The custom of acknowledging the change in commanding officer of a military unit by a formal ceremony dates back at least to Roman times. The purpose of a change of command ceremony is to emphasize the continuity of leadership and a unit identity despite the change in individual authority. The ceremony also symbolizes the transfer of command responsibility from one individual to another. This transfer is physically represented by passing the ceremonial flag from the old commander to the new. The next senior commander traditionally performs the transfer.

Brigadier General Rock Donahue assumed command of the South PacificDivision July 21, 2009. He was promoted to the rank of Brigadier General onApril 9, 2010. Established in 1888, the division comprises one-fifth of theUnited States and is one of the Corps' eight regional commands. It includesfour operating districts headquartered in Albuquerque, Los Angeles,Sacramento, and San Francisco.

Brigadier General Donahue commissioned into the United States Army Corpsof Engineers in 1983 from the Virginia Military Institute as a distinguishedacademic and military graduate. Prior to taking command of South PacificDivision, he served as XVIII Airborne Corps Engineer beginning September2007 and as Director, Multi-National Corps – Iraq C7 from February 2008 toApril 2009 (Operation Iraqi Freedom 07-09); as well as Executive Officer tothe HQDA DCS G-8 from June 2006 to June 2007; and as Executive Officer toCommander, United Nations Command/Combined Forces Command/UnitedStates Forces Korea from July 2005 to June 2006.

He commanded the 2d Infantry Division Engineer Brigade from July 2004 toJuly 2005. Prior to returning to Korea in June 2004, he served as InspectorGeneral, and Commander, 41st Engineer Battalion, 10th Mountain Division(Light Infantry), Fort Drum, New York. As Battalion Commander from June2000 to June 2002, he served as 10th Mountain Division Engineer, as well asthe Combined Joint Task Force-Mountain C/J-7, and Chief of Staff, TaskForce Bagram in Afghanistan during Operation Enduring Freedom.

Colonel Magness assumed command of the Los Angeles District, U.S. Army Corps of Engineers on July 10, 2007. Prior to coming to Los Angeles, Colonel Magness was a Senior Service College Fellow at the University of Texas at Austin.

Colonel Magness was born in Fort Campbell, Kentucky. He graduated from the United States Military Academy in 1985 with a Bachelor of Science degree and was commissioned into the Corps of Engineers. He later earned a Master’s Degree in Civil Engineering from the University of Texas at Austin. His professional military education includes the Engineer Officer Basic and Advanced Courses and the Command and General Staff College.

Colonel Magness has served in the 2nd Armored Division at Fort Hood, Texas; the 1st Armored Division in Germany; and the 4th Infantry Division at Fort Hood, Texas. He has been a platoon leader, battalion supply officer, company commander, and battalion operations officer. He deployed with the 1st Armored Division as part of Operation Desert Shield / Desert Storm. Colonel Magness served as the District Commander for the Detroit District, U.S. Army Corps of Engineers.

Colonel Magness has served as an instructor and assistant professor in the Department of Geography and Environmental Engineering at West Point. He has served two tours as an observer / controller (trainer) at the National Training Center at Fort Irwin, California where he led the Sidewinder team, preparing engineer and maneuver support units and their leaders for combat operations.

Colonel Magness’ military awards and decorations include the Legion of Merit, Bronze Star Medal, Meritorious Service Medal (four awards), and the Army Commendation Medal (four awards). He has been awarded the Parachutist Badge, Air Assault Badge, and the Ranger Tab. He is a licensed Professional Engineer in the Commonwealth of Virginia.

Colonel Magness is married to the former Michelle Carnes of Killeen, Texas. They have two daughters, Jenna and Shelby.

COL Thomas H. Magness, IV History of the Los Angeles District

In 1898 a small group of Army engineers, under the command of Captain J. J. Meyler, began building a breakwater in San Pedro Bay. Over the years, the project evolved into the superport complex of Los Angeles/Long Beach, now one of the largest artificial harbors in the world. From that small critical mass, the Army Corps of Engineers Los Angeles District expanded into a dynamic public engineering agency. Some of the most illustrious names in U.S. military and engineering history have dotted the rosters of the Los Angeles District, including both Generals MacArthur, father and son. Today, around 700 dedicated professionals and support staff provide extensive planning, design, engineering and construction expertise. Our mission is to perform civil works, military construction, real estate operations, regulatory actions, emergency operations and support for other agencies. The Los Angeles District is one of the largest in the United States, covering some 226,000 square miles across southern California, southern Nevada, a slice of Utah and all of Arizona. We operate in the second-largest urban area in America—and we work in small farming communities. Our customers and stakeholders have one of the strongest political bases in the country, with 54 members of Congress in our area—more than any other Corps district.

COL Mark ToyColonel Mark Toy is from Huntington Beach, Calif. He graduated from the U. S. Military Academy at West Point in 1987 with a Bachelor of Science Degree in Operations Research. He holds a Masters Degree in Business Administration from Boston Univ., a Master of Science Degree in Environmental Engineering from the

Univ. of California at Los Angeles and a Master of Science Degree in National Resource Strategy from the Industrial College of the Armed Forces. He is a Registered Professional Engineer in the states of Arizona and Virginia.

Prior to assuming command of the Los Angeles District, Colonel Toy attended Senior Service College at the Industrial College of the Armed Forces, National Defense Univ., Fort McNair, Washington D.C.

Colonel Toy has commanded at the Platoon, Company and Battalion levels.

Colonel Magness assumed command of the Los Angeles District, U.S. Army Corps of Engineers on July 10, 2007. Prior to coming to Los Angeles, Colonel Magness was a Senior Service College Fellow at the University of Texas at Austin.

Colonel Magness was born in Fort Campbell, Kentucky. He graduated from the United States Military Academy in 1985 with a Bachelor of Science degree and was commissioned into the Corps of Engineers. He later earned a Master’s Degree in Civil Engineering from the University of Texas at Austin. His professional military education includes the Engineer Officer Basic and Advanced Courses and the Command and General Staff College.

Colonel Magness has served in the 2nd Armored Division at Fort Hood, Texas; the 1st Armored Division in Germany; and the 4th Infantry Division at Fort Hood, Texas. He has been a platoon leader, battalion supply officer, company commander, and battalion operations officer. He deployed with the 1st Armored Division as part of Operation Desert Shield / Desert Storm. Colonel Magness served as the District Commander for the Detroit District, U.S. Army Corps of Engineers.

Colonel Magness has served as an instructor and assistant professor in the Department of Geography and Environmental Engineering at West Point. He has served two tours as an observer / controller (trainer) at the National Training Center at Fort Irwin, California where he led the Sidewinder team, preparing engineer and maneuver support units and their leaders for combat operations.

Colonel Magness’ military awards and decorations include the Legion of Merit, Bronze Star Medal, Meritorious Service Medal (four awards), and the Army Commendation Medal (four awards). He has been awarded the Parachutist Badge, Air Assault Badge, and the Ranger Tab. He is a licensed Professional Engineer in the Commonwealth of Virginia.

Colonel Magness is married to the former Michelle Carnes of Killeen, Texas. They have two daughters, Jenna and Shelby.

In 1898 a small group of Army engineers, under the command of Captain J. J. Meyler, began building a breakwater in San Pedro Bay. Over the years, the project evolved into the superport complex of Los Angeles/Long Beach, now one of the largest artificial harbors in the world. From that small critical mass, the Army Corps of Engineers Los Angeles District expanded into a dynamic public engineering agency. Some of the most illustrious names in U.S. military and engineering history have dotted the rosters of the Los Angeles District, including both Generals MacArthur, father and son. Today, around 700 dedicated professionals and support staff provide extensive planning, design, engineering and construction expertise. Our mission is to perform civil works, military construction, real estate operations, regulatory actions, emergency operations and support for other agencies. The Los Angeles District is one of the largest in the United States, covering some 226,000 square miles across southern California, southern Nevada, a slice of Utah and all of Arizona. We operate in the second-largest urban area in America—and we work in small farming communities. Our customers and stakeholders have one of the strongest political bases in the country, with 54 members of Congress in our area—more than any other Corps district.

Established in 1888, the division comprises one-fifth of theUnited States and is one of the Corps' eight regional commands. It includesfour operating districts headquartered in Albuquerque, Los Angeles,Sacramento, and San Francisco.

Brigadier General Donahue commissioned into the United States Army Corpsof Engineers in 1983 from the Virginia Military Institute as a distinguishedacademic and military graduate. Prior to taking command of South PacificDivision, he served as XVIII Airborne Corps Engineer beginning September2007 and as Director, Multi-National Corps – Iraq C7 from February 2008 toApril 2009 (Operation Iraqi Freedom 07-09); as well as Executive Officer tothe HQDA DCS G-8 from June 2006 to June 2007; and as Executive Officer toCommander, United Nations Command/Combined Forces Command/UnitedStates Forces Korea from July 2005 to June 2006.

He commanded the 2d Infantry Division Engineer Brigade from July 2004 toJuly 2005. Prior to returning to Korea in June 2004, he served as InspectorGeneral, and Commander, 41st Engineer Battalion, 10th Mountain Division(Light Infantry), Fort Drum, New York. As Battalion Commander from June2000 to June 2002, he served as 10th Mountain Division Engineer, as well asthe Combined Joint Task Force-Mountain C/J-7, and Chief of Staff, TaskForce Bagram in Afghanistan during Operation Enduring Freedom.

The custom of acknowledging the change in commanding officer of a military unit by a formal ceremony dates back at least to Roman times. The purpose of a change of command ceremony is to emphasize the continuity of leadership and a unit identity despite the change in individual authority. The ceremony also symbolizes the transfer of command responsibility from one individual to another. This transfer is physically represented by passing the ceremonial flag from the old commander to the new. The next senior commander traditionally performs the transfer.
