TROPO!

There was some really good tropo happening in the Gulf area around April 21st through the

23rd. But unless you were reading about it on the TV and FM DXing group you probably didn’t know about it. One FM Dxer in Reynosa, MEX had FM loggings from LA, MS, AL and FL, on April 23rd with his longest log being WUSF in Pensacola at 720 miles. Also, Chris Lucas in Poughkeepsie, NY reported tropo from Western New York and the Toronto area on the morning of April 25th. We will have a screengrab of his post to TV & FM Dxing a little later in this VUD. WTFDA member Dave Bright reports on the TV and FM DXing list: “The Tallahassee market finally has its first HD signal on FM, 107.1 WGMY Thomasville, Georgia. HD-2 is currently parallel to 1270 AM WTLY Tallahassee (and its translator “105.3 The Beat”).” And from Cordcutters News regarding ATSC 3.0: On the NAB show floor, AirwazTV had several demos of the tuner in action. There was an Nvidia Shield running showing a live ATSC 3.0 broadcast using the tuner and even a TiVo DVR recording ATSC 3.0 broadcasts. Right now, the cost is over $800 for the full developer kit, but a retail version will reportedly be a lot less expensive. Sinclair has promised that they will seed the markets they launch ATSC 3.0 in this year with a “cheap” ATSC 3.0 tuner. Some sources have said they expect the tuners to get down to below $50, but for now, mass production on a consumer tuner has not started.

Once again it was a slow month with no DX reports of any type received. Nick Langan is helping Jim Thomas on the WTFDA database keep up with all the new Mexican FM stations and changes. Thanks Nick! CU next month!

AT 815 FM RADIO STATIONS AND 260 AM STATIONS Can You Say "Enough is Enough"?? Jim Thomas

I learned very recently, though two years late, the government licensing office CONATEL Honduras made a bold statement in May 2017, by passing a bill that slammed the door on any new broadcast licenses. NOT just on FM, but FM, AM, and even TV! Holy cow! Just to keep things in perspective, Honduras geographically in comparison, is smaller than the state of Kansas.

I became aware of this decision three days ago. In early 2017 and up until early summer, I was deeply involved in entering the Honduras FM stations in the WTFDA FM database. Erika Speers, one of the attorneys and legal document managers with CONATEL, was communicating with me two and three times per week via email, sending me PDF documents as I requested them. Not once did she mention this decision to me. Possibly she wasn't allowed to.

Seeing how it had been two years since the FM radio stations from Honduras were entered into the FM database, I figured I was overdue in checking for updates.

I started checking for any FM activity for Honduras a couple weeks ago and kept noticing the LATEST FM actions or license approvals were in 2017. There isn't anything newer. I started digging through the CONATEL/SITAE website, looking at the PDF files available for download. I was trying to see if I could learn anything about NEW licenses. This past Saturday, BOOM! There it was. I found it. It was the document that had been published in the La Gaceta, the legal paper in Tegucigalpa. I downloaded the document and sent it to Raymie Humbert and Jonathan Hamilton, WTFDA members who are both fluent in Spanish. I asked them to go to page three, to the lower right column, read that particular information, and then give me their take on the matter.

This is what Raymie said, " Nice catch. Seems like they suspended all awards except repeaters saying they had too many applicants for remaining frequencies and in TV the market was very fragmented preventing the creation of serious economies of scale."

And this is what Jon's take was on the information- "Hi Jim, Article 1 orders the suspension of granting new FM permits and licenses, effective on the start date of the resolution, in broadcast areas 1-9. Article 2 deals with allowing the continued use of previously allocated frequencies, granted they do not cause interference. LPFMs are not allowed to use repeaters. Article 3 of the resolution says it will go into effect on the day it is published in La Gaceta (12 May, 2017).

Expect Next Gen TV in Top 40 Television Markets This Year Consumers can expect to watch broadcast TV with a stunning 4K HDR picture and high-quality audio for free with an antenna in top television markets this year

Consumers can expect to watch broadcast TV with a stunning 4K HDR picture and high-quality audio for free with an antenna in top television markets this year. According to an announcement from president and CEO Gordon H. Smith at the National Association of Broadcasters meeting this week, ATSC 3.0 is cleared to launch. The upgraded TV signal travels through obstacles better than ever before, so homeowners can expect better

reception with less-powerful antennas. The technology upgrade also supports receiving TV signals on handheld devices and in moving cars, personalization of ads, and interactive capabilities like x-ray, but stations will decide whether to flip the switch on these optional features.

What is the timeline?

The 40 largest TV markets will deploy the new broadcast standard beginning this year and complete the rollout to tens of millions of viewers by the end of 2020. Extensive testing has already taken place in Phoenix, Dallas, Baltimore, Raleigh, East Lansing, and Santa Barbara. Specific stations are identified in 19 markets, but since the transition is voluntary, the remaining markets haven’t identified which stations will take the lead.

Why is this a big deal?

The new standard brings broadband functionality to broadcast TV, which gives audiences the best features available in entertainment all on free over-the-air TV. A popular selling point is the hyper-local lifesaving alert functions that give first responders more options to keep viewers informed in an emergency. The connection also enables custom weather alerts and updates on active news stories. Broadcasters look forward to the advertising capabilities afforded by the new standard.

How will I know if my station offers it?

Subject to final approval and licensing, these high population markets have identified specific stations.

Remain patient

The new broadcast standard for over-the-air TV is part of the country’s shift toward better, faster connectivity. Much like 5G technology is expected to revolutionize wireless connections, broadcasters are excited for this innovative technology to modernize over-the-air TV.

Although televisions and handheld devices that take advantage of the new signal are not yet widely available, expect to see product announcements later this year. CES 2020 will likely feature a whole host of newly enabled televisions and devices capable of handling the signals, but don’t be in a rush to upgrade. The FCC requires all stations to broadcast in both formats for years after the new technology is available. By the time the new broadcast standard is mandatory, you might want a completely different setup than the one you have today.

The FCC has now released the losing bids in the incentive auction. This means we now know which stations tried to sell their spectrum but were not bought out. There is way too much information to print here, but it’s possible to note a few markets.

I suppose the starting point would be New York. As we already know, WNBC-4 sold their spectrum and “moved in” with co-owned WNJU-47. Other stations we know sold were WXTV-41, WZME-43, WRNN-48, WNJN-50, and WTBY-54.

Seven further stations tried to sell but were not purchased: WWOR-9, WLIW-21, WPXN-31, WEDW-49, WLNY-55, WFTY-67, and WFUT-68.

The remaining stations did not participate in the auction.

Looking at Milwaukee, three stations sold – WCGV-24, WVCY-30, and WMVT-36. Five stations tried to sell but weren’t purchased: WMKE-CD 8, WISN-12, WWRS-52, WPXE-55, and WIWN-68. WIWN tried to sell physical channel 5; they changed their mind when the bid dropped to $9.3 million.

Here in Nashville, eight stations tried to sell; none were bought. Stations were allowed to change their proposed disposition – one Nashville station decided to switch from selling altogether to moving to VHF-High. It didn’t help; they still didn’t sell.

I checked two more markets. In Youngstown, Ohio, three of the four stations tried to sell but only WKBN-27 succeeded. In Boise, Idaho, no station attempted to sell.

WTCN & WWHB in Florida have a unique reason for temporary silence. The stations have been repacked (to channels 17 & 33 respectively) and are installing a new shared antenna. They hired a helicopter to lift the new antenna into place.

The President’s Mar-a-Lago resort (and frequent retreat) is located near the tower. On the date scheduled for the antenna lift… the President was in town… and the Secret Service grounded civilian aircraft in the area.

The stations have rescheduled the lift. Unfortunately, they were unable to do so for a date before April 12 th, the end of repack Phase 2. They will need to temporarily leave the air until the new antenna can be installed.

You won’t find W43BR in the FCC Database. The station has been operating under a series of six-month STAs since 1997. It’s owned by the local radio station WRPQ, and transmits from a tower near the Devils Head Resort east of Baraboo. (adjacent to the tower of FM powerhouse WOLX 94.9)
