category of Renewable Purchase Obligation (RPO)
for WtE of 0.20%, out of mandated 15% RPO quota
• Ministry is pursuing with CERC to determine the
Generic Tariff for Solid Waste-to-Energy

• BIS is developing standards for use of processed

Support to ULBs for SBM (SWM) Implementation
• To facilitate ULBs in implementation of SBM, Swachh Bharat Website is
developed which provides guidance on, Tendering/ contracting,
Innovations in technologies, On line progress reporting/monitoring
Initiatives at States/UTs Level
Actions Needed
• State/UTs Governments shall release funds along with
State/UTs share to ULBs within 30 days of release of the
Central share
• Finalize timeline for calling of EoI, preparation of DPR,
approval, implementation & commissioning of scheme to
achieve the goals of SBM.
• Implementation may take place individually for door-to-
door collection/ transportation and processing &
disposal of waste or in Integrated manner
• To be implemented in centralized/ decentralized systems
depending on feasibility.
• The States/UTs are free to choose any processing
technology for SWM projects based on its feasibility.
Actions Needed
• Under SBM, each one has to contribute 100 hours of
voluntary service in a year i.e. 8 hrs. in a month.
• Volunteers may be mobilized to contribute 8 hours per
month of volunteer service such as
• to keep watch for various identified works such as overflow
of waste from large dustbins and that people should not
throw waste around dustbins
• Participate in community cleaning activities such as public
places, water bodies etc.

Why understanding behaviour is important
Understand the behaviour and views of the people or target group.
It is not always the health impact that can trigger/ motivate behaviour change. So may use “shame” and “dignity” as motivators,
Behaviour Change Communication (BCC), requires adaptation and tailoring to the context of the clients.
Access and usage of toilets is more about convenience,
aspiration & personal choices.
In case of Maharashtra it is Safety, Dignity and Privacy of
women and adolescent girls

Massive public awareness campaigns on sanitation and establishing
its link to public health, hygiene and environment. Permissible means- Radio, Social Media, Documentaries, Plays, Workshops. Hoardings/ banners Competitions
IEC & Public Awareness- Suggested components
• Organize focused programmes like street plays, local/ ward level awareness, media campaigns, art/ literacy competitions, etc.
• Educate people about sanitation and ill-health and expenses towards medical treatment where sanitation is neglected
• A “Prabhatpheri” or “Short Run for Cleanliness” may be organized in association with local civil society to improve awareness.
