Superintendent Thieme will investigate an alarm to be place at the door of the gate house that houses the electrical equipment for the gate. The gatehouse is covered for wind damage but not the gate. Board requested a contractor to provide a mitigation report for the replacement of gate house and shed. The roadway and (28) pole lights are covered under the Liability portion of policy. Ms. Mc Gough recommended that the fountains and the pole lights not be serviced by Superintendent Thieme but by a contractor specializing in that kind of work. Workers Compensation coverage expires July 1, 2015 and the policy will be reviewed at that time. Access Control Contractor Universal Protection billing ($4,176.83) (paid six monthly payments in December) and an unexpected Gate Maintenance expense (replaced damaged gate arm controller) in December ($2,111.13). Year to Date (YTD) we are under budget for Total Operating Expenses by $4,952.77 or 2% less than the annual operating budget. Essentially our 2014 annual operating expenses were 98% of what we estimated 15 months earlier. YTD under budget expense accounts includes Utilities ($4,083.39), Maintenance ($3,795.68), and Administrative ($3,848.22). Administrative expenses are under budget primarily in less than budgeted Legal Expenses $4,263.25 and Holiday expenses that have not been charged to 2014 ($2,390.54). Grounds Care is over budget YTD ($6,774.52). Our Net Operating Income YTD is $18,309.19. However there are still some unpaid Grounds Care and Holiday Lighting expenses that can be charged to 2014as we reconcile the year end state-ments. Entrada; The last Metal Halide lamp was replaced. We had multiple commercial gate violations reported this month.Trimming; Most of the palm trees have been trimmed. 14 dead or dying Slash Pine trees were removed from our Common Area so far this year.Drainage; Sewer Viewer is to come in with a submarine camera to view 3 pipes that are completely submerged before Bonness can give us a proposal for replacement if required. We want this project completed before rainy season. The responsibility for maintenance and repair of the lake fountains will be delegated to Platinum Irrigation moving forward. The cost of this maintenance will be $250.00 per quarter. Proposals for fountain pumps were reviewed and approval was given to purchase a new, better fountain to replace the failing one in Empress Lake. Four pole light maintenance companies are being reviewed to monitor and repair lights on Entrada Dr.

Beautification, Common / Park Areas Committee Reports: (Director McElligott)We have been continuing with tree trimming in the parks. Marquis, Bismarck and the cove have all been trimmed as well as trees on the parkway all the way around IGCB.

Treasurers Comments: (Treasurer Tom Harruff)Total Operating Income for January is under budget by $110,344 when considering the prepaid of $102,633. As this is the first month of the quarter our delinquents were processed per the Delinquent Assessment Rule with follow up as appropriate. On Feb 25th we released 6 lot owners who were delinquent at least one full assessment to the Attorney for collection action.Total Operating Expenses for the month of January were $7,857 under budget. Monthly under budget expense categories include Maintenance ($1,261). Grounds Care ($5,630) and Administrative ($3,217). Utilities ($682) and Recreation-Improvements ($1,298) were over budget for the month. Our Net Operating Loss for Jan 15 is $102,486. This is essentially the Prepaids of $102,633.

We have received two estimates for completion of the 2014 Audit. T.M. Hayes who did our last IGE Audit has bid $4,400 and Wieble, Hennels, and Caruf has bid $5,000 to $5,950. My recommendation is to approve the audit by T. M. Hayes to be completed after tax season with the preliminary draft audit before the June meeting. Proposed 2014 tax filing will be submitted shortly (T.M Hayes) The Board approved utilizing T. M. Hayes, CPA for the Audit and income tax form preparation.The Board approved transferring $30,000 from the Contingency Reserve to the Drainage Reserve.

GIB Report (Director Joyce) GREATER IMPERIAL BOARD, INC Treasurers Summary Report for December 2014 – GIB Mtg. 1-22-15 President Joyce read from the Treasurers report in the absence of Treasurer Harruff. Income and Expense Statement as of 12-31-14: Total Operating Income is over budget for the month by $295.56 and over budget year to date (YTD) by $13,356.42 or 5% greater than the income estimated for the year primarily due to greater than anticipated Gate Pass Sales ($13,420). Total Operating Expenses are over budget for the month by $8,090.42 primarily due to some annual expenses in Grounds Care - Tree Trimming ($2,663.33) that is only done once a year and catching up on slow billing by our

Landscape screening plans will be available before the 19 villas are completed by D.H. Horton. The Board will supplement this area/or portions thereof located at the Marquis Park . Director Mc Elligott will evaluate that area that has no irrigation and the possibility of a booster pump. Director Castaldini stated that the temporary fence installed by Horton (Marsilea development) will remove by EGEHOA to reclaim the 3 feet error prior to any landscape installation. Director Mc Elligott will research bids for the fence replacement to include the black metal to be galvanized. Water drainage from the sidewalk goes into a 16 inch pipe that then pushes the water into the wetlands ; offsetting the volume of standing water on IGEHOA property.Owner on Imperial Circle voiced concern regarding water over flow into streets. Director Castaldini stated the there is a pump that was purchased for Phase 5 for drainage emergencies/ there is a 9 inch opening out of the weir that keeps water at the appropriate level. This 9 inch opening is non controlled (open all the time). All the underground concrete pipes are open and working; the over flow water during significant rain events is stored on the streets which is the design. SFWMD permit restric-tions will not permit a larger outlet from the weir.An attending homeowner stated that there is a cracked sidewalk located on Imperial Circle that needs to be evaluation for trip hazard. Superintendent Thieme will investigate.

Traffic Safety and Security Committee: (Director Keating): Newly appointed to the Board, Patrick Keating is seeking a volunteer to assist him with this committee.

Roads & Walk paths: (Director Joyce) Contacted Hole Montes Engineering, specifically their Transportation Division. Waiting for Mr. Robert L Murray to get back to me with a proposal and cost for a RRR project. Resurfacing, Rehabilitation and Restoration “Commonly referred to as “3R” projects, resurfacing, rehabilitation, and restoration of existing roadways are a common and recurring need.The key for us is for our Roads and Walk Paths commit-tee to be aware of the condition and safety of our roads and walk paths and reserve for them accordingly. We will need to review our current reserves and applica-tion of new reserves to meet the eventual need.All of our roads and sidewalks, except for Entrada, have been polycoated. We now must see exactly what life we have left in our roads, etc.Newsletter-Estates: - (Treasurer Harruff): Reported that the mailings to owners are going well and there are new additional advertisers for the newsletter. Discussion regarding contracting out the solicitation of new advertisers included topic of ‘What is the IGE newsletter designed to do’.

Reminder - It is the responsibility of each Lot Owner to assure that their current contact information is in the Property Manager’s data base. That includes local and alternate mailing addresses, local and alternate telephone numbers, email addresses, home watch services, etc. This is important for notices to the entire community of important information like road closures, Estates newsletter and official notifi-cations from the Association including Association Maintenance Fees. You can do this on line at http://igenaples.info/owner_info.htm

Unfinished Business: Rules and Regulations for the community will be reviewed by Board members to determine the need for the specific rule(s), the consequence of any suspension of amenities usage and to include the review of specific wording of rules. Operational procedures for the Home-owners Association are being developed and reviewed by each Board and committee member to facilitate transfer of responsibilities between old and new Board members. On going project.New Business: Management Contract and pest control contracts were given to Board for signature. Management contract to be revised for Delinquent Assessment Follow Up proce-dures and Pest Control Contract was approved.Homeowner Issues: Eugene Bannon seeks additional landscape by the Marsilea developer – D H Horton abutting the fence in Phase 5 (near the Entrada gate). Developers are obligated to install “Minimum type A landscape which includes a tree installed every 30 ft. with a bush in between trees.

We have removed 5 dead pine trees around the perim-eter, 4 diseased pine trees in Bismarck Park, and 3 diseased Pine Trees in Empress Park. A letter is being drafted by the attorney to send to owners that have dead/or dying pine trees affected by the Beetle disease which gives time frame and responsibility the removal from owners lots. Secretary Joyce will draft a ‘lead-in’ explanation for this letter. Top Cut Lawn service put mulch down on all of the trees that are in the perimeter area they taking care of.Covered all flowers on the night of Feb. 19th to protect against potential freeze.All park benches have been cleaned and bleached.

Entrada Gate Issues: (Director McElligott) Put two new gate bars on the entrance, and Mark ordered 3M tape to re-tape the two exit bars. Had the gate house A/C serviced.Looking into new company (Bay Electric) to do bi-annual maintenance on back-up generator. We will be replacing the bulb in Street Light #1 which is inside of the gate. The light has been going out periodi-cally. Dsicussed a rule amendment to take away back gate privileges to residents who do damage to the back gate, and don’t pay for repairs in a timely manner.

Architectural Review Board Report: (Vice President Toth) The ARB committee reviewed and approved seven requests last month with four pending. The approved requests included repaint exterior, Pavers, Generator, Rip Rap, POD and Dumpster.. There were no disapproved requests. Violations and Fining Committee – (PM Murphy): Fine Committee Meeting was held December 19, 2014 with eight (8) homeowners that have received three violation letters previous to meeting date. Final inspec-tion of those addresses (December 19th) resulted with only one fining action to one homeowner.

Property Manager’s General report: (PM Murphy) First Quarter Inspections scheduled in early March 2015.HOA Annual report submitted to the State of Florida.Treasurer signed Certification form to submit to the Department of Business and Professional Regulation.

Traffic Safety and Security Committee: (Director Keating): Newly appointed to the Board, Patrick Keating is seeking a volunteer to assist him with this committee.

Roads & Walk paths: (Director Joyce) Contacted Hole Montes Engineering, specifically their Transportation Division. Waiting for Mr. Robert L Murray to get back to me with a proposal and cost for a RRR project. Resurfacing, Rehabilitation and Restoration “Commonly referred to as “3R” projects, resurfacing, rehabilitation, and restoration of existing roadways are a common and recurring need.The key for us is for our Roads and Walk Paths commit-tee to be aware of the condition and safety of our roads and walk paths and reserve for them accordingly. We will need to review our current reserves and applica-tion of new reserves to meet the eventual need.All of our roads and sidewalks, except for Entrada, have been polycoated. We now must see exactly what life we have left in our roads, etc.Newsletter-Estates: - (Treasurer Harruff): Reported that the mailings to owners are going well and there are new additional advertisers for the newsletter. Discussion regarding contracting out the solicitation of new advertisers included topic of ‘What is the IGE newsletter designed to do’.

Reminder - It is the responsibility of each Lot Owner to assure that their current contact information is in the Property Manager’s data base. That includes local and alternate mailing addresses, local and alternate telephone numbers, email addresses, home watch services, etc. This is important for notices to the entire community of important information like road closures, Estates newsletter and official notifi-cations from the Association including Association Maintenance Fees. Unfinished Business: Rules and Regulations for the community will be reviewed by Board members to determine the need for the specific rule(s), the consequence of any suspension of amenities usage and to include the review of specific wording of rules. Operational procedures for the Home-owners Association are being developed and reviewed by each Board and committee member to facilitate transfer of responsibilities between old and new Board members. On going project.New Business: Management Contract and pest control contracts were given to Board for signature. Management contract to be revised for Delinquent Assessment Follow Up proce-dures and Pest Control Contract was approved.Homeowner Issues: Eugene Bannon seeks additional landscape by the Marsilea developer – D H Horton abutting the fence in Phase 5 (near the Entrada gate). Developers are obligated to install “Minimum type A landscape which includes a tree installed every 30 ft. with a bush in between trees.

We have removed 5 dead pine trees around the perim-eter, 4 diseased pine trees in Bismarck Park, and 3 diseased Pine Trees in Empress Park. A letter is being drafted by the attorney to send to owners that have dead/or dying pine trees affected by the Beetle disease which gives time frame and responsibility the removal from owners lots. Secretary Joyce will draft a ‘lead-in’ explanation for this letter. Top Cut Lawn service put mulch down on all of the trees that are in the perimeter area they taking care of.Covered all flowers on the night of Feb. 19th to protect against potential freeze.All park benches have been cleaned and bleached.

Entrada Gate Issues: (Director McElligott) Put two new gate bars on the entrance, and Mark ordered 3M tape to re-tape the two exit bars. Had the gate house A/C serviced.Looking into new company (Bay Electric) to do bi-annual maintenance on back-up generator. We will be replacing the bulb in Street Light #1 which is inside of the gate. The light has been going out periodi-cally. Dsicussed a rule amendment to take away back gate privileges to residents who do damage to the back gate, and don’t pay for repairs in a timely manner.

Architectural Review Board Report: (Vice President Toth) The ARB committee reviewed and approved seven requests last month with four pending. The approved requests included repaint exterior, Pavers, Generator, Rip Rap, POD and Dumpster.. There were no disapproved requests. To obtain an Exterior Change Request form on line: www.igenaples.info, log-in with name “imperial” and password “2011”From Towne Properties email your request to: [email protected] remember that ARB approval is required for the use of PODS, Dumpsters and Port-a-Potties even if the renovations involve only interior changes.

Violations and Fining Committee – (PM Murphy): Fine Committee Meeting was held December 19, 2014 with eight (8) homeowners that have received three violation letters previous to meeting date. Final inspec-tion of those addresses (December 19th) resulted with only one fining action to one homeowner.

Property Manager’s General report: (PM Murphy) First Quarter Inspections scheduled in early March 2015.HOA Annual report submitted to the State of Florida.Treasurer signed Certification form to submit to the Department of Business and Professional Regulation.

Access Control Contractor Universal Protection billing ($4,176.83) (paid six monthly payments in December) and an unexpected Gate Maintenance expense (replaced damaged gate arm controller) in December ($2,111.13). Year to Date (YTD) we are under budget for Total Operating Expenses by $4,952.77 or 2% less than the annual operating budget. Essentially our 2014 annual operating expenses were 98% of what we estimated 15 months earlier. YTD under budget expense accounts includes Utilities ($4,083.39), Maintenance ($3,795.68), and Administrative ($3,848.22). Administrative expenses are under budget primarily in less than budgeted Legal Expenses $4,263.25 and Holiday expenses that have not been charged to 2014 ($2,390.54). Grounds Care is over budget YTD ($6,774.52). Our Net Operating Income YTD is $18,309.19. However there are still some unpaid Grounds Care and Holiday Lighting expenses that can be charged to 2014as we reconcile the year end state-ments. Entrada; The last Metal Halide lamp was replaced. We had multiple commercial gate violations reported this month.Trimming; Most of the palm trees have been trimmed. 14 dead or dying Slash Pine trees were removed from our Common Area so far this year.Drainage; Sewer Viewer is to come in with a submarine camera to view 3 pipes that are completely submerged before Bonness can give us a proposal for replacement if required. We want this project completed before rainy season. The responsibility for maintenance and repair of the lake fountains will be delegated to Platinum Irrigation moving forward. The cost of this maintenance will be $250.00 per quarter. Proposals for fountain pumps were reviewed and approval was given to purchase a new, better fountain to replace the failing one in Empress Lake. Four pole light maintenance companies are being reviewed to monitor and repair lights on Entrada Dr.

Beautification, Common / Park Areas Committee Reports: (Director McElligott)We have been continuing with tree trimming in the parks. Marquis, Bismarck and the cove have all been trimmed as well as trees on the parkway all the way around IGCB.

Treasurers Comments: (Treasurer Tom Harruff)Total Operating Income for January is under budget by $110,344 when considering the prepaid of $102,633. As this is the first month of the quarter our delinquents were processed per the Delinquent Assessment Rule with follow up as appropriate. On Feb 25th we released 6 lot owners who were delinquent at least one full assessment to the Attorney for collection action.Total Operating Expenses for the month of January were $7,857 under budget. Monthly under budget expense categories include Maintenance ($1,261). Grounds Care ($5,630) and Administrative ($3,217). Utilities ($682) and Recreation-Improvements ($1,298) were over budget for the month. Our Net Operating Loss for Jan 15 is $102,486. This is essentially the Prepaids of $102,633.

We have received two estimates for completion of the 2014 Audit. T.M. Hayes who did our last IGE Audit has bid $4,400 and Wieble, Hennels, and Caruf has bid $5,000 to $5,950. My recommendation is to approve the audit by T. M. Hayes to be completed after tax season with the preliminary draft audit before the June meeting. Proposed 2014 tax filing will be submitted shortly (T.M Hayes) The Board approved utilizing T. M. Hayes, CPA for the Audit and income tax form preparation.The Board approved transferring $30,000 from the Contingency Reserve to the Drainage Reserve.

GIB Report (Director Joyce) GREATER IMPERIAL BOARD, INC Treasurers Summary Report for December 2014 – GIB Mtg. 1-22-15 President Joyce read from the Treasurers report in the absence of Treasurer Harruff. Income and Expense Statement as of 12-31-14: Total Operating Income is over budget for the month by $295.56 and over budget year to date (YTD) by $13,356.42 or 5% greater than the income estimated for the year primarily due to greater than anticipated Gate Pass Sales ($13,420). Total Operating Expenses are over budget for the month by $8,090.42 primarily due to some annual expenses in Grounds Care - Tree Trimming ($2,663.33) that is only done once a year and catching up on slow billing by our

Landscape screening plans will be available before the 19 villas are completed by D.H. Horton. The Board will supplement this area/or portions thereof located at the Marquis Park . Director Mc Elligott will evaluate that area that has no irrigation and the possibility of a booster pump. Director Castaldini stated that the temporary fence installed by Horton (Marsilea development) will remove by EGEHOA to reclaim the 3 feet error prior to any landscape installation. Director Mc Elligott will research bids for the fence replacement to include the black metal to be galvanized. Water drainage from the sidewalk goes into a 16 inch pipe that then pushes the water into the wetlands ; offsetting the volume of standing water on IGEHOA property.Owner on Imperial Circle voiced concern regarding water over flow into streets. Director Castaldini stated the there is a pump that was purchased for Phase 5 for drainage emergencies/ there is a 9 inch opening out of the weir that keeps water at the appropriate level. This 9 inch opening is non controlled (open all the time). All the underground concrete pipes are open and working; the over flow water during significant rain events is stored on the streets which is the design. SFWMD permit restric-tions will not permit a larger outlet from the weir.An attending homeowner stated that there is a cracked sidewalk located on Imperial Circle that needs to be evaluation for trip hazard. Superintendent Thieme will investigate.

Highlights of Feb 26th BOD Meeting: The meeting was called to order at 8:30 A.M. by Vice President Scott Toth. Tom Harruff, Len Joyce, Chuck McElligott, Patrick Keating, Tom Nessling and Dan Castaldini were in attendance. Superintendent Mark Thieme was present. Sue Murphy Property manager, Towne Properties was presentHomeowners present - 2104, 2021 Imperial Circle, 2033 Castle Garden.

Review of Minutes: January 29, 2015 meeting minutes of the Board of Directors were distributed to the Directors in advance and were approved as modified.

Danielle Mc Gough, CIC (Brown & Brown Insurance) Reviewed and summa-rized all the equipment for maintenance owned by the Association to confirm correct coverage policy and replacement cost is in place. Superintendent Thieme will investigate an alarm to be place at the door of the gate house that houses the electrical equipment for the gate. The gatehouse is covered for wind damage but not the gate. Board requested a contractor to provide a mitigation report for the replacement of gate house and shed. The roadway and (28) pole lights are covered under the Liability portion of policy. Ms. Mc Gough recommended that the fountains and the pole lights not be serviced by Superintendent Thieme but by a contractor specializing in that kind of work. Workers Compensation coverage expires July 1, 2015 and the policy will be reviewed at that time. Ms. McGough suggested that all policies should expire at the same date so the Board will meet and have these policies terminate on the same date.
