On behalf of the Department of the Interior and Local Government (DILG), I send my warmest congratulations to the Philippine Public Safety College (PPSC) for the successful publication of the PPSC Journal 4th Quarter Edition 2019 which underscores the milestones of the organization during the last stretch of 2019.

The edition’s theme, “SIKLAB: Sulo Iwagayway, Dala ang Karunungan at Lahi ng ating Inang Bayan,” speaks of a symbolic torch of the PPSC as it upholds the wisdom and aspirations of the Motherland to promote education, discipline, patriotism, and nationalism in the country.

The PPSC has been a committed partner of the DILG and our Tri-Bureau attached agencies in preparing the future and current leaders of the uniformed service to become enablers and custodians of public safety and security.

It is my fervent hope that the PPSC will continue to bring pride as the country’s premier public safety and security educational training institution even as you never falter in realizing your vision of becoming one of the best institutions of specialized learning in Asia.

Being an avid advocate of instilling the value of self-discipline in governance and among our countrymen, we at the Department appreciate the PPSC for integrating the #DisiplinaMuna campaign in your curriculum and various training programs. May this initiative bear fruit for the future of our public safety and security endeavors.

The theme for the year-end issue of the PPSC Journal, “SIKLAB: Sulo Iwagayway, Dala ang Karanungan at Lahi ng Ating Inang Bayan” encapsulates the desire of the PPSC to bring out the fire of not just the individual but as a united organization. The sulo signifies the light in each person and by creating the right mindset, we can bring out the fire and initiate the spark in everyone.

Bear in mind that all of us can be champions and heroes. Like in the recently concluded Southeast Asian (SEA) Games, this trait was greatly manifested by Filipino

surfer Roger Casugay who saved his competitor during their match foregoing his chance for a gold medal. Nevertheless, he was still able to capture gold proving that he is indeed bound for greatness with his determination and humility.

Sa nakaraang taon, patuloy na binabanggit ng ating butihing Pangulo Rodrigo R. Duterte ang kanyang “tatak ng pagbabago” kung saan ang Department of the Interior and Local Government (DILG ay napapabilang sa “tatak ng malasakit at pagkakaisa.” Ang ating Secretary of the Interior and Local Government Eduardo M. Año ay patuloy ding nananawagan sa bawa’t miyembro DILG na maging matino, mahusay at maaasahang kawani ng gobyerno kaya naman bilang bahagi nito, ang PPSC ay patuloy na nakikiisa sa mga adhikaing ito.

The signing of Republic Act 11279 transferring the Philippine National Police Academy (PNPA) and National Police Training Institute (NPTI) to the PNP should not be viewed as a setback but rather as an opportunity to further get our acts together and develop interrelationship among our remaining units as embodied by the SEA Games motto, “We Win as One.” We are now envisioning a “Golden Decade” for the PPSC with our enhanced Legacy Plan 2020-2030.

As we close this year, may we continue on with stronger commitment to public service as we continue to pursue a strengthened public safety and security in our homeland.

“SIKLAB: Sulo Iwagayway, Dala Karunungan at Lahi ng ating Inang

Bayan”According to television host Oprah Winfrey, “Year’s end is neither an end nor a beginning but a going

on, with all the wisdom that experience can instill in us.” For 2019, the Philippine Public Safety College (PPSC) went through a gamut of experiences which certainly afforded the College the knowledge and discernment in dealing with challenges and uncertainties.

In this light, the PPSC remains true to its ardent desire to prepare public safety and security officers who pass along its portals as the future leaders and change makers of our country by tapping into their creativity, initiating action, and inculcating the values of service.

For the last issue of the PPSC Journal for 2019, we look back at the various flagship programs and projects of the PPSC aligned with the Department of the Interior and Local Government (DILG).

Among the highlights of this year-end edition include the celebration of the PPSC’s 26th Anniversary, hosting of the Association of Police Training Association in Asia (APTA), partnerships with the foreign counterparts and linkages, among others, and introduction to the Council of Fellows and new Vice President of Academics.

The Cover Story, on the other hand, is about the conduct of the PPSC SUMMIT 2020 to include the Management Review, Operational Planning and Budgeting (OPB) for the incoming year, joint Academic and Administrative Board Meetings, and Action Planning. The PPSC enhanced Legacy Plan 2020-2030 was also launched during the Summit as a way of bringing out the fire among the officers and personnel of the PPSC and its Constituent Units (CUs) and to usher in an envisioned “Golden Decade” of the College.

As a Special Feature, the #DisiplinaMuna campaign has been cascaded at the units in alignment with the DILG’s advocacy.

The year 2019 has truly been an interesting one. The transfer of the Philippine National Police Academy (PNPA) and National Police Training Institute (NPTI) to the PNP now provides an avenue for the PPSC to further evolve and step-up the implementation of its programs.

PPSC now welcomes 2020 with an ignited fire of commitment and a clearer vision of the future.

The Philippine Public Safety College (PPSC) celebrated its 26th Anniversary on October 3, 2019 at the Quezon City Sports Club with the theme, “Surging Towards a Sustainable Future.”

Undersecretary for Public Safety Nestor F. Quinsay, Jr. represented the Secretary of the Interior and Local Government (SILG), Eduardo M. Año as the Guest of Honor and Speaker.

The event also honored PPSC’s outstanding Constituent Units (CUs) and employees as well as its partners and stakeholders.

In the afternoon, festivities included a Dance Sport competition in which the representatives from the National Forensic Science Training Institute (NFSTI) were declared as champions.

DILG Undersecretary for External and Legislative Affairs, Ricojudge Janvier M. Echiverri graced the occasion and delivered a message of inspiration for PPSC officers and personnel.

I would like to start with a quote from Army general and statesman Dwight Eisenhower who said, “The supreme quality for leadership is unquestionable integrity. Without it, no real success is possible.”

The Philippine Public Safety College (PPSC) 26th anniversary will not be possible and successful, if not for the unquestionable integrity of its leadership.

On behalf of our beloved Secretary of the Interior and Local Government (SILG), Eduardo M. Año who is in Russia right now

Today, by the authority of the PPSC Board of Trustees headed by its Chair DILG Sec. Año and the PPSC Academic Board and approved by PPSC Pres. De Leon, we will award or confer Fellow Titles to 15 distinguished individuals who contributed their knowledge and experiences to PPSC’s breakthrough programs.

Congratulations to all of you! You will compose the 1st PPSC Council of Fellows, the first in the history of the PPSC. Palakpakan po natin sila!

I congratulate everyone in the PPSC, the board of trustees, the academic board, the instructors, the fellows and all the personnel who helped strengthened the core of this institution.

All of your contributions have made the

PPSC what it is today. The College’s triumphs, milestones, and victories are also yours. Continue to do the great work that you do for our country. Behind every activity held, every program launched, every research published, and every reform that was made and institutionalized – you will always be the heart and the strength behind those numbers and achievements. Researchers, academicians, and support staff - together, you are PPSC.

A lot of positive changes were pursued, yet there are still tables left unturned. And while innovation in public safety leadership education has opened up new opportunities, there are still gaps that we need to address. There are still technological, environmental, and security threats that we are facing.

Now that we are treading a new path moving forward, we have to start by reflectively admitting that whatever frameworks and programs that we have launched, whatever wonderful policies we crafted and issued, whatever nice words we have spoken here and then, the previous structures and issues that get in the way of social justice never went away.

Public safety and security, as well as environmental threats, still exist – even in a larger and borderless scale. But I’m confident that the PPSC can and is already leading the way to respond to these issues.

I’m happy to learn that this is translated well in your new strategic direction - the ACCELERATE Peace for Progress New Vision 2030 Enhanced Legacy Plan. The Department is one with you in striving to accomplish our shared mission with the core goal of making our countrymen enjoy “Matatag, Maginhawa, at Panatag na Buhay” as they have voiced out in AmBisyon Natin 2040 and the Philippine Development Plan.

As Chinese philosopher, Lao Tzu said, “Water shapes its course according to the nature of the ground over which it flows; the soldier works out his victory in relation to the foe whom he is facing.” Thus, I encourage all of you to continue treading new paths and opening up doors of opportunities to help foster the credibility of our public safety officers and institutions.

The success of our shared goals will be achieved with strengthened collaboration and effective working relationship between Public Safety officers and personnel and DILG Family, including the PPSC students, staff, faculty, and our diverse stakeholders. Critical to this relationship is our synergy and joint efforts to make a holistic change to underserved communities.

Our collective aim and objective are towards the promotion of equitable, sustainable, and tangible socio-economic rehabilitation, reconstruction and development across areas to address the root causes of internal conflicts and instability. Its core is in strengthening local government institutions and improving the delivery of basic services to communities especially the poor and the marginalized.

This is to ensure that our AmBisyon Natin,

as emphasized by President Duterte, serves its foundations for just, peaceful and prosperous Filipino communities.

Now, whatever you have started and built for the past silver anniversary should not in any way waiver. Let us not be content and rest on our laurels. Let this momentous celebration be an ellipsis and not a period especially today that we are faced with much more complex security issues.

With the recent transfer of the Philippine National Police Academy (PNPA) from the PPSC to the PNP institution just this Monday, Sept. 30, you still have four (4) Constituent Units under your helm, the National Police College, National Fire Training Institute, National Forensic Science Training Institute, and National Jail Management and Penology Training Institute.

The DILG continues to reiterate our stand and marching orders to stop all kinds of hazing and harassment at PNPA in adherence to the Anti-Hazing Act of 1995 and 2018. I laud the PPSC for initiating the Anti-Hazing Covenant signed by all cadets of the PPSC since 2017 and we strengthened this pledge with the new law and in adherence to the directive of Secretary Eduardo Año. And the PPSC’s transition from barracks to dormitories was proven effective as hazing incidents were reduced since its implementation.

But we should be concerned not just in completely stopping the culture of violence but also the culture of entitlement in our law enforcement and public safety officers. The term culture of entitlement means that we have a highly unreasonable expectation about what we are entitled to. If someone has a sense of entitlement, it means that a person believes he deserves certain privileges – to be abusive and arrogant. We know these are still happening and indeed disturbing.

Thus, as instructors and in charge of training our public safety and security officers, we must continuously review and assess our training curricula to address and prevent these chronic issues and concerns. This culture of violence and entitlement can be ingrained in students if left unchecked. It should not be part of our system.

Right now, we need the assurance of a stronger and more just jail management and penology, more adept fire protection and management, and advanced law enforcement leadership programs.

The PPSC researches and studies should not just be intellectual exhibits and outpourings but we can use them to lobby our advocacies and become bases of prudent legislation and policies. We may be

an echo chamber of national security and public safety experts but we can further help by institutionalizing cooperation among Local Government Units (LGUs) and by creating areas of cooperation among the academe, civil society organizations, and other sectors of society.

The public deserves public safety leaders who are also community public safety managers. Your programs and activities are not just short-term engagements but aim to make your presence felt by immersing in communities to have a long-term impact on our people. This is what sets the courses and programs of PPSC distinct and unique.

I continue to encourage you to maintain that strong passion and commitment to ensure that our academic standards will redound to producing more honest, efficient, and incorruptible leaders that our people can depend on and be assured of a safe place to live in for their communities and families.

Remember that as PPSC, you are the waves behind the surge; the keepers of a legacy. Guided by your core principles and collective aspirations, you can face whatever new threats with even greater determination.

This 26th-year celebration should be the springboard towards far-reaching strategies and will jumpstart more good and positive things to come. Let this be the start of something greater, a challenge to make more ripples of effects and make an even greater difference.

I assure you of the Department’s 100 percent support in all your noble undertakings. Together, let us help build a more just and equitable society and a more peaceful and progressive nation.

The Philippine Public Safety College (PPSC) officially transferred the Philippine National Police Academy (PNPA) to the PNP in a formal turnover ceremony held on September 30, 2019 at the PNPA Campos Grandstand. The PNPA color was turned over by PPSC President, PDDG Ricardo F De Leon (Ret.) Ph.D. to the PNP Chief, PGen Oscar D Albayalde. Representing the Secretary of the Interior and Local Government, Eduardo M. Año is NAPOLCOM Vice Chairman and Executive Officer, Atty. Rogelio T. Casurao.After the ceremony, the Chief, PNP and members of the Command Group visited and toured the facilities of the National Police College (NPC) main campus. PGen Albayalde also shared a few words to the student officers at NPC.

The ceremony for the turnover of the National Police Training Institute (NPTI) was held the following week on October 7, 2019.

Good morning to everyone.

Military academies boast a rich and diverse history in the realm of men. Sometime in the 17th century, during the period when most of Europe’s free nations lavished in their golden eras, many of the richer states saw the need to strengthen their army and navy forces. In order to protect a country’s wealth, an army large enough to protect the state and its riches must likewise exist. However, ancient statesmen quickly realized that building such armies

also required a sufficient number of seasoned fighters who are capable of training new recruits. Thus, the origins of military academies came into being. And in the years that followed, states began establishing their own military academies which focused on handling of weapons, tactics and strategies on warfare, and navigation.

Presently, there are more or less 350 military training institutions scattered across the globe. And the oldest military academy in the world is located

in Italy, called the Military Academy of Modenia, established in 1678 in Turin, northern Italy. And here in the Philippines, our oldest military training institution is the Philippine Military Academy (PMA), born out of the passage of the National Defense Act in 1936.And for many years, PMA produced graduates who are “field-ready”, “fleet-ready”, or “squadron-ready” to prepare them for the specific branch of service which graduates have elected to join, including fire and police service. But in time, the need for a more specialized training for those serving under the interior sector arose, thus, pushing for the creation of the Philippine National Police Academy (PNPA) in 1977.

At mula pa noong ito’y itinatag, ang Philippine National Police Academy ang naghuhulma ng karakter, disiplina at kakayahan ng ating mga pulis, bumbero at jail warden upang mahusay nilang magampanan ang kanilang nakatakdang tungkulin. Sa kabila ng mga kinahaharap nitong mga pagsubok, tulad ng kakulangan ng sapat na pondo at pasilidad, nananatili ang PNPA bilang isa sa pinaka-respetadong institusyon na nagsasanay sa ating mga unipormadong lingkod-bayan.

At this point, I wish to thank the brilliant and resourceful President of the Philippine Public Safety College, PDDG Ricardo F De Leon (Ret.), Ph.D., for his outstanding achievement in ensuring the quality and integrity of the Academy and its graduates. Such an institution would not have survived for so long, had it not been for the able leadership and nurturing tutelage of President de Leon. I would liken the PPSC to a responsible parent whose primary mantra is to raise a son who is skilled, smart, and deserving of the trust and respect of everyone. And for many years under the supervision of PPSC, the PNPA has indeed become an institution that is revered by many.

But just like any son who must leave his parents as he prepares to build a family of his own, it is now time for the PNPA to further stretch its limbs and seek greater heights towards self-improvement. And today, we stand together as witness to such a glorious occasion— the turn-over of the PNPA from Philippine Public Safety College (PPSC) to the Philippine National Police (PNP).

Under this new structure, the PNPA will be taken closer to one of its primary end-users, the PNP, and we are all hopeful that this change will bring about even better outcomes for the entire Academy.

Pero kalakip ng pagbabagong ito ay isa na naming bagong hamon, at ito ay para naman sa pamunuan ng Philippine National Police: mula ngayon, bahagi na ng inyong pamilya ang Philippine National Police Academy. The pressure is on you to match or even surpass what the PPSC has done for the institution. All eyes are now on you to ensure that PNPA graduates exude nothing but the highest honor, dignity, and competence that is deserving of any police, jail or fire officer in our country.

Especially now that the Philippine Military Academy is under public scrutiny, we all feel the pressure to prove that men and women of military academies are not the sadistic monsters that people think we are. The very purpose of our institutions’ existence, including our own, is under attack due to the false deeds of the few. But instead of lashing out in anger and frustration over this newfound animosity, we must consider this as an opportunity.

Sa bawat wika at asal, patunayan natin na tayo ay hinubog ng may respeto sa sarili, sa kapwa at sa bayan. Ipakita natin sa taumbayan na hindi dapat katakutan ng mga taong sumusunod sa batas ang mga taong naka-uniporme. Maging halimbawa tayo ng mga lingkod-bayang may abilidad at husay na maglingkod ng tapat. At higit sa lahat, sikapin nating maiparamdam sa taumbayan na tayo ay naririto hindi dahil sa ating sinumpaang tungkulin, ngunit dahil kusa nating inalay ang ating buhay upang pagsilbihan at pangalagaan ang bansa, ang mamamayan at ang pamahalaang nangangalaga sa ating soberanya.

Dahil sa mga isyung ito, Malaki ang dapat punan ng pamunuan ng PNP upang siguraduhing magpapatuloy ang magandang pamamalakad ng Academy. Ngunit sa bawat pagsubok na inyong haharapin, tandaan ninyong naririto lang ang pamunuan ng DILG at NAPOLCOM upang umalalay sa inyo.

The Philippine Public Safety College (PPSC) hosted the 4th General Assembly Annual Meeting (GAAM) of the Association of Police Training Institutions in Asia (APTA) from October 14-17, 2019.

In cooperation with the Philippine National Police, the Opening Ceremony of the 4th APTA GAAM was held at the Maringal Hall of the Crime Laboratory Building, Camp Crame on October 15, 2019.

PPSC President, PDDG Ricardo F De Leon (Ret.) Ph.D. was once again elected as APTA Vice President along with Prof. Norbani Mohamed Nazeri of University of Malaya (Malaysia). Chief Superintendent General Lee Joon-Seob of the Korean National Police University was also reelected as APTA President.

On October 16, 2019, APTA delegates visited the National Police College (NPC) and the Philippine National Police Academy (PNPA) at Camp Castañeda, Silang, Cavite. A Research Forum was also held at NPC to showcase and facilitate the exchange of insights researches from APTA country members.

This year’s APTA GAAM is participated by 12 police training institutions from eight (8) countries to include the Philippines, Republic of Korea, Thailand, Cambodia, Australia, Vietnam, Malaysia, and Sri Lanka. The delegates departed the country in October 17, 2019.

On behalf of the PPSC, I am delighted to welcome all the esteemed guests from different countries participating in the 4th General Assembly Annual Meeting (GAAM) of APTA.

As the elected Vice President of the Association, it is my privilege and honor to host this year’s GAAM, in collaboration and partnership with the PNP, purposely to ensure our continuing and long-term commitment of achieving the APTA’s objectives, and its vision “Shared Growth through Cooperation.”

In the words of Henry Ford, “Coming together is a beginning, staying together is progress, and working together is success.” It has been more than two (2) productive years since the Association was officially established on February 22, 2017 in Asan, South Korea. Since its humble beginnings, APTA continues to serve as a channel for multilateral cooperation and academic exchanges to standardize and improve the police training and education across the Asia-Pacific region and beyond.

Indeed, for the past years, the Association hosted international academic conferences on policing through the Police Academy Student Festival in Asia (PASFA) wherein PPSC sent participants in the yearly event. Our cadets from the Philippine National Police Academy (PNPA) even won the 3rd prize for their research paper during the 3rd PASFA held in South Korea on August last year.

This year’s GAAM is the second international hosting of the PPSC since we hosted the APTA Liaison Working Group Meeting in Manila back in 2015. I am glad that now, we have 32 delegates from 12 police training institutions from seven (7) countries to include the Republic of Korea, Thailand, Cambodia, Australia, Vietnam, Malaysia, and of course, the Philippines.

I am glad that we are able to do so in light of the signing of Republic Act No. 11279 transferring the Philippine National Police Academy (PNPA) and the National Police Training Institute (NPTI) along with its Regional Training Centers (RTCs) to the Philippine National Police (PNP). But under the helm of PMGen Ramon Rafael, NPTI will continue to be member of APTA and I hope that before we conclude this event, we will get to have more members joining the Association.

This is in line with one of our strategic goals of the PPSC which is to expand and intensify local and international linkages, as we translate service commitment through globally competitive education and training program.

The establishment of APTA is indeed a remarkable breakthrough to further strengthen the initiatives against the growing challenges on transnational crimes.

I would like to underscore this because our accomplishments should also contribute to the achievement of the ASEAN Sustainable Development Goals (SGDs) since majority of our member countries are from the region. Likewise, the experiences and

insights provided by our members from different regions can provide a broader perspective and worldview on various concerns that need to be addressed.

It is also worth noting that policies and initiatives to close gaps in sustainable development can lead to significant gains. Thus, “Shared Growth through Cooperation” can truly be achieved with our constant academic and training cooperation, sharing of experiences, promotion of understanding, and friendship among its Member Institutions and Dialogue Partners. We have no doubt that the APTA’s vision will

flourish throughout the region as we stand together to overcome these challenges.

As we grow together as countries and as one organization sharing a single vision, the PPSC warmly welcomes you to the Philippines for this year’s annual meeting. We hope that everyone will have a fruitful and meaningful experience during your stay in the country.

Based on General Orders Number 076-A dated September 16, 2019 of the Philippine Coast Guard (PCG), 17 alumni of the Master in Public Safety Administration (MPSA) Class 07, one (1) from MPSA Class 08, and one (1) from the MPSA Management Team, were appointed to the service of the Philippine Coast Guard Auxiliary (PCGA) Community Relations Service Special Support Squadron Community with honorary rank as Auxiliary Commanders.

The group, headed by Department of Interior and Local Government (DILG) Undersecretary for External and Legislative Affairs, Ricojudge Janvier M. Echiverri and Philippine International Trading Corporation (PITC) President and CEO, Dave M. Almarinez, had their Donning of Rank and Oathtaking on December 12, 2019 at the Philippine Coast Guard National Headquarters, Port Area, Manila with no less than PCG Commandant, Admiral Joel S. Garcia, PCG, Ph.D., Al-Haj administering their oath. In his message, he encouraged the group to actively support the PCG in marine environment protection, search and rescue, civic action and maritime community relations.

new models, methods, and technologies to promote the internet global governance system changes and effectively prevent and combat crime in cyberspace,” President Siquan stated.

Moreover, from the previous 16 country members of the International Forum on Police

Education Cooperation (IFPEC) in the previous meeting held last year, all 30 participating countries this year expressed their support and willingness to coordinate with IFPEC members. The IFPEC Action Plan was also agreed upon by the Executive Council with the aim of playing an active role in promoting police education cooperation in the world.

PPSC joins PH’s top Universities in the Launching of Philippine Academic Society for Climate and Disaster Resilience

The Philippine Public Safety College (PPSC) joins the rank of top universities in the country as the pioneer members of the Philippine Academic Society for Climate and Disaster Resilience (PASCDR). The PASCDR was launched on its first academic conference that was held at the University of the Philippines National College of Public Administration and Governance in Quezon City last November 27-28, 2019.

Over 300 participants from various academic institutions, government agencies, local government units and NGOs attended the first academic conference on climate and disaster resilience. The conference has a theme of “SHARE. COLLABORATE. EMPOWER. Strengthening the Role of the Academe in Climate and Disaster Resilience.” The conference brought together academicians and researchers from higher education institutions (HEIs) across the country. Further, it acknowledged the significant position and role of the academic institutions such as the PPSC in generating knowledge through scientific researches and creative works that may be used as instruments for risk reduction and climate action. As such, the HEIs could establish linkages and network for complementation and mutual support and affirm the importance of academe in disaster risk reduction and climate change adaptation (DRR-CA).

The conference opened on November 27, 2019 and was graced by distinguished personalities and

icons of DRR-CA. Present in the conference were Hon. Jose Miguel Capdevila Villaroel, Ambassador, Chilean Embassy in the Philippines; Hon. Jorge Moragas, Ambassador-Designate, Kingdom of Spain; Dr. J. Prospero E. De Vera III, Chairperson, Commission on Higher Education; Cong. Loren Legarda, Representative, Antique; Congressman Joey Salceda, 2nd District of Albay; and Teodoro J. Herbosa, Executive Vice-President of University of the Philippines.

During the opening program, the distinguished and esteemed guests shared their passion and advocacy on DRR-CA initiatives in terms of their practice in their respective communities and in their professional works.

Congresswoman Loren Legarda shared some existing laws whom she authored in the legislative department that can help in DRR-CA actions. Meanwhile, Congressman Joey Salceda imparted the experience of the province of Albay, a place known for being frequented by typhoon and similar weather disturbances. Congressman Salceda gave emphasis on the socio-psychological aspect of their DRR-CA engagements in the province.

The conference has five themed-sessions that included topics delivered by experts and luminaries in DRR-CA from several universities.

Farewell for Dr. Mark Weaver

The PPSC represented by the Dean of the Master in Crisis and Disaster Risk Management (MCDRM) Program, FCInsp Maricelia L Antonio was part of Session 5 on Business, Governance and Public Safety for Climate and Disaster Resilience. FCInsp Antonio presented the MCDRM Program as one of the PPSC’s contribution in DRR-CA and public safety in general.

The talk was followed by an open forum where FCInsp Antonio was joined by other presenters, Dr. Brian C. Gozun (DLSU) and Dr. Kristoffer B. Berse (UP NCPAG), who are also serving as Course Directors of the MCDRM.

The PPSC is also one of the members of the core group responsible in the establishment of the PASCDR. They have joined and hosted some core group meetings in line with the organization of the PASCDR and its first Academic Conference.

The program ended with a Closing Remarks from MCDRM Batch 2 Alumnus, Atty. Tecson John S. Lim who represented Undersecretary Ricardo Jalad of the Office of Civil Defense.

The Philippine Public Safety College (PPSC) conducted the “SUMMIT 2020” last November 28-29, 2019 with the theme “Sulo Iwagayway Dala ang Karunungan at Lahi ng Ating Inang Bayan (SIKLAB).” This is aligned with the PPSC’s Enhanced Legacy Plan to carry the torch on public safety education and training towards the attainment of its Vision 2030 to be “recognized as Premier Leadership and Governance Public Safety and Security Institution in Asia.”

In his fiery opening remarks, PPSC President, PDDG Ricardo F De Leon (Ret.) Ph.D. enjoined the participants of SUMMIT 2020, “We must rise and scale the mountain no matter how difficult. If our minds are determined and our hearts open to people, then it will no longer be difficult to climb to the SUMMIT… Let us gather the best minds and transmit the knowledge, wisdom and experiences

to empower the students who pass the portals of PPSC to realize how important and significant PPSC’s vision and mission… raised with Filipino ideology and love of country, let us bring out the fire in everyone - SIKLAB - to lift the cauldron even higher… for PPSC to be capable as a premier institution recognized in Asia and even the whole world.” The PPSC President also envisions the coming years to be the PPSC’s “Golden Decade” with the enhanced Legacy Plan 2020-2030 serving as the roadmap.

The PPSC, certified as ISO 9001:2015 compliant by the Certification International Philippines (CIP) effective October 24, 2019 to October 23, 2022, conducted its 2nd Management Review for the year in conformity with Clause 9.3 of the ISO 9001:2015 standards. As part of PPSC’s continual improvement and further enhance client satisfaction, comprehensively assessed are the status of actions from previous Management Reviews; Corrective Actions on the results of the Client Satisfaction Feedback from Relevant Interested Parties; extent to which Quality Objectives have been met - Physical Accomplishment, Financial Accomplishment, and Corrective Actions if targets were not met; Process Performance and Conformity of Products and Services; Status of Non-conformities and Corrective Actions; Monitoring and Measurement Results; Internal and External Audit Results; Performance of External Providers; Adequacy of Resources; Effectiveness of actions taken to address risks and opportunities; and Opportunities for Improvement that included the revision of QMS Scope for PPSC Head Office and its CUs, and the PPSC Restructuring.

The Policy Direction for 2020 was given by the PPSC President, while the Academic and Administrative guidance were delivered respectively by PMGen Cedrick G Train (Ret.), Vice President for Academics and PBGen Ferdinando G Sevilla (Ret.), Vice President for Administration. Ms. Mylene G. Rondina, MPSA, Financial Management Division Chief discussed applicable policies and directives on Financial Management. Representatives of the CUs presented their respective OPBs following the policy directives and guidance. Programs, projects and activities for FY 2020 which included the establishment of the proposed Public Safety Academy (Fire and Jail Academy) as one of PPSC’s priority projects and DILG’s convergence programs and its corresponding budget were drafted based on FY 2020 National Expenditure Program all geared towards fortifying PPSC’s position as the premier institution in public safety education and training.

scholar wherein his policy study on community-based drug rehabilitation has been realized with the signing of a joint memorandum circular by the DILG, Department of Health (DOH) and Dangerous Drugs

Board to systematize the monitoring and evaluation of community-based drug rehabilitation program (CBDRP) as one of the strategies to address illegal drugs at the grassroots level.

CUs’ representatives presented the Action Plans to achieve the milestones for their respective Roadmaps FY 2020 to 2030 to be the Centers of Excellence/ Development on public safety education and training. Banner programs include the opening of the two courses - Fire Engineering and Correctional Administration and Penology for the Public Safety Academy.

PPSC has identified these Strategic Support Areas - Reorganized PPSC Structure, Human Resource Development, ICT Driven-Smart, Campus, Quality Management System, Facility Master Development, Budgetary Support, and Partnership.

PPSC also identified its Key Strategic Principles - Explosion innovation, Excellent and cutting edge programs, Effective and extraordinary execution, Efficient and responsive structure and system, Enterprising and robust research, and Expanded and Relevant Extension Programs as its carrying capacities to climb to the summit. Theodore Roosevelt once said, “With self-discipline most anything is possible.” Now more than ever, this quote holds true and with the launching of the Department of the Interior and Local Government’s (DILG) #DisiplinaMuna campaign on November 6, 2019 at the Manila City Hall, this sentiment will continue to remain alive.

Philippine Public Safety College (PPSC) President, PDDG Ricardo F De Leon (Ret.) Ph.D.; PPSC Vice President for Administration, PBGen Ferdinando G Sevilla (Ret.); and Head Executive Assistant and Public Affairs Chief, Hericka Delfin attended the said event.

Immediately after, on November 7, 2019, PPSC launched the “Disiplina Muna” campaign at its Constituent Units (CUs) beginning with the National Forensic Science Training Institute (NFSTI), National Jail Management and Penology Training Institute (NJMPTI), National Fire Training Institute (NFTI), and National Police College (NPC).

It is also worth noting that the campaign was cascaded at the Philippine National Police Academy (PNPA) coinciding with the blessing and inauguration of its Cadet Square.

Further, on November 8, 2019, another launching was held at the Regional Training Center 3 (RTC 3) in Magalang, Pampanga during the graduation ceremony of the Public Safety Officers Advance Course (PSOAC) Classes 2019-09 and 10, and in the dialogue of PNP Spokesperson PBGen Bernard Banac to the recruits and Newly Appointed Police Commissioned Officers (NAPCOs).

For the PPSC Head Office, an initial launching was conducted on November 11, 2019 and was further reiterated during the traditional Monday flag raising ceremony on November 18, 2019.

The recitation and signing of the Pledge of Commitment were also carried out during these events.

In his messages during these activities, President De Leon stressed the importance of discipline especially among PPSC students and officers who are mandated to serve and protect the people.

“I have always advocated self-discipline among our students especially to our cadets and recruits before who are starting their careers in law enforcement. Discipline, along with respect and empathy, provide the ideal foundation to public service. This campaign greatly resonates with us and that is why we wanted to immediately cascade it to our units,” President De Leon added.

As an educational institution, PPSC puts a premium on the development of the character and competency of its students.

In this light, President De Leon introduced the PPSC Character and Competency Framework in 2015, which aims to initiate the development of a multi-dimensional and integrated professional and leadership development program as the College envisions a strengthened public safety and security officer’s moral and work values through a critical perspective on two opposing influences – his lineage as a Filipino and his duty as a public servant.

The framework further intends to address perceived problems on the abuse of authority, breakdown of discipline, and corruption, among other issues in public safety and security units; strengthen the moral fiber of law enforcers to resist temptations while enforcing laws and ordinances; and reinforce trust building efforts of public safety and security institutions.

Further, the framework was integrated through a module in the various courses being offered by the PPSC. It is envisaged to raise the standards of police service and edify the public safety officers in their respective duties to the Filipino public.

Launching of the Center for Cybersecurity Research and Studies

New ICITAP and Hanns Seidel Offices at NPC

Aligned with the National Security Policy and Strategy, and the Philippine National Cyber Security Plan, the Center for Cybersecurity Research and Studies (CCRS) was formally launched on November 7, 2019 at the National Police College (NPC) Heroes Hall. The NPC envisions the center to equip the Law Enforcement in the advances of the Fourth Industrial Revolution and beyond.

In an overview given by PLtCol Efren L Fernandez II, Ph.D., Chief, CCRS, the Center’s mission is to integrate aspects of cyber security in the mandatory courses, to establish linkages with the ICT Public, Academe, Business and other government institutions for academic advancement, and to conduct researches and publish the Philippine Public Safety Cyber Security Journal.

PCol Joel B Doria, Deputy Director for Administration and representative from the PNP Anti Cybercrime Group, graced the event. In appreciation, he conveyed that “having this Center for Cybersecurity Research and Studies within the National Police College is an excellent initiative to empower law enforcement in the field of Cybersecurity.

In sum, we need the NPC to provide academic studies to help us analyze and be critical in our mandate. We need an academic partner to conduct research summits especially the Information and Communication Technology (ICT) is fast growing and developing.”

PPSC President, PDDG Ricardo F. De Leon (Ret.) Ph.D. congratulated NPC for the immediate launching of the center, planned in a week’s time, it is indeed historic. He also thanked the Anti Cybercrime Group for their full support to what PPSC and NPC has envisioned as a contribution in addressing the growing threats to Cybersecurity. “We are going to do something more as far as education is concerned. I am following the formula of Singapore. For a country to be great, there must be a serious review of education,” PPSC President said. He urged that studies of each of the top ten most prevalent cybercrimes be conducted to raise consciousness on the real threat to cybersecurity.

The inaugural blessing and ribbon cutting of the center’s temporary office at the E-Library followed shortly.

On December 19, 2019, a total of 546 student-officers of PSOBC (Lateral) Class 2019-02-12 graduated at the Adventist University of the Philippines with Senator Ronald “Bato” Dela Rosa as the Guest of Honor and Speaker.

The momentous event was attended by PPSC President, PDDG Ricardo F De Leon (Ret.) Ph.D.; PPSC Vice President for Administration, PBGen Ferdinando G Sevilla (Ret.); and PPSC Vice President for Academics, PMGen Cedrick G Train (Ret.).

National Police College – Davao (NPC – Davao) confirmed the 397 graduates of Public Safety Officers Basic Course Class 2019-55 to 61 at SMX Convention Center, SM Lanang Premiere, Davao City on December 20, 2019 with Senator Ronald “Bato” Dela Rosa as Guest of Honor and Speaker.

During the event, the Batch Valedictorian, PLt Joseph L Arnaiz revisited each milestone of their 5-month-long education and training at NPC Davao.

These brave men and women have triumphed a month of rigid training and 654 hours of both academic and non-academic instructions as required in the PSOBC’s Program of Instruction (POI).

During his message, Senator Dela Rosa highlighted the role of officers in the PNP Service and the advocacy of President Duterte’s Administration. He also stressed out the Internal Cleansing Mechanism on the issues vis-à-vis cops involvement on illegal activities. “Huwag ninyong dungisan ang pangalan ng Organisasyon na pilit nating nililinis, kundi ako ang makakaharap ninyo,” Senator Dela Rosa said.

“Let’s all work for peace and fulfill our sworn duties that is to bring peace and better public safety services for every Filipino,” he added.

The National Forensic Science Training Institute (NFSTI) and the Institute Training Group (ITG) in collaboration with the National Police College (NPC) conducted the Joint Closing Ceremony of the Public Safety Officers Basic Course (PSOBC) Lateral Classes 2019 – 13, 14, 14, 16 and 17 composed of 251 NAPCOs on December 13, 2019 at the NJMPTI Multi-Purpose Hall, Camp PBGen Vicente Lim, Calamba City, Laguna.

The ceremony was graced by the Regional Director of PRO 4A (CALABARZON), PBGen Vicente D Danao Jr. In his message, PBGen Danao underscored the importance of discipline in every facet of the police service. Likewise, he emphasized the significance and applicability of leadership traits and qualities that NAPCOs must possess to effectively perform their duties and functions well.

“PPSC and NPC have impacted what I am today,” said former Police Lieutenant Colonel turned Congressman, Honorable Jorge Antonio P. Bustos of the Public Safety Alliance for Transformation and Rule of Law Inc. (PATROL) Partylist, to the student officers of PSOSEC, PSOAC and PSOBC (Regular and Lateral) during the Monday Flag Raising Ceremony held on October 21, 2019.

He shared that PATROL was conceptualized by PSOSEC students back in 2017. “Mas matutulungan ko yung PNP, ang sambayanan, through PNP kung pu-proteksyonan yung mga protector ng communities. We are the protector of the communities. Treat me as your flag bearer in Congress, not a Sir.”

He appealed to the students to mentor each other and learn from each other. “After class, magkwentuhan, ang junior, mag-report sa senior, ang senior puntahan ang junior.” Schooling is also about brotherhood and fellowship. “Why can’t we be like a single organism, kapag tinamaan yung isa, dapat masakit sa ating lahat. Yung problema ng isa, problema ng lahat. Ipakita natin na may natutunan tayo. Leaders share information and share the burden of command.”

“In the 3-year term, in less than 100 days, 14 bills were introduced centered on the Tri-Bureaus and force multipliers,” Congressman Bustos reported. On a yearly basis, the partylist wants to do something for the students. “I will report here (NPC) as part of my consultation, para ung mga ipapagawa natin ay yung kailangan and timely.”

On November 7, 2019, the National Fire Training Institute (NFTI) inaugurated the newly-constructed 4-storey Academic Building through the efforts of PPSC President, PDDG Ricardo F De Leon (Ret.) Ph.D. and NFTI Director, FSSupt Roberto M Genave.

NFTI Chief Chaplain, FSInsp Jecker R Luego presided over the blessing. During the ceremony, the officers and personnel of NFTI led by FSSupt Genave thanked the PPSC President and expressed their enthusiasm as they believe that the building can be instrumental in improving the learning ability and boost the morale of the students.

October marked National Fire Training Institute (NFTI) 40th anniversary as a competitive learning institution, having opened its original doors on October 1, 1979. NFTI personnel, both active and retired, uniformed and non-uniformed gathered at the NFTI Multipurpose Building (MPB) to celebrate on the organization’s success, growth, and discussed its future strategy and ideate on positive impact NFTI can offer to the greater institution.

On October 11, 2019, the program began with a mass at the NFTI Chapel followed by an Awarding Ceremony to recognize the contributions of personnel. Notable among the awardees is the first NFTI Director, FLtCol Jose V Cajipe. Games and festivities for employees followed suit to further celebrate camaraderie and in appreciation for all their hard work.

NFTI conducted outreach and feeding program to the Grade 3 and 4 pupils of POST Elementary school on October 8, 2019. Students and faculty members were also given basic information on firefighting, emergency medical rescue, rope and rescue techniques, and how to create a home-made fire extinguisher. Hygiene kits were also distributed to the 150 children who took part in the activity.

The event was officiated by NFTI Chief Chaplain, FSInsp Jecker R Luego and participated by the members of JOBC Class 2019-01, JBRC Class 2019-03, NJMPTI personnel. Other guests from the different PPSC Constituent Units (CUs) witnessed the said event.

During the program, a message was delivered by the PPSC President reminding the audience to take part and contribute in the development of our nation by engaging into quality education and training paired with the right character. Likewise, PMGen Train shared his thoughts on ways to further improve jail education by intensifying intelligence network and thorough analysis of human behavior incorporated in jail subjects.

On December 17, 2019, through the NJMPTI Community Service Program and in coordination with the Dr. Jose P. Rizal Memorial District Hospital, Calamba City, Laguna, officers, personnel and students from NJMPTI distributed food packs, stuffed toys and hygiene items to 16 patients from the Pediatric Ward, 11 recipients from the Surgical Ward and 13 from the Medical Ward of the aforementioned hospital with the hope of easing their burden and provide comfort during their confinement.

Seminar- Workshop on Andragogy: Alignment of Learning Outcomes, Teaching-Learning Activities (TLAs)

and Assessment

The National Forensic Science Training Institute (NFSTI) Academic Summit 2019 with the theme “Andragogy: Alignment of Learning Outcomes, Teaching-Learning Activities (TLAs) and Assessment” was participated and attended by the new and continuing guest instructors, representatives from other CUs, and NFSTI training staff.

The resource speaker, Mr. Joseph DT. Briana, MAELEd, is an educator from the Don Bosco College (DBC) where he teaches English, Literature and Professional Education Courses. He took his post graduate studies at the De La Salle University with the degree Master of Arts in English Language Education. He is currently the Head of the Research and Development Office at DBC and has authored researches in the field of corpus linguistic, language teaching and curriculum and testing and evaluation. With this, he was invited to speak and present his research at various national and international research conferences such as the CamTESOL International Conference at Nom Pen, Cambodia.

The resource speaker graced the event to talk about Andragogy: Alignment of Learning Outcomes, Teaching-Learning Activities (TLAs) and Assessment during the seminar-workshop. He introduced the concept of creating a good learning outcome and the Bloom’s Taxonomy. The difference between a learning outcome and instruction was also explained very well to the participants. Several tasks were also performed by the participants in determining whether a test item is under the Lower Order Thinking Skills (LOTs) or Higher Order Thinking Skills (HOTs) in the classification of cognitive skills under the Bloom’s Taxonomy. During this activity, participants were divided into groups and were asked to classify the actual test items being given in the CRIDEC weekly exams.

Furthermore, he explained that a learning outcome should contain the condition, content and criterion. Participants were asked to provide an example of a learning outcome, and to determine whether the condition, content and criterion were present. This was further contextualized by asking the participants to create a valid learning outcome of their subject matter expertise. After which, they are given time to present their analysis in front of the assembly.

During the seminar-workshop, the resource speaker introduced the concept of Bloom’s Taxonomy. The guest instructors were very eager to participate during the discussion by asking questions and answering the worksheets.

After the seminar-workshop, the Chief, RAAD, Mr. Vergel O. Santiago presented to the faculty members the result of his research on NFSTI Academic Performance: An Ordered-Probit Approach.

During the Closing Ceremony, certificates were given to the participants, as well as the resource speaker.

After several tasks and worksheets complied, he ended his discussion by highlighting the importance of alignment between learning outcome, TLAs and assessment to measure if learners have really acquired knowledge, thus resulting to a more efficient and effective delivery of content knowledge.

Right after the seminar-workshop, Vergel O. Santigao, NFSTI Chief, Research and Academics Affairs Division, presented to the participants his research on NFSTI Academic Performance: An Ordered-Probit Approach to give insights about the factors affecting the performance of the CRIDEC students. The respondents of the study include the CRIDEC students of Class 2017 and 2018. In summary, the findings show that only attendance and demerits has significant effect to the academic performance of CRIDEC students.

PCol Marc Anthony C Baun, the Officer-In-Charge (OIC) of NFSTI expressed his gratitude, in behalf of the Institute, to the resource speaker and guest instructors for their presence and commitment to the institute. He also gave due recognition to the contributions of the faculty members in intensifying the education and training offered by the institute.

The Philippine Public Safety College (PPSC) held the launching of its “Adopt-A-Can” Project in partnership with Bantay Bata 163 (ABS - CBN Foundation) at the Multi-Purpose Hall of the PPSC Head Office, Katipunan Avenue, Old Balara, Quezon City on November 5, 2019.

Meet PPSC’s New VP for Academics

PPSC and NPC officials during the turn-over of new blankets for typhoon victims in Mindanao to the GMA Kapuso Foundation represented by Ms. Tina Dungca held on November 7, 2019. This is part of the PPSC’s iCARE (Connect, Accept, Respect, and Empathize) flagship program as a way to reinforce community partnerships and the extension service programs of the College.

Effective October 24, 2019, PMGen Cedrick G Train (Ret.) has been appointed as the new PPSC Vice President for Academics. Prior to his appointment to the PPSC, PMGen Train was a Director of the Office of Transportation Security (OTS) and retired as a 2-star General designated as the PNP Director for Human Resource and Doctrine Development. In the uniformed service, he was also the former Regional Director of Police Regional Office 12 and Director for Integrated Police Operations in Western Mindanao. He holds a Masters in Southeast Asian Studies, Doctor of Jurisprudence passing the Philippine Bar in 2003, and completed his academic units as a Doctor of Education. He is also the Chief National Commissioner and a member of the National Executive Board of the Boy Scouts of the Philippines. He belongs to the PNPA “Makatarungan” Class of 1984.

Boy Scouts of the Philippines National President and former Tourism Secretary and Bulacan Governor Roberto “Obet” Pagdanganan met with PPSC President and other key officials on December 9, 2019 to discuss possible avenues for collaboration between the two (2) institutions. Incidentally, Governor Pagdanganan is an adopted member of the PPSC President’s class at the Philippine Military Academy (PMA) “Matatag” Class of 1971.

PPSC’s Final Salute:Blessing of PNPA Cadet Square

On November 7, 2019, the blessing of the PNPA Cadet Square Formation Ground with Grandstand was held at Camp Mariano N Castañeda, Silang, Cavite. PPSC President, PDDG Ricardo F De Leon (Ret.) Ph.D. graced the ceremony and imparted a message to the Cadet Corps. He said that the Cadet Square along with the four (4) dormitories served as the PPSC’s lasting legacy to the PNPA with the signing of Republic Act 11279 transferring the Academy to the PNPA. It was a vision that was finally translated into a reality and he is glad that the PPSC was able to come through with its promise.

Pursuant to the PPSC-NFTI’s goal of enhancing the learning experiences of its student trainees particularly in its quest of exposing them to the current trends in terms of fire technology and best practices of its foreign counterparts, the Fire Officers Advance Course (FOAC) Class Number 2019-01 had their Foreign Academic Tour in Beijing, China on December 1-5, 2019.

Said field study is designed to provide the participants a higher level of avenue for academic discussion on public safety concerns. Further, it provides an opportunity to expand linkages to nearby countries and aims to identify the best practices and systems that can be adapted in the Philippines.

NFTI Chief, Research and Academics Affairs Division and Dean, MCDRM, FCInsp Maricelia L Antonio with FSInsp Ma. Felicita C Regala along with the 61 members of the FOAC Class paid a courtesy call to the Philippine Embassy in Beijing and met with the Philippine Ambassador to

China, His Excellency Jose Santiago L. Santa Romana.

The group then proceeded at the China Beijing Fire Museum and they were warmly welcomed by Officer Zhang Jie, Staff of the Emergency Management Department, and Deputy Director of Beijing Municipal Fire Rescue Corps. The museum is a state of the art facility that showcases technology without leaving behind the historical facts as it is, revolutionizing and showcasing the traditional fire service into a modern highly capable public safety agency.

Part of the itinerary was the visit to the Beijing Fire Education Training Center, and they were accommodated by Du Zheng, Deputy Director of Beijing Fire Rescue Corps and Fan Yang, the Deputy Director of Beijing Fire Rescue Corps Training Base. After the briefing, there was an actual smoke simulation drill. A tour in the state of the art facility which included the fire and rescue tower, collapsed structure area, stadium, training office, training ground followed. The group

was able to witness actual training of their firefighters.

The delegation was also given the opportunity to visit a fire station in Beijing. The class had an interfacing with their fire officers and staff and gained additional insights and good station practices which can be adapted in the Philippines.

In order to see some of the latest trends in building fire protection and suppression system, the class also visited the Minimax Fire Protection Research Center office in Beijing. The Minimax Beijing Company Limited General Manager, Mr. Bangji Zhao and his team warmly welcomed and provided lecture on fire safety.

Through this insightful visit, FOAC students were able to gain valuable experiences through the new techniques and innovations in firefighting system and fire department structure which they can include in their research paper that can be beneficial to both PPSC and BFP.
