Valley Vision, Inc.,Placerville, Cal., also servingfour other systems in northernCal., recently added an AmpexVR-6000 to its origination sys-tem. Robert B. Cooper, Pres.,uses the combined facilities oftwo CATV studios in Placervilleand a mobile van. Periodically,the van travels from Placervilleto Jackson, Sutter Creek, Angel'sCamp, and Sonora to recordshows for playback on any or allof the 5 systems. With the twostudios, plus the VTR, as manyas 3 different programs can befed simultaneously.

In Perryton, Tex., JamesCrouse, manager of the VTR -equipped Great Plains Communi-ty TV Co., offers its subscribersa variety of locally -originatedprograms by selling local adver-tising. Downtown merchants re-cently purchased time and tapesto promote "Crazy Days"; locallysponsored high school football

A proposed cooperative ar-rangement between CATV andETV facilities will require ex-tensive use of the Ampex VTRpurchased by Time -Life for theNewburgh, N.Y. CATV system.Selected instructional and infor-mational programs produced bythe ETV system will be tapedand presented to CATV subscrib-ers. According to Dick Lubick,detailed arrangements are nowbeing worked out.

TeleMation, Inc., demonstratedthe VR-6000 ($1495) at theNCTA Miami Beach Conventionlast June and has begun shippingunits to CATV systems; recently,the firm ordered 300 G -E vidiconcameras to meet the growing de-mand for CATV public serviceprogramming and ETV systems.

CBS Gets NewMobile VansCBS -TV's recently -delivered col-or mobile unit, designed by CBSLabs, functions as a 2 -van unit.One van, with expandable sides

Principle of noise -voltage measure-ment with I -I or V internal blanking

Type UPSF Video Noise Meter is de-signed to measure the unweightedand weighted noise voltages of TVtransmission systems. It has theunique advantage of measuring lowlevel components in the presence ofhigh level horizontal or vertical syncand blanking pulses (see line draw-ing). The UPSF meets the require-ments of all U.S.A. black and whiteand NTS color systems. A bandstopfilter adjusted to the color subcarrierfrequency (3.58MHz) prevents anyresidual color subcarrier in the testsignal to be picked up. In addition tosupplying true RMS value 0.3 mV to0.3V (full scale deflection) it alsocan provide peak -to -peak value of 1mVpp to 1Vpp (full scale deflection).The UPSF can also be used as aconventional throat band VTVM.

Revised Propagation ReportThe FCC has announced that a revised engineeringreport, "Development of VHF and UHF Propaga-tion Curves for Television and FM Broadcasting,"has been made part of the record in the proceedingon Sections 73.333 and 73.699 (Docket 16004). Thereport contains basic information upon which thenew curves were drawn. Copies are available fromthe Office of the Chief Engineer, Room 802, Build-ing 521. Time for filing comments was extended toNov. 21, with replies due Dec. 6.

"Sell Like Your Sponsors"In an address at the Institute of Broadcasting Fin-ancial Management, held recently in Denver, C. A.Kellner, ARB v.p. of Station Services, pointed outthat from within a marketing orientation, "televi-sion is no longer a mass medium. Advertisers areusing the TV medium selectively and can chooseand buy those people who are the best prospects."Mr. Kellner suggested that it is in broadcasters' in-terests to take a similar selective marketing ap-proach. Through expanded audience compositiondata, the broadcaster can pin -point his station's au-dience advantages and limitations through productusage categories. Every station must compete for

advertising dollars on three levels: TV must competewith radio, magazines, newspapers, and outdoor ad-vertising; there are over 230 TV markets in whichan advertiser might wish to invest, and within eachof these markets are one or more stations throughwhich an advertiser might reach a desired targetmarket.

"New" Radio and the AdvertiserThe "select audience" trend in broadcasting is totailor programming 100% to the tastes of a givengroup. When trying to reach the total audience,or mass audience, concentrating on a single selectgroup won't do it, according to the WCLV (Cleve-land) Newsletter. Affluential adults cannot bereached with either classical or sweet pops alone;certain adults like one, others the other. Advertis-ers wanting to reach potential purchasers of theirproducts cannot distinguish between AM and FMunless they also prepare to distinguish between AMand FM listeners. Better that he think in terms ofthe listener. It becomes imperative to first determinethe type audience you want; then pick the stationor stations reaching that audience. If it's mass,you need multiple formats. You'll not catch theclassical listener on rock or sweet pops, and viceversa, nor on AM when FM is his preference.

Comparative Criteria for Choosing ApplicantsDURING THE past few years, we have witnessed

a tremendous upsurge in the volume ofstandard, FM, and TV applications for construc-tion permits. In many instances, there were twoor more applicants for the same facilities,thereby necessitating a Commission hearing todetermine the best qualified applicant. ]n 1965,the Commission issued a policy statement asa future guide to be followed in the comparisonof applicants in a hearing.

This discussion does not deal with the issuescf basic legal, financial, and technical qualifica-tions to become a licensee; it is more partic-ularly directed toward the areas explored andcriteria employed by the Commission, as setforth in the policy statement, in comparing eachapplicant. These are commonly referred to as theComparative Issues.

The Commission has set forth two primaryobjectives toward which the comparative portionof a hearing should be directed. They are (1)the best practicable service to the public, and(2) a maximum diversity of control of masscommunications media.

The first objective is so obvious that it re-quires little further comment. The raison d'etreof the Commission is to insure that the broad-caster will serve the public interest. Desirabilityof the second objective has been discussed pre-viously. To wit: (1) "The Commission believesthat the better method of creating a diversity ofviewpoints in an area, through the broadcastmedium, is to grant broadcast authorizations toas many separate owners as possible." (2) "TheCommission was guided by the Congressionalpolicy against monopoly in the communicationsfield (e.g., as expressed in Section 313 of theCommunications Act), and the concept (recog-nized by the courts) that the broadcasting bus-iness is, and should be, one of free competition."

The Commission has decided that the two pri-mary goals stated above are quite compatible.Service by a broadcaster to an area implies theability and flexibility to meet the changing localtastes, needs, and interests. Since independenceand individuality of approach are elements ofrendering good program service, the primarygoals of good service and diversification of con-trol complement each other.

Diversification of Control

Diversification is a factor of primary signif-icance since, as set forth above, it constitutes aprimary objective in the licensing scheme. Asin the past, the Commission will consider bothcommon control and less than controlling interestin other broadcast stations and other media of

mass communications. Control of large interestselsewhere in the same state or region may wellbe more significant than control of a smallmedium of expression in the same community.The number of other mass communication out-lets of the same type, in the community proposedto be served, will also affect, to some extent,the importance of this factor in the general com-parative scale.

It is not possible, of course, to spell out inadvance the relationships between any signifi-cant number of the various factual situationswhich may be presented in actual hearings. Itis possible, however, to set forth the elementswhich the Commission believes significant. Itwill consider interests in existing media of masscommunications to be more significant in thedegree that they: (1) are larger (i.e., go towardscomplete ownership and control) ; (2) are in(or close to) the community being applied for;(3) are significant in terms of numbers andsize (i.e., the area covered, circulation, size ofaudience, etc.) ; (4) are significant in terms ofregional or national coverage; and (5) are sig-nificant with respect to other media in theirrespective localities.

Full -Time Participation

The integration of ownership and manage-ment is, frequently, of decisional importance. Itis inherently desirable that those with the legalresponsibility oversee day-to-day operation of thestation. In addition, with such integration, thereis a likelihood of greater sensitivity to (1) anarea's changing needs and (2) programming de-signed to serve these needs. This factor is ofvital importance in securing the best service. Italso frequently complements the objective ofdiversification, since concentrations of controlare necessarily achieved at the expense of in-tegrated ownership.

The Commission is primarily interested infull-time participation by owners in manage-ment. To the extent that the time spent is lessthan full time, the comparative credit given willdrop sharply, and no credit will be given to theparticipation of any person who will not devotesubstantial amounts of time to the station on adaily basis. In assessing proposals, in order todetermine the extent of their policy functionsand the likelihood of their playing importantroles in management, the Commission also looksto the positions which the participating owners

propose to occupy. Also, it accords particularweight to staff positions held by the owners,such as general manager, station manager, pro-gram director, business manager, director ofnews, sports or public service broadcasting, andsales manager. Thus, although positions of lessresponsibility are considered, especially if therewill be full-time integration by those holdingthose positions, they cannot be given the de-cisional significance attributed to the integrationof stockholders exercising policy functions.Purely consulting positions will be given noweight.

Attributes of participating owners, such astheir experience and local residence, will also beconsidered in weighing integration of ownershipand management. While, for the reasons givenabove, integration of ownership and managementis important per se, its value is increased if theparticipating owners are local residents and ifthey have experience in the field. Participationin station affairs by a local resident indicatesa likelihood of continuing knowledge of changinglocal interests and needs. The importance of thisis demonstrated by the Commission's great em-phasis on program surveys in renewal and otherapplications.

Past participation in civic of fairs will be con-sidered as a part of a participating owner's localresidence background, as will any other local ac-tivities indicating a knowledge of and interestin the welfare of the community. Mere diversityof business interests will not be considered. Gen-erally speaking, residence in the principal com-munity to be served will be of primary im-portance, closely followed by residence outsidethe community, but within the proposed servicearea. Proposed future local residence (which isexpected to accompany meaningful participation)will be accorded much less weight than presentresidence of several years' duration.

Previous broadcast experience, while not sosignificant as local residence, also has rapidlydiminishing value when put to use through in-tegration of ownership and management. Also,previous broadcasting experience includes activ-ity which would not qualify as a past broadcastrecord, (i.e., where there was not ownership re-sponsibility for a station's performance). Sinceemphasis upon this element could discouragequalified newcomers to broadcasting, and sinceexperience generally confers only an initial ad-vantage, it will be deemed of minor significance.It may be examined qualitatively, upon an offerof proof of particularly poor or good previousaccomplishment.

The discussion above has assumed full-time,or almost full-time, participation in station op-eration by those with ownership interests. TheCommission recognizes that station ownership bythose who have broadcasting experience may stillbe of some value even where there is not thesubstantial participation to which it will accordweight under this heading. Therefore, a slightcredit will be given for the local residence ofthose persons with ownership interests who willdevote some time to station affairs. Similarly,a very slight credit will be given for experiencenot accompanied by full-time participation. Bothof these factors, it should be emphasized, are ofminor significance. No credit will be given either

Proposed Program Service

The United States Court of Appeals for theDistrict of Columbia Circuit has stated that". . . in a comparative consideration, it is wellrecognized that comparative service to the listen-ing public is the vital element, and programs arethe essence of that service." (Johnson Broad-casting Co. v. FCC, 85 U.S. App. D.C. 40, 48,175 F. 2d 351, 359.) The importance of programservice is obvious. The feasibility of making acomparative evaluation is not so obvious. Hear-ings take considerable time, and precisely for-mulated program plans may have to be changednot only in details but in substance-to takeaccount of new conditions existing at the timea successful applicant commences operation.Thus, minor differences among applicants areapt to be of no significance.

The basic elements of an adequate service havebeen set forth in the Commission's July 27, 1960"Report and Statement of Policy Re: Commis-sion en banc Programming Inquiry." The ap-plicant has the responsibility for a reasonableknowledge of the community and area, based onsurveys or background, which will show that theprogram proposals are designed to meet theneeds and interests of the public in that area.Contacts with local civic and other groups andindividuals are also an important means of for-mulating proposals to meet an area's needs andinterests. Failure to make them will be con-sidered a serious deficiency, whether or not theapplicant is familiar with the area.

Decisional significance will be accorded onlyto material and substantial differences betweenapplicants' proposed program plans. Minor dif-ferences in the proportions of time allocated todifferent types of programs will not be con-sidered. Substantial differences will be consid-ered to the extent that they go beyond ordinarydifferences in judgment and show a superiordevotion to public service. For example, an un-usual attention to local community matters forwhich there is a demonstrated need, may stillbe urged.

In light of the considerations set forth above,and experience with the similarity of the pro-gram plans of competing applicants, taken withthe desirability of keeping records free of im-material clutter, no comparative issue will or-dinarily be designated on program plans andpolicies, or on staffing plans or other programplanning elements, and evidence on these mat-ters will not be taken under the standard issues.The Commission will designate an issue whereexamination of the applications and other in-formation before it makes such action approp-riate, and applicants who believe they can dem-onstrate significant differences, upon which thereception of evidence will be useful, may petitionto amend the issues.

tion by one with an ownership interest in theapplicant. It is rarely a factor of substantialimportance. A past record within the bounds ofaverage performance will be disregarded, sinceaverage future performance is expected. There-fore, the Commission is not interested in thefact of past ownership per se, and will not givea preference because one applicant has ownedstations in the past and another has not.

The Commission is interested in records which,because either unusually good or unusually poor,give some indication of unusual performance inthe future. Thus, it will consider past recordsto determine whether the record shows (1) un-usual attention to the public's needs and in-terests, such as special sensitivity to an area'schanging needs through flexibility of local pro-grams designed to meet those needs, or (2)either a failure to meet the public's needs andinterests or a significant failure to carry outrepresentations made to the Commission.

Character

The Communications Act makes character arelevant consideration in the issuance of alicense. Significant character deficiencies maywarrant disqualification, and an issue will bedesignated where appropriate. Since substantialdemerits may be appropriate in some cases wheredisqualification is not warranted, petitions toadd an issue on conduct relating to characterwill be entertained. In the absence of a desig-nated issue, character evidence will not be taken.The intention here is not only to avoid undulyprolonging the hearing process, but also toavoid those situations where an applicant con-verts the hearing into a search for his oppon-ent's minor blemishes, no matter hcw remote inthe past or how insignificant.

Other Factors

As the Commission has stated, its interest inthe consistency and clarity of decision and inexpedition of the hearing process is not in-tended to preclude the full examination of anyrelevant and substantial factor. Thus, it willfavorably consider petitions to add issues when,but only when, they demonstrate that significantevidence will be presented.

Past experience has shown that hearings haverun for long periods of time because of thenumber of areas of comparison. The Commis-sion's new guidelines of July 28, 1965, "PolicyStatement On Comparative Broadcast Hearings,"is an attempt to (1) formulate a higher degreeof consistency of decision and (2) prevent un-due delay in the disposition of comparativehearings. As is evident from the foregoing dis-cussion, the various factors cannot be assignedabsolute values; some factors may be present insome cases and not in others, and the differ-ences between applicants with respect to eachfactor are nearly countless. Nevertheless, it be-hooves all parties who are interested in applyingfor new broadcast facilities to keep these com-parative criteria in mind. Additionally, consul-tation with an attorney well versed in the prac-tice of communications law is essential to obtaina realistic appraisal of one's chances in a givencase.

Planning a 100 -kw FM

Here's how KOFM planned its programmingaround both automated and live operation.

ON OCTOBER 4, 1965, KOFM radio beganequipment installation in a new modern

building, housing offices, studio and transmit-ter. Proof - of - performance measurements werecompleted 40 days later. On November 15, 1965,the station received program test authorizationand began regularly scheduled programming.Responsibility for the relative speed in whichthe 20 -kw transmitter, 32 -bay antenna (1425'high on TV tower) 10 -channel stereo console,SCA background music service and programautomation system was installed must be attrib-uted to careful planning.

Planning MotivesThe building, designed to encompass the en-

tire KOFM broadcast operation plus space forthe Sonax Corp. (background music leasee), isconstructed of insulated concrete blocks, pouredconcrete floors and a flat insulated tar paperroof. During the initial planning stage, tenta-tive equipment locations were blocked -in on afloor plan layout, thereby allowing each individ-ual to visualize the working relationship of eachintegral part of the operation. In so doing, pos-sible layout errors were eliminated on paperand a flexible and efficient overall installationwas achieved.

Offices, control room, and studio are carpetedand remaining areas are tiled. The rather largeproportion of partition window area simplifiesroutine operation and saves a lot of steps. Thestudio area is visible from the control room,enabling close operator -talent contact. The studiois equipped with mike outlets, monitor speakers,intercom, and a large table and chairs.

The transmitter is visible from the engineer'soffice/working area, allowing transmitter obser-vation during the time this office is occupied.The automation system, transmitter, and rackequipment are visible from the audio consoleposition. Because we wanted to create a good

impression with a visiting client or a casualvisitor, the reception area received special at-tention with lounges, floral decor, and contem-porary lighting.

Construction ProcedureWork on the control room was started first.

The audio console and recording facilities hadto be completed so music tape library produc-tion could be started. All audio wires and RFcables were labeled and logged as to origin andtermination as work progressed. Needless tosay, left and right audio channels must be dis-tinguished and polarities observed. Also, high,low and medium level audio circuits were care-fully isolated.

We decided to eliminate the typical studiopatch panel and tie all audio inputs directlyto the console. This was done to minimize op-erational errors. However, all major equipmentinputs and outputs and those convenient forproof -of -performance measurements are nor -mailed through a patch panel. Before rack in-stallation, the patch panel and associated termi-nal block was assembled on a jig. This methodproved very convenient and error -free.

Due to the cost of running primary cable, ACpower to the transmitter runs through a 3"conduit buried beneath the floor and termi-nates in the trench beneath the transmitter (seefloor plan). A 3/4" conduit is imbedded in thefloor between the control room and studio toallow for further expansion. A 3/4" conduit alsoruns from the trench near the console to thecontrol room ceiling and is used for audio dis-tribution to monitors, cue speakers, intercomsand on -air lights. Conventional trenching accom-modates cabling between the transmitter, auto-mation system, subcarrier operator and console.

The automation system with its accompany-ing pre-cut and labeled audio and control cableswas easily assembled. It was squared away overthe trench, and AC was run to complete thisportion of the installation. The transmitter isalso installed over the wiring trench and iscooled by filtered air brought in through a 24"inlet cut in the outside wall to the rear of the

Can technical excellence bring success to an FM stationin the Southwest? Without question, technical superiorityin the areas of sound and sIgnal strength is a major factorin KOFM's success. From the moment of KOFM's concep-tion, the overall objective was to present to the radio audi-ence of Oklahoma City and the State of Oklahoma the finestmusic available. How would this be achieved? We felt thatautomation was the key. Automation allows the stationto control the style of music presented to the listener. Thisprogram control centers itself around the proper blendingof musical styles and specialized musical programs such asclassical music, folk music and jazz. At this time KOFMis the only station in Oklahoma City that has regularlyprogrammed classical music_ After 9 months of operationKOFM is one of two FM stations shown on the ratings. Wewould assume from the rapid growth in our audience thatKOFM's decision to use automation has been the right one.

Any station management must face two real problems:operating costs and sales. KOFM-because of its technicalsuperiority-had tangible advantages to offer The SonaxCo., a background music service. In addition, Sonax oper-ates as a wired communications distributor and systemengineering entity. Therefore, in planning our building, weincorporated additional space to house the Sonax generaloffices and equipment. With this company providing col-lateral revenue for space and use of our subcarrier, KOFMhad an initial fixed income that lowered operating costs.

While KOFM receives applause from the communicationsindustry for its sound quality and signal strength, this ap-plause does not guarantee sales. A sales story must be de-veloped in order to answer such questions as: Who is youraudience? Where do they live? What's their income? Whatis your coverage area? What is ycur rating? How many homeshave FM receivers? These are some of the typical questionsasked of FM. We set out to get answers to these questionsby our own promotions and research, talking with theChamber of Commerce, joining the National Association ofFM Broadcasters (which is a major source of information),by joining the rating service and other means. Along withgathering this material we began to advertise KOFM. Theadvertising was designed to create a personality for thestation, nct the individuals.

Technical superiority, sound programming, advertising anda selling proposition has created talk within the market.Talk creates momentum and momentum creates sales.

Automation vs Live Programming

The KOFM plant is built around our automation systemwhich, in addition to simplifying maintenance procedures,aids in maintaining a better on -the -air sound. We choseautomation over live programming because we felt it wouldprovide more efficient program control and enable us touse air personnel more effectively. A popular thought is thatautomation is used to save money by eliminating air per-sonnel. On the contrary, at least at KOFM. just as manymen are needed, but we save money by utilizing our an-nouncers more effectively. On -air work such as selectingrecords, time checks, selecting commercials and stayingat the console has been eliminated. The time is spent pre-paring mistake -proof material for the automator.

Program control is accomplished by having correct on -the-

air music 24 hours a day and regulating the amount ofcommercial and announcer interruptions. Once we becameused to our automation system, this control was simple toaccomplish and we did not have what automation criticswould call "canned" sound. Automation is our answer tothe old problem of controlling program material and to in-troducing rapid change if and when necessary. The resultis that ingredient we call "Program Integrity."

transmitter. A metal hood, with an exhaust fan,was fabricated and placed over the transmitter.A ground buss, terminated at the water well,provides a common ground for equipment.

Antenna MountingIt was decided to sidemount the KOFM an-

tenna on KOCO-TV's tower with the very topof the antenna at or near the top of the sup-porting structure. However, design analysis bythe tower manufacturer showed that excessiveloading would result unless the added torquewas eliminated. Consulting Engineer Robert Sil-liman came to the rescue with a solution ofmounting the antenna in a manner creating 0torque.

We anticipated some trouble in mounting thepower divider to these specifications, due to theexisting elevator cables, transmission lines andtower members. By careful measurements andplotting at ground level we determined the leasttrouble -free method of mounting the power di-vider and routing the feed line. The top of thehorizontal antenna is mounted at 1425'. Thetransmission line is 3" heliax, wrap -locked to atower leg every 6 feet. The VSWR is down to alow 1.02, due to the absence of sharp bends inthe line and a short 30 -ft. horizontal run witha sweeping 90° turn up the tower.

The antenna's 16 horizontal and 16 verticalbays are interspaced and modified for 6° beamtilt and null fill. 100 kw ERP is radiated inboth horizontal and vertical polar planes. Wehave not yet completed field strength measure-ments, but we have had consistent omnidirec-tional from 120 to 180 miles. Skips toCalgary (Canada), Omaha, and Sioux City have.been reported.

Programming & OperationUpon completion of the installation of control ,

room equipment, the program director began re-cording music for our tape library so that a suf-ficient number of tapes would be on hand atsign -on. The MU 80 portion of the Automatorwas utilized for this purpose. On tapes intendedto program the bulk of our day, various musicalstyles are blended in accordance with our for-mat. Highlighting our program schedule arespecialized programs catering to the tastes ofclassical, folk, and jazz devotees.

Several innovations, designed to increase op-erational flexibility, were incorporated into ourinstallation. A high impedance audio bridge wasinstalled at the audio output of the Automatorand fed to a separate pot on the console. Thisenables us to fade and integrate certain programelements from the Automator during live pe-riods. A bridge was placed on the remote -con-trolled spotter, allowing any announcement onthe spotter tape to be played back through theconsole during live operation. Also, spots re-corded from the console can be auditioned. Thesame bridging technique was applied to the MU80 make-up unit and #5 playback deck to assistin dubbing.

Since we wanted to be able to go live fromthe console at a moment's notice, an audio relaywas installed to interrupt the Automator's nor-mal feed to the transmitter. By the simple flip

of a switch at the console position, live or au-tomated feeds can be selected. The audio consoleand automator were both adjusted for equaloutput of 8 VU. The spotter containing com-mercials and promos, the complete Automator,the MU 8, are all remote controlled with audioappearing at console inputs, and can be usedduring live operation.

To provide a positive off -the -air alarm, a sys-tem utilizing the modulation monitor, programlogger, and the monitor alarm was designed.The program logger is fed a mono signal fromthe modulation monitor. The audio output ofthe program logger controls the monitor alarm.In this manner any audio interruption of 40seconds duration anywhere in the entire systemwill activate the alarm.

Turntable start and stop functions are remotecontrolled from the console by a momentarycontact switch which energizes a latching relay.Our operators like this convenience.

A left- and right -channel audio feed is takenfrom the modulation monitor and fed to a spareposition on the audio console monitor. This en-ables the operator to monitor the off -air signal.Stereo audio feed for building monitors is pro-vided by an inexpensive stereo amplifier withan added isolation transformer bridged at themodulation monitor output. Three pilot lights,mounted in a small "mini box" near the console,notify the operator of an EBS alert, overmodu-lation and an off -the -air condition.

tape transport capstan speed, two transposedblack wires, loose and unsoldered connectionsand miscellaneous problems. A prompt call tothe equipment manufacturer proved to be agreat asset with unfamiliar equipment. Often,they have had the complaint before and the cureis on the tip of their tongue.

Main -channel modulation was a source oftrouble initially. Due to FCC required 75 usecpre -emphasis in the transmitter the high audiofrequency content created objectionable cross-talk at high modulation levels. This was reme-died by lowering the main channel modulation.Later, in order to raise the modulation level,a frequency sensitive 2 -channel limiter was in-stalled ahead of the transmitter at the outputof the conventional stereo limiter. This mini-mized our crosstalk problems and normal modu-lation levels were obtained. However, since vari-able equalized turntable preamps were used, wehave to be very careful to not add any excesstreble boost during live recording (our decksare flat within 2 db to 15 kc) or the purposeof the frequency -sensitive limiter is defeated.

To achieve the "best in town" audio fidelityin the SCA system, we encountered and solvednumerous problems. There is an audio pause ofapproximately 10 to 15 seconds between musicselections on the SCA music tape. It was decidedto mute the subcarrier generator during thesepauses to completely eliminate all traces ofcrosstalk. Muting the SCA system created twomore problems:

1. If the squelch control on client receiverswas advanced too far, a very objectionable"splat" occurred as the RF carrier was cut off.To correct the problem, the squelch was ad-justed to the very edge of carrier reception andthen advanced about 10°. This eliminated thesplat and carrier cutoff can not be detected.

2. The line feeding the generator must beabsolutely quiet. The preamps in the tape deckmust be hum -free and correspondingly quiet,otherwise the SCA generator muting circuitwould interpret this as audio, resulting in erraticmuting.

After a few SCA equipment failures an alarmwas constructed and installed. It is bridgedacross the output of the SCA receiver normallyused for monitor feed, and is designed so thatit takes about a 6 -minute loss of audio beforeit rings. This delay was necessitated by the longleader tape at the beginning and end of eachreel and the accompanying loss of audio.

The pre -emphasis circuit in the generator wasclipped out for better modulation control. Thisdid not lower the fidelity and supresses out -of -band emission. These steps remedied our SCAproblems, and as a result, many customers arenow enjoying a low cost background music serv-ice. Reception up to 175 miles is reported bySonax Corp.'s Bob Sherwood.

The construction of KOFM reaffirmed the im-portance of careful planning. We not only com-pleted the job in a minimum of time, but con-tinue to benefit in daily operating efficiencyand convenience. By adhering to the manufac-turer's recommendations, our program automa-tion system produces the "live" sound we desireand also affords an instantaneous live operationcapability.

Cincinnati TVs"New World of Tomorrow"

Anyone planning new or expanded TV facilities will get somegood ideas from this report on a forward -thinking station.

THIS WINTER, WCPO-TV willmove into a $3 million resi-

dence which will provide Cincin-nati with a modern color TV pro-duction facility. Called the "NewWorld of Tomorrow," the newlyequipped WCPO-TV home willprovide production and operation-al capabilities second only to net-work origination centers.

Building DesignScheduled for occupancy some-

time next February, the new edi-fice is designed to complementthe image and spirit of the newCincinnati. The 2 -story structureis located between 5th and 6thStreets and Central Avenue on ahalf city block of land adjacentto the new Convention Hall in theQueensgate redevelopment area.The location is readily accessiblefrom all main streets and thor-

oughfares in the Cincinnati area.Constructed of steel frame and

concrete, the approximately 150x 140' building will house studios,production, technical, and officefacilities. Exterior wall surfacesare to be exposed concrete ag-gregate - created by sandblast-ing the finish'ed concrete - tomatch the appearance of Conven-tion Hall.

The more than 40,000 sq. ft.floor area will be heated by gas -fired hot water with forced aircirculation. A 200 -ton air condi-tioner will cool and ventilate theentire structure. Estimated costof the building alone is $1.2 mil-lion; with land and equipment,the total cost is expected to be inthe neighborhood of $3 million.

Studio DesignAfter witnessing the burgeon-

ing growth of the past fill thepresent facility beyond capacity,WCPO-TV management called for5 times more production space

in the new building. Two com-plete studios with individual con-trol rooms will enable the staffto develop bigger and better colorproductions. Studio A, which is50 x 70', will have folding bleach-er -type seats - extending to a17' depth when opened - withseating capacity for 175 people.Studio B will have a completekitchen set in its 40 x 50' area.

In each studio there will be arevolving type cyclorama for rap-id set changes. In Studio A thecyclorama will extend around al-most half the wall area; in StudioB it will cover about a third ofthe wall area. By installing thecyclorama sets, production crewtime will be cut significantly,thereby permitting more efficientproduction with a greater varietyof settings. Suspended scenerywill be installed in each studio,making rapid changes possible by"flying -in" various panels. Eachstudio will also have a rear -screen projection system to in-crease production versatility. For

For maximum operational flex-ibility, each control room and itsswitching and control center willoperate entirely independent ofthe other. A total of 350 fixtures-mostlyquartz - have been allotted toeach studio. Ceiling fixtures willbe suspended from 22 battens inStudio A and from 14 battens inStudio B, providing the mobilitynecessary for uniform lightingover the entire area of each studio.

Control EquipmentEach control room has provi-

sion for a director, audio engi-neer, and announcer to facilitateindependent production from itsassociated studio, plus videosource availability from all cam-eras, film islands and VTRs. Con-trol Room A will have a 15 -ft.operations table with audio engi-neer and switcher operator flank-ing the director's chair. The mon-

itor bank will comprise 14" blackand white video source monitors-one for each source-and two17" color line monitors. (Two in-dependent program lines will runto the master switcher, one fromeach central room switcher.)

In Control Room B, the audioconsole and director's console willbe positioned directly behind thevideo switcher desk and videocontrol center. Three 20" videocontrol consoles will be located-in a lazy U-on either side of theswitcher with facilities for 12video sources (4 live camera, 4film camera, 4 VTRs). The mon-itor bank facing the operatorswill consist of 17" color videosource and line monitors. Eachcontrol room will have a 19" off -air color monitor, for a total of15 Conrac monitors in each bank.

Al and Wanda Lewis have developedthe "Uncle Al Show" into the tri-statearea's most popular kiddies program,now in its 17th year.

from each island. One TK-27 colorcamera and one TK-21 black -and -white camera will be installed ineach island for film pickup, andfor stills and slides; an opaqueprojector and 35mm slide projec-tor will also be included.

Each VTR will have a 6 x 17input switcher for productionmakeup, independent of studioand master switchers, therebymaking it possible to record fromeither studio or to dub from anysource in combination with anydesired special effects. A switch-er in the pulse and subcarriergenerator systems will delegateand route signals in any combin-ation to any installation from anyof three generators.

Also located in the telecinearea, a master clock - contin-ually locked -in with WWV by anoff -air receiver - will maintainthe accuracy of numerous slaveclocks throughout control, studio,and office areas.

WCPO-TV will continue to usethe present Symmes St. transmit-ter site. Programs will be fed bytelephone cable from the newstudio master control; an RCA 2-way microwave STL will back upthe land line studio -to -transmitterfeed and also beam remote pick-up broadcasts from the transmit-ter to the studio. The mobile unitantennas and STL microwavedish are mounted on the 1749'(above sea level) TV tower.

ProgrammingWhen operation begins in the

new building, all locally -origi-nated programs and all locally -produced commercials will be incolor. Planned studio facilitieswill provide a variety of settingsfor news, domestic scenes, etc.,including a permanent up-to-datekitchen set in Studio B. Whencombined with planned specialeffects, the producer will be ableto provide viewers with networkcaliber local programming andlocal advertisers with networkquality commercials.

Props and characters for pro-grams such as the "Uncle AlShow" - for 16 years the mostpopular kiddies' show in the tri-state area - may be designedand produced in a workshop andart department to be located inthe studio wing. This will offerproducers a greater choice andspeedier prop design and con-struction at more economicalcosts. While management will notdisclose any specific details at

this point, it is known that therewill be a significant increase inaudience participation shows andstepped -up emphasis on local pro-gramming (the reason for thebleacher seats in Studio A).

WCPO-TV has always felt anobligation to program timely andinformative local news; present-ly, more local newscasts are car-ried on WCPO-TV than on anyother tri-state area station. Inthe new facilities, news depart-ment activities will center at ahorseshoe -shaped news desk lo-cated adjacent to the wire room.The gathering and writing activi-ties of the 17 -man staff will bedirected and coordinated fromthis center. The more compact ar-rangement is intended to pro-mote closer collaboration of theinside staff, enabling better andmore complete preparation andanalysis of story details necessaryfor in-depth presentations. Withthe inauguration of the new op-eration, the number of local news-casts will also be increased, aswell as the intensity and scopeof news coverage.

Seven outside newsmen con-stantly cover the area. Three 2 -way radio cars provide fastbreaking details of local storiesto both radio and TV. Both 16mmmotion picture and still colorphotography are used to presentvisual action; color films will beprocessed in the station's filmand screening department. A mo-bile van equipped with color cam-eras is used for remote pickup ofimportant local activity and occa-sionally, when expedient, fornews work.

The FutureWith a staff of 172 employees

and a new $3 million facility,WCPO-TV plans to offer the Cin-cinnati area a totally new TV con-cept of local color origination. Asis the case with many of the"original" TV stations, Channel9 Cincinnati has out -grown itspresent hcme, and as a resultmany undesirable restrictionshave been imposed on manyphases of production activity. Af-ter the move to the new building,there will be an increase in com-munity affairs participation withemphasis on public service andlocal news. WCPO-TV's goal is toprovide tri-state area viewerswith the best attainable enter-tainment and information pro-gramming, geared to the "NewWorld of Tomorrow."

Planning a NewBroadcast Building

Planning a new Thome"? Here are some of thefactors to consider.

IF THE TIME has come whenyou believe your station is

ready to erect a new building, thetime has also come for some ex-tensive planning and investiga-tion. Building design requiresconsideration of many elementsand principles, and if any areignored or overlooked, you mayend up with painfully visible orfinancial reminders.

Design ConsiderationsA broadcast facility should be

housed in a building endowedwith unique characteristics. Thisaxiom necessitates careful plan-ning by you, your architect, andthe contractor.General requirements are:1. Studio acoustics and construc-tion2. Audio and AC wiring3. Traffic patterns4. Heating and cooling systems5. Inter -room visibility6. Financing and design costs

of your new quarters, if you aresure you have checked each plan- electrical, heating, cooling,floor plan, foundation - withthese items in mind, you willhave a completely satisfactorybuilding.

Studio Acoustics andConstruction

Most books on studio acousticswere written in the 40's. Sincethen, however, there have beenremarkable changes in materials,costs, and particularly in micro-phones. The result of thesechanges caused us to seriously re-view studio construction methodsin a search for the best designwithin our economic means. Byadopting cardioid dynamic micro-phones as a standard, we wereable to minimize concern for theeffect of sound reflective glasssurfaces which tend to causeechoes. The decision on micro-phone type was made before anyothers were possible, and also re-quired us to have a console with

a sufficient number of mike in-puts, since - if you want op-timum pickup quality - only oneperson can use a cordioid micro-phone. Our console handles 6microphones simultaneously; weuse that many quite often due tothe comparatively high percent-age of talk programming in ourformat.

We also decided to carpet eachstudio. Although this adds to theoverall cost of the building, thecarpeting is placed directly onthe concrete floor and so savesthe cost of tile; maintenance costsare lower, too, since vacuumingis easier than sweeping or wax-ing. The carpet also deadens theroom.

As in virtually any officebuilding constructed these days,the WOHI building uses sus-pended ceilings in which 2' x 4'panels lay in a T -bar framework.Instead of ending at ceiling level,partition walls are carried pastthe ceiling to the floor of theroom above, in order to eliminatesound transmission. This is notexpensive; masons simply slap inconcrete blocks and mortar. Thepartitions are neither seen norbear any weight above the ceil-ing line. In window construction,however, we were forced to usetraditional radio station con-struction. Two unparalleled panesof plate glass are used. Doorsare the heavy type acoustic de-sign with insulated center panels.Doorways, of course, are theweakest potential link in soundinsulation, and the rather signifi-cant door investment was deemedworthwhile.

Concrete block partition con-struction has several advantages:cost was kept down, the roughsurface offers natural acousticproperties, and the great massof the walls virtually eliminatesvibration. If wood and plaster ordrywall construction were used,double walls would have been nec-essary in order to eliminate themechanical transmission of soundfrom room to room. Block cellsare filled with Zonolite, a stand-ard insulation. The "stack bond"style of block -laying was used sothat block cells were exactlyaligned in complete vertical col-umns for the entire wall height.If the more conventional stag-gered row or lap method hadbeen used, we could have endedup with inaccessible block cells,thereby prohibiting complete in-sulation. Stackbond constructionalso makes a better appearancewhen the walls are painted.Prior to painting, a filler wasnot applied to the studio walls;it was omitted to preserve asmuch of the block's rough surfaceas possible. Last but not least,the ground floor location providesa vibration -free base for turn-tables, news machines, etc., thisis useful not only to keep noisetransmission down, but it alsoavoids mounting problems.

Audio and AC WiringA radio station is, in essence,

a lot of equipment interconnectedby wires. Most engineers do neatinitial installation work, regard-less of the conditions under whichthey must work. It is the subse-quent additions that usually causethe problems. Any installation, ofcourse, requires the usual stand -

girds of good engineering - aquality common ground system,effective shielding from interfer-ing fields, reliable and accessibleterminal systems, etc.

In our building, audio wiringwas a primary design concern.We reviewed various troughs,raceways, under -floor ducting,etc. But we chose a rather differ-ent piece of hardware. On studiowalls, we mounted a wiringtrough of the type used by elec-trical contractors to tie togethermajor switch installations andpower panels. Available in a va-riety cf sizes, this duct or chan-nel comes in short sections about36" long, plus elbows, ends, re-ducers, etc. We mounted the wir-ing trough on the second courseof block above the common studioand shop floor so that connec-room.

In addition, the 4" x 4" sizewe chose has enough room forcabling as well as pyramid termi-nals mounted inside the duct it-self. We installed a pyramid atthe duct entrance in each roomand a duplicate of the terminalin the shcp. All high- and med-ium -level cabling is cross -con-nected at the shop. In otherwords, no cables (except low-level audio) run directly from oneroom to the next; they go fromone rocm, to the shop, then tothe next room. This makes fu-ture audio rewiring simply amatter of changing the cross -connects.

We purchased a reel of 15 -pairshielded wire; each pair is en-closed in one of the new foilshields with a ground lead. Wehave run enough of the cable toeach room to allow not only for

our planned facilities, but also anumber of spares as well. High-level signals, for monitors andtalk -back, were run in one cablewith a tap brought up at eachroom on a separate area of thepyramid terminal ; i.e., the termi-nals at one end of the block aremedium -level terminals, the ter-minals at the other end are high-level cable taps.

Microphone and other low-levelcabling is run separately and di-rectly from termination to ter-mination - not via the shop -in order to keep cable routesshort. The duct is convenienthere, too; microphone connectorswere mounted right in the duct.

Inter -equipment audio wiringis only a part of the problem,however. Also to be kept in mindare requirements for telephoneand electric service. We were intouch with our telephone com-pany from the time our architectturned out the first prints. Suchnecessary items as conduit, tele-phone locations, cable terminallocations for remote lines, etc.,were all worked out in advance.The telephone company, cfcourse, required wall space in ourshop; by working together, wewere able to allocate sufficientspace for a more accessible, neat-er installation. We paid particu-lar attention to working out ameans for getting from theircable to ours.

The result of all this ductingand terminal provision is neat ap-pearance as well as electricalquality. Out of the duct at eachpiece of equipment comes a cableor conduit, within which are thenecessary pairs and spares to dothe job.

Five outside lines were in-stalled, 3 for normal use. The4th line is the "Beeline" and the5th is an unlisted "hotline" withreceivers in the newsroom andmaster control for use by staffmembers when on outsde duty.Studio and office facilities in-clude 17 Touch -Tone sets, twoin the control room and news-room. "Hands -free" phones (withmic and speaker) provide addedconvenience in the newsroomand manager's office. The othernewsroom set is a card -dialphone which automatically dialsoften -called numbers frompunched cards. Studio phoneshave no bells; they produce asoft metallic tone. In addition,22 program lines run into thecentral telephone hookup areused for transmitter programfeed and permanently -connectedremote locations.

AC power is necessary, ofcourse, and our electrical require-ments included several demands.Each room has a separate breakerfor lighting and a separatebreaker for receptacles; eachcontrol room is provided with a15 -amp breaker circuit branchfor console and audio facilities;on -air lights are mounted in code -approved boxes.

Traffic PatternsNaturally, one of the reasons

you want a new building is tocut down on wasted steps, andto make your operation easierto supervise and more productive.But remember, too, that somestaff members require specialworking conditions. Copywriters,for example, need quiet surround-ings, even though they some-times may confer with clients orprogrammers. Salesmen often areengaged in lengthy telephone con-versations or in meetings withcustomers. A manager requiresprivacy for personnel meetings,financial discussions, etc., yet hemust also be aware of his staff'sactivity.

Heating and CoolingThis is one area that deserves

extraordinary attention. You notonly have the problems of heat -generating electronic installa-tions, but you also have studiosin which there is no ventilationof any kind except that providedby air conditioning. Air condi-tioning can be noisy, and it canbe expensive.

ditioned offices, yet maintainmaximum operational economy,we have two separate "zones" ofheating and cooling. The air con-ditioner for the studios, a gas -energized 3 -ton unit, is fully sep-arate from an identical machineused for the offices. It is our ex-pectation that the studios willneed little winter heat but muchsummer cooling, while the officeswill require more heat but havea shorter cooling system. We basethis thinking on a highly success-ful installation at our old prem-ises, where the units (now inplace at our new building) wereinstalled in 1964. The splittingof the system saved us about 30%on our annual cooling costs.

Inter -Room VisibilityDon't forget the value of op-

erational studio -to -studio visibili-ty. In our case, rooms are sep-arated by glass. We used doubleplate glass construction, with onepane canted slightly to cut re-flections. Bear in mind, too, theacoustic problems that your glasspartitions will cause. We sacri-ficed public visibility to get atleast some privacy for our an-nouncers and some acoustic quali-ty for the studios.

Financing and DesignWe erected a new building be-

cause we needed it. But as a sta-tion owner, I immediately real-ized the advantages - from astation point -of -view - of havingthe building constructed for usunder a lease arrangement. Therewould be little drain on stationcapital other than new equip-ment costs. After seeking localcapital to finance the project, Iwas able, personally, to providethe building, and in turn leaseit to the station. Shortly afterthe plan was announced in thepress, an official of an insurancecompany with offices in our cityapproached me, and with anotherlease in the bag, a second floorwas added to the plans. Thebuilding is financed by a mort-gage with a local Savings andLoan Company. About 30% wasrequired as cash in hand, withabout 70% of the cost coveredby the martgage.

Since I am a radio man, nota contractor, I decided at thestart that I would employ a goodarchitect and a good general con-tractor, and this has paid off.

Planning A New CATV System

So YOU have a CATV franchise!Now you must fulfill its

terms by building and operatingthe system. If you think the fran-chise acquisition was rough, youain't seen nothin' yet! As anybuilder -operator can tell you,CATV system construction pre-sents a unique challenge thatwill test all the patience, skill,and knowledge you can muster.

Generally there are three waysto put a new CATV system intooperation: (1) build it yourself,(2) sign a turn -key contract, or(3) sign a long-term lease -backagreement with the telephonecompany. Let's consider some ofthe advantages and disadvantagesof each approach.

to use the poles. This is assum-ing, of course, that the poles areessentially ready to use "as is,"requiring little or no existingplant rearrangement.

Along with the joint -pole agree-ment, you must line up insuranceand bonding satisfactory to thetelephone company, hold severalmeetings with the telephone com-pany plant engineer to determinewhat pole rearrangements will berequired, and constantly sit on thetelephone company doorstep to in-sure that your application doesnot get bogged down with "in -and -out basket fatigue." Plan onspending at least one full day perweek on this phase of the projectfor every week the application isbeing processed. On the otherhand, if you don't mind a 6- to 9 -month wait, just leave the appli-cation alone and eventually it willthread its way through telephonecompany red tape.

It is not a constructionpermit for your head -end build-ing and tower; it is not (prob-ably) a permit to do business inthe city; it is not a zoning vari-ance to allow you to install atower or towers and head -endbuilding in an area zoned R1; itis not a permit to dynamite orblast stubborn rock for a towerfoundation; it is not an agree-ment with the local electric com-pany to supply power to yourhead -end site; it is not a permitto build a head end in the countyto serve the city; and it is not apermit to run cables from yourhead end to the city through thecounty. In other words, plan onand expect to be "permitted todeath." The more of this you getout of the way before you beginconstruction, the fewer delaysyou'll have when work begins. Inmany cases, the permits are amatter of formality.

If your projected head -end siteis in an area where zoning pro-hibits such an installation, youwill have to appear before theplanning commission and seektheir approval. Assuming you runinto no opposition from nearbyland owners, this process will takethe statutory notice and hearingperiod, usually 30 days.

If you do run into opposition,you can appeal your case to thecity council which granted you theinitial franchise. If the city coun-cil also turns you down (in truth,you are asking for a spot zoningchange, which is difficult at best),be prepared to start looking foranother head -end site. At thispoint, probably at least 60 dayshas elapsed, and if you start from

Looking AheadWhat about local origination? NCTA says "go ahead-as fast as possible-with local public service programming." NAB cautions you not to,and the FCC has asked for authority to restrict or completely cut offlocal programming.

What constitutes local programming? Is a time -weather -news servicelocal programming? What about those systems which televise local citycouncil meetings, and other public affairs programs?

If your town can be reasonably expected to deliver 1,000 or moresubscribers at the end of three years, with a potential of another 1,000or more, you had better give serious consideration to local programorigination.

If you originate downtown, programming must be relayed to the headend. There are three feasible methods of accomplishing this. Simplytape everything, and haul the tape to the head end. As useful as avideo tape machine might be, this is no way to tie it up.

Another method is to use microwave. A single -channel link mightmake real sense if the head end is some miles distant.

A third way is a return -loop of coax cable, sort of a reverse trunk.If this done on a subchannel, you may get by without any-or just afew-repeater amplifiers. If you think you might have need for it, planahead and lash -in a spare cable between the head end and the officewhen the system is first installed. Then it will be there when you needit. In most cases, your initial cost will be only the additional cable.

If your installation includes atower of any size (over 170 feetif 3 miles or more from an air-port, under 170 if closer to acommercial airfield), you mustalso make application for FederalAviation Agency approval. Or, they may tell youthat it's okay to put up a tower,but that it cannot exceed a certainheight, which may be only halfof what you feel is required. This

may force you to give up theprojected site even before you be-gin because there is no appeal ofFAA rulings.

If your site is somewhat re-moved from regular serviceroutes, the power company maybalk at providing service. Operat-ing as they do under state publicutility commission rules, there arecertain things you can make themdo. Local SuppliersChances are you will be pur-

chasing many small items locally.This might include hand tools,electrical wiring supplies, cement,building materials, specialty pow-er and other machinery rentals-the list is endless. Before youbegin construction, make a list ofevery step and the tools and sup-plies required. Set up credit ar-rangements with the necessarysuppliers, unless you want to fol-low your construction peoplearound all day paying cash for100 screw -eye hooks, $5 a -day ACgenerator rentals, etc. This listwill help insure that everythingyou need is locally available. If itis not, better find out what isneeded and where you have to goto get it, or construction can cometo a grinding halt for hours, or aday or more, at a crucial stage.The Construction Crew

There is a considerable shortageof trained, skilled crews in thisindustry. This may be a part ofthe reason that so many new sys-tems are being turn -key con-structed. First and most obviousis that somebody has to knowwhat is to be done and how itis to be done. If you are not thatperson, with actual experience,you must find someone who qual-ifies. Make him the foreman,general manager, or somethingsimilar, and lean on him for ad-vice right down the line. He prob-ably will not be knowledgeable inall areas; he doesn't need to be.If he knows construction tech-niques thoroughly, let that beenough.

If you personally plan on doing8 hours of physical work a day(supervisory and otherwise) andhave decided that one crew andconstruction -type truck is ade-quate, a working foreman andtwo line construction men shouldbe enough. If, on the other hand,you do not plan on getting intothe fray yourself, you will alsoneed a good journeyman techni-cian to help out with the equip-ment installation, building thehead end, towers, and so on. Thisbrings us down to one knowledge-able foreman, one good technician,plus the two line constructionhelpers, for a company that plansto wire and build 3 miles of plantper week. A foreman will probablybe found working as an assistantforeman with some other cablecompany; a technician will prob-ably be working for one of the

for 1/ 4th the cost by setting yourown poles and stringing your ownAC service lines.

If you set your own poles, careshould be taken to leave sufficientroom to bring your trunk cableout of the head end on the samepoles. If the power utility sets thepoles, have them reach a joint -use agreement with the telephoneutility so you can use the polesunder your joint -pole agreementto bring your trunk out. This mayshave the cost considerably, par-ticularly if the local telephonecompany engineer feels generousand agrees to pick up his 50-60%of the cost of the poles.

If you are going to cross countyproperty with your trunk, you willneed to approach county officialsfor permission to do so. In someinstances this is a simple process.The county building permit officeissues the permit, and the countyroad department issues permis-sion to string cable along countyrights -of -way. In other counties,especially in a county with alarge unincorporated suburbanpopulation, the process may getmore involved, approximatingthe same bureaucratic red tapeyou can expect to find in a city.The best advice is to tackle theproblems head-on as early aspossible.

System LayoutVery early in the game-prob-

ably before the franchise is let-you have secured the assistance ofan individual knowledgeable inCATV system design and haveprepared a system -layout map ofthe town or city. From this layoutyou have a pretty accurate idea ofhow many miles of trunk and dis-tribution cable will be required,how many amplifiers will beneeded, the number and locationof AC power supplies, and thechannels you will supply. To ob-tain this information you need anaccurate and detailed map of thecity (to a known scale), a studyof the telephone plant pole routes(by car and on foot), and anaccurate long-term head -end sitesignal survey.

Equipment SuppliersJust let a few equipment sup-

pliers know you are going to pur-chase equipment and sales en-gineers will come flocking to yourdoor. Each will point out the vir-tues of his equipment, quote de-livery dates and prices, and leaveyou to sift through a large ream

Costs Per MileA mile of trunk? A mile of distribution? Or, a mile of trunk and dis-tribution? The variables are endless, so for purposes of discussion let's

consider a mile of distribution caole. We have the following costs to

consider:Pole re -arrangements can run the gamut, from no cost to several

hundred dollars per pole. $15 per pole would be a high -average. At 40

poles per mile, you would have $600 invested. Pole -line hardware, including messenger, lashing wire, clamps, and

an occasional guy, will run $350 oer mile. Coaxial cable and amplifiers. If you are using .412 for distribution,you will have $100 per 1,000 feet invested-$528 per mile.

In a straight -street mile, with 500 -foot blocks, there are 10 cornersin a mile. That's 10 splitters for 2 -way feeds at each corner, an averageconnector investment of $200. A 40 db bridging (distribution) amplifierdriving 36 db line extension amplifiers will get you through a mile of.412 distribution cable with medium loading. You will use only oneof the four bridging amplifier parts. So you have Bath the cost of that

unit; call it $100. In 5 line extenders, at $60 each, you have $300 in-

vested. These 5 line extenders plus the single port of the bridgingamplifier will require around 1.5 amps out of a $200 12 -amp supply.

So total cost for RF and AC for that mile is $450.Labor: If your crew of foreman and two helpers can install a mile of

plant in 12 working hours, you have a direct labor expense of around

$140.Operating overhead will vary considerably, as a direct inverted re-

lationship to the size of the system. $250 per mile is not unusual.If you have been following this through with a columnar pad, you

know by now that the total investment in this mythical mile of dis-tribution plant is $2,518. The figure is way low, you say? Maybe so,

but many operators are doing it for this, although individual categorytotals may vary

of promotional literature. If youhave a system engineering lay-out, let each supplier with whomyou may deal prepare an equip-ment bid. This will include awiring diagram, a breakdown ofthe equipment required, and atotal price.

If you are dealing with com-panies specializing in only dis-tribution equipment, you will needto begin soliciting informationand bids on antennas, towerstructures, and cable and pole linehardware from separate firms.Antennas are selected on ratedperformance; tower (s) are pur-chased first by specifications, sec-ond by price. On a competitivebid basis, some firms will quotedelivery for as much as 40% lessthan others. Assuming the bid in-cludes installation, a local firmmay save you money on deliverycosts. Others may already have aninstallation crew in the area withslack time in their schedule,thereby enabling them to offeryou a bargain. There are a multi-tude of items affecting towerprices, and if you request bidsfrom reputable firms, based onstandard EIA tower specifica-tions, you should be safe with the

lowest price.Coaxial cable prices, because of

the highly unstable copper market,keep going up. As soon as youaccurately determine the typesand quantity required, go aheadand issue a purchase order guar-anteeing you delivery at the cur-rent price, even if you don't ex-pect to take delivery for 6

months or more. Cable specifica-tions vary from one company toanother, but there are a numberof cable companies with consid-erable CATV experience. Aslong as you stick to one of these,you should have no problems.

So far, pole -line hardware hasnot been in short supply. Sup-pliers such as Jack Pruzan havemany years of CATV experience,and even though you may notinitially understand all of the fineprint in telephone company spec-ifications, you can ask for andexpect help from such knowledge-able suppliers. Most pole -linehardware companies can supply95% of what you will need fromstock on same -day shipments. Sothere's no particular reason to getstarted real early here, other thanto get acquainted with the sup-plier.

Turn -Key ConstructionA turn -key job is simply this:

somebody else builds the entiresystem for you, but you must ob-tain all necessary city, county, andfederal permits. You will have tomake at least a preliminary sur-vey for the head end and a streetlayout for cable routings. Andyou will have to obtain the poleagreement. But once you have allof the necessary approvals, youcan turn the entire bundle overto the turn -key builder. He maybe an equipment supplier, or anindependent contractor who spec-ializes only in construction.

You may still need a number ofpeople working for you and havethe necessary truck equipment tomake the initial drops, and con-tinue with drops and equipmentmaintenance after the system'sinitial opening.

Telephone CompanyLease Back

Although this method of systemconstruction is relatively new, ithas caught on in many areas ofthe country. Basically, you signan agreement with the telephonecompany. You agree to build thehead end; they agree to build thetrunk and customer distributionplant and lease it back to you.

The terms of such an agree-ment vary from one telco toanother, but basically they are allthe same. You agree to a 10 -yearlease, at so much per quarter -mileof plant per month, plus so muchper active drop per month.

Necessary permits are, for themost part, still yours to acquire,except the joint -pole agreement.The telephone crew will maintainthe RF amplifiers throughout thesystem, you will run the drops (inmost cases). Of course you do notown the plant-you simply leaseit.

ConclusionThe cable operator who care-

fully plans his expenditures, hisconstruction program, and hisafter -construction operating tech-niques will come much closer tohaving his plant paid for in 36 to48 months after initial operationthan his less careful contem-parary. Decisions made early inthe system's life will stay with itfor many, many years. Make surethey are the right ones!

The Construction EquipmentMuch will depend here on how

large the system is, and how fastyou plan to build it. Turn -key sys-tem contractors work on the basisof so much per mile of plant.Frequently kicked around in theindustry is a magical "$4,000 permile" figure. Frequently, hiddenbelow the bold print, are notesthat this figure is exclusive oftower and head -end equipmentcosts. Yet, it is possible to builda 12 -channel system, for $4,000per mile, including head -end costs.Obviously, if the head end costsyou $10,000 and the plant is 10miles long, the system is going tocost $1,000 per mile for head -endequipment, leaving you $3,000 permile for the actual plant. If thesame plant is 20 miles long, thecost -per -mile for the head end ishalved to $500 per mile, leaving$3,500 per mile for plant construc-tion. So actually, general figuresof $4,000 per mile are not toomeaningful unless you know thecriteria under which they havebeen established.

The largest, most expensivesingle item to be considered isthe construction truck. Should youhave one? More than one? Themost versatile truck is a hy-draulic -operated boom truck withbucket. Mounted on a 11/2 -tonbody with 8 -cylinder engine, all-around tool cabinets and an ACgenerator to operate drills andpower equipment on the road, theunit will weigh nearly 5 tons andcost around $10,000. For a 10 -mile plant, cost of such a truck is$1,000 per mile. A suitable one -ton truck with a hand -operatedextension ladder mounted on aswivel, including a small bucket -type working platform, will costunder $5,000.

The best and most logical ap-proach to the decision is simplythis : How much will the truckcost per mile? Can you dispose ofit after construction and recoupsome of the expense? Or, is thesystem going to be large enoughthat you can afford to write itoff on a 5 -year depreciationschedule and utilize the vehiclefor routine maintenance, futureline extensions, hookups, etc.?

Other construction equipment ismuch less costly, and the deci-sions are easier to make. Thelashing machine, cable suspensionhooks, D blocks, and come-alongs

COOLING SYSTEMS?

lystrons provide the best means of gen-erating large amounts of energy in the

UHF -TV band, but in so doing they pro-duce substantial amounts of heat whichmust be dissipated.

Faced with this problem, TownsendAssociates engineers have conducted com-prehensive tests comparing vapor phasecooling with straight water cooling. Con-clusions drawn from these tests indicatethat vapor is more critical than water inthree ways:

1. Klystron collector design must beprecise to prevent vapor blanketing andconsequent collector destruction.2. The water replenishing system mustbe carefully designed and maintained toprevent damage resulting either fromturbulence or loss of water.3. System cleanliness must be care-fully maintained to prevent film deposi-tion on the collector which could causea tube failure.In contrast, the superiority of water

cooling is demonstrated by:1. The design is conventional - timetried-and requires no special considera-tions other than adequate water flow.2. Cleanliness poses no problem-thesame water may be used continually withno maintenance.

Will success spoil 75A?Never.75A is our rugged, reliable, long -haul, heavy density micro-

My architect, Robert F. Beattyof East Liverpool, is creativeenough to have earned a com-mission from the U.S. State De-partment to build one of our newembassies in an African nation,but realistic enough to be a lead-er in school architectural assign-ments in our area. Once he un-derstood that I had some idea forthe basics, he was able to guideme to the right materials andmethods to make the job attrac-tive and economical.

An architect charges 4% forhis design services, and an addi-tional 2% for his supervisoryservices. Looking back, we aremightly glad we had one. Mr.Beatty caught problems on paperbefore they were too late to solve,and as supervisor of the job, hewas able to correct several con-struction mistakes which wewouldn't have noticed. In thisway, we got a better building andsaved money.

After the plans had been com-pleted, we had the architect ar-range for several firms to bid oneach phase of the work. The gen-eral contract included all but theplumbing, heating and air condi-tioning, and electrical work.There were subsidiary contractsfor each of these areas, and thespread between bids was remark-able - as much as 40% ! We arenow convinced that bidding wasan excellent way of getting theright price.

On the other hand, we did es-tablish some guidelines for se-lecting the firms with whom wewould do business. We wantedlocal firms. All other things be-ing equal, our advertisers wouldget preference. Since it was thearchitect's job to handle and re-view the bids, he executed thesedealings with tact and discretionand in such a way that all bidderswere aware of the requirements.

Of course, throughout the pro-cedure, from the time we ac-quired our land, our attorney re-viewed each legal document in-volved - our lease, land title,etc. His assistance, too, was in-valuable.

Oh yes, the cost: The 2400-sq.ft. first floor cost about $17.50per sq. ft., plus land. That's $42,-000 in all. The total cost of thebuilding was $78,000. These fig-ures include fees, and all itemssupplied by me as landlord, butdo not include the land cost.

The switchingcircuit shown in Fig. 4-mountedon the speaker transformer bracketor on the speaker baffle-varies theoutput of each speaker and is quiteeffective in reducing feedback andproviding desired sound levels atvarious locations. Good matchingand fidelity is maintained with thisarrangement, although some varia-tion does exist when operating withdifferent numbers of speakers andvarying amplifier levels.

The remote line feed is bridgeddirectly across the 70.7 -volt ampli-fier output. Since the power re-quired for feeding the broadcastline is so small (less than 0.5 watt)no noticeable amplifier loading or

level change is apparent. The 50Kand 25K ohm taps on the transform-er supply approximately 0 to 8 VUto the remote line.

OperationWe found, during operation from

a fair booth for instance, that theflexibility of the system is of muchvalue. During non -broadcast peri-ods we carry station programmingon the sound system by switchingthe remote bridge to the off positionand connecting a jumper cablefrom remote line headphone moni-tor jack to one of the high levelturntable inputs. On a number ofoccasions, taped commercial an-nouncements are fed from the re-corder output into a high-level am-plifier input. A live interview ata fair or an on -the -spot commercialannouncement may be taped byfeeding the tape recorder inputfrom the amplifier tape -out phonojack.

When the system is used only asa remote amplifier (without anyspeakers connected) we connect a25w 300 -ohm dummy load resistorto the 70.7 -volt output terminal toprotect the amplifier. The dummyload handles approximately 16watts dissipation.

While this system has served ourneeds quite well, it may not be theanswer to all situations. However,anyone with a need for such equip-ment can use and expand upon ourdesign.

Combination Remote Broadcast

and PA Amplifier

AT FAIRS, carnivals, beauty andtalent contests, church serv-

ices, store openings, etc., both abroadcast remote amplifier and apublic address system often areneeded. By using a combination sys-tem, we were able to eliminate halfthe number of microphones and ca-bles which always end up in a tan-gled mess. The system also mini-mizes the problem of coordinatingthe operation of two systems.

Equipment

We established these minimumrequirements: (1) The equipmentmust be compact, light, and simple;(2) It must serve as a PA systemonly, as a remote amplifier only, oras both simultaneously. For our re-quirements we needed an amplifierwith at least two high-level inputsfor turntables, tape recorder, tuner,etc., and at least three inputs foreither low or high impedance micro-phones. We chose the Knight ModelKN-3050, which has four high impe-dance microphone inputs with op-tional plug-in low impedance micro-phone transformers, and threeturntable inputs. The amplifier alsohas an output -level meter, tape re-corder feed, and excellent frequen-cy response characteristics.

In selecting a turntable, we want-ed a light -weight unit that requireda minimum amount of space aboveand below the mounting board. TheBogen B-61 turntable and arm re-quires only a 21/4 -inch mountingdepth, permitting the use of a shal-low console -type housing (overalldepth only 41/2 inches). We choseElectro-Voice Music -Caster PAspeakers, which can be mounted onan Atlas SS -2 portable stand whennecessary. These speakers have ex-cellent reproduction characteristicsand are trim looking whether hungon a wall, set on a shelf or table, orused with the portable speakerstand. Fig 1 shows the complete sys-tem.

Construction DetailsTo construct the console, we used

plywood covered with Formica forour basic material. A No. 2 orlower grade 1/2" plywood is satis-factory since all visible areas arecovered with Formica. We recessedthe bottom 1/2" above the outsideband in order to obscure the legmounts. Legs, microphones, cables,etc., are stored in a compartmentalong the back edge running theentire length of the console. Sincethe overall console dimensions are51" x 19" x 41/2", it can easily betransported in the rear seat ortrunk of any standard size automo-bile. Standard %" pipe legs-withrubber cane or crutch tips on theends-screw into standard flanges.Some compensation for uneven sur-faces can be achieved by tighteningor loosening the legs.

The console was so designed thatall cables would enter from the bot-tom through a 21/2" x 12" slot cutbeneath the amplifier to accommo-date microphone, speaker, power,and remote broadcast cables. ACwiring includes surface -mount ACreceptacles in each turntable com-partment and a standard 2 -outlet

AC receptacle behind the amplifier.Primary power is supplied to amale AC receptacle, mounted in theupper right-hand divider cornerand connected to the AC line feedcable with matching female plug.

Since the equipment is transport-ed quite frequently and subjectedto considerable vibration and jolt-ing, it was necessary to devise ameans of securing the pick-up armsand cartridges. We used a suitablelength of 1/4" aluminum tubing as aspacer and a Keystone Type 90miniature battery clip, bolted to theturntable mounting plate at thecorrect arm position.

Equipment ModificationThe PA system is operated as a

conventional sound installation.However, in order to feed a remotebroadcast line, we designed an out-board bridging, switching, and ter-minal arrangement. The bridgingtransformer, switch, remote line ter-minals, and cue headphone jack aremounted in a small "minibox" bolt-ed to the upper center of the ampli-fier cabinet. The remote line feedis independent of the PA system(and vice -versa) by using the bridg-ing and switching circuit shown inFig. 3. The 70.7 -volt output con-nection allows us to use speakerswith individual matching trans -
