Waimakariri District Council chief executive Jim Palmer says preparing this year’s draft 2015-2025 Long Term Plan (LTP) has been difficult, as the council is unsure how much longer the district’s rapid population growth will continue. The rapid growth means the district has already exceeded one of Statistic New Zealand’s population projections. ‘‘We always start with Statistics New Zealand as a basis for long term predictions. They have set three predictions for what the district could look like in 2045,’’ Mr Palmer says. ‘‘Their low prediction was 53,000, which we have already exceeded. The medium prediction is 73,500, with a high end prediction of 94,000. The district’s population is now 54,000, which represents huge growth in the last 30 years from 25,000. ‘‘Most of our population growth is from net migration, both from within New Zealand and from overseas, so future growth will depend a lot on the world geopolitical situation and New Zealand’s migration policy,’’ Mr Palmer says. He says in the past Waimakariri has tracked somewhere between Statistics New Zealand’s medium and high end predictions. ‘‘We had some discussion of whether to go with the medium or high end predictions or somewhere in between, but we have gone with the medium prediction at this stage. We think growth may be affected by congestion issues over the next three to five years, which may prompt people to move back to the city. Certainly Selwyn and Waimakariri are favoured by many, but there are moves towards more infrastructure in the central city and we support that. We believe there needs to be a strong central heart in Christchurch.’’ Based on these assumptions, Mr Palmer says the council predicts the population to grow to around 63,000 over the next 10 years and to around 75,000 by 2045. This means the district will probably need at least another 4000 houses to be built over the next 10 years. The majority of the growth will be around Rangiora, Kaiapoi, Woodend, Ravenswood and Pegasus. ‘‘To the east of Rangiora there could be significant further development, but there may also be constraints due to the risk of flooding,’’ Mr Palmer says. Growth to the west of Rangiora is limited to Lehmans Road at present, so the council will need to review its infrastructure provisions to enlarge the area available for residential housing. Mr Palmer believes Kaiapoi has a natural population limit of around 14,000 due to land around the town being prone to liquefaction and flooding. Major growth is expected around Woodend, Ravenswood and Pegasus with the potential for more than 1000 sections becoming available over the next few years, requiring more sewer ponds and mains in Rangiora and to service Woodend and Ravenswood over the next 10 years. Fire skills sharpened By AMANDA BOWES Rural fire fighters were out in force last Saturday on the Waikari Village Green. But they were not waging war on fires. Instead 43 members from the Waiau, Motanau, Waikari, Hawarden and Scargill Rural Fire parties were honing their skills and training with helicopter pilot Bill Hales from Alpine Springs Helicopters and Paul Fechney from the Department of Conservation in Rangiora. With tinder dry conditions and sweltering heat, it was an ideal time for the more experienced fire fighters to refresh their knowledge and for the newer recruits to learn vital skills. Filling a monsoon bucket with water from a tanker and a pond, while Bill Hales kept the Hughes 500 under steady control, was a new experience for many of the rural fire officers. They also practiced loading and unloading the helicopter while it hovered a mere few feet above the ground. Gary Millar from Waikari Rural Fire, says Bill is an extremely experienced pilot and spent a lot of time going over safety measures with the fire fighters, before they began the practical training. ‘‘It was important the guys know how to load, unload and get in and out of the helicopter while it is hovering very near the ground. In a real situation where the helicopter is needed, it is more likely the fire fighters will be going to places where it can’t land, so have to be ready to jump out, along with the gear,’’ says Gary Millar. With practice, the fire fighters were filling the monsoon bucket in 10 seconds or less, giving the helicopter pilot a fighting chance of helping douse a real fire. Fire fighters, who turned out in greater numbers than expected, were tested on what they had learned, with everyone passing two unit standards.

conditions andplentiful fuelwould causeany fire to spreadquickly andcould takeweeks toput out.‘‘Drivers alsoneed tobealert to the risk

that their vehiclespose in the currentextremeconditions.Evenpulling over tothe sideof the road toanswer their phone,or readamapcouldbedisastrous.Hotexhausts or sparks fromanexhaust canignite thedry grass, and then themotorists

goon theirwaynot realising a fire’sstartedbehind them.‘‘Notmowingour rural roadsidesdoes

add to the fuel riskburden, butwehavebeenkeeping the grass trimmedupuntilnow, and thedry conditions are limitingthe growthanyway.‘‘Thingsmay looka little scraggly for a

while ­ but the risk ofmowing is riskierthannot.’’MrGrigg says the fire environmenthas

reached thepointwhere it hasbecomeextremelydangerous andhigh risk touseamechanicalmower to toppaddocks andmowroad sides andurges cautionwhenusingmachinery suchasweed­eaters,tractors, grinders,welders, chainsawsandfour­wheel­drive vehicles.TheCouncilwill continue tomow the

townships’ grass berms, parks andreserves onacase­by­casebasis and if itscontractordeems themnot tobea risk.Householderswanting tomow their

property arebest todo so in themorningwhen there is dewon the groundandtemperatures are cooler.Farmersandlifestylers arealsobeingasked to considertemporarily fencing their grass bermsandgrazing the ‘‘longacre’’ tohelpkeep fuelloadsdown.

Recovery priorityTown centre recovery inRangiora andKaiapoi remains a high priority.TheWaimakariri District Council

has set aside an extra $4million overthe next two years for recovery andongoing development projects in theRangiora town centre in the draft2015­2025 Long TermPlan (LTP).An additional $1million has been

budgeted for similar projects inKaiapoi to be spent over the next 12months.MayorDavid Ayers saysmost of the

money inKaiapoi will be spent on the

Hilton andWilliams Streetsintersection.InRangiora funding includes the

council’s contribution of $4milliontowards the cost of a parking buildingwithin the north ofHigh Streetprecinct.The council has also set aside $23

million for infrastructurework,mostly for sewer upgrades inRangiora, but also a treatmentupgrade inWoodend.The draft LTP is due to go out for

public consultation nextmonth.

LongTermPlan (LTP)deliberations,WaimakaririDistrictCouncil chiefexecutive JimPalmer said ‘‘planning forongoing resilience’’ needs tobeapriorityfor the council.He says thedamage fromamajor alpine

earthquakecould cost ratepayersmorethan$170million.This compared to the$127million cost to

council from theearthquakes of 2010and2011, although ‘‘a goodchunkof thatwasimprovements’’.Tohelpplanaheadmore ‘‘borrowing

head room’’ is needed,MrPalmer says.To set some targets, council staff

considered two scenarios: onewithinsuranceandonewithout.If the council’s infrastructurehas

adequate insurance cover, this could stillleave the councilwith a shortfall of $32

million,which could covered throughborrowing.If adequate insurance cover is not

available, ratepayers could face a shortfallof up to $90million to recover, so aplan tofundaround$69million throughborrowingand toprioritise recoveryprojectswouldallow thedistrict to getbackon its feet,MrPalmer says.‘‘It givesus somecomfort that if the

worst happens, and itwill happenat somepoint in our future, thatwehave theabilityto recover.’’The council has also set aside $6million

over thenext eight years in thedraftLTPto support any red zoneprojects, subject towhatever is decidedby the government.‘‘Wedon’t knowwhat the government is

going to contribute, if anything, so therearea lot of questionmarksoverwhatwillactually be required.But itwouldbeprudent to set somethingaside, ’’MayorDavidAyers says.ThedraftLTP isdue to goout forpublic

consultationnextmonth.

Multi-court facilityAnewmulti­court sports facility inNorth Canterburywill not become areality for another six years at theearliest.TheWaimakariri District Council has

included the option of a new stadium inits draft 2015­2015 Long TermPlan(LTP), following its deliberations lastweek, but the date has been pushed backfrom 2018 to 2021.However, the council has set aside $20

million for the project. Amulti­ court

sports facility was previously includedin the last LTP in 2012, with $5.1millionset aside.MayorDavid Ayers says the stadium

project will now be revisited in the 2018LTP, with the council to undertake ‘‘amore thorough scoping study’’ in themeantime.The council proposes building the new

stadiumat theMaria AndrewSportsground, next to theRangioraShowgrounds.

Light rail out, park inLight rail is not on the agenda forWaimakariri in the short term.WhileMayor David Ayers says

passenger rail fromRangiora andKaiapoi to Christchurch is somethingthe district may need to consider in thefuture.But it has not been included it in the

Waimakariri District Council’s draft2015­2025 Long TermPlan (LTP).However a ‘‘park and ride

infrastructure’’ has been included inthe draft, including the possibility of a$4million parking building in Rangiora.‘‘It is all part of identifying where the

opportunities are.We already knowwhere theRangiora railway platform is,but it will need to be looked at inKaiapoi as part of the future towncentre work.‘‘But our planning ismainly aimed at

buses at themoment,’’ Mr Ayers says.Chief executive JimPalmer agrees,

saying light rail remains an option forthe future.‘‘We need to provide ‘park and ride

infrastructure’, whether bus or train.It’s certainly something we are

turning ourmind to.‘‘At this point in timewe are probably

lookingmore at buses.’’Mr Palmer says roading and

commuter options are particularlyimportant in Rangiora, given the town’sballooning population, particularly howto connect traffic fromwest Rangiorawith themotorway.Amajor cash injection is also planned

to help prevent future flooding inWaimakariri, with $17.5million to beset aside over the next 10 years forvarious projects across the district.

Infrastructurebenefits seenPreparing a 30­yearinfrastructure strategyhasproduced somebenefits fortheWaimakariri district.TheWaimakaririDistrict

Council haspreparedaninitial draft 2015­2045InfrastructureStrategy forthe first time tomeet therequirements of theLocalGovernmentAct andhasalready identifiedpotentialsavings.‘‘The infrastructure

strategy looks at thewholelife of ourpipes, communitybuildings and roads,’’MayorDavidAyers says.‘‘Whenwe lookat our

assets a lot of themareactually quitenew.Fora lotof them,we lookat renewalover 100 years andnot justthe 30 years, and it now lookslikewecanchangeourapproach to fundingdepreciation.’’MrAyers says any changes

tohowdepreciation isfunded is somethingothercouncils throughoutNewZealandwouldneed todiscuss for themselves, ‘‘butwe think it’s a soundapproach’’.‘‘Whatwewould like todo

is fund it at a lower rate, butwewill still fund it over 100years.’’Changing theway

depreciation is fundedwasfirstmooted in the 2012 to2022LongTermPlanand

will be included in thedraft2015 to 2025LTP.Financeandbusiness

supportmanager JeffMillward reported to councilthat over the last 25 years thecouncil had investedanaverageof 2.5 per cent eachyear in funding fordepreciationand thecompoundingeffect. ‘‘Thismeans thatwhenanasset isdue tobe replacedmore cashis available than is requiredto fund theassetreplacement. Ifwecontinuewith the statusquowewillhave collected toomuchcash.Therefore rates canbereduced so that onlysufficient funding isavailable for assetreplacement.’’In theevent of therebeing

a future funding shortfall asa result of this change inpolicy, this couldbe loan­funded,which is a formof‘‘inter­generational equity’’,MrAyers says,whichmeanssharing the costswith futuregenerationswhowill benefitfrom the improvements.Council staff expect to

havean InfrastructureStrategypublic consultationdocumentprepared tobeapprovedby the council bytheendof thismonth.Itwill thenbepresented to

LocalGovernmentEfficiencyTaskforce forapproval.

Rural health highon the agendaI had an insightful meeting last weekwith the chief executive of NewZealand Rural General PracticeNetwork on providing assistance toour rural GPs, who are often the firstpoint of support for our farmers.I was interested to hear that, when

it comes to men accessinginformation and help ­ from prostatecancer to their mental health ­ onaverage, they still do this throughwomen.It’s the wives or partners, sisters

andmums whomake theconnections for them. And even withincreased access to the internet inrural areas, this still holds true.I’ve been out and about in the

rural areas lately and am currentlyassisting residents’ groups in twoareas with their issues around ruralexpectations.In the one instance, it has meant

navigating through the options in amulti­agency approach.In the other instance, it was a case

of facilitating an outcome that hadvery concrete results. But thecommon factor in both was that

people felt their individual voicesweren’t being heard.There’s a brochure that MPs put

out ­ and I’m no exception ­ whichoutlines what your MP can do foryou. Drop by my offices and pick upone ­ I’m here to help.On another note, I hope you enjoy

Treaty settlements with threeagreements in principle signed, fivedeeds of settlement signed and eightTreaty settlement bills went throughthe House.There are a lot of encouraging

indicators that are benefitting Maoriand which are the fruit of a lot ofhard work since 2008, working withour partners, to help Maori succeedacross a number of areas.I look forward to celebrating these

Draft Long Termplan council focusThe Council spent a large part of lastweek approving a Draft Long TermPlan to be finalised later this monthbefore going out to ask ratepayersand residents their views.After that consultation, we will

have another look at it, makeadjustments in response to thatconsultation, and then finalise thePlan towards themiddle of the year.The Long Term Plan describes how

the council is going to raise moneyand spend it over the next ten yearsand is renewed every three years.This year’s plan has proved

particularly challenging and the staffled by chief executive Jim Palmerhad done an excellent job in drawingup budgets prior to our consideringthem.New earthquake recovery work has

appeared, particularly in allowingmoney for the restoration of theKaiapoi and Pines­Kairaki RedZones.We don’t own this land but we need

to be prepared if the Governmentexpects theWaimakariri communityto contribute.

Another challenge is a major floodremediation programme in variousparts of the District.This was started after the June

2014 floods, but there is a lot of workto do and we have funded a ten­yearprogramme.The proposed introduction of a

three­bin refuse collection systemremains that, a proposal, at this stageand we are still keen to hear people’sviews.We are also looking to see if we can

introduce an element of personalchoice. If it is introduced, it will havean impact on rates in 2016­17.The projected average rate rise is

4.1%, slightly higher than what wasprojected three years ago.Themain contributor to that is the

emergence of needed flood work. Itmust be strongly emphasised,however, that this rate rise will varyacross the district depending onwhere particular programmes falland on the varyingmix of uniformcharges and rates­in­the­dollar thatdifferent parts of the community pay.We await your views!

safety bylaw requires boaties on vesselsless than 6m in length towear a lifejacketat all timeswhen they are underway.Failure to do so can lead to a fine of

$300 for the skipper and $150 for anycrew or passengers not wearingapproved lifejackets.Maritime rulesmake it the skipper’s

legal responsibility to ensure thatlifejackets areworn on board any size ofrecreational vessel in situations ofheightened risk, such aswhen crossing abar, in roughweather orwater, or duringan emergency.MaritimeNZ’s Assistant Regional

ComplianceManager SouthDomonicVenz, said theWaitangi weekend jointoperation follows a similar visit toMarlborough Sounds overNewYear.‘‘We visitedmore than a hundred boats

in the Sounds, and generally therewasvery good compliancewith lifejacketrules,’’ saidDomonic.‘‘But wewere able to provide some

good advice to people on other essentialequipment.‘‘One person had a distress flare on

boardwith an expiry date of 1991 ­ at thatage a flare can be very unstable andcouldwell have started a fire thatdestroyed his boat in his garage, let alonebeing a risk on thewater.’’Expired flares should be taken to the

nearest police station for disposal.

Five years after first opening its doors tothe public in February 2010, Arts inOxford haswelcomedmore than 80,000visitors to 58 exhibitions and shown theart of hundreds of artists.Among the huge variety of exhibitions

that they have held over the past fiveyears, some in particular stand out forgallerymanagerRachelMcRobb.‘‘In 2011, following theFebruary

earthquake, wewere privileged to beable to host ‘Moving On’, an exhibitionthat showcased artworks from a greatmany of Christchurch’s earthquakeaffected artists, many of whomhad losttheir studios, artwork and equipment.’’TheOxford Art Fair, held inDecember

2013, showcased local artists’ work andtherewere several of the artists holdingdemonstrations in the gallery and ourartist workshopwhich had been builtearlier that year.In July last year the gallery hosted its

inaugural Children’s Art exhibition,featuring artworks by local children.The gallery’s proceeds from the sale of

the children’s artworkwas donated backto the schools to purchase art equipment.To celebrate the fifth anniversary, the

gallery is presenting ‘‘Art of Two’’, anexhibition by twoCanterbury painterswith strong connections to Oxford andtheNorth Canterbury region.Philip Trusttum, one ofNewZealand’s

most recognised contemporary paintersandArts in Oxford’s patron, presents acollection of newmixedmediaworkswhich are being displayed alongsiderecent works from the studio of Oxfordartist andArts in Oxford’s foundingdirector Brent Firkin.MsMcRobb says the official opening of

Arts in Oxford, by the thenMinister ofArts, Culture andHeritage ChrisFinlayson, onFebruary 25, 2010,followed years of planning, fundraising,donations from foundingmembers (manyof them locals) and a generous donation

of $200,000 fromTheCanterburyCommunity Trust.The trust continues to support Arts in

Oxford, however the continuingoperation also requires ongoingfundraising and support of the localcommunity, whichMsMcRobb says theyare always grateful to receive.InMarch a fundraising concert with

the renownedChristchurch City Choruswill be held in the newly reopenedOxford TownHall, with all proceedsgoing directly to the running of Arts inOxford. Tickets are available at thegallery, the Oxford Service Centre andOxford Area School.‘‘Art of Two’’ runs until February 25.

Arts in Oxford is open Tuesday to Sundayfrom 10am to 4pm.

Debra Jowsey is a big fan of arenatraining for horses.She liked the idea so much she

convinced her husband, Mike, tobulldoze part of their commercialcherry orchard to build a 100m by 35mall­weather, sand­filled arena.Mike and Debra own Gracebrook a

multi­purpose farm in AshworthsRoad, Amberley. Every summer theyopen their orchard up to the public toPYO cherries. They also run a CountryShop on the property, sell rare­breedspoultry, run farm stay and holiday­home accommodation, breed showhorses, and run an equestrian centreat Gracebrook.The equestrian centre opened in

September 2009.Debra said arena training was a

great option for horses any time ofyear because the cushioned surface‘‘minimised the risk of injury’’.‘‘All those recreation riders need to

consider arena training this yearbecause the ground is so hard,’’ shesaid.Debra wanted to build the biggest

arena she could in the space availableat Gracebrook. That meant some of thecherry trees had to be sacrificed.‘‘We had to shift the cherry orchard

sideways to make way for the arena,’’Debra said.‘‘It made the cherry orchard smaller

but gave me the arena size I needed.’’Building the arena was a huge

project.‘‘It’s like building a road. You have

to remove all the topsoil, and it has got

to be sloped like a road. You have tohave proper drainage. It cost us a hugeamount of money, but we are sopleased we did it.’’The arena provided an ideal

training surface, particularly this yearwith such a hot dry summer makingthe ground so hard.Debra’s own horses Barbie and

Peace are trained on the arena andwere ‘‘competing at a high level.’’The equestrian centre at

Gracebrook also has a cross­country

pre­training and training course withmore than 50 jumps over three levels,an 80m x 60m irrigated show­jumpingarena, access to the Kowai River, anda 4km ride to the beach..The equestrian centre was used for

schooling horses, pony club trainingsessions, as well as show jumping andhunting practice, Debra said.The facilities are available for hire

and last month Sarah Rolston held asuccessful western riding trainingclinic at Gracebrook.

When Catherine and David Buttbought 30 acres at Woodend Beach in1999, it was a run­down dairy farmwith a lot of work to do.Since then the North Canterbury

harness racing trainers have acquiredmore land and created a state­of­theart harness racing training centre,specialising in beach training, butwith an 880m all­weather trainingtrack, a 500m sand jogging track andan equine swimming pool.Along the way they scooped up the

2004, 2006 and 2007 harness racingtraining premierships.Their success convinced other

trainers to also try their luck beachtraining.They now rent training facilities to

other top trainers, their son Bob Butt,Robert Dunn, Mark Jones and ReganTodd.Over the years Catherine and David

kept a close eye on the‘‘dairy run­off’’property next door to theirs.The farm always had fields of lush

green grass, even in the hot, drysummer months, without irrigating.The Butts thought it would make a

perfect agistment property tocomplement their trainingestablishment.They asked the owners to give them

first option on the 140­acre property.Instead, the land went on the market

for possible subdivision, but the Buttsbought it in March 2013.Once again there was a lot of work to

do.The fencing needed replacing and

parts of the property were covered ingorse and broom.They set about converting it into an

agistment property, but weren’thaving much luck attracting clients sothey decided to go a few steps further.They developed a purpose­built

livery with training facilities instead.Birchbrook Equestrian Centre is the

result.The centre has two all­weather sand

arenas, a 70 metre by 70 metre one forjumping, and a 60 metre by 20 metrefully marked one for dressage work.It also has a 930­metre heavy sand

track for conditioning work, purpose­built paddocks with shelter, water andlockable tack rooms, and easy accessto beach and forestry riding.It also offers short­term or long­term

agistment.‘‘Some clients leave there horses

here all the time and come every dayto ride them,’’ Catherine said.Others come just for the day to use

the facilities or take a ride along thebeach or through the forest.‘‘All sorts of people have horses,’’

Catherine said.‘‘Meeting themwas a really

interesting part of our business.‘‘We’ve had a few training days,

which are like informal competitions.‘‘We had a children’s day before

Christmas. That was really good.’’‘‘We are really pleased with the

arenas,’’ Catherine said.An irrigation system has been set up

so they can be watered every night. Itwas very important to have the surfacejust right, ‘‘ like a training track’’,Catherine said.‘‘We have tried to mimic the beach

surface,’’ she said.‘‘Everyone seems to really like it.’’The Butts have also employed a

fulltimemanager at the centre, Devonvan Til, who cares for the horsesagisted there.An experienced and highly skilled

horsewoman, Devon also gives ridinglessons at the centre, trains her ownhorses there and and takes groups onbeach and forestry rides.

soils on yourproperty and theirwater­holding capacities.‘‘Understandhow to successfully operate

andmaintain your irrigation systemand

calibrate your irrigators regularly.’’Other steps include scheduling irrigation

responsibly, for example, consider theprobability of any forecast rainandeitherholdoff or adjust thedepthapplied.Meetcompliance requirements, bymaking sureyourwatermeter is operating at all timesandcheck that youruse iswithin consentedrates andvolumes (watermeterinformationwill alsohelp youworkouthowmuchyour irrigation is costing you).MrMortiauxalso suggests avoiding

irrigatingnon­target areas, particularlyroads,waterways andboundaries.‘‘Check theweather forecast before

irrigating and if possible also avoid

FarmDay’’ at Fernside, nearRangiora,attractedmore than 400 people.An entry fee of $7was chargedwith $5

from each ticket going to AlzheimersCanterbury, as well as other funds raisedon the day from raffles, donations andgold coin donations for facepainting.WeeDramFarm co­owner Jason

Findlay said theywere pleasedwith howthe daywent.‘‘Everyone seemed to enjoy the day,’’

he said.‘‘It was great to have goodweather. Not
