    Efficient management of the Governments asset base is critical to the delivery andperformance of public services. The 2007 Comprehensive Spending Review (CSR) willencourage greater exploitation of under-utilised assets and the disposal of assets no longerrequired for service delivery. This will build on the significant progress, of 12.2bn since2004-05, already made towards the target of 30bn of asset disposals by 2010-11.

    To strengthen the information base for investment decision-making in the CSR, this revisedand updated edition of the National Asset Register highlights the commitment totransparency, accountability and good asset management. With information on over 370different Government bodies, the 2007 National Asset Register is the most comprehensive listof central Government assets and maintains the UKs position at the forefront of internationalbest practice in public sector asset management.

    A decade on from its first publication, this edition of the National Asset Register includesthree notable developments. Changing the threshold of itemised assets from 1,000 to1 million allows the reader to focus on the important information by clearly pinpointingthose assets of highest value. The inclusion of a detailed breakdown of acquisitions anddisposals over the last five years improves transparency, details the evolution of the asset baseand demonstrates progress against the Governments asset disposal strategy. Lastly, a newstandardised format for each department helps the reader to locate a particular body or assetand to compare data across departments.

    After a decade of substantial growth in public investment, the CSR will improve assetmanagement practice within the public sector. The National Asset Register is a key tool inhelping to achieve this. By providing a clear and comprehensive picture of the current assetbase, it will encourage departments to make the best possible use of the assets they own andto make better informed decisions over future acquisitions and disposals, enhancing theefficiency and effectiveness of the UK public sector.

    WHAT IS INCLUDED IN THE 2007 NATIONAL ASSETREGISTER?

    Bodies covered by the Nat ional Asset Register

    The National Asset Register (NAR) covers all central government departments together withtheir executive agencies (including trading funds). In addition, it includes information onexecutive non-departmental public bodies (NDPBs), NHS bodies and public corporations.Bodies outside the public sector that are funded or sponsored by departments and NDPBsare not included.

    Assets belonging to local authorities are not included in this document as their assets do notbelong to central government. Local authorities are required in their annual accounts todisclose information on their assets. Copies of local authority annual accounts are availablefrom the authorities themselves.

    For reasons of national security no information is included on the assets owned by theSecurity and Intelligence Services.

    The Register includes entries up to March 2005. Thus it does not take account of anysubsequent machinery of Government changes, such as the creation of new departments.Transfers, acquisitions or disposals of assets resulting from these changes will be coveredin the next edition of the Register.

    Assets covered by the Nat ional Asset Register

    The NAR includes all tangible fixed assets (including military and heritage assets), intangiblefixed assets (such as software licences) and fixed asset investments (such as share holdings)owned by departments. In deciding whether to include an asset, departments have followednormal accounting rules for the recognition of assets. All assets shown in the departmentalentries are included in their balance sheets under resource accounting as long as they remainunder departmental ownership.

    The NAR covers only fixed assets. Therefore information on stocks and other current assetsis not included.

    ACCOUNTING TREATMENT

    Values of all assets or groups of assets have been given throughout the Register in millions ofpounds. They have all been valued using their net book value as at 31 March 2005, allowing acomparison to be drawn between the information in the NAR and that published in theGovernment Resource Accounts. Acquisitions and disposals of assets are valued using theirnet book value at the time of the acquisition or disposal.

    The 2007 National Asset Register itemises only those assets worth more than 1 million. Thisincrease in the threshold from 1,000 to 1 million allows the reader to focus on the importantinformation by clearly pinpointing those assets of highest value and streamlines the reportingrequirement on departments. Assets worth less than 1m have been aggregated into thedifferent categories outlined in the Government Financial Reporting Manual.

    UNDERSTANDING THE FORMAT

    The National Asset Register comprises nineteen chapters. Each chapter refers to adepartmental grouping and consists of a number of departments and sponsored bodies. Achapter contents page is provided at the front of the document and an index of all bodiesincluded is provided at the end of the document.

    For each body there is a standard format. The section begins with a short introduction to themain role and responsibilities of the entity, along with the relevant website address for furtherenquiries. Following this there are nine standard tables which give a detailed overview of thebody or departments asset base.

    Table 1: Tangible Fixed Assets over 1mThis table provides a detailed list of all tangible assets with a net book value over 1m. Thename of the asset is provided along with a short description and the location of the asset ifappropriate.

    Table 2: Summary of Tangible Fixed AssetsThis table provides an overview of tangible assets with a net book value less than 1 millionalong with a summary of the information provided in Table 1. A breakdown for both over andunder 1 million is given by category.

    Table 3: Intangible Fixed Assets over 1mThis table provides a detailed list of all owned intangible assets worth over 1m. Thename of the asset is provided along with a short description and the location of the assetif appropriate.

    Table 4: Summary of Intangible Fixed AssetsThis table provides an overview of intangible assets with a net book value less than 1 millionalong with a summary of the information provided in Table 3. A breakdown for both over andunder 1 million is given by category.

    Table 6: Total Fixed AssetsThis table summarises the information contained in the first five tables. It contains the totalsfor Tangible Fixed Assets, Intangible Fixed Assets and Fixed Asset Investments.

    Table 7: Fixed Asset AcquisitionsTable 7 provides the data for all fixed asset acquisitions in each financial year between 2000and 2005. The table is broken down into acquired assets worth more than 1m and acquiredassets less than 1m. A short description is given for each acquired asset worth more than1m whilst those worth less than 1 million are grouped by category.

The table is broken down into disposed assets worth more than 1m and disposalsworth less than 1m.     The health bodies are the only bodies that do not follow this format. This is because thenumber of health bodies is so large that it would not be practical to reproduce the nine tablesfor each. Instead, health bodies have been combined into a single table for each country andincluded under the relevant health department.

    1 .2 CROWN PROSECUTION SERVICE

    The Crown Prosecution Service (CPS) was set up in 1986 as an independent authority to prosecute criminal casesinvestigated by the police in England and Wales. In undertaking this role, the CPS:

    Advises the police during the early stages of investigations; determines the appropriate charges inall but minor cases;

    Keeps all cases under continuous review and decides which cases should be prosecuted;

    Prepares cases for prosecution in court, prosecutes the case with in house advocacy or instructsagents and counsel to present cases; and

    Provides information and assistance to victims and prosecution witnesses.

    The CPS is headed by a director who acts under the superintendence of the Attorney General and is accountableto Parliament for the Service.

    The Revenue and Customs Prosecutions Office is an independent government department responsible forprosecuting all Her Majestys Revenue and Customs (HMRC) criminal cases as well as cases investigated by theSerious and Organised Crime Agency.

    Working closely with, Her Majestys Revenue and Customs, the Serious and Organised Crime Agency and otherbodies throughout the Criminal Justice System, the RCPO offers professional, expert legal advice from an earlystages of an investigation, building strong and effective prosecutions cases to present before the courts.

    1 .4 SERIOUS FRAUD OFFICE

    The Serious Fraud Office (SFO) was established by the Criminal Justice Act 1987, following the 1986 Roskill Report.Under that Act its role is to investigate and prosecute cases of serious or complex fraud in England, Wales andNorthern Ireland and thus contribute to deterring such fraud.

    As an integral part of the Criminal Justice System (CJS), the SFO must take into account and be part ofdevelopments in the wider world of law enforcement and financial regulation.

    The SFO is headed by a director who acts under the superintendence of the Attorney General and is accountableto Parliament for the Service.

    1 .5 TREASURY SOLICITORS DEPARTMENT

    The Treasury Solicitors Department provides legal services to departments of central Government and to otherpublicly funded bodies in England and Wales and collects bona vacantia (property with no owner) on behalf ofthe Crown.

    In addition to being responsible for all financial activity within the Agency, the Department is responsible for thefinancial matters at the Attorney Generals Office (AGO), Her Majestys Crown Prosecution Office Inspectorate(HMCPSI) and residual costs from the Government Property Lawyers Agency (GPLA), which closed inSeptember 1999.

    2.4 PRIVY COUNCIL OFFICE

    The Privy Council Office is a self-standing Government Department whose Ministerial Head is the Lord Presidentof the Council and whose Permanent Head is the Clerk of the Privy Council.

    It has 3 principal functions:

    To support the President of the Council and Leader of the House of Lords in both her roles, and toprovide support for the Offices of the Leader and Deputy Leader of the House of Commons, andthe Government Chief Whips in both Houses of Parliament;

    To provide Secretariat services for the Privy Council; and

    To act as the Registry to the Judicial Committee of the Privy Council.

    3 .2 THE BANK OF ENGL AND

    As the UKs central bank, the Bank of England is responsible for the overall stability of the UKs financial systemas a whole. This is achieved through its two core purposes:

    Stability of the monetary system. The Banks role is to monitor this, as part of its monetary policyfunctions. Under the Act, the Banks objectives are to maintain price stability and, subject to that,to support the Governments economic policies, including its objectives for growth andemployment. The operational responsibility for these functions lies with the Banks MonetaryPolicy Committee (MPC), its main function being the setting of interest rates; and

    Financial system infrastructure, in particular payments systems at home and abroad. Financialstability entails detecting and reducing threats to the financial system as a whole. Such threats aredetected through the Banks surveillance and market intelligence functions. They are reduced bystrengthening infrastructure, and by financial and other operations, at home and abroad,including, in exceptional circumstances, by acting as the lender of last resort. The Bank stands atthe heart of the financial system; and it falls to it to advise the Chancellor, and answer for itsadvice, on any major problems inherent in the payments systems.

    3 .3 GOVERNMENT ACTUARY S DEPARTMENT (GAD)

    The Government Actuarys Department (GAD) is a separate government department providing an actuarialconsultancy service. With a public sector focus, GADs main areas of activity in the UK are pensions and socialinsurance. Internationally, the main activities are social insurance, pension reform and pension and insuranceregulation.

    GAD is a small government department employing approximately one hundred people in actuarial and supportcapacities.

    HM Revenue and Customs (HMRC) was created in April 2005 by the merger of the Inland Revenue and HMCustoms and Excise. HMRC collects the Governments revenues from business and personal taxes, indirect andenvironmental taxes, National Insurance Contributions and the excise and customs duties. HMRC manages TaxCredits, Child Benefit and the Child Trust Fund, and enforces frontier prohibitions and restrictions, the NationalMinimum Wage, other statutory payments, Student Loan Repayments and Money Laundering Regulations.

    3 .5 HM TREASURY

    The Treasury Group comprises the Core Treasury, its agency the Debt Management Office (DMO) and the Officeof Government Commerce (OGC) (which is a separate office of the Treasury).

    The Treasurys aim is to raise the rate of sustainable growth and achieve rising prosperity and a better quality oflife, with economic and employment opportunities for all. This aim is underpinned by a number of high-levelobjectives and Public Service Agreement (PSA) targets, which have been set in order to measure progress towardsthe aim. Our core activities are primarily focused around: policy development and legislation; setting andmonitoring of budgets; and providing advice and guidance to Ministers.
