Executive Summary

The Legal Empowerment Action Network was formed in 2011, under the auspices of Legal Shield and Team Nu Vision. The group was initiated by Michelle Edmonds, a 30 year advocate for change in public health and public policy, specifically regarding obesity and nutrition, wellness programming, and housing for seniors and the disabled. Our co-founder, Marion Terry, offers 50 year of community service, focusing on health care disparities. She is an 18 year member of the Congregational Church of South Hempstead, Ms. Terry has now embarked on this third career as a legal empowerment consultant in June, 2010. The Network is a social enterprise, working together as consultants, to provide equal access to legal representation. The services help individuals with such life events as: landlord/tenant matters and foreclosures; wills, living wills and the need for a healthcare power of attorney; consumer collections; traffic violations; family matters, such as divorce, child support and custody; IRS audit representation; Identity theft and restoration. The service is affordable to the masses, including seniors and the disabled. The average cost of our primary service is $1.18 per day. Established in 1972, legal shield memberships have been available in all 49 states and 4 provinces in Canada. Nationwide, the service has generated just over ½ billion in sales for the past 5-6 consecutive years. Although 2.1 million have requested legal assistance in 2010 alone, since inception, enrollment represents an approximate 2% market penetration.

Supply and Demand The public defender system was a good concept that was not sustainable. Quality of service declined, as attorney caseloads grew and client satisfaction declined. Some describe it as a system where “lawyers pretended to work, while clients pretended to pay!” Alternately, the cost of private legal representation has become prohibitive for the masses, costing an average of $300-400 per hour. Additionally, services of the Legal Network meet the demand, with little competition. First, at the time of this writing, there is only one supplier in the market for our type of service. Second, we have not been able to locate a social enterprise that provides direct access to legal products along with support on how to navigate the use of what could be viewed as an intimidating service. Other non-profits maintain a referral resource list of public defenders or public defender like services, essentially placing the person in need back in the “system”. Third, demand for legal representation is increasing, as our society becomes increasingly litigious and “white collar crime” such as identity theft, continues to rise.

The service is self-sustaining, creating jobs at above average wages, and career growth, via clearly defined succession paths. See Appendix C, “Manager Road Map”. Income is generated in all three of the categories for wealth building; earned, passive and residual incomei. For clarity, earned income is derived from a person’s direct effort; passive income is generated from the direct work of others, while residual income is money that grows overtime, such as the interest yielded from investments in a 401 K or overrides from legal membership plans:
