended
the December meeting in Munich, Germany.
The following are highlights from that meeting.
Client Engagement CommitteeThe Board agreed to create a new membership category for
clients defined as Corresponding Members. A presentation
plus a membership application form have been developed
and a “Client Engagement Committee” page will be added to
the IPLOCA website.
The goal for 2015 is to recruit a minimum of 5 Corresponding
Members.
HSE CommitteeThe following objectives for 2015 were defined as follows:
- Zero fatality
- TRIR < 3
- Implement lessons learned
- Hold a safety workshop in July
- Include a safety chapter in “The Road to Success”
The statistics return forms for 2014 will be done through
an online fillable form. The Secretariat will send out a
questionnaire on the use of the Safety DVD to evaluate the
interest in producing an update of this training tool.
Two new members have joined from Stroygazmontazh and
Technip Germany (see HSE Committee update on page 13
of this Newsletter) and the next HSE Committee meeting
will be held in Geneva on 24 March 2015.
New Technologies CommitteeAn update of the ten working groups and their leaders was
presented to the Board. It was stressed that the activities
of those 10 groups tend to be mostly led by only a small
number of members. The Board therefore urged all new
members to actively participate in the initiative. The next
meeting is scheduled for 25 to 26 March 2015 in Geneva.
Also mentioned were the soon to be released reports
coming from the following Research Studies: Mitigative
Strategies for Lowering-in Stresses and Pipeline Route
Selection Guidance. The next phase of research on
Management of Construction Stresses starts in 2015.
New chapters to produce an updated version of the Road to
Success will be printed and presented at the 50th Anniversary
Convention in Paris in 2016.
The IPLOCA Excellence in Project Execution Award will be
launched in 2016 and will be awarded every two years.
Scholarship CommitteeThe first version of the electronic application is under
development. The goal is to distribute the first scholarships
in the third trimester of 2015.
Adam Wynne Hughes reminded the Board that the
scholarship programme that was presented at the AGM was
a “pilot programme” to be tested in the coming three years.
Convention Location CommitteeThe findings from the Convention questionnaire regarding
future locations for this event were presented. The
following is the order of preference for where to hold the
IPLOCA Convention in Latin America: 1. Rio de Janeiro,
2. Buenos Aires and 3. Mexico City. Detailed charts and
feedback from the Abu Dhabi Convention can be found on
page 15 of this Newsletter.
The decision on the convention location for 2017 will be
made at the June Board Meeting in Cartagena.
Treasurer’s ReportIn reviewing the forecast to complete 2014, Treasurer
Harald Dresp noted a projected operational result of
approximately CHF 85,000.
The budget for 2015 was presented and unanimously
approved by the Board. It has been based on having the same
number of members and keeping expected sponsorship at
the same level. However the proposal is to spend some of the
savings on such projects as the Scholarship Programme and
the Research & Development co-funding.
Associate MemberJiangsu Yulong Steel Pipe Limited was approved by the
board as an Associate Member.

Temporary By-Laws CommitteeThe Aide Memoire is being replaced by four manuals, one
specifically describing the functioning of the secretariat, one
on the convention, a board meetings manual and one on the
regional meetings.
The Board agreed to have a detailed discussion on changes
to some of the By-Law articles during the next Board Meeting.
ConventionJuan Arzuaga updated the Board of Directors on the actions
undertaken so far with regard to the Singapore Convention.
Juan Arzuaga and Caroline Green, Membership &
Convention Manager, held a site inspection visit in January
and met with different DMCs / ground agents.
A convention app will be in use in Singapore and will
provide, amongst others, a personalised schedule
with real-time updates and time-based reminders, an
interactive convention brochure, maps, speakers’
information and biographies.
The 50th Anniversary Convention is confirmed to take place
in Paris from 12 to 16 September 2016.
Regional Meetings
Mexico
The regional meeting in Mexico will be held on 5 February
2015 at the InterContinental Presidente in Mexico City,
organised by Rubén Kuri and will be open to all members,
non-members and clients. The two invited speakers from
Pemex and CFE (Federal Electricity Commission) presented
in Spanish with an English interpreter.
London
Tuesday, 10 March 2015 is confirmed as the date for the
regional meeting in London, the day of the annual PIG
(Pipeline Industries Guild) dinner. The organisers are
Andy Ball and Adam Wynne Hughes.
Middle East & Africa
The regional meeting to be organised by Georges Hage,
Aqeel Madhi and Ibrahim Zakhem will take place in Abu
Dhabi on 21 April 2015.
Dunkirk
The meeting will be held on 28 May 2015 and is organised
by Jean-Claude Van de Wiele with the collaboration of
Dunkerque Promotion and Pôle Mécanov.
Information regarding the organisation of regional
meetings is available at the Secretariat, and the organisers
can be provided with a list of companies to invite.
Sister AssociationsIPLOCA will attend the DCA Convention in New Orleans,
LA (USA) from 6 to 13 February 2015, the PLCA Conference
in Carlsbad, CA (USA) from 24 to 28 February 2015 and the
PLCAC Convention from 14 to 18 April in Maui, HI (USA).
Membership BenefitsAfter a discussion on how to improve the presentation
and promotion of the benefits of IPLOCA membership
to potential members, all Board Members were asked
to send their ideas/proposals on membership benefits
to the Secretariat and to share their experiences of other
associations.
The cultural programme during the Board Meeting had
a Christmas theme, and included a visit to the nearby
Bavarian town of Bad Tölz. In addition, the spouses had the
opportunity to tour the Nymphenburg Palace in Munich,
with a guided visit of a porcelain manufactory.
Next Board meeting The dates for the March Board of Directors meeting in
New Delhi are 3 to 6 March.

Member NewsAllseas Giant « Pieter Schelte » Arrives in Rotterdam for Completion
“Pieter Schelte” arrived in Rotterdam from Korea on 8th
January 2015, where her topsides lifting system beams
are being installed. Pieter Schelte is the world’s largest
platform installation/decommissioning and pipelay vessel
built for the Swiss company, Allseas. The ship is also by
far the world’s largest vessel overall ever constructed in
terms of its gross tonnage of 403,342 gt, as well as its
breadth (123.75 m/406 ft), length (382 metres/1,253ft) and
displacement (972,000 metric tons). The main construction
was done at Daewoo shipyard, Korea, starting from 2010
(although the ordering of long-lead items even began
as far back as 2007), and the concept dates back to 1987
when it was first designed by Allseas founder and chief
executive Edward Heerema. Final completion is taking
place in Rotterdam, the Netherlands, with an inauguration
ceremony on 1 March.
Main diesel power comprises eight MAN 11.5 MW engines
and one 4 MW harbour engine, with two engines each in
four separate engine rooms,[3] which drive 12 Rolls Royce
5.5 MW thrusters. The vessel and its novel equipment was
conceptually entirely designed by Allseas, as well as the
basic design; the detail design was done by the Finnish
engineering company Deltamarin. With help from a slot at
the bow and a 48,000 tonne lifting capacity, the catamaran-
like ship will be used to install and remove decommissioned
topsides and jackets of large offshore oil and gas platforms
in the North Sea with a single lift. The vessel is also
equipped for laying large pipelines with a capacity that
will also make her the largest pipelay vessel. According to
Allseas, offshore operations are expected to commence on
the removal of the Talisman Yme platform this summer.
Technip awarded two subsea contracts in the Gulf of Mexico by Stone Energy CorporationTechnip has been awarded by Stone Energy Corporation
both a flexible pipe supply contract and an installation
contract for the Amethyst field, located on Mississippi
Canyon 26, in the Gulf of Mexico.
The first contract includes the detailed engineering,
procurement, fabrication, assembly and testing of a 5-inch
production static riser (almost 9 kilometers long) as well
as all associated hardware. The second award covers the
installation of the pipe as a tieback to the Pompano fixed
platform, in approximately 395 meters of water depth.
Technip’s operating centre in Houston, Texas, USA, will
manage the project which is scheduled to be completed
during the second half of 2015.
The Group will leverage its unique vertical position in the
subsea business. The flexible pipe will be manufactured
at the Group’s Asiaflex Products plant located in Tanjung
Langsat, Malaysia. It will be installed using the Deep Blue,
Technip’s deepwater pipelay vessel. Deanna Goodwin,
President of Technip in North America, stated: “Technip is
proud to bring its experience and to leverage its vertical
integration of product design and manufacture and
installation vessel fleet to support our customer’s needs”.
ShawCor Announces Second Contract to Provide Pipe Coating Services for the Shah Deniz Stage 2 ProjectShawCor Ltd, announced that its Bredero Shaw pipe
coating division has received a contract with a value of
approximately USD 200 million from BP Exploration (Shah
Deniz) Limited for pipeline coating for the Shah Deniz Stage
2 development project.
The contract is scheduled to be executed at the Caspian
Pipe Coatings (CPC) plant in Baku. The contract awarded
involves the application of anti-corrosion and concrete
weight coatings, and upgrades to the CPC plant in Baku
to enable the facility to meet the project’s requirements
for anti-corrosion and concrete weight coating. Coating of
pipe is expected to start in 2015 with completion planned
for October 2015. Together with the previously awarded
contracts relating to the Shah Deniz Stage 2 and the
related South Caucasus Pipeline projects, Bredero Shaw
has now secured contracts totaling over USD 500 million
on these projects.
ShawCor Ltd. is an energy services company specializing
in products and services for the pipeline and pipe services
and the petrochemical and industrial segments of the oil

and gas industry. The Company operates through nine
divisions with over ninety manufacturing and service
facilities located around the world.
EPCC-contract for Nawara Development Project in Tunisia
Within the scope of the Nawara Development Project
of OMV Tunisia, MAX STREICHER GmbH & Co. KG aA
has been awarded 2 contracts. The Tunisian company
Bouchamaoui A&R Industries is the joint venture partner.
The EPCC contract comprises the construction of a Central
Gas Processing Facility (CPF) in the NAWARA gasfield,
as well as the construction of gas pipelines and the
development of drilling sites.
Furthermore, STREICHER carries out the laying of a 24“
pipeline with a length of 380 km, which connects the
CPF with the city Gabes on the Tunisian east coast. The
construction of the pipeline will be executed by the Italian
subsidiary MAX STREICHER S.p.A. The Nawara gas field
is located in the desert in the South of Tunisia.The gas
exploration is carried out by nine wells. The gas will be
transported to the CPF via a 100 km 6“ flowline. There, the
gas will be collected and processed for transportation by
a 380 km 24“ pipeline to Gabes, where further processing
and distribution takes place.
ARENDAL and Foster Wheeler association awarded contractsThe association between ARENDAL-Foster Wheeler was
recently assigned a contract to design and build an Ultra
Low Sulphur Diesel plant for PEMEX Refining. As part
of an effort to lower emissions by producing cleaner
fuels, PEMEX will invest 5 billion dollars in three types of
projects. 2.8 billion will be destined to build 19 new plants
and modernizing 14 others in five refineries: Madero,
Salina Cruz, Minatitlan, Tula and Salamanca. ARENDAL
and Foster Wheeler were awarded a 700 million dollar
project for the Salina Cruz Refinery that will generate
2,000 direct jobs.
The project completion is scheduled for the end of 2017.
This association will look for future projects that will be
part of the Salina Cruz expansion, being one of the main
locations where PEMEX will invest on infrastructure for gas
and fuel production and export.
Consolidated Contractors Company (CCC) in consortium with Petrofac on Pipeline in KuwaitThe consortium Petrofac and Consolidated Contractors
Company (CCC), has received an award notification for
the first phase of Kuwait Oil Company’s (KOC) Lower Fars
heavy oil development programme, which is located in the
north of the country.
With a total project value of about USD 4.2 billion, the
scope of work covers greenfield and brownfield facilities
and includes engineering, procurement, construction,
pre-commissioning, commissioning (EPC), start-up and
operations and maintenance work for the main central
processing facility (CPF) and associated infrastructure as
well as the production support complex. It also includes
a pipeline of almost 162 kms to transport heavy crude oil
from the CPF to South Tank Farm located in Ahmadi. The
EPC element of the project, is anticipated to be completed
in approximately 52 months.
Once the project is turned over to KOC, Petrofac and CCC
will continue to provide an integrated team at the site
for a further eight months to undertake operations and
maintenance alongside KOC.When fully operational it is
expected that the initial phase of the Lower Fars heavy crude
oil project will produce around 60,000 barrels of oil a day.
Lincoln Electric Announces Promotion of Steven Hedlund to President of Global Automation.On January 22, 2015, the Lincoln Electric Company, a
subsidiary of Lincoln Electric Holdings, Inc., announced the
promotion of Steven B. Hedlund to Senior Vice President
and President, Global Automation, effective immediately.
Mr. Hedlund previously served the Company as Senior
Vice President, Strategy and Business Development. The
new role expands executive leadership of Lincoln Electric’s
global automation initiative, which is a key growth
programme in the Company’s ‘2020 Vision and Strategy’
targeting accelerated growth in sales, profitability and
returns by 2020.

Today, Lincoln Electric’s global automation offering
represents the industry’s broadest portfolio of automated
arc welding and cutting solutions. The initiative is
focused on achieving $500 million in revenue by 2020. As
President, Mr. Hedlund will oversee the implementation
of all strategic, operational and commercial aspects of the
global automation organization.
Van Oord and Boskalis to Construct Artificial Island off the Coast of Jakarta, Indonesia Van Oord and joint venture
partner Boskalis have been
awarded a contract by PT Muara
Wisesa Samudra to design and
construct the artificial island for
the Dredging and Land Development Works for Pluit City
off the coast of Jakarta, Indonesia. The contract carries a
value of approximately EUR 350 million (Van Oord share
50%). The project involves reclaiming approximately 160
hectares of new land requiring in excess of 20 million
cubic meters of dredged sand. Two jumbo trailing suction
hopper dredgers will be deployed for the dredging and
reclamation activities sourcing sand from local borrow
areas. Soil improvement and rock revetment works also
form part of the project. Work will commence immediately
and the project is expected to be completed in 2018. When
constructed the new island will be used for both residential
and commercial purposes.
McConnell Dowell and Consolidated Contracting Company Australia Joint Venture (MCJV) Makes ACA Award Shortlist for Work on Australia Pacific LNG PipelineAustralia Pacific LNG’s high pressure gas transmission
pipeline, constructed by the MCJV, has been announced
as one of six finalists for the 2015 Australian Contractors
Association Australian Construction Achievement Award
(ACAA). The award is run by the Australian Contractors
Association and is the Australian construction industry’s
most prestigious annual accolade, which recognises
and rewards innovation and the highest standard of
work on major projects. MCJV was engaged by Origin
on behalf of Australia Pacific LNG to undertake an Early
Works Contract through the Front End Engineering and
Design stage of the Australia Pacific LNG pipeline project.
MCJV was subsequently engaged as the Engineering,
Procurement and Construction contractor, responsible
for approximately 720km of large diameter high pressure
gas transmission pipelines – up to 1,066mm (42 inch) in
diameter – and associated pipeline facilities connecting
the coal seam gas fields in the Surat and Bowen basins to
Curtis Island, off Gladstone, Queensland.
Mark Barrows, the MCJV Project Director, said that
McConnell Dowell and its partners are very excited to be
short listed for the 2015 ACA award. “It is an honour to be
recognised as one of the top six construction projects in
Australia amongst such tough competition. With the added
complexity of stakeholder and environmental constraints,
the project has raised the bar in industry standards in a
number of key areas. Using a collaborative and creative
management strategy, impacts and delays were mitigated
and innovative construction methodology was developed
to ensure a high standard of project delivery”. The winner of
the award will be announced in May this year, following an
on-site visit from judges in March.
NPCC Nasr Full Field Development Project Package 1 (Adma-Opco)
The Contract for the EPC (Engineering, Procurement and
Construction) Work of Nasr Full Field Development Project
Package 1 between Abu Dhabi Marine Operating Company
(Adma-Opco) and National Petroleum Construction
Company (NPCC) for a value of USD 792 million was
signed on 11th November 2014. The work of Nasr Package
1 entails EPC of seven wellhead towers, laying of infield
pipelines of a combined length of 110 km, an excess gas
pipeline of 32 km and an export oil line of 70 km. The
Start-Up of the project is scheduled to be achieved by end
of 2018 and final commissioning by second quarter of
2019. The Nasr Field Development is a strategic initiative
of Abu Dhabi National Oil Company (ADNOC) and part
of ADMA-OPCO’s plans to add 270 mbpd of additional
production from its new fields Umm Lulu, Nasr and Satah
Al-Razboot (SARB), as part of its overall scheme to raise
oil production.

Odebrecht Awarded $ 5000 MM Contract for the Construction of Gasoducto Sur PeruanoThe Government of Peru signed a contract with
consortium Gasoducto Sur Peruano, comprised of
Infrastructure Investments of Transportation by Ducts
(IITD) of Odebrecht Latinvest Peru Ductos S.A. (75 %)
and Spanish company Enagás Internacional SLU (25 %)
for the construction of a gas pipeline in the south of the
country, with an investment of an estimated 5000 million
dollars. The EPC Lump Sum Turn Key phase of the project
was awarded by Gasoducto Sur Peruano to Construtora
Norberto Odebrecht SA.
The Project contemplates the construction and subsequent
operation and maintenance of the over 600-mile-long
gas pipeline, which stretches from the jungle area to the
Peruvian coastline, and involves the reinforcing of the
current natural gas and liquids transportation system,
impacting directly on the development of the regions of
Cusco, Arequipa, Moquegua, Puno, Apurímac and Tacna.
The project includes pipelines for 828 km of 32”, 204 km
of 24” and 102 km of 14”. It also includes a Compression
Plant of 92.000 hp, 3 city gates and 7 control stations. The
execution term is 45 months, with the project expected to
finish on March, 2018.
Tekfen Construction Signed $564 mio Contract in Trans Anatolian Pipeline ProjectTekfen Construction signed a USD 564 mio contract
for Lot 3 (56” x 509 km) of the Trans Anatolian Pipeline
(TANAP) Project that will be completed in 36 months.
The project scope includes detail engineering, partial
procurement, construction, installation, testing, pre-
commissioning, providing commissioning assistance
and training the Client’s personnel. The TANAP will carry
the natural gas from Shah Deniz - Stage 2 in Azerbaijan
to Turkey and then onto the Greek border. All the
companies to carry out the pipeline construction works
for TANAP have been selected. The other two lots also
went to IPLOCA members: Lot 1 to Fernas Construction
and Lot 2 to a consortium led by Sicim.
Herrenknecht High-tech Boring Machine Sets New World Records
In the U.S. state of Nevada, a machine from Herrenknecht
has bored a tunnel for the Las Vegas water supply. In the
process, new world records were set: the high-tech boring
machine (Ø 7.2 meter) had to withstand water pressure of
15 bar. The city draws its water from Lake Mead, the largest
reservoir in the country. But its water level is dropping, the
existing water intakes are at risk. In order to tap the water
deep down in the lake in future, for three years the tunnel
boring machine bored its way through extremely adverse
ground conditions.
Quanta Expands Canadian Mainline Pipeline ServicesQuanta Services, Inc. (NYSE: PWR) has acquired the
business of Banister Pipelines Corp. (Banister), a leading
Canadian mainline pipeline construction and maintenance
services contractor based in Nisku, Alberta. The acquisition
strategically expands Quanta’s Canadian mainline pipeline
services offering across Canada and provides Banister’s
customer base with access to Quanta’s extensive energy
infrastructure resources.
“We anticipate unprecedented levels of investment in
pipeline and related infrastructure to occur in Canada over
the next several years, driven by the development of the
Canadian oil sands and unconventional shale formations.
Banister’s operations significantly enhance our ability to
provide pipeline infrastructure solutions to our customers,”
said Jim O’Neil, president and chief executive officer of
Quanta Services.

Stroygazmontazh’s Role in the South Corridor Trunk Gas Pipeline SystemThe South Corridor trunk gas pipeline system is being
constructed for the purpose of exporting Russian gas for
LLC «Gazprom Invest». The pipeline diameter is 1400 mm
and the construction team is around 4000 people. The South
Corridor project involves expansion of the gas transportation
system within Russia LLC «Stroygazmontazh» is responsible
for the construction of a 1577-km linear section within the
Western and the Eastern routes, 65 km of which run across
paddy-fields, thus involving rehabilitation of the melioration
systems. There are many wide water obstacles to be crossed
along the gas pipeline route – notably the crossing over
the Kuban River exceeding 1500 m. This crossing has been
constructed by means of microtunneling. In the Black
Sea area the gas pipeline runs across mountains with an
elevation difference reaching 200 m, thus considerably
complicating the construction process. Also the SGM Group
of companies has been charged with the task of constructing
Russkaya, Korenovskaya, Shakhtinskaya and Kubanskaya
compressor stations. Once constructed, Russkaya CS will be
the largest station in the world with a total capacity reaching
448 MW (shops Nos. 1 and 2). The station will be equipped
with 14 pieces of Ladoga gas pumping units, 32 MW each,
ensuring gas pipeline downstream pressure of up to 28.45
MPa, such gas being further transported under the Black Sea.
NPCC Awarded Additional Gas Supply to Onshore & Flexibility Assurance at USSC Project (Adma-Opco)The Contract for the EPC Work for Additional Gas Supply
to Onshore & Flexibility Assurance at Umm Shaif Super
Complex Project was awarded to National Petroleum
Construction Company (NPCC) at an approximate value of
USD 494 million. Under the EPC Contract, the scope involves
Engineering, Procurement, Construction and Commissioning
of new TAE Platform, brownfield works, topsides
modifications, facilities upgrade, and other associated works.
The start-up of the project is scheduled to be achieved by
June 2016 and commissioning by November 2016.

French, Russian and Spanish are available to help
you complete the form. Your return is a confidential
document and is not shown or passed to any third
party, other than the HSE Committee working within
the IPLOCA Office.
Environmental Statistics: Strongly EncouragedIPLOCA also established an Environmental Statistics
online form which we highly encourage you to submit.

of this form is to respond to growing worldwide trends
in environmental accountability. IPLOCA’s hope is that
this form will serve members who are already active

Stroygazmontazh LLC’s role in the Bovanenkovo – Ukhta trunk gas pipeline SystemStroygazmontazh LLC is responsible for the construction
of 197-km linear section and Intinskaya and Baidaratskaya
compressor stations of the Bovanenkovo-Ukhta trunk gas
pipeline system in Russia, commissioned by Yamalgazinvest
JSC. This trunk gas pipeline, the next generation of a gas
transportation system (GTS), is being constructed to transport
natural gas from Bovanenkovo field to the central regions of
Russia and then to European customers
During the construction of this route, which crosses
the peninsula and runs to the Baydaratskaya bay,
a crossing was made underneath the Mordy-Yaha River. The
main and the reserve strings of the gas pipeline, with the
length of 400 m each, were laid by the pull-in method.
Construction is carried out in the severe climatic conditions
of the Far North with almost complete lack of infrastructure
and a significant distance from procurement bases. Sections
of the trunk gas pipeline constructed by Stroygazmontazh
LLC cross the permafrost zone. The ambient temperature
occasionally dropping below 50 degrees C, combined with
squally winds and heavy snowfalls, makes the construction
process very challenging. The pipeline diameter is 1400 mm
and the construction work is carried out by 720 people.
Zora Gas Field Development Project – EPC for Pipelines and Offshore Installation of Platform (Dana Gas Sharjah)The offshore installation of the Wellhead Platform and laying
of offshore pipelines is scheduled for completion by January
2015 and end of February 2015 respectively. This EPC
contract was awarded by Dana Gas Sharjah Offshore Limited
to National Petroleum Construction Company (NPCC) in
March 2014 for a contract value of around USD 40 million.
The contract covers Engineering Procurement, Coating,
Laying and Pre-commissioning of Offshore Pipelines and
Offshore Installation of the Wellhead Platform at Zora Gas
Field, located in 24 meters water depth, approximately 35
Km from the Sharjah and Ajman coast line.

Labour Inspection of the Russian
Federation, she was in charge

legislation and participated in investigating workplace
accidents. She has been with Stroygazmontazh
since April 2012 where she is responsible for the
maintenance and enforcement of correct labour relations
for the personnel, including initiatives to increase
their awareness in the field of health, security and
environment protection.

considerable field experience in
the application, implementation
and maintenance of various

at Deutsche Babcock as a Quality Assurance, Welding
and Project Engineer, moving to Mannesmann Demag
AG in 1981 where he stayed until the company merged
with Technip Germany in 1999 and he took up his current
responsibilities within Technip.

version of the DVD “Pipeline Construction Safety Instructors’
Tool” – a questionnaire has been sent out to gather
information on the usage of the first edition and to identify
if an updated version would be of value to our members. All
members are encouraged to give their feedback on this tool.

IPLOCA’s 49th Annual Convention will take place from
5 to 9 October 2015 at the Fairmont Singapore. Please
save the dates in your calendars to join us for another
unforgettable event.
Registration brochures will be mailed out in May, and
online registration opens on 1 June.
Following enthusiastic feedback from the convention
questionnaire in Abu Dhabi (72% of respondents said
they would consider using a smartphone application),
a convention app will be in use in Singapore for the
first time.
Delegates will be able to consult, for instance, their
personalised schedule with real-time updates and time-
based reminders, an interactive convention brochure,
maps, speakers’ information and biographies.

The number of first-time attendees is showing a tendency
to increase... and networking remains the most important
reason respondents gave for attending the convention.

What the industry thinks safety is, and how safe
performance can be achieved are both questionable.
There are many definitions of safety, but most of them
are variations on the theme that safety can be measured
by the number of adverse outcomes and must be enforced
by using more of the same safety measures (e.g. more
procedures). IPLOCA’s HSE Committee has scheduled a
one day workshop in Geneva on Wednesday, 1 July 2015 to
engage HSE managers in this discussion.

related assumptions, or safety myths, which can be found
across most industry practices. They will then discuss
how to reassess them in order to improve the efficiency
of the prevention of incidents in the pipeline industry.

Regional MeetingsLatin America in MexicoRegular Member ARENDAL kindly offered to organise a
meeting for Latin America in Mexico City on 5 February 2015,
hosted by IPLOCA Director for Latin America, Rubén Kuri.
Sixty-eight participants were in attendance to listen to
presentations made by ProMéxico, CFE, PEMEX and TAG
Pipelines. The PEMEX presentation on natural gas generated
two articles in local newspapers. Copies of the presentations

meeting for Europe North-West in London on 10

IPLOCA Scholarship ProgrammeIPLOCA is establishing a scholarship programme to assist
children and grandchildren of employees of Regular
and Associate Members, who plan to continue their
education in college, university or at a vocational school.
Up to 24 scholarships will be offered each year for full-
time study at an accredited institution of the student’s
choice. Scholarship recipients will be selected primarily
on the basis of academic performance, but other
factors such as participation in school and community
activities may be considered. This programme is

As our 50th Anniversary approaches, we continue to
be on the lookout for old documents or photographs
relevant to IPLOCA’s earliest days, in particular from the
1960s or 1970s.

In Memoriam
Jeff Shepherd of McConnell
Dowell and ex-IPLOCA
Director - East & Far East
passed away on 5 January.
It is with much sadness that
we inform you of the death of
Jeff Shepherd from McConnell
Dowell’s Pipeline Division.
According to “The Australian Pipeliner” in an article
on Jeff after his retirement in April 2007, Jeff Shepherd
was “truly one of the legends of the Australian Pipeline
Industry. Arguably the best pipeline construction
manager Australia has produced.“
“A colourful character, Jeff worked tirelessly introducing
and implementing new ideas to increase production whilst
retaining the loyalty and respect of his men.”
Jeff commenced his pipelining career in the UK in 1968,
working for Constructors John Brown (CJB). In 1974 he
went to Australia initially with an x-ray company, and joined
McConnell Dowell in 1977, remaining there for 28 years.
He was on the APIA board for a number of years and in
2002 he was elected to the IPLOCA board as the Director
for the East and Far East, completing a two year term.
“It was a wonderful experience meeting with like-minded
people from around the world all striving to be the best,”
Jeff recalls.
Our thoughts and prayers go out to his wife Maryann,
children and grandchildren.
